I have several things in the queue right now, which have been delayed mainly because online fandoms scare the snot out of me. Really. I will write that up later tonight and then maybe that will unstick them.

I also had plans for video/streaming work that have been delayed because I have spent the past week arranging hospice care, then euthanasia, then funeral services for a rat who wasn't even mine. My housemate lost their oldest, fussiest, most care-intensive rat. Said housemate doesn't have great coping mechanisms at the best of times, and it was the anniversary of a family death to boot. Their vet isn't making any appointments, even for emergencies, until November, so we went through mine, where I'm grandfathered in because I have been bringing her fat, spoiled rats literally since she opened the clinic. My vet will also come outside to meet you (since they can't let anyone into the building) and let you sit with your pet until the end.

So I spent that day doing what I always do, which is shepherding my housemate (with mobility aids) and the rat (with hard-sided cat carrier) through the T, through the appointment, and then back home (without the rat's mortal shell, and with a lot of anti-anxiety meds on board) without letting anything force us to pause long enough to let them think. I made Amazon Fresh bring us ice cream. Then there were a whole bunch of emails and phone calls to arrange for the rat's cremation. And to arrange for someone else to pay for the rat's cremation. And to arrange to have the ashes delivered back to the clinic where I can pick them up next week. Mercifully, my housemate customized and ordered the urn ring without me having to tangle with any customer service reps.

So my plans for my birthday week have been slightly bumped, but I get to make the preliminary announcement now, which is that I'm presenting a series of screenings and lectures on Sherlock Holmes. I first read the canon when I was about ten -- the early '90s -- and therefore got to engage with it via thinking and reading actual well-researched books, before having to deal with any emotionally over-involved screaming on tumblr. I'll be presenting various films and ephemera I can scare up via watch parties through a freebrowser extension called Two-Seven, which works with any URL and not strictly paid streaming services, and holding "just chatting" Twitch streams about topics like Holmes in the early silent film industry, the original inspirations for Conan-Doyle's character, the underpinnings of Sherlockian studies and The Great Game, and the various queer readings of the character and the canon.

Trong bài phát biểu khai mạc của mình về chủ đề "Chống lại Trung Quốc" hôm 26/9, hạ nghị sỹ William Hurd (tiểu bảng Texas), chủ tịch Tiểu ban về Công nghệ thông tin, thông báo: "Trong hơn 40 năm qua, Mỹ đã khuyến khích Trung Quốc phát triển nền kinh tế riêng của mình, và khuyến khích đảm nhận vị thế cùng với Mỹ, trở thành một người chơi chính, có trách nhiệm trên sân khấu thế giới. Nhưng Trung Quốc không muốn tham gia cùng chúng tôi. Họ muốn thay thế chúng tôi. Quan trọng hơn, Trung Quốc đã không chơi công bằng”.

Theo ông Hurd, Trung Quốc ép buộc các công ty Mỹ phải tham gia liên doanh với các công ty trong nước, và điều đó có nghĩa là sự tổn thất lớn đối với các công ty Mỹ.

"Đại diện thương mại Mỹ, người đã đứng đầu một cuộc điều tra kéo dài 7 tháng về việc Trung Quốc ăn cắp sở hữu trí tuệ, gần đây đã phát hiện ra rằng tổn thất do Trung Quốc đánh cắp sở hữu trí tuệ Mỹ là từ 225 tỷ đến 600 tỷ USD mỗi năm", ông Hurd lưu ý.

Còn ông Robert Atkinson, chủ tịch của Tổ chức Công nghệ thông tin và Sáng tạo, người đã làm chứng trong phiên điều trần, lại cho rằng thế giới chưa từng thấy một quốc gia nào như Trung Quốc.

“Đây không phải là một quốc gia bị ràng buộc bởi các tiêu chuẩn thế giới về hành vi thương mại và kinh tế chấp nhận được. Đó là một đất nước mà chính phủ quan tâm đến một, và chỉ một mục tiêu kinh tế: chiến thắng trong các ngành công nghệ tiên tiến bằng bất cứ giá nào”, ông Atkinson nhận xét.

Theo ông Atkinson, Hạ viện Mỹ cần ban hành một hệ thống, theo đó nếu các doanh nghiệp Trung Quốc tìm kiếm kinh doanh tại Mỹ, thì sẽ phải xin giấy phép, với cùng những điều kiện mà doanh nghiệp nước ngoài bị yêu cầu khi kinh doanh tại Trung Quốc.

