Today in Politics: CM Stalin Ramps Up Pressure on Karnataka Government Amid Cauvery Water Dispute
The longstanding Cauvery river water dispute between Tamil Nadu and Karnataka has flared up once again. With the Congress-led Karnataka government's decision to release less water to Tamil Nadu than directed, Tamil Nadu's Chief Minister and DMK leader, M.K. Stalin, has voiced strong condemnation. In response, Stalin has announced an all-party meeting to discuss the next steps in this ongoing inter-state water conflict.

Current Water Levels and Dispute
As of Monday, Karnataka's four main dams hold a total of 75.586 TMC ft of water, while Tamil Nadu's Mettur reservoir contains only 13.808 TMC ft. Stalin accused Karnataka of betraying Tamil Nadu's farmers by not adhering to the Cauvery Water Regulation Committee's (CWRC) directive to release a set amount of water. Despite this, Karnataka's CM, Siddaramaiah, stated that his government would release 8,000 cusecs of water daily, which is less than the one TMC ft specified by the CWRC.
Historical Context
Historically, Tamil Nadu utilized about 602 TMC of the Cauvery river's total yield, leaving about 138 TMC for Karnataka until the early 20th century. In 1924, the construction of the Mettur dam led to an agreement between the two states, effective for 50 years, allowing Tamil Nadu to expand its agricultural area significantly. When the agreement expired in 1974, Karnataka argued that it restricted their agricultural development and began building reservoirs, sparking a dispute.
In 2007, the Cauvery Water Disputes Tribunal (CWDT) issued an order that was later contested by both states in the Supreme Court. In 2018, the Supreme Court adjusted Karnataka's share, increasing it to 284.75 TMC ft and reducing Tamil Nadu's share slightly, while compensating with groundwater extraction rights. The court also established the Cauvery Water Management Authority (CWMA) and the CWRC to manage and resolve disputes.
SKM to Resume Farmer Protests
In other political developments, the Samyukt Kisan Morcha (SKM), a coalition of farmer unions, has announced plans to resume their agitation for pending demands, including legal guarantees for minimum support prices (MSP) and loan waivers. The SKM intends to submit a memorandum to Prime Minister Narendra Modi and Opposition Leader Rahul Gandhi, seeking meetings with them between July 16 and July 18. While they have not planned another march to Delhi, they are organizing nationwide protests, citing BJP losses in rural constituencies as a consequence of the farmers' movement.
Congress Committee's Efforts in Himachal Pradesh
Meanwhile, the All India Congress Committee (AICC) continues its efforts to understand and rectify the reasons behind its defeat in Himachal Pradesh during the recent Lok Sabha elections. AICC leaders P L Punia and Rajani Patil will meet with local Congress leaders to investigate the factors contributing to the party's loss in all four of the state's seats. This is part of a broader initiative led by AICC chief Mallikarjun Kharge to strengthen the party's grassroots connections.

