I don't have the background to distinguish between hitodama, onibi, kitsunebi, and will-o'-the-wisps. Thus, it's possible I could be wrong, but I wanted to try to make a list of wisp-inspired Pokémon. (At the very least, hitodama, onibi, and kitsunebi have elements in common with will-o'-the-wisps, with "onibi" being the word commonly translated to mean "will-o'-the-wisp.")
Coming soon! And also I will definitely take suggestions.

Kitsuni Kitsunebi
"All face-up monsters on the field become FIRE. If your opponent has a FIRE monster on their field or in their GY, while this card is in your GY: You can Special Summon this card. You can only use this effect of 'Kitsuni Kitsunebi' once per turn."
