The longstanding Cauvery river water dispute between Tamil Nadu and Karnataka has flared up once again. With the Congress-led Karnataka government's decision to release less water to Tamil Nadu than directed, Tamil Nadu's Chief Minister and DMK leader, M.K. Stalin, has voiced strong condemnation. Current Water Levels and Dispute

As of Monday, Karnataka's four main dams hold a total of 75.586 TMC ft of water, while Tamil Nadu's Mettur reservoir contains only 13.808 TMC ft. Stalin accused Karnataka of betraying Tamil Nadu's farmers by not adhering to the Cauvery Water Regulation Committee's (CWRC) directive to release a set amount of water. Despite this, Karnataka's CM, Siddaramaiah, stated that his government would release 8,000 cusecs of water daily, which is less than the one TMC ft specified by the CWRC.

Historically, Tamil Nadu utilized about 602 TMC of the Cauvery river's total yield, leaving about 138 TMC for Karnataka until the early 20th century. In 1924, the construction of the Mettur dam led to an agreement between the two states, effective for 50 years, allowing Tamil Nadu to expand its agricultural area significantly. When the agreement expired in 1974, Karnataka argued that it restricted their agricultural development and began building reservoirs, sparking a dispute.

In 2007, the Cauvery Water Disputes Tribunal (CWDT) issued an order that was later contested by both states in the Supreme Court. In 2018, the Supreme Court adjusted Karnataka's share, increasing it to 284.75 TMC ft and reducing Tamil Nadu's share slightly, while compensating with groundwater extraction rights. The court also established the Cauvery Water Management Authority (CWMA) and the CWRC to manage and resolve disputes.

SKM to Resume Farmer Protests

In other political developments, the Samyukt Kisan Morcha (SKM), a coalition of farmer unions, has announced plans to resume their agitation for pending demands, including legal guarantees for minimum support prices (MSP) and loan waivers. The SKM intends to submit a memorandum to Prime Minister Narendra Modi and Opposition Leader Rahul Gandhi, seeking meetings with them between July 16 and July 18. In a significant revelation, the Election Commission’s latest data highlights the hefty contributions received by the Dravida Munnetra Kazhagam (DMK) through poll bonds during the years leading up to 2023. The ruling party in Tamil Nadu disclosed substantial donations amounting to a staggering Rs 656.5 crore from April 19, 2019, to November 14, 2023.

During the 2019–2020 period, coinciding with the general elections, the DMK amassed contributions totaling Rs 45.50 crore, despite being out of power in the state. Major donors included India Cements with Rs 10 crore, Lakshmi Machine Works (LMW) with Rs 1.50 crore, and Mega Infrastructure with Rs 20 crore, among others.

The subsequent financial years witnessed a significant surge in contributions, notably in 2020–2021, where the DMK received Rs 80 crore. Future Gaming and Hotel Services Pvt Ltd (FGH) emerged as a prominent donor, contributing Rs 60 crore, while Mega contributed Rs 20 crore.

However, it was the 2021–2022 financial year that saw a substantial spike, with contributions totaling Rs 302 crore. FGH remained a primary contributor, contributing Rs 249 crore, alongside other entities like Sun TV Network, India Cements, and Triveni.

The local body polls held in February 2022 maintained the momentum, with FGH and other significant donors continuing their support through poll bonds.

FGH’s close association with the DMK, notably through owner Santiago Martin and his son-in-law Aadhav Arjuna, has been a subject of interest. Arjuna, previously involved in DMK’s strategic operations, joined the VCK, a DMK ally, last month after failing to secure a DMK ticket in the 2024 Lok Sabha polls.

Other notable donors include Triveni, engaged in infrastructure projects, and LMW, a Tamil Nadu-based machine tools manufacturer.

In the most recent financial year of 2022–2023, the DMK continued to receive substantial contributions, with FGH contributing Rs 160 crore and Mega adding Rs 25 crore, among others.

Another lawyer who provides legal aid to persecuted Christians in the Delta region of Tamil Nadu. said that by not invoking the sections of the law that deal with communal violence, the police are able to pass off the well orchestrated attacks as conflict between individuals. “The political motivation behind the attacks is rarely the focus of the police investigation. It helps protect the leaders who instigate violence. This also helps the Dravidian parties maintain that Tamil Nadu is a secular state,” the lawyer said.
