It would have been most logical that the first idea suggested by the source, would be their places swapped, since the fanatic loyalty was on Soundwave's part. But he gives off the air of an insensible idol, and since Megatron, post-predacon rising, has no longer a purpose (a raison d'etre one could argue), he might as well start a cult... A single-adept cult

I imagine it started with another of Starscreams schemes to get back at Meghan, but he realizes that Soundwave is a multi Husband Poll Champion and maaaybe it would do himself some good with better standards (meanwhile Megatron is obtuse as always)
