यूं तो भारत की न्यायपालिकाओं में बेहतरीन जजों की नियुक्ति है।  चाहे हाई कोर्ट हो या फिर सुप्रीम कोर्ट या फिर निचली अदालतों में पीड़ितों को इंसाफ दिलाने के लिए एक से बढकर एक बेहतरीन जजों के माध्यम से सुनाए गए फैसले अन्य देशों के लिए भी नजीर बने हैं। ऐसे में बात जब देश के मुख्य न्यायाधीश डीवाई चंद्रचूड़ के काम को आंकने की आई तो खुद केंद्रीय कानून मंत्री किरेन रिजिजू भी उनकी तारीफ किए बगैर खुद को नहीं रोक पाए हैं। 
एक फैसले पर किरेन रिजिजू ने की मुख्य न्यायाधीश की तारीफ
देश के सर्वोच्च न्यायालय के जज के पद पर नियुक्ती के लिए कई कसौटियों पर खुद को साबित करना होता है। ऐसे में मुख्य न्यायाधीश का पद डीवाई चंद्रचूड़ को सौंपना एक बेहतरीन फैसला रहा है। केंद्रीय कानून मंत्री भी उनके काम के मुरीद होकर उनकी तारीफों के पुल बांधे बगैर खुद को नहीं रोक सके। दरअसल किरेन रिजिजू ने मुख्य न्यायाधीश की जमकर तारीफ एक फैसले को लेकर की। जिसमें एक व्यक्ति को बीमारी की वजह से लिखने में दिक्कत थी। ऐसे में युवक ने सुप्रीम कोर्ट में याचिका दायर कर उत्तराखंड प्रशासनिक सेवा की परीक्षा को लिखने के लिए एक लेखक ले जाने की अनुमति की मांग कर कोर्ट में अपील की थी। इस अपील पर सुप्रीम कोर्ट के मुख्य न्यायाधीश द्वारा लिए गए फैसले को केंद्रीय कानून मंत्री ने जमकर सराहा है। 
क्या बोले केंद्रीय कानून मंत्री किरेन रिजिजू 
मुख्य न्यायाधीश की जमकर सराहना करते हुए किरेन रिजिजू ने एक ट्वीट पर प्रतिक्रिया देते हुए लिखा कि-  'यह माननीय जस्टिस डीवाई चंद्रचूड़ ने दिल को छू लेने वाली कार्रवाई की है। उत्तराखंड के न्यायिक सेवा की परीक्षा में एक दिव्यांग उम्मीदवार को लेखक की सुविधा देकर उसे बड़ी राहत दी है। एम्स ने उसके दिव्यांगता के सर्टिफिकेट दिया था जिस पर जरूरतमंद व्यक्ति को समय पर न्याय मिलना बेहद संतोषजनक है।'
यहां जानिए पूरा मामला
उत्तराखंड के उम्मीदवार धनंजय कुमार ने सुप्रीम कोर्ट में एक याचिका दायर की थी, जिसमें उसने लिखा था कि वह अपनी बीमारी के कारण लिखने में असमर्थ है। ऐसे में उसे परीक्षा के लिए लेखक ले जाने की अनुमति दें। याचिकाकर्ता ने यह बताया कि उत्तराखंड पब्लिक सर्विस कमीशन ने उसकी मांग को खारिज कर दिया है। इससे हताश होकर ही उनसे सुप्रीम कोर्ट का रुख किया है। धनंजय ने यह याचिका के साथ एम्स अस्पताल द्वारा जारी सर्टिफिकेट भी कोर्ट में पेश किया, जिसमें उसकी बीमारी और लिख ना पाने की समस्या के बारे में जानकारी दी गई थी। याचिका पर गौर करते हुए मुख्य न्यायधीश डीवाई चंद्रचूड़ और जस्टिस पीएस नरसिम्हा वाली पीठ ने उत्तराखंड पब्लिक सर्विस कमीशन और उत्तराखंड सरकार को नोटिस जारी कर इस बारे में जवाब मांगते हुए याचिकाकर्ता को परीक्षा में लेखक ले जाने की अनुमति दे दी है। 
याचिकाकर्ता के वकील ने भी की तारीफ
वहीं इस पूरे मामले में याचिकाकर्ता के वकील ने फैसले की तारीफ करते हुए ट्वीट कर कहा है कि - 'हमने साढ़े 11 बजे रिट पिटीशन दायर की थी। जिसका डायरी नंबर सुबह सवा 10 बजे मिला। सुबह साढ़े 10 बजे उसे मुख्य न्यायाधीश के सामने पेश किया गया। मुख्य न्यायाधीश ने मामले पर सुनवाई की और उसी दिन अंतरिम आदेश पारित कर दिया। मुख्य न्यायाधीश के ���स कदम से जनता का न्यायपालिका में विश्वास कायम रहेगा।' 
वकील के ट्वीट पर कानून मंत्री ने दी प्रतिक्रिया 
याचिकाकर्ता के वकील द्वारा किए गए ट्वीट को संज्ञान में लेकर ही केंद्रीय कानून मंत्री ने ट्विटर पर रिप्लाई करते हुए कहा कि - कानून मंत्री की मुख्य न्यायाधीश को लेकर यह तारीफ ऐसे समय सामने आई है, जब सरकार और न्यायपालिका में कॉलेजियम सिस्टम को लेकर मतभेद खुलकर सामने आ चुके हैं।

