In a news release, the NAVSOU-3 said two of the victims, identified as Christine Bitonio, 21, and Mary Joy Pana, 20, were then critical and had difficulty in breathing while the others were identified as Christine Rachel Jane Buendia, 15, and Edison Coros, 20, were both still conscious but ambulatory.
When Typhoon Ulysses crossed the Bicol region, the NAVSOU-3 received and responded to a distress call at around 4:30 a.m. by boarding a truck and loaded their rubber boat and outboard motor (OBM). Together with a barangay official and a volunteer, they immediately proceeded to the nearest barangay where they could launch the boat and activate the OBM.
While the truck was traversing the flood and crossing through waters with a strong current, the troops pulled the boat through the rushing flood and started to launch it. The rescue team crossed the flooded rice field until they reached the riverside which is the only access to the barangay.
They crossed the running river and finally located the house where the victims were trapped.
The four victims were immediately transferred to the boat. Two of whom were ambulatory, one is coherent and the other is disoriented and sometimes unresponsive.
While on the boat, team leader Lt. Jaymar Jason, was keeping Bitonio awake.
"While transferring the victims to the truck, I noticed Miss Bitonio has stiffened and went heavy and passed out. I was alarmed so I immediately check her vital signs. She was lightly breathing and her pulse was low. I tapped and wake her up, tried every means to bring her back to her senses. Her eyes were dilated and her hands are cold (she passed out twice)," Jason said. "I gave her a pump on her chest and she went back to her senses but still disoriented. I put her to recovery position kept her awake until such time that we arrived at where the ambulance was prepositioned," he added. (PR)

I've been needing to get an idea out and I've been playing around with a concept.
One of my ex's swears up n down I cheated. Uses that in circles to other ppl. N the amount that I keep seeing celebr and other especially the "victums" quick to throw shade on reputations.
When are y'all going to understand, everything with ppl is not black n white?
In a relationship, there are 2 ppl. No one person is at fault.
(Abuse is not just physical and none of the other variations are "better")
After a traumatic experience, with my ex, I can personally say other kinder open ppl were tempting, y'all I went to a party with my cousin, I never go t parties. I was social and civil to other ppl n guys.
Also, I had been testing the world of relationships, I did not date in high school. I was using the same dinamic each time n finding myself not happy or feeling trapt or losing interest.
I wasn't taking time to figure out what was best for me, in a area where the men are so insecure, they don't want you exploring.
They want u caught in a situation the only way out is them shaming u cuz u "cheated".
For ex. If you are around some one constantly, you see things about them, they are unhappy, etc. Unless you don't care and you don't pay attention to them.
My stance is....in these scenarios, the guy knows this type of thing isn't what's best for her, it's not making her happy, but he isn't going t advise her t care for herself, cuz he'd rather just keep her in their relationship.
N then all of a sudden "Oh she cheated"
I'm not saying I didn't do things wrong, but his trust was secure. I was in other guys laps, them in my house n bed, and I was still his and I was upfront, and able t b trusted. How many other woman could b trusted as much? N the other guys minded me.
Now, the traditional relationship, does not suit me. I don't like confining anything. If that's the case with other ppl, they need loving ppl t understand and let them be who they are, not confine them in yet another situation, u know they will err, and you get t shame them.
Lots of these want to put pressure so their partner doesn't have space to correct the situation, excpet to give them what they want either way.
If you don't give a person space to be who they are and what's best for them.....your creating a disaster.
If I'm cornered......it is always ok to back up, say no, that is ok......we are in for a mess, but I'm always choosing me. You got t let ppl get out, n you don't have the right to stand in their way.
Did I do something's wrong, yeah, but 1 it wasn't cheating, 2 I was still figuring out who I'm supposed to be and that relationship was not giving me the space to do that, nor was I happy.

I want to explain what I mean by it. Not everyone believes in god, some ppl are more adventurous, and America is the beacon for Hollywood life.
In dealing with depression or failing relationships, it's a compound issue most of the time.
Picking apart those, so you can deal with it to have a better life n self. Better energy, peace, fullfilled self.
Point blank, my friends hate that I'm a over achiever, but they love me, cuz in the dark, I'm sitting beside them telling them, "failure is a part of success, everyone does it. PARADISE, Calif.: Search teams will fan out across the charred landscape of Paradise, California looking for human remains on Tuesday as authorities prepare for a rise in the deathcount from the state’s deadliest wildfire.