Ông Atkinson cũng đề nghị thắt chặt quá trình cấp thị thực du học cho học sinh đến từ Trung Quốc, và tăng cường quan hệ hợp tác giữa FBI và các trường đại học Mỹ, nhằm hạn chế chuyển giao sở hữu trí tuệ không thích hợp.

Bà Sarah Cook, nhà phân tích nghiên cứu cao cấp của Freedom House, một tổ chức phi chính phủ quốc tế chuyên nghiên cứu tự do chính trị toàn cầu, cho rằng mục đích của Bắc Kinh để trở thành một “siêu cường mạng”, là tăng cường kiểm soát internet, nhằm đảm bảo sự tồn tài lâu dài của chế độ. Bắc Kinh cũng mở rộng việc kiểm soát thông tin ra ngoài biên giới Trung Quốc.

Theo bà Cook, chi phí trực tiếp và gián tiếp cho việc kiểm soát internet của Trung Quốc là rất lớn. Trớ trêu thay, các công ty giúp cho chính quyền Trung Quốc kiểm soát Internet, cũng đồng thời là nạn nhân của các biện pháp đàn áp hà khắc của chế độ.

Bà Cook cho rằng “Mỹ cần chủ động trong việc phát triển năng lực riêng của mình; duy trì các tiêu chuẩn quốc tế về quyền riêng tư và tự do ngôn luận; xây dựng chiến lược toàn diện quốc gia về trí tuệ nhân tạo, và dành các nguồn lực ngoại giao để duy trì tự do Internet”.

Mỹ cũng cần tài trợ cho những nỗ lực chống kiểm duyệt cụ thể đối với Trung Quốc, hỗ trợ các nhóm phát triển và phổ biến các công cụ mà nó giúp cho người sử dụng Trung Quốc trên phạm vi rộng lớn, truy cập các trang web bị chặn, và mở rộng tài trợ cho các ứng dụng tăng cường quyền truy cập vào những thông tin bị kiểm duyệt và bảo mật kỹ thuật số, trên các thiết bị di động, bà Cook đề xuất.

Hơn nữa, cũng theo bà Cook, Mỹ nên "tạo ra một quỹ khẩn cấp, có thể được kích hoạt nhanh chóng trong những khoảnh khắc khủng hoảng hoặc bất ổn chính trị, để tăng nhanh công suất máy chủ của các công cụ vượt tường lửa, đứng trước nhu cầu ngày càng tăng từ Trung Quốc”.

Bà Cook cho hay ‘Dự án Bản tin Truyền thông Trung Quốc’ (China Media Bulletin) của Freedom House đã làm việc với các đối tác, những người điều hành các công cụ vượt tường lửa như GreatFire của FreeBrowser hoặc các công ty truyền thông của người Hoa ở hải ngoại, những người có được lưu lượng truy cập thông qua các công cụ như FreeGate và Ultrasurf.

Các kênh này thu hút hàng triệu lượt truy cập mỗi tháng, và mang lại hàng chục nghìn độc giả từ bên trong Trung Quốc, và đã được chứng minh là rất hiệu quả, bà Cook nhận xét.

Trong bài phát biểu khai mạc của mình về chủ đề “Chống lại Trung Quốc” hôm 26/9, hạ nghị sỹ William Hurd (tiểu bảng Texas), chủ tịch Tiểu ban về Công nghệ thông tin, thông báo: “Trong hơn 40 năm qua, Mỹ đã khuyến khích Trung Quốc phát triển nền kinh tế riêng của mình, và khuyến khích đảm nhận vị thế cùng với Mỹ, trở thành một người chơi chính, có trách nhiệm trên sân khấu thế giới. Nhưng Trung Quốc không muốn tham gia cùng chúng tôi. Họ muốn thay thế chúng tôi. Quan trọng hơn, Trung Quốc đã không chơi công bằng”.

Hơn nữa, cũng theo bà Cook, Mỹ nên “tạo ra một quỹ khẩn cấp, có thể được kích hoạt nhanh chóng trong những khoảnh khắc khủng hoảng hoặc bất ổn chính trị, để tăng nhanh công suất máy chủ của các công cụ vượt tường lửa, đứng trước nhu cầu ngày càng tăng từ Trung Quốc”.