"Complaints Are Received Against Judges From Time To Time": Law Minister

New Delhi: The law ministry receives complaints regarding serving and retired judges from time to time but it is concerned only with appointment and service conditions of serving members of the higher judiciary, Union Law Minister Kiren Rijiju informed Rajya Sabha on Thursday.
He was responding to the question "whether as per the Union minister for Law and Justice, a few former judges of the Supreme Court are part of an anti-India gang".
The minister was also asked to reveal the source of the information and whether in view of national security, the government has informed the chief justice of India and the Union home ministry.
While in the English version of the written reply, Mr Rijiju has not given a direct response to the four sub-questions, in the Hindi version, he replied in the negative.
He responded with "ji nahin" to sub-questions A to D.
"From time to time, complaints are received in the Department of Justice (in the law ministry) against sitting as well as retired judges of Supreme Court and high courts. Department of Justice is concerned only with the appointment and service conditions of the sitting judges of the Supreme Court and high courts," he said.
He also said complaints related to the retired judges of the Supreme Court and the high courts are not handled by the Department of Justice.
Accountability in higher judiciary is maintained through an "in-house mechanism", he said, recalling that the Supreme Court in its full court meeting on May 7, 1997 had adopted two resolutions -- one dealing with restatement of values of judicial life and the other with in-house procedure for taking suitable remedial action against judges who do not follow universally accepted values of judicial life.
As per the established "in-house mechanism" for the higher judiciary, the chief justice of India is competent to receive complaints against the conduct of judges of the Supreme Court and the chief justices of the high courts.
Similarly, the chief justices of the high courts are competent to receive complaints against the conduct of high court judges.
"The complaints/representations received by Department of Justice are forwarded to the Chief Justice of India or to the chief justice of the concerned high courts, as the case may be, for appropriate action," he said.

Duty to step in even in small matters, guard liberty: CJI after Rijiju’s remark
Two days after Union Law Minister Kiren Rijiju, pointing to the high pendency of cases, said if the Supreme Court “starts hearing bail applications… all frivolous PILs” it will add “a lot of extra burden on the Court”, a bench led by Chief Justice of India D Y Chandrachud remarked Friday “it is in the seemingly small and routine matters involving grievances of citizens that issues of the moment, both in jurisprudential and constitutional terms, emerge”.

The bench, also comprising Justice P S Narasimha, said that “right to personal liberty is a precious and inalienable right recognised by the Constitution” and lack of intervention by the Court can even lead to “serious miscarriage of justice”.
The CJI also announced that the Supreme Court will not have any vacation bench during the winter recess starting December 19. “There will be no benches available from tomorrow till January 2, 2023,” he said.
A day earlier, Rijiju had told Rajya Sabha “there is a feeling among people of India that the long vacation which the courts obtain is not very convenient for justice-seekers” and it is his “obligation and duty to convey the message or sense of this House to the judiciary”.
As per practice, the Supreme Court usually has vacation benches only during the long summer vacation between March and July but has no such bench during the winter recess.
The CJI’s remark on the “right to personal liberty” being “a precious and inalienable right” came in an order directing that the sentence imposed on a man, convicted under the Electricity Act, will run concurrently and not consecutively.
The offender, one Iqram, had been sentenced in nine cases for theft of electricity equipment belonging to the Uttar Pradesh electricity department. He had been sentenced to two years’ simple imprisonment and a fine of Rs 1000 in each of the nine cases.
“The facts of the present case provide another instance, a glaring one at that, indicating a justification for this Court to exercise its jurisdiction as a protector of the fundamental right to life and personal liberty inherent in every citizen. If the Court were not to do so, a serious miscarriage of justice of the nature which has emerged in the present case would be allowed to persist and the voice of a citizen whose liberty has been abrogated would receive no attention,” the bench said.
“The history of this Court indicates that it is in the seemingly small and routine matters involving grievances of citizens that issues of the moment, both in jurisprudential and constitutional terms, emerge. The intervention by this Court to protect the liberty of citizens is hence founded on sound constitutional principles embodied in Part III of the Constitution. The Court is entrusted with judicial powers under Article 32 and Article 136 of the Constitution of India. The right to personal liberty is a precious and inalienable right recognised by the Constitution. In attending to such grievances, the Supreme Court performs a plain constitutional duty, obligation and function; no more and no less,” the CJI, writing for the bench, said in the order.

