We are convinced that the electoral representative system is a mechanism devised to codify the social domination of a class, the capitalist bourgeoisie, and to function in its exclusive interest. It inevitably acts in such a way as to ensure that the majority of mandates are granted to the class holding the wealth, even when it is equipped with all the so-called democratic guarantees of universality, proportionality, secrecy, freedom of suffrage. In fact, since the parliamentary mandate is capable of resolving not only one current and universally felt question, and therefore susceptible to be decided even by an illiterate person, as it happens in the referendum, but all the political, economic, cultural questions that can pass in a certain number of years through the screen of today’s complicated social life, the member of parliament must have and ordinarily has a culture that is superior to that which the economic-social conditions make it possible for the proletariat to acquire. And here is a first class privilege. The representative parliamentary system puts political power in the hands of an intellectual elite, which is an integral part of the bourgeois class, it shares and therefore advocates its interests. It will be said that even a proletarian can form the culture necessary to hold the parliamentary mandate. This is true, and it has happened in many cases, because intelligence and willingness to know are not natural gifts of the rich, and can sometimes overcome the enormous difficulties that today’s economic system poses to the spiritual elevation of the poor. But exceptional cases do not shift the general process, so that the wealthy class is able to acquire the higher culture, and the proletarian class is not. The proletariat must employ its labour power for a living as soon as possible; the son of the lord can easily spend fifteen years at school, and his dad’s wallet will provide for his maintenance, housing, clothes, books, taxes, and small pleasures. So, while in theory anyone can become a representative of the people in parliament, in reality, out of necessity of things, almost only lawyers, professors, professional journalists, all people who have studied, because their families had the means to make them study. Therefore, in the parliamentary system the exercise of political power is reserved, already for the mere fact of culture, exclusively for the wealthy class.
Other conditions contribute to the parliamentary monopoly of the bourgeoisie. Firstly, the economic pressure directly exerted on voters. When the citizen-elector is faced with the possibility of having a loan, or a deferment of payment, or a contract of favour, or of avoiding ruinous dismissal or any other economic damage if he gives his vote and his electoral support to a given candidate, it is very difficult for him to deny it even if he does not share or even know the political principles. And all those things can only be given by the candidates of the rich bourgeoisie. It is not unusual for them to buy votes even with cash. And, regardless of this, the candidates of the rich classes have at their disposal means of electoral propaganda (charitable works, broadcasts, stately hospitality to the leaders of the group, trips, banquets, posters, etc.), and therefore the probability of success, which the proletarian candidates, or representatives of the proletariat, who are poor, lack. Add to this the enormous influence that the press has on the elections. Newspapers, often the main element of culture for a large part of the population, almost the only one for the proletariat, form the currents of opinion, they lend their candidates ideas and qualities that they do not have, they deform the opponent’s programmes or silence them, they slander, they insinuate, they mislead towards their aim, that is to say towards the victory of their candidates, the uncultured minds, that is to say the great majority of the proletariat reading, or listening to what others have read. And since newspapers today, especially large newspapers, would be passive if they were not subsidised by the rich, so they become the most effective means of victory in elections for those who pay them, capitalists, lords, banking groups, industrial groups, suppliers, large proprietors, etc… Also in this way the privilege of wealth is affirmed in the electoral system. Where there is no economic equality, there cannot be civil and political equality; as long as there is a proletariat economically dependent on the capitalist class, it will also be the mistress politically.