Suraj Revanna, Janata Dal (Secular) MLC, leaving a hospital after a medical test in Hassan on Sunday. | Photo Credit: ANI With the arrest of Suraj Revanna, JD(S) MLC, for allegedly sexually abusing a 27-year-old man, who claimed to be a JD(S) worker, the whole family of former Minister H.D. Revanna, based out of Hassan, seems to be entangled in legal troubles. As of now, Prajwal Revanna, former Hassan MP, who lost the 2024 Lok Sabha polls, is in police custody on three rape charges. He is accused of sexually abusing several women, including house help and party workers, among others. Several explicit clips purportedly of him were leaked before the polls. He is presently in custody of the Special Investigation Team, formed exclusively to probe the charges against him. Mr. Revanna was arrested for allegedly abducting a sexual abuse victim to prevent her from testifying against Mr. Prajwal Revanna, and is out on bail. His wife Bhavani Revanna recently secured anticipatory bail in the same case from the High Court of Karnataka. The only person who had maintained a safe distance from Mr. Prajwal Revanna’s cases, his elder brother Dr. Suraj Revanna, has now been arrested for allegedly sexually abusing a man. Dr. Suraj Revanna began his political career by campaigning for his father during the Assembly elections in 2013, when he was a medical student. Being the grandson of former Prime Minister H.D. Deve Gowda and the son of a former Minister, he showed an interest in joining active politics after completing his postgraduation in general surgery in 2015. Dr. Suraj Revanna focused on strengthening the party organisation in Channarayapatna taluk under the guidance of his parents. While his younger brother contested and won the Lok Sabha elections in 2019, Dr. Suraj Revanna waited for another two years to become a MLC in 2021. However, by then, he was a popular face in the villages of Holenarasipur and Channarayapatna. He was actively involved in campaigning during the 2018 Assembly elections and the Lok Sabha polls in 2019. During these campaigns, he and his associates attracted police complaints following arguments and clashes with workers of other parties. His affidavit for the MLC polls in 2021 showed that his name was dropped by the Hassan district police in two cases, even as they filed a B report in another case, which many say is an indication of the family’s political clout. Dr. Suraj Revanna got married in 2018. However, he did not mention about his marriage in his election affidavit in 2021, suggesting that it did not last long. Later, a petition was filed in the High Court alleging that he suppressed the fact of his marriage in his affidavit. His candidature for the Legislative Council in 2021 caused rifts in the party as many senior leaders, including MLAs, opposed it. However, he won and represented Hassan in the Legislative Council. Opposition's No-Confidence Motion Against NDA Lacks Numbers to Succeed
The Opposition's attempt to table a no-confidence motion against the NDA government seems destined to fall flat as it lacks sufficient support. With the Bharatiya Janata Party (BJP) holding an absolute majority in the Lok Sabha with 301 out of 543 seats, the NDA coalition, including all its partners, commands a total of 333 seats. In contrast, the multi-party alliance I.N.D.I.A has only 210 seats in the Lower House of Parliament.
Although the motion's chances of success are minimal, the Opposition hopes that presenting the proposal will compel Prime Minister Narendra Modi to address the Manipur issue during the ongoing Monsoon Session of Parliament, which has witnessed significant disruptions as the Opposition demands the Prime Minister's response on the matter.
A no-confidence motion can be moved in the Lower House of Parliament with the Speaker's permission. The proposal, governed by the Rules of Procedure and Conduct of Business in Lok Sabha, entails that if the ruling party fails to prove its majority in the Lok Sabha following the passage of the motion, it must resign. In 2018, the Opposition had tabled a no-confidence motion against the government led by Prime Minister Narendra Modi, but it had no impact as the government retained an absolute majority in the Lower House.
The current move by the Opposition to corner the BJP over Manipur follows a gathering of 26 Opposition parties in Karnataka on July 18 to strategize for the 2024 Lok Sabha elections. Similarly, the Bharatiya Janata Party convened a meeting with its 38 partners in the NDA alliance.
Despite the Opposition's efforts, the no-confidence motion appears to be symbolic rather than a serious challenge to the NDA government's stability given the wide gap in the number of seats held by both sides.

‘Will win 150 seats’: Rahul Gandhi's prediction for Congress in MP election
Gandhi addressed the media after the party's 'election preparedness meet' in Delhi, attended by top Congress leaders, including party chief Mallikarjun Kharge.

Congress leader Rahul Gandhi on Monday predicted that the party will win 150 out of 230 seats in the upcoming Madhya Pradesh assembly election later this year. “Karnataka election result will be repeated in Madhya Pradesh,” Gandhi told reporters after the party’s meeting on election preparedness.
“We had a detailed meeting just now, and our internal assessment indicates that after securing 136 seats in Karnataka, we are now projected to win 150 seats in Madhya Pradesh,” Gandhi said, as quoted by news agency ANI.
In a video shared by ANI, when asked about the Congress party’s chief ministerial candidate for Madhya Pradesh, Gandhi chose not to provide a direct answer but emphasised the party’s goal of winning 150 seats.
Kamal Nath who served as the state chief minister during Congress’ short-lived government in the state between 2018 and 2020, said, “We discussed the strategy and the issues on which the party should contest these polls. We are all of the opinion that we will enter the poll fray unitedly.”
Preparing for upcoming elections in Rajasthan, Madhya Pradesh
Besides Rahul Gandhi, Kamal Nath, Digvijay Singh, and AICC general secretary KC Venugopal, met party chief Mallikarjun Kharge to discuss the upcoming assembly election in the state.
According to news agency PTI, Rajasthan Congress leaders were also slated to convene in Delhi, including chief minister Ashok Gehlot and his former deputy Sachin Pilot.
Both Rajasthan and Madhya Pradesh are set to hold elections by the end of this year. Currently, Rajasthan is under the governance of the Congress party, led by Ashok Gehlot, while Madhya Pradesh is governed by the Bharatiya Janata Party (BJP), with Shivraj Singh Chouhan serving as the chief minister.
Congress promises for Madhya Pradesh
Congress, last week released a list of ‘five promises’ to the people of Madhya Pradesh ahead of the assembly election:
1. Gas cylinder at ₹500
2. ₹1500 to every woman per month
3. 100 units of free electricity, 200 units halved
4. Farm loan waiver
5. Implementation of old pension scheme
Rajya Sabha MP Digvijaya Singh had earlier said that Madhya Pradesh Congress president Kamal Nath is poised to be the party’s chief ministerial candidate for the upcoming 2023 assembly election.
The assembly polls are expected to take place at the end of the year. In the 2018 elections, the Congress emerged as the largest party and formed government under Nath’s leadership. But in 2020, Nath was forced to resign after his government was reduced to minority due to resignation of 23 Congress MLAs owing allegiance to Jyotiraditya Scindia. The BJP later formed the government under Shivraj Singh Chouhan.

