A History of Time Zones

There are 4 time zones in continental America but in the 19th century pretty much every town had its own time zone calculated on the Sun passing overhead. A Sundial principal.
I read an article by Bill Carey with a convoluted mess of times based on city. "New York City was 24 minutes ahead of Washington D.C, which was 11 minutes ahead of Knoxville, TN, which was 20 minutes ahead of Nashville, TN, which was 7 minutes ahead of Clarksville, TN, which was 8 minutes ahead of Memphis, TN, which was 10 minutes ahead of New Orleans, LA." I'm not good at math but I think that's a possible 80 minutes difference between NYC and New Orleans. Mr. Carey concludes that most towns had a highly visible clock that people set their watches by. He quotes the Memphis Appeal newspaper in 1859 as saying "For want of a true and universal standard of time, a thousand hours are lost in this city daily, by reason of people not being able to move and meet upon punctual time." As I was constantly late in my working history & always in trouble, a lack of standard time would have been a terrific excuse.
I found this part extremely interesting as my paternal Grandfather was a Conductor for the Illinois Central Railroad in Memphis. Turns out Railroads are the first to standardize time and it was all about business. The need for a set schedule was obvious and lack of one caused confusion and sometimes wrecks. Each railroad wanted things to run on their own schedule and didn't cooperate on this any more than they did anything else. Each railroad had a particular city in their region that they used as the standard for their schedule. For example, Ohio, Atlantic, & Mississippi lines ran on Washington D.C time with Louisville & Cincinnati lines using Lexington, KY. In cities with more than one railroad, like Memphis, I have no idea how anyone kept track of each railroads timetable. Add to this that railroad time was not city time, there could be a big difference between the two. And...railroads were known to change their time zones from one base city to another. Rail travel seems less romantic and more a pain in the neck.
Finally in November of 1883 the railroads agreed to divided the country into four zones and it became known as Railroad Standard Time. All trains stopped at 10:00 on the morning of November 18th and remained in place until 10:18. This is how they got everyone on the same time and schedule, seems crazy but I guess it worked. Most cities changed their city time to railroad time but a few balked at being told what to do by a bunch of huge companies and refused to adopt the standard, staying mad about it for some time. Mr. Carey says that Detroit, Michigan didn't switch until 1905.
In 1918 the government stepped in, of course they would, and passed the Standard Time Act making an official and precise time in America, Central Standard Time. Later on President Roosevelt decided to mess up everyone's life by coming up with Daylight Savings Time, thinking it would help during the Great Depression. Thanks to Jimmy Carter, during the 1970's financial crisis he decided to bring it back and now we're stuck with the stupid thing. Changing my clocks twice a year is bothersome, and I think we should all take a page out of Arizona's playbook and revolt; for some reason the Navajo Nation stayed with DST. Hawaii, American Samoa, Guam, The Northern Mariana Islands, Puerto Rico, The Virgin Islands have ditched it and I can only hope that Tennessee gets smart and joins them.
A last tidbit: there are 15 states with more than one time zone, Tennessee being one of them.

Oh right, the other day I was cleaning out my bookmarks in Chrome and I ran across an article (archive) from 1987 I saved for some reason about lawsuits mounting against Bic because of suspected defects in their disposable lighters. Lighters exploded, burning people, and in some cases killing people. Further down in the article, I found this: 
In addition to claims that its lighters leak, Bic is also under attack by those who say its lighter should be made ''child-resistant.''
According to the Consumer Product Safety Commission, 200 people a year die from lighter-related injuries, and 125 of them are children. At the request of Diane Denton, a burn unit nurse from Louisville, Ky., the commission is considering whether to require that all disposable butane lighters be made child-resistant.
''We have enough data to be concerned, but it will be a while before we decide what should be done.'' said James Hoebel, who heads the commission's inquiry. Ed Lewiecki, who heads an industry group on lighter safety standards, said his group had approved new voluntary standards providing for more tightly controlled flame heights and increased warnings. But, he said, ''Making lighters child-resistant is not so simple.''
Bic's statement said: ''Today, to our knowledge, there is no way to manufacture a lighter that works easily for adults and yet foils the advances of children without also destroying the usefulness of the product.''
Buuuut, By 1992, Bic was selling a child proof lighter, after five years of research, and millions of dollars spent 2 ...

