India grants infrastructure project status to $10-billion hyperloop plan

MUMBAI (Reuters) – Maharashtra has granted infrastructure project status for a $10-billion plan to construct the world’s first ultra-fast hyperloop project, aiming to hyperlink the monetary hub of Mumbai with the neighbouring metropolis of Pune.

Proposed as a substitute to current rail infrastructure, hyperloops use magnets to levitate pods inside an airless tube, creating situations during which the pods can shuttle folks and freight at speeds of up to 750 miles (1,200 km) per hour.

View: US President's trip is about preparing to fast-track the possible Modi-Trump 2.0 agenda

US President Donald Trump is only the second president after Barack Obama to visit India in his first term. But unlike his predecessor, who toured India in the second year of his presidency, Trump has chosen the fag-end of his term to make the visit.

First term visits hold a different value. The incumbent is hopeful of another term in office. Bill Clinton in 2000, George W Bush in 2006, and Obama (his first in 2010, his second in 2015) saw their India visits as part of a legacy-building effort, knowing well that the best of what they could contribute to the relationship was either behind them or already initiated.

Trump seems to believe the best is yet to come — in trade, defence and energy. And that’s largely because he is counting on a second term. Which is probably the best frame to understand the current visit given that the US presidential elections are just nine months away.

In many ways, this visit is about fast-tracking the November agenda in case Trump were to return to the White House. The trade deal negotiations are an indication of how the political timelines have changed. The ‘mini trade deal’, which has been under negotiation, is an extension of what the US was pushing for in 2016-18 when Trump had just assumed office. India played tough, US got frustrated, and the talks headed nowhere until Trump decided to up the stakes. Now, when India is willing to work out a deal, it appears Washington has decided to expand the basket of demands.

It was in this context that the US is believed to have, for the first time, floated the idea of a bilateral duty-exemption arrangement sometime in September — more like a preferential tariff agreement that could help create a $20 billion trade potential. The US has signed a similar agreement with Japan. As of now, this may appear a distant ambition, given that both sides are unable to agree on a smaller deal. But it’s a good indication of what GoI should be prepared to work on if Trump were to get a second term.

A Nuclear Family New Delhi also needs to realise that over the years, it has gained tremendously from the strategic partnership by way of exemptions. The US has made changes to its domestic laws to help India get access to state-of-the-art civil nuclear, space and defence technologies. It has backed India’s case for exemption from strict non-proliferation treaty (NPT) regimes and inclusion into a closed club like the Nuclear Suppliers Group (NSG).

The one area where the US has sought special treatment from India has been trade. India needs to address this issue, especially at a time when it has taken a political call that a trade agreement like the Regional Comprehensive Economic Partnership (RCEP), essentially a free-trade agreement (FTA) with China, is not in its national interest. Any potential big trading arrangement with the US will, thus, have to be borne out of this rethink to align strategic and economic priorities.

Linked to this is the question of adjusting to Trump’s plan to overhaul US immigration norms. A trade deal without a services package may not work for India. Trump mentioned his immigration revamp plan in his speech at Motera on Monday. India will have to engage with this plan.

Trump has, perhaps, been the most upfront among recent US presidents to demonstrate a willingness to share the best of US defence technology with India. This is clearly an opportunity to imbibe the best of high technology that had been denied to India for decades. To scale up purchases — if Trump gets a second term — New Delhi will have to find new ways of raising capital for defence purchases.

The one big plus for India in Trump’s presidency was his unwavering commitment against terrorism that helped corner Pakistan. The current deal with the Taliban may well lead to some reduction of US troops in Afghanistan, but it’s fraught with uncertainties. India and the US have shown the deftness to coordinate their ‘good copbad cop’ routine so far. But they will have to ensure that their objectives in Afghanistan don’t contradict in a way that will help Pakistan exploit the situation. This is unlikely, given that both leaders have domestically pursued a hardline on terrorism.

As for China, the Indo-Pacific vision has already been articulated. The question will be to translate this in the economic sphere, especially on connectivity projects to counter China’s Belt and Road Initiative (BRI).

At a broader level, it’s important to remember that the Indo-US relationship has undergone a fundamental transformation over the past two decades in which issues like defence purchases and nuclear cooperation, once controversial, are now routine matters. Meetings at the highest level have also become equally routine. The ongoing visit is the fifth time Modi and Trump are meeting in the short span since the former was re-elected.

In It Together In other words, the political spin on Indo-US relations has changed so dramatically that today in India, there’s no downside identified with an Indian PM holding a joint public rally with a US president. The real issue is whether this upswing can be harnessed to craft and execute a more ambitious agenda. Trump, it appears, has a working plan for his second term. While India needs to be prepared either way, fasttracking the November agenda with the sitting US president may be the best way forward for now.