“Camp Fire” – already ranked as the most destructive on record in California in terms of property losses – has consumed more than 7,100 homes and other structures since igniting on Thursday in Butte County’s Sierra foothills, about 175 miles (280 km) north of San Francisco.
A total of 150 search-and-recovery personnel were due to arrive on Tuesday, bolstering 13 coroner-led recovery teams in the fire zone, Honea said.

The sheriff said he also has requested three portable morgue teams from the U.S. military, a “disaster mortuary” crew and an unspecified number of cadaver dog units to assist in the search for human remains. Three groups of forensic anthropologists were also called in to help, he said.
The bulk of the destruction and loss of life occurred in and around the town of Paradise, where flames reduced most of the buildings to ash and rubble on Thursday night, just hours after the blaze erupted. Some 52,000 people remained under evacuation orders, the sheriff said.
Honea added that his office had received requests to check on the wellbeing of more than 1,500 people who had not been heard from by loved ones. Of those cases, 231 individuals had turned up safe, he said.
Authorities said on Monday evening that they found the bodies of 13 more victims, increasing the death toll from 29 tallied over the weekend.
The 42 confirmed fatalities marked the highest death toll in history from a single California wildfire, Honea said, far surpassing the previous record of 29 lives lost in 1933 from the Griffith Park blaze in Los Angeles.
The fires have spread with an erratic intensity that has strained firefighting resources while catching many residents by surprise.
Authorities are investigating the cause of the fires. PG&E Corp, which operates in northern California, and Edison International, the owner of Southern California Edison Company, have reported to regulators that they experienced problems with transmission lines or substations in areas where fires were reported, just before or close to the time they started.
The bodies of some of the Camp Fire victims were found in burned-out wreckage of vehicles that were overrun by walls of fire as evacuees tried to flee, only to be trapped in deadly knots of traffic gridlock on Thursday night.

The price tag for all of the work is pegged at around $17.6 billion through 2027. That includes $5.3 billion for overhead and underground distribution lines; $4.9 billion for overhead and underground transmission lines; $1.7 billion for substation upgrades; $3.1 billion for generating assets; and nearly $1.5 billion for distributed energy resources.
A Costly Recovery

In addition to the grid plan, Puerto Rico’s Governor Ricardo Rosselló, members of the New York congressional delegation, and New York Governor Andrew Cuomo called on Congress to approve $94.4 billion in funds to aid in the island’s recovery.
A report released in November found that more than 472,000 housing units were destroyed and severely impacted by the storm. In addition, the island’s agricultural sector was almost entirely destroyed, including the loss of almost 80 percent of planted crops. Nearly all of the island’s water and wastewater assets also were disabled.
Microgrids for Resiliency
The electric modernization plan recommends that microgrids be deployed to make the system more resilient in the event of power outages and interruptions. It outlines a two-pronged approach.