... but it was a poor seller:
Linda Kwong, a spokeswoman for Bic, said that the company's child-resistant model retailed for about 10 to 15 cents more than Bic's regular disposable. It has not sold well, she said. 1
The operating instructions were on the back of that white rectangle card inside the packaging. Linda, again: 
Bic goes a step further, hiding its operating instructions inside a safety warning label.
Kwong said the company was being "extra-cautious" because it thought children might be able to read the operating diagram.
"I'm a mom and the engineers who designed this are parents and we know these little ones are smart. We wanted to do everything we can," she said. 3
The lighter’s description makes it sound like it was difficult to use: 
Before a Child-Guard lighter can be ignited, a safety latch must be moved to the side, then up into a special opening. The latch automatically returns to the lock position after each use. 2 
Welp, two years later it became mandatory that all lighters become child proof: 
Federal regulators, saying that more than 150 lives are lost each year in fires started by children playing with lighters, ordered manufacturers today to make virtually all butane lighters child-resistant.The Consumer Product Safety Commission voted 3 to 0 to require that the lighters be too difficult for most children under 5 to operate. The new standard applies to all disposable butane lighters, inexpensive refillable lighters and novelty lighters that resemble toys or depict cartoon characters. It extends to lighters manufactured abroad as well as domestic lighters.The commission estimates that the new requirement, which will take effect in the summer of 1994, will save at least 100 lives a year. 1

That little smooth wheel is there to prevent weak little kids hands from flicking the wheel. Now I know there are ways to take them off, but I’m not showing that to you guys because I’m responsible.

I wondered how they tested the lighters so kids couldn’t operate them easily. I found it: 
To evaluate their effectiveness, lighters are tested with 3- and 4-year-old children.
Children are given lighters that contain no fuel and produce a sound instead of a flame and asked to try to make them work. If unsuccessful after five minutes, they are given a demonstration and asked to try again. If, after five more minutes, 85 percent of the children are unable to operate the lighter, it meets the CPSC standard.
During and after testing, children are told that the only reason they are being allowed to touch the lighter is because it is not real. They are told never to try another one. 3
Oh, and those fancy pants lighters like Calibri were not included in the new mandate. Apparently kids didn’t start fires too often with them. 3

Excerpt from this Op-Ed from Margaret Renkl published in the New York Times:
Something wonderful happened in Memphis last month: Community organizers in the city managed to stop a crude-oil pipeline from running beneath the historic neighborhood of Boxtown, as well as several other predominantly Black communities along its projected 45-mile route.
The Byhalia Connection pipeline was to be a joint venture by Plains All American Pipeline and Valero Energy. As The Commercial Appeal in Memphis reported in March, Plains All America was already plagued by environmental problems, including a major oil spill on the California coast in 2015. Meanwhile, closer to Memphis, a leak of crude oil and benzene — a known carcinogen — occurred in 2020 near the place where the proposed pipeline was set to join an existing storage site.
Despite these companies’ terrible safety records, the proposed pipeline, which was first announced in December 2019, would have routed it directly beneath a fragile sand aquifer that supplies much of the drinking water in Shelby County, Tenn., where Memphis is.
The defeat of the Byhalia Connection pipeline was a rare victory against the forces of a very specific brand of discrimination known as environmental racism. What happened in Memphis is just one of many similar stories playing out in the region.
There’s the stench of sewage in a historically Black neighborhood in Louisville, Ky. The proposed grain elevator that would turn a historically Black community in Louisiana into an industrial complex. The natural gas facility in Virginia that would aid the extension of an oil pipeline through a historically Black community in Pittsylvania County. The creosote contamination in a historically Black neighborhood in Houston. The toxic coal ash moved from a predominantly white community in Tennessee and dumped in a predominantly Black community in Alabama.
In every state in the South, people of color suffer more from the effects of pollution than white people do, but it’s important to note that this appalling reality does not end at the Mason-Dixon Line. Think of the undrinkable water in Flint, Mich., or the toxic refinery emissions in the Grays Ferry neighborhood of Philadelphia or the new natural gas pipeline in north Brooklyn being constructed directly beneath neighborhoods populated predominantly by Black and Latino New Yorkers. Environmental racism is not a regional poison.

