Gujjars in Rajasthan – Progressing towards a better tomorrow
Rajasthan, India’s largest state has a pluralistic fabric. Different communities and ethnic groups together have given Rajasthan its economic, social and traditional backbone. It is this mix of cultures that makes the state an attractive destination for the visitor from world over.
History has tempered the socio-economic development of communities. Some ethnic groups, understandably, are better off in education and other development indices than others. In a democracy, it is important that governments cater to the underprivileged. In the Indian constitution, provisions exist for positive discrimination in favor of the disadvantaged. This has been the bedrock on which the state government has strived to have in place tailored schemes aimed at the socio-economic upliftment of communities such as Gujjars.
For long, Gujjars have been demanding reservations at par with other communities. Such reservation is governed by the constitution and is subject to judicial scrutiny. The state government is of the understanding that in order to have effective development, attention has to be paid to the basic requirements such as education, health and infrastructure.
The Vasundhara Raje government showed sensitivity towards the demands of the Gujjar Community and a systematic effort was made with the target of sheerly a welfare-oriented plan. By the concerted efforts of the Raje Government, several initiatives were taken to uplift the Gujjar community for the first time in Rajasthan.
Devnarayan Scheme:
The Devnarayan Scheme – an umbrella effort was started in the state aimed at the upliftment of the Gujjar Community through empowerment and giving youth the tools that will allow them to compete as equals. Named after the mythological warrior Lord Devnarayan, re-incarnation of Lord Vishnu and much revered by the community, Devnarayan Scheme aims at the all round development of the Gujjar Community with focus on Education, Healthcare, Social justice, women empowerment and livelihoods.
1. Devnarayan Board: Acknowledging the needs of the Gujjar community and recommendations by various experts, the state Government set up a dedicated Institution- ‘Devnarayan Board’ with one President and 4 members to oversee development activities pertaining to the districts having significant Gujjar populations – Dholpur, Alwar, Sawai Madhopur, Jhalawar and Karauli.  The President of the Board was given the privileges and status of a Cabinet Minister.
2.    Special Package of Rs 100 Cr: A special package of Rs 100 Cr was allocated for the Special Backward Classes under the Devnarayan Scheme for various sectors from Social Justice to PHED, from setting up of hand pumps to Primary schools, it is, Primary health centres, Dairies managed exclusively for Women, Anganbadi centres, Ex-Servicemen rest houses, temple renovation and works etc. An amount of Rs 112.05 Cr has been spent.
3.    Educational upliftment and Empowerment of the Gujjar Community: A number of special schemes were started and some of them are as follows:
a.    Special Backward Class Post-Matric Scholarships: Akin to a similar scheme available for students of SC-ST comnmunities, this scheme targets Gujjars, Banjaras, Gadia-Lohars and Rebaris. An amount of Rs 66 Cr was spent. In the years 2013-15, an additional amount of Rs 96.5 Cr was spent. Till date Rs 162.52 Cr has been spent on this scheme benefitting close to 2.31 Lakh students.
b.    Anuprati Scheme: This innovative scheme aims at providing a platform for talented students of the Gujjar community in order to hone their skills and encourage them to compete for Engineering, Medicine, Management courses at the state level along with National level courses in prestigious institutions such as IITs, IIMs etc. Started with a token allocation of Rs 21 Lakhs, this scheme now has a budgetary outlay of Rs 50 lakhs for the year 2015-16.
4.   Special Package: Giving furthermore impetus towards Gujjar development, the then State government announced a special package of Rs 200 Cr through which various area development works projects were taken up. These included:
a.    Devnarayan Adarsh Hostels: 41 Hostels at the cost of Rs 48 Cr benefitting 2250 students per year. Land has been allocated for all 41 hostels while construction has been compelted in 34 of them; the 7 remaining buildings are underway. An additional budgetary allocation of Rs 4 Cr has been provided in the year 2015-16. 38 out of 41 hostels are already functional.
b.    Devnarayan Awasiya Vidyalaya: In 9 districts of the State, Devnarayan Residential Schools were sanctioned at the unit cost of approximately Rs 10 Cr each, benefitting 2520 students per year. Land has been allocated for all 9 schools and construction is complete for schools in Tonk and Bhilwara. An additional budgetary allocation of Rs 13 Cr has been provided in the year 2015-16.