In the first, hospitals, police and fire stations, emergency shelters, communications infrastructure, water treatment plants, airports, sea ports, and commercial and industrial centers would operate in isolation as microgrids and be ready to provide vital services immediately after a natural disaster. Technologies such as onsite backup generation, combined heat and power systems, rooftop solar, battery storage, and building energy management systems would be capable of creating centers that can help in post-storm recovery.
The second approach calls for microgrids located in remote communities to remain disconnected from the larger grid and continue to provide electricity to critical infrastructure as well as grocery stores, gas stations, and community centers. The installation of solar, battery storage, feeder automation control systems, load control equipment, and similar technologies could allow these communities to more quickly recover from natural disasters.
Substation and Transmission Automation
The plan also recommends that substations be enhanced by upgrading relay protection equipment and SCADA systems. Doing so would enable improved system control, reinforced and hardened substation facilities through defense-in-depth flood protection, and additional security access and monitoring systems.
In its 2015 integrated resource planning document, PREPA laid out its intent to pursue more flexible generating capacity to handle the intermittency of renewable resources. The modernization plan now says that the grid can be rebuilt with smaller distributed generating units that provide more flexibility and redundancy, and that help maintain operating and spinning reserve margins.
“The PREPA power system could also serve as a model for the future development of advanced power generation, transmission, and distribution systems and the use of renewable resources throughout the Caribbean or other similar global locations,” the plan says.
Widespread use of substation and distribution automation is recommended to better enable the system to respond to real-time events and enable deployment of distributed energy resources.
The plan also envisions that technologies such as centralized energy management systems, automated mapping and facilities management, and geographic information systems will become integral to day-to-day operations.
Tree Trimming
Turning to operations and maintenance, the plan says that PREPA should adopt a “robust asset management approach” that includes “aggressive vegetation management and optimized maintenance programs with adequate staffing.” Because of the tropical growth in Puerto Rico, PREPA will likely need to adopt vegetation management programs that are more aggressive than the industry norm.
The Puerto Rico Energy Resiliency Working Group developed the plan with help from Navigant Consulting. Group members include PREPA, the Puerto Rico Energy Commission, the U.S. Department of Energy, the Electric Power Research Institute, NYPA, Consolidated Edison, Edison International, the Long Island Power Authority, the Smart Electric Power Alliance, Brookhaven National Laboratory, the National Renewable Energy Laboratory, the Grid Modernization Lab Consortium, and Pacific Northwest National Laboratory.