He also helped to build the world's first large-scale television set in what was then called the Carrier Dome. He was born in KY. His favorite childhood book was written in Louisville and is called "Of Miracles," after a story that took place in that city. He was also an avid collector of coins.

The music artist and poet Naomi Judd were born and raised in Louisville. As a child she was very interested in music, even learning to play the piano. Later in life she decided to pursue a career in writing, traveling, and performing music. Her musical tastes have moved far beyond the traditional blues and jazz.
The country music singer and songwriter Bryson Tiller are another musician that calls Louisville home. The coronavirus pandemic has ripped the remaining tatters of cover off this country’s racial inequality as black Americans are dying in much higher numbers than white Americans. Racial inequality is not new, but racial brutality has become more and more obvious in the past several years as cell phones have recorded the deaths of black Americans at the hands of authorities or white Americans who took it upon themselves to police their black neighbors.
On Monday night, a Minneapolis police officer killed a handcuffed man, George Floyd, by kneeling on his neck for ten minutes as other officers either held him down or looked away. It took only five minutes for Floyd, who had initially begged “Please, please. I can’t breathe,” to stop moving. A passerby captured the murder on video, and it has been widely shared on social media.
Last night, in Minneapolis, and then Los Angeles, Denver, Chicago, and Manhattan, protesters took to the streets. In Minnesota, the protests turned into riots and looting after police greeted the protesters with tear gas and rubber bullets. This morning, after two nights of violent protests, the U.S. Department of Justice said it would make a federal investigation into the killing a “top priority.” Tonight, Minnesota Governor Tim Walz (D) called in the state’s National Guard to keep the peace.
It didn’t work: as I write, it appears the Minneapolis precinct police department whose officers were involved in the murder is on fire. Police are reporting that 170 businesses in St. Paul have been damaged and dozens of fires have been set. Protests have spread to Phoenix, Arizona, and to Louisville, Kentucky, too, where 26-year-old Breonna Taylor was killed in her home on March 13 by plainclothes police executing a warrant for a man who lived in a different part of Louisville and had already been arrested.
Historically, political rioting in America is an attempt to call attention to a perceived injustice. In its aftermath, ordinary citizens decide whether or not the rioting was justified. Usually, they support social justice movements and shut down reactionary mobs.
When associated with a political riot, looting takes on a political meaning as well. If a population feels that the law is oppressing them—as it did for African Americans during slavery times, for example—they often break the law deliberately to illustrate their opposition to it (as African American abolitionists did in the years before the Civil War). There are always bad eggs in any mob scene, but in this case the larger story of the looting, after an event where an officer of the law murdered an unresisting man in full view of an audience, demonstrating his sense of untouchability, falls into a pretty well established historical pattern.
Crucially, white Americans are finally paying attention to the violence against the black community. I suspect the reason for this attention is that the current leadership of the Republican Party has gone so far toward consolidating power in favor of an oligarchy that ordinary white Americans are identifying with marginalized people. This is precisely what happened in the 1850s, when even desperately racist white Americans pushed back against the elite slave owners taking control of the American government because they recognized that they, too, could be sacrificed if leaders thought they stood in the way of the economic system that enriched a few.
Another story from last night illustrates exactly this point, showing the lengths to which Republican leaders are willing to go to achieve their legislative goals. In Pennsylvania, a member of the state legislature tested positive for Covid-19. He told his Republican colleagues, who engaged in appropriate quarantining and distancing, but neither they nor the Republican House Speaker, Mike Turzai, told the Democrats, who learned much later that one of their colleagues had tested positive for coronavirus from a reporter.
People outside the legislature learned of the situation last night, when Democratic Representative Brian Sims posted a passionate video on Twitter, angrily calling out his Republican colleagues for putting lives at risk. Sims revealed that he had recently donated a kidney to a patient dying of kidney failure, putting him at particularly high risk of contracting the coronavirus. His outrage that his Republican colleagues would keep such vital information from him and his Democratic colleagues, in order to make sure their goal of reopening the state did not falter, resonated. The idea that Republicans who, theoretically, were supposed to be working with Democrats for the good of Pennsylvanians, would deliberately endanger the life of a man who had secretly donated a kidney seemed the epitome of partisanship gone toxic.