Three senior judges of the high courts select and submit names for the position of next high court judge since the Collegium entered the scene. In an interview with Aaj Tak, Kiren Rijiju stated, "The Collegium has created the situation where the judges will take the names of only those that they know." (File) New Delhi: The joint committee of Parliament to examine the Waqf (Amendment) Bill will have 31 members — 21 from the Lok Sabha and 10 from the Rajya Sabha — and will submit its report by the next session. The Lok Sabha and the Rajya Sabha on Friday adopted a motion moved by Union Minority Affairs Minister Kiren Rijiju, who also holds the parliamentary affairs portfolio, naming the members to be part of the committee. In the Lower House, 12 members of the panel are from the ruling National Democratic Alliance (NDA), including eight from the BJP, and nine from the opposition. In the Upper House, four are from the BJP, four from the opposition and one is a nominated member. A delegation of Muslim clerics also met Mr Rijiju to extend its support to the amendments to the Wakf Act, 1995, proposed by the government amid the opposition’s strong criticism. Sufi Council Supports Waqf Act Amendments, Calls for Dargah Board
In the ongoing debate over proposed amendments to the Waqf Act, the All India Sufi Sajjadanashin Council (AISSC) has emerged as a key supporter of the government’s plans. The AISSC has labeled the changes as long overdue and is also advocating for the creation of a separate Dargah Board.

Support for Amendments
The AISSC’s backing of the proposed amendments comes amidst tensions between the government and opposition parties. The government has announced plans to introduce a Bill in Parliament aimed at updating the Waqf Act of 1995. The proposed amendments are expected to enhance accountability and transparency in the management of Waqf Boards and mandate the inclusion of women in these bodies.
At a press conference in New Delhi, AISSC Chairman Syed Naseeruddin Chishty, who is also the successor of the Ajmer Sharif Dargah’s Dewan, argued for a dedicated Dargah Board. He pointed out that the current Waqf Act does not address the specific needs and traditions of dargahs, which often do not align with sharia.
Chishty criticized the existing Waqf Boards for their lack of transparency and dictatorial functioning. He expressed hope that the draft Waqf Amendment Bill would be thorough and beneficial for all stakeholders, and indicated that the AISSC would submit recommendations once the draft is reviewed.
Government Reactions and Discussions
The AISSC delegation, including Chishty and other prominent members, recently met with National Security Advisor Ajit Doval and Union Minority Affairs Minister Kiren Rijiju. They discussed their concerns and received assurances that the amendments would consider the interests of all stakeholders and not be politically motivated.
Union Minister Rijiju described the meeting as “fruitful” and praised the AISSC for their commitment to national progress. He highlighted the positive engagement with the community and emphasized the government’s dedication to welfare initiatives.
Opposition and Criticisms
The proposed amendments have faced resistance from several opposition parties, which argue that the changes could negatively impact the Muslim community. The All India Muslim Personal Law Board (AIMPLB) has also voiced strong objections, urging a complete rejection of the amendments.
On the other hand, the BJP supports the amendments as a necessary step towards bringing transparency in Waqf property management. Government sources suggest that the Bill will include around 40 amendments, including reducing the powers of Waqf Boards and ensuring gender diversity in these bodies.
AISSC’s Stance on Other Issues
The AISSC has previously supported various government initiatives and has been vocal about issues such as curbing radical Islamic factions. Their support for the Waqf Act amendments aligns with their broader stance on governmental policies.
However, the AISSC has faced criticism from other Muslim organizations and within some Sufi circles for being perceived as too closely aligned with the central government.
As the debate continues, the AISSC’s endorsement of the Waqf Act amendments highlights a significant shift in support within the Muslim community, while also drawing attention to the complexities of religious and political dynamics in India.

PM Modi signals continuity in portfolio allocation, reposes trust in old team as many of them retain departments
Prime Minister Narendra Modi sent out a message of continuity by retaining his top lieutenants in key Ministries while allocating portfolios to his Council of Ministers on June 10.