In the immediate aftermath of Superstorm Sandy, Northeastern states published resilience reports, action plans and infrastructure goals galore. The storm was devastating, but next time, they said, they’d do better.
Five years later, the recovery effort shows rebuilding takes serious time. After Sandy, "resilience" became a buzzword and a promise to ensure the grid could stand up to nature’s perils. But with recent disasters in the Caribbean, the Southeast and California, it’s becoming even clearer how much work remains to build that newer, sturdier grid.
“The whole hardening arena becomes a lot more complicated and a lot more important going forward,” said Miki Deric, managing director of utilities, transmission and distribution at Accenture, who worked with utilities on post-Sandy recovery in Connecticut. “With the increased frequency of these large events, there’s a constant reminder that there’s a need to do this.”
A time of introspection
In October 2012, after leaving a path of destruction in the Caribbean, Sandy knocked out power for 8.5 million people in 21 states. The storm topped off months of extreme weather events beginning with Hurricane Irene, which caused 4 million people in the U.S. to lose power.
The “unprecedented weather” pushed cities and states to rethink how they had delivered electricity for a century. In the Northeast, especially, Sandy compelled hard-hit states like Connecticut, New York and New Jersey to take a hard look at resilience.
According to Richard Mroz, president of the New Jersey Board of Public Utilities, it was a time of introspection.
“The board, along with the industry across all the sectors, all of which were impacted, really turned inward to consider what measures had to be addressed,” he said.
The strategies that resulted from this stock-taking largely fell into two categories: microgrids and grid hardening.
According to GTM Research, in the year after Sandy, states dedicated $56 million to microgrids, with Connecticut spending nearly all of those funds. In 2014, Northeastern states spent $84 million.
Through Q3 2017, the Northeast accounted for the majority of microgrid capacity with 33 percent of the 2,045 megawatts in the U.S. The region also accounted for 27 percent of built microgrids, falling just behind the Southwest, which has a sizable number of military microgrids.
Since 2013, the Northeast has constructed 35 microgrids, with at least one in nearly every state. In 2012, Connecticut passed a law setting aside over $30 million in grants and low-interest loans for microgrid development. The state had one microgrid before the storm; now it has eight. New York went from 10 before to 17 after. New Jersey jumped from three to seven.
In 2014, New York announced a prize initiative to develop community microgrids. This year it chose 11 projects that will advance to feasibility studies. Three to five should be built between 2018 and 2020, said GTM Research grid edge analyst Colleen Metelitsa, who expects those to be relative boom years for Sandy-inspired microgrids coming on-line.
“A lot of money has been allocated, but not many of the microgrids have actually been built with post-Sandy funding,” said Colleen Metelitsa. “What we’ve seen in Connecticut, for example…a lot of these funds are still there, and a lot of those projects even from round one still haven’t been commissioned. A lot of them are moving forward, but it’s a slower process than everyone has been expecting.”
Some are coming on-line, though, such as New York City’s Marcus Garvey Village Microgrid, part of an affordable housing complex.
That project includes 300 kilowatts of lithium-ion battery storage and is fueled by 400 kilowatts of solar PV and a 400-kilowatt fuel cell system. A New City Energy Efficiency Corporation loan financed the project and L+ M Development Partners and Demand Energy, a subsidiary of Enel Green Power, will share revenue and cover the debt.
This summer, the New Jersey BPU approved feasibility study funding for 13 town center microgrids that would connect multiple buildings with critical infrastructure such as water and wastewater facilities, shelters and some commercial buildings. Using a $400 million Federal Transit Authority grant, the state is also working on the NJTransitGrid, which would keep transit lines into New York on-line using a dedicated natural gas plant and transmission lines.
Many of the Northeast’s microgrids still rely on fossil fuels or combined heat and power systems. In the future, more clean energy is the goal.
“That’s really what we’d like to see, is the mix of traditional electric generation and renewables all in one place,” said Mroz.
Hardening the defenses
In the event of another huge storm, microgrids will allow certain segments of cities and states to island from the main grid, but governments and utilities say they’ve also made strides in reducing the vulnerability of the overall system.
New York City worked with utility Consolidated Edison on prioritizing certain hardening measures, said Susanne DesRoches, deputy director for energy and infrastructure in the Mayor’s Office of Recovery and Resilience.
That collaboration led to efforts such as the hardening of 16 substations and five generating stations, selective undergrounding in areas like Staten Island, reinforcing transmission towers, installing submersible transformers and network protectors, and reducing feeder segment sizes so that a single failure can affect only up to about 500 customers.
In New Jersey, the BPU approved $1.3 billion in infrastructure hardening and storm mitigation projects. Public Service Enterprise Group, a utility, set aside $3.9 billion over 10 years to implement smart grid technologies, strengthen distribution infrastructure and underground strategic areas. Atlantic City Electric worked on automated sectionalization and reclosers at 33 of its substations. Other utilities including Jersey Central Power & Light and Rockland Electric also installed reclosers.
Many of these efforts have been made possible by the formation of green banks.
Connecticut created the country’s first green bank the same year Sandy hit by leveraging public funds to raise private capital. New York created its bank one year later with $210 million in initial funds meant to supplement private investment for clean energy projects. New Jersey’s bank, funded with $200 million from its federal community development block grant, focuses specifically on resilience.
A playbook for other regions
The progress post-Sandy hasn’t been perfect, and many have criticized it as unacceptably slow-moving. But what has been accomplished has become even more significant recently, as potential examples for areas suffering from recent disasters.
“They have a difficult task ahead of them, particularly the islands,” said Mroz. “There are some things you just can’t prepare for, but I think it’s incumbent on the industry and regulators to prepare and test their systems [and] think about what worst-case scenarios might be.”
Preparing systems for a climate-changed future will take even more work on the parts of system regulators. If Sandy forced utilities and governments to reckon with the reliability of their systems, the spate of recent hurricanes, flooding and fires raise even more questions about resilience -- and whether it's possible to build a grid that can stand up to super-strength natural disasters.
“We can continue to harden these things, and they’re going to do better in these storms,” said Deric. “But there’s never going to be a point where you’re not going to have damage in a storm like Harvey or Irma or Sandy. I just don’t think that’s a reality.”
For now, there's more work to be done on just baseline resilience for Sandy-stricken states. Though the areas most affected by the storm possess the will and momentum to harden infrastructure, tangible progress shows resilience is easier said than done.
“The reality of it, when we look at infrastructure projects, is that we’ve hardly had any infrastructure projects completed,” said Ceci Pineda, resiliency training and policy coordinator at Good Old Lower East Side, a community housing organization. “When you look at the Lower East Side, a third of the buildings are in construction, a third are in procurement, another third are in the design phase.”
But Pineda notes that after Sandy, GOLES has been able to build relationships and networks with city agencies to prepare for the next storm. In that sense, governments have come to a different understanding on collaboration and what it means to rebuild after a disaster.
“That’s the broader sense of what resiliency is,” said Mroz. “To think about not just the immediate response, but how you recover from an event and deal with it.”