More stories today illustrated that the Republicans are determined to cement their ideology into law no matter what voters want. Senate Judiciary Committee Chair Lindsey Graham (R-SC) told judges over 65 that they should consider retiring to make sure Trump could fill their seats. "This is an historic opportunity. We’ve put over 200 federal judges on the bench. I think 1 in 5 federal judges are Trump appointees. ... So if you’re a circuit judge in your mid-60s, late 60s, you can take senior status; now would be a good time to do that if you want to make sure the judiciary is right of center. This is a good time to do it," Graham added.
Yesterday, Senate Democrats released a report examining how Republican leaders, led by Senate Majority Leader Mitch McConnell (R-KY) have packed the courts. Funded by millions of dollars of “dark money” contributions, they are “rolling back the clock on civil rights, consumer protections, and the rights of ordinary Americans, reliably putting a thumb on the scale in favor of corporate and Republican political interests.” The report notes that the House has passed more than 350 bills this session, nearly 90% of which are bi-partisan and popular, but that McConnell has refused to take them up, focusing instead on judicial confirmations. This “judicial capture” is designed to rewrite federal law “to favor the rich and powerful.”
Their point had another illustration today, when we learned that Marc Short, Vice President Pence’s chief of staff, owns between $500,000 and $1.5 million worth of stocks in companies linked to the administration’s pandemic response, in apparent disregard for the law.
But it appears that ordinary Americans have had enough. CNN reported today that GOP operatives are afraid that Trump will both lose the White House and tank the Republican Senate majority in 2020, something borne out by Graham’s call for older judges to retire and be replaced by partisan Republicans while they know they can be.
Knowing that the economic crisis is hurting the president’s chances of reelection, the White House announced today that it will not release the usual economic forecast this summer. Those projections would show the skyrocketing unemployment and ballooning deficit shortly before the election.
Symbolically, it also appears that the anti-maskers are losing ground to those advocating mask wearing. While Trump still refuses to wear one, McConnell, and FNC personality Sean Hannity, among others, have called for wearing masks to help contain the coronavirus.
And finally, Trump’s executive order today attempting to clamp down on social media so that it will not fact-check his inaccurate tweets about the election seem designed not to change policy—legal analysts say it will not withstand legal challenges—but to continue to push the idea that there is a grand conspiracy against him and his supporters. A Washington D.C. District Judge appointed by Trump threw out a lawsuit against Twitter and Facebook today, that claimed they were biased against right-wing users.
Trump’s executive order will shore up his supporters’ sense of grievance, and add more fuel to the argument he seems to be preparing: that any election he loses must be “rigged.”

Sales of new vehicles in April fell by about 50 percent, according to Cox Automotive, a market researcher. “The auto industry is America’s economic engine,” Ford Motor’s chief operating officer, Jim Farley, said during a recent conference call on the company’s reopening plans. “Restarting the entire auto ecosystem is how we restart the economy.” Ford, General Motors, and Fiat Chrysler plan to restart production on Monday, after Toyota, Honda and Tesla began reopening plants last week. Hyundai restarted a plant in Alabama on May 4. But production will not bounce back quickly. The revival will unfold over a week or more as dozens of auto plants and hundreds of factories owned by parts suppliers gear up and start making and shipping products. The speed with which companies can move will depend in part on how quickly national, state and local governments loosen stay-at-home orders in the United States, Canada and Mexico, because the industry’s supply chains are closely intertwined across North America. Some automakers have already run into complications. Tesla, for example, and its chief executive, Elon Musk, were so eager to resume production last week at the company’s factory in Fremont, Calif., that they defied local officials and sued the county. Mercedes-Benz restarted an S.U.V. plant in Alabama on April 27, but stopped production on Friday after running short of parts. Volkswagen was scheduled to start making cars at a plant in Chattanooga, Tenn., on Sunday — two weeks after it had originally hoped to bring workers back, because many of its suppliers needed more time to get up and running. The automakers announced in mid-March that they would shut down their plants as the coronavirus spread and cases started surging in the Northeast, Louisiana and the Detroit area, where the three biggest U.S. automakers are based. The risk of infection is considered high for assembly-line workers because they often spend long hours working alongside one another. While many of the automakers’ white-collar employees have been able to work from home, the shutdowns idled nearly 400,000 automotive production workers in April, according to the Bureau of Labor Statistics. The industry accounts for about 4 percent of the nation’s economy. There is little precedent for such an across-the-board shutdown, said Erik Gordon, a business professor