Prime Minister Narendra Modi has been holding roadshows in key parts of Karnataka in the lead-up to the state's assembly elections. The first of two roadshows in Bengaluru on Saturday could be a gamechanger and make history in the state's electoral politics. In the 2018 elections, the BJP fell short of nine seats, but formed a government with the help of some Congress and JDS MLAs. However, the coalition did not last and the BJP came to power. BJP's poor performance in Bengaluru city and some parts of Karnataka was attributed to the failure of its workers to micro-manage at the booth level. To avoid a repeat of this in 2023, PM Modi and Karnataka BJP leaders are focusing on winning all the seats in Bengaluru city. During his campaign, PM Modi traversed 26 kms in the city and plans to hold a 10-km roadshow the following day as well. His roadshow passed through Padmanabha Nagar, where the former Deputy Chief Minister and sitting Revenue Minister of Karnataka, R Ashok, is fighting the election. PM Modi's opponents, particularly the Congress, have questioned his roadshows. However, devoting maximum time and energy to election campaigns has always been a part of PM Modi's strategy, and he enjoys connecting with people directly. PM Modi's rivals also inadvertently give him material to use against them during his campaigns, and he does not miss an opportunity to do so. The Congress has a good base in Karnataka, and rather than hurling insults at PM Modi, they could have unveiled a vision for the development of the state to gain electoral advantage.

Karnataka Assembly Election Date: निर्वाचन आयोग आज सुबह 11:30 बजे कर्नाटक विधानसभा चुनाव (Karnataka Assembly Election) के कार्यक्रम की घोषणा करेगा। कर्नाटक की मौजूदा विधानसभा का कार्यकाल 24 मई 2023 में खत्म हो जाएगा। उससे पहले चुनाव जरूरी है। पिछली बार राज्य में मई 2018 में विधानसभा चुनाव हुए थे। तब जनता दल सेकुलर और कांग्रेस ने मिलकर सरकार बनाई थी।
इसमें एचडी कुमारस्वामी मुख्यमंत्री बने थे। लेकिन एक साल और 2 महीने बाद जुलाई 2019 में कांग्रेस और जेडीएस के कई मंत्रियों के इस्तीफे के बाद सरकार गिर गई। फिर बीएस येदुयरप्पा की अगुवाई में बीजेपी ने कर्नाटक में सरकार गठित की थी।

2018 विस चुनाव का परिणाम (Karnataka Assembly Election)
वर्ष 2018 विधानसभा चुनाव (Karnataka Assembly Election) में 224 सीटों वाली विधानसभा में भाजपा ने 104 सीटें जीतीं थी। सबसे बड़ा दल होने के बाद भी भाजपा सत्ता से दूर रह गई। जेडीएस और कांग्रेस ने चुनाव बाद गठबंधन करके सरकार बनाई। बाद में कांग्रेस और जेडीएस विधायकों की इस्तीफे के कारण कुमारस्वामी सरकार गिर गई। विधायकों के अपने पाले में आने के बाद बीएस येदियुरप्पा के नेतृत्व में बीजेपी ने सरकार बनाई थी।

...The elections in Karnataka could take us closer to some more emboldening of an already raging party (if BJP were to win and form government). We are already somewhere closer to a monopolistic structure. It would be good in the long run if the Congress pulls up its socks and positions itself as an efficient opposition. The questioning of the government's functioning and the debates that follow should be intelligent and smart. India's problem is that it has never had a good opposition, at least not recently. Even when UPA-II was crumbling under its own pressure in 2011-2012, the now- ruling BJP came across as absent as opposition. It was the anti-corruption campaign of Anna Hazare followed by the protests in the aftermath of the Nirbhaya gang rape which led to the downfall of the UPA-II government and made space for the BJP/NDA to take over through an astounding victory.