c.    Devnarayan Mobile Hospital Yojna: With the aim of providing quality healthcare at the doorstep of the Gujjar community, 10 Mobile Medical Units were sanctioned for the Dang and Special Backward Class tehsils at a total cost of Rs 5.5 Cr. As an interim measure to tide over the period required for procurement of units, Mobile vans have been stationed in 8 blocks and Mobile medical units have been stationed in 2 blocks already.
d.    Girls College and hostel: Being set up at Bayana, the Gujjar dominated District of Bharatpur, a Girls college and hostel is being set up at the cost of Rs 8 Cr, for the benefit of 308 girl students per year. Construction of building is underway and a budgetary outlay of Rs 3 Cr has been allotted in the current financial year.
e.    Boys College: To be set up at a cost of Rs 5 Cr at Gujjar dominated Nadauti area of District Karauli, , for the benefit of 182 boy students per year, the college is already running at the ITI premises with the building’s construction underway.
f.      Dairy Plant:  In the Gujjar dominated Khetdi area of district Jhunjhunu, for bolstering and strengthening the local skills and occupations related to Dairy products and management, a Dairy Plant has been allocated to be set up at the cost of Rs 6.5 Cr. The land has already been allotted and 60% of the construction work has been completed for the same.
g.    Pre-Matric Scholarship for SBC students: For the benefit of young students from Class 6th to 10th, a Pre-Matric scholarship scheme was started for the Gujjar community in accordance with the scholarship schemes being provided to the SC-ST students. Till date an amount of approx. Rs 25 Cr has been spent benefitting 4,20,293 students from the Gujjar community. An additional budget allocation of Rs 8 Cr has been done for the year 2015-26.
h.    Devnarayan Pratibhavaan Student Encouragement Scheme:  An encouragement scholarship amounting to Rs 350/- per month for 10 months is being given to meritorious students who score 1st division marks in Boards & University examinations.
i.      Devnarayan Girls’ Higher Education Financial Aid: To encourage and aid education for the Girl Child whose parents’ income is less than 2 Lakh per annum, an amount of Rs. 1 Cr was allocated to assist as a monthly amount of Rs 350/- and 500/- for school going and college going girls respectively across the State.
j.      Devnarayan Cycle Distribution Scheme for Girl Students: To facilitate Girl students travelling to schools from a distance, an encouragement scheme was started for all girl students across the State where the State Government provided them with a cycle each on deposition of a small amount. The Sate Government allocated this amount per girl student for girl students being benefitted under the Devnarayan Scheme. Presently, no amount is being taken from any girl student across Rajasthan.
k.    Devnarayan Scooty Distribution & Encouragement Scheme for Girls: An amount of approx. 15 Cr has been spent on the Devnarayan Scooty Distribution & Encouragement Scheme for Girls benefitting 3819 girl students till now. An additional allocation of Rs 5 Cr has been done for the year 2015-16.
l.      Devnarayan Gurukul Yojna: For the students of class 6th to 12th, this schemes aims at encouragement and aid of students whose parents do not come under taxation. The circumference of this scheme ranges from help in admissions to tuition fee, hostel-fee, cost of books etc for students scoring 50 percent or more. An amount of Rs 21.29 Cr has been allocated to benefit 5782 students.  An additional allocation of Rs 9 Cr has been done for the year 2015-16.
m.  Loan & Compensation Scheme: An amount of 10 Cr was allocated for this scheme under which loans & compensation help for disadvantaged category of the Special backward classes was provided.
5.    Filling of Infrastructure Gaps: To jacket the infrastructure gaps in the Devnarayan Scheme, the present Chief Minister Smt. Vasundhara Raje has allocated a special package of an amount of Rs 500 Cr. Recognizing the need to fill in these gaps, the Chief Minister has shown great sensitivity towards the Gujjar community and has diverted special attention for the upliftment, development and succor of the Gujjar community. Special catalysts for the progress and benefit of the Gujjar community have emerged as rays of hope and a better tomorrow for the Gujjars.