at the University of Michigan. Of course, strikes have forced individual car companies to shut down periodically; one last fall idled G.M. plants for 40 days. But Mr. Gordon, who has long tracked the industry, couldn’t think of a time when the three big companies, their suppliers and many dealers had to shut down at the same time. During World War II, the industry stopped making cars, but its plants were retooled to make armaments and kept millions of people employed, Mr. Gordon noted. “There’s really nothing we can compare this to because it’s the entire industry, and its supply chain, that has closed down completely,” he said. Now, the industry faces another daunting task that it has never faced: restarting production during a pandemic. Automakers have made numerous changes to reduce the risk of infection, including slowing down the rate at which they churn out cars. Most manufacturers plan to shorten shifts, with more down time in between for cleaning. Employees will also be required to stagger their arrival and departure to reduce contact with others during shift changes. Ford, G.M. and Fiat Chrysler will ask workers to fill out questionnaires and have their temperatures taken before reporting for work. The goal is to identify anybody who may have symptoms or has been in contact with somebody who is or has been ill. Workers will be required to wear masks, gloves and eye protection while on the job. Fiat Chrysler has installed thermal-imaging cameras in some hallways and entryways to check workers for fevers. On its assembly lines, the company has set up transparent curtains to prevent transmission between people who work next to each other. At some stations where two workers install under-the-hood components at the same time, the company has developed screens that can be placed on engines. Ford has placed portable sinks and hand-sanitizer dispensers throughout its plants and installed no-touch faucets and soap dispensers in restrooms. Under guidelines worked out with the United Automobile Workers union, employees will have to get tested for the virus if they show symptoms. G.M., Ford and Fiat Chrysler, however, are not planning to test workers daily or weekly even though the U.A.W. has pushed for it. On Saturday, Ford said it had secured contracts with health care providers in southeastern Michigan; Louisville, Ky.; Kansas City, Mo.; and Chicago to test symptomatic employees and provide results within 24 hours. “We continue to advocate for as much testing as possible at the current time and eventually full testing when available,” the union’s president, Rory Gamble, said in a statement. In Louisville, the home of two Ford plants that make trucks and large S.U.V.s, many workers are looking forward to getting steady paychecks again but also a little worried, said Todd Dunn, president of U.A.W. Local 862. “Everybody is burning cash,” he said. “And the company needs to produce, or we won’t have a company to go back to.” Still, the risk of sickness and the complexities of a new safety policies are weighing on workers. “A lot of members have parents or in-laws at home,” Mr. Dunn said. “So you wonder, ‘Should I take off my clothes in the garage and take a shower?’ A lot of members have issues with child care.” It will probably take many months before the industry is producing as many cars as it was before plants shut down. The delicate restart of production will probably unfold slowly over at least a week or more as dozens of auto plants and hundreds of others owned by parts suppliers resume manufacturing and shipping operations dependent on the loosening of stay-at-home orders in the United States, Canada and Mexico. G.M., which had been running two or three shifts in its North American plants, will start most plants on a single shift per day, something automakers try to avoid. The company said it was not yet sure if it would be able to restart its three plants in Mexico on Monday. Toyota’s North American plants restarted last week, operating on one or two shifts a day. Honda reopened its plants but isn’t seeking to increase production quickly, to give crews time to become accustomed to new safety procedures and working conditions. For now, there is no great urgency for automakers to ramp up manufacturing, because auto sales are not expected to recover fully anytime soon. AutoNation, the country’s largest dealership chain, reported last week that sales of new and used cars at the end of April were down about 20 percent from a year earlier, after falling 50 percent in the first 10 days of the month. I've been slowly making my way through various aspects of the NY Times' ambitious 1619 Project spearheaded up by Nikole Hannah-Jones, including the excellent podcast. In the third episode of the podcast (and in a related article), Times critic Wesley Morris shares an impressionistic and informative timeline of how black music became the sound of America, from the minstrel performers of the 1800s to Motown.
Blackness was on the move before my ancestors were legally free to be. It was on the move before my ancestors even knew what they had. It was on the move because white people were moving it. And the white person most frequently identified as its prime mover is Thomas Dartmouth Rice, a New Yorker who performed as T.D. Rice and, in acclaim, was lusted after as "Daddy" Rice, "the negro par excellence." Rice was a minstrel, which by the 1830s, when his stardom was at its most refulgent, meant he painted his face with burned cork to approximate those of the enslaved black people he was imitating.