The four big Ministries that are part of the Cabinet Committee on Security (CCS) — a key body within the Union Cabinet — saw the return of all the Ministers with Amit Shah, Rajnath Singh, Nirmala Sitharaman and S. Jaishankar retaining the portfolios of Home, Defence, Finance, and External Affairs respectively.
Mr. Modi, who now needs the support of allies to lead the latest National Democratic Alliance (NDA) government, also left key infrastructure Ministries largely unchanged. Nitin Gadkari retained Road Transport and Highways, Sarbananda Sonowal retaining Shipping and Ports, and Ashwini Vaishnaw keeping Railways, along with Information Technology and Information and Broadcasting. Jyotiraditya Scindia seems to have received a leg-up by securing the Telecom Ministry, another key infrastructure portfolio. Only Aviation saw a change, and was handed to Ram Mohan Naidu of the Telugu Desam Party (TDP), a portfolio that had been with his party in the first Modi government, when Ashok Gajapati Raju had held the Ministry.
Team NDA 3.0
Prime minister holds all important policy issues and all other portfolios not allocated to any minister.
Former Chief Ministers who were newly sworn in as Ministers were also given key Ministries. Former Haryana CM Manohar Lal Khattar got the Housing and Urban Affairs Ministry on a day when Mr. Modi’s first Cabinet meeting with his new team cleared a proposal for building three crore houses in urban and rural areas under the Pradhan Mantri Awaas Yojana (PMAY). Former Madhya Pradesh CM Shivraj Singh Chouhan received charge of the crucial Ministries of Agriculture and Rural Development, a reflection of the fact that under his tenure as CM, wheat production, especially that of the famous Sharbati wheat, had broken all records.
At a time when calls for a caste census are being raised both from outside and within the NDA government, Virender Kumar has been retained with the Social Justice portfolio.
Interestingly, with the Lok Sabha seeing a far bigger contingent of Opposition MPs, Arunachal Pradesh MP Kiren Rijiju has been made Minister for Parliamentary Affairs as he is seen to be affable and shares a good rapport across the political spectrum. Mr. Rijiju being a Buddhist has been given charge of the Minority Affairs Ministry.
Even with allies, allocations have followed a pattern of continuity, with Rajiv Ranjan Singh ‘Lalan’ holding the portfolio of Panchayati Raj, Fisheries and Animal Husbandry, earlier held by Giriraj Singh, who is a BJP MP from the same State of Bihar. H.D. Kumaraswamy of the Janata Dal (S) got the portfolio of Heavy Industries and Steel, which was held by the Shiv Sena before they parted ways with the BJP. Former Bihar Chief Minister Jitan Ram Manjhi is Cabinet Minister for Medium, Small and Micro Enterprises (MSMEs). Chirag Paswan holds the Food Processing Ministry which was earlier held by his father, the late Ram Vilas Paswan.
Among Ministers from the BJP’s stable, C.R. Paatil got the crucial Ministry of Jal Shakti, a flagship post where close rapport with Mr. Modi is a key factor. Dharmendra Pradhan retained Education, Arjun Ram Meghwal retained Law while Pralhad Joshi moved to Food, Civil Supplies and Renewable Energy.
In all, the overarching message from the portfolio allocation effected by Mr. Modi seems to be that while his party’s numbers had reduced, he does not hold it against his ministerial colleagues, putting out a business-as-usual vibe as he embarks on his third-successive term.

Modi 3.0 With 72 Ministers Takes Oath, 9 New Faces In Cabinet
Prime Minister Narendra Modi took oath today along with 71 ministers of the new coalition government. Thirty of them are Cabinet Ministers, five independent charge, and 36 Ministers of State. The portfolios will be announced later.

PM Modi, 73, will head a coalition government in his third term, or Modi 3.0, for the first time since he became Prime Minister in 2014 following a huge "Brand Modi" victory after 10 years of the United Progressive Alliance (UPA) rule.
He is the second Prime Minister after Jawaharlal Nehru to be elected for a third term in a row.
The oath ceremony is being held at the lawns of the Rashtrapati Bhavan, with the weather office forecasting a maximum temperature of 42 degree Celsius in the national capital.
President Droupadi Murmu administered the oath to PM Modi. Rajnath Singh and Amit Shah took oath after him. Nitin Gadkari was the fourth leader to be administered the oath of office by the President. JP Nadda, Shivraj Singh Chouhan, Nirmala Sitharaman, S Jaishankar, and Manohar Lal Khattar followed in taking oath.
HD Kumaraswamy of the Janata Dal (Secular), who took oath after Mr Khattar, was the first leader from any of the BJP's allies in the National Democratic Alliance (NDA) to take oath. Soon after, Janata Dal (United) leader Lalan Singh, a close aide of Bihar Chief Minister Nitish Kumar, also took oath.
Sarbananda Sonowal was the first leader from the northeast to take oath today, Kiren Rijiju the second.
Virendra Kumar, a prominent Scheduled Castes face of the BJP and eight-time MP, was inducted into the Narendra Modi government. He won the election from Madhya Pradesh's Tikamgarh reserved seat.
Supporters of leaders who have been called to the stage clapped and cheered loudly, as they saw their leaders walk towards the mic to be administered oath by the President.