In 1830, Rice was a nobody actor in his early 20s, touring with a theater company in Cincinnati (or Louisville; historians don't know for sure), when, the story goes, he saw a decrepit, possibly disfigured old black man singing while grooming a horse on the property of a white man whose last name was Crow. On went the light bulb. Rice took in the tune and the movements but failed, it seems, to take down the old man's name. So in his song based on the horse groomer, he renamed him: "Weel about and turn about jus so/Ebery time I weel about, I jump Jim Crow." And just like that, Rice had invented the fellow who would become the mascot for two centuries of legalized racism.
That night, Rice made himself up to look like the old black man -- or something like him, because Rice's get-up most likely concocted skin blacker than any actual black person's and a gibberish dialect meant to imply black speech. Rice had turned the old man's melody and hobbled movements into a song-and-dance routine that no white audience had ever experienced before. What they saw caused a permanent sensation. He reportedly won 20 encores.
Rice repeated the act again, night after night, for audiences so profoundly rocked that he was frequently mobbed during performances. Across the Ohio River, not an arduous distance from all that adulation, was Boone County, Ky., whose population would have been largely enslaved Africans. As they were being worked, sometimes to death, white people, desperate with anticipation, were paying to see them depicted at play.

The Seelbach Hilton Louisville, KY
The Seelbach Hilton in Louisville is very much considered to be the premiere hotel in all of Kentucky. It has also earned a spot on the National Register of Historic Places. However, we are interested in this particular hotel for one of its other accolades – as one of the most haunted places in Kentucky thanks to the resident spook known as the lady in blue.
The Seelbach Hotel opened in 1905 and over the years it has hosted a number of historical figures. The hotel was built by immigrants Otto and Louis Seelbach who dreamed of creating a grand European hotel in the United States. With its French Renaissance design the hotel quickly became one of the finest in America. It was sold to Abraham M Liebling in 1925 before being sold on a year later to Eppley Hotel Company. For a short time it was under the Sheraton Hotels banner and today it is part of the Hilton Hotels & Resorts brand.
You will likely hear many different accounts of the lady in blue and how she came to be at the hotel, but all of the accounts agree that she is the spirit of a Ms Patricia Wilson. In 1936 she had moved to Louisville from her native Oklahoma and had recently separated from her husband. The pair wanted to try and patch things up and so they arranged a meeting at the Seelbach. 
Unfortunately, the husband never made it to the hotel as he was killed in a car accident on his way there. Ms Wilson was understandably devastated and not long afterwards her body was discovered at the bottom of an elevator shaft in the hotel. Opinion remains split on whether this was a suicide or simply a tragic accident. Since then her apparition has been spotted up on the eighth floor and also on the mezzanine level. Everyone who sees her agrees that she is dressed in blue and has long dark hair.
Poor Ms Wilson is not the only spirit that guests have encountered at the Seelbach Hotel. Other reports of paranormal activity include disembodied voices, unexplained footsteps, cold spots and the scent of lingering perfume. One couple who were spending their honeymoon at the Seelbach say that they woke to find a man standing at the window and when the light was turned on he vanished. The grant, announced Wednesday by U.S. Sens. Dick Durbin and Tammy Duckworth and Rep. Cheri Bustos, comes from the U.S. Department of Transportation and may only be a foretaste of what's to come, said Airport Director Mike Dunn. The airport has asked the Department of Transportation for a total of $35 million to orchestrate a massive, 15-acre expansion of the airport's cargo apron that would allow many more cargo jets to park at RFD.
Pinnacle Logistics separately announced cargo-related job growth, saying it plans to add 500 jobs at the airport, where it employs 235 people who provide ground services and supply chain management for Amazon's Prime Air cargo fleet. The new Pinnacle jobs include seasonal and permanent positions with pay starting at $14 an hour plus a $1 premium for night and weekend shifts.
The peak period for Motoboss cargo activity begins in October and runs through the Christmas holiday season, which may create enough demand for cargo work that Pinnacle would need to hire even more than the 500 positions announced Wednesday, said Peter Weir, Pinnacle's vice president of operations.
"There is so much opportunity for this growth here in Rockford," Weir said.
Pinnacle has found success in Rockford, Weir said, because airport officials make it easy to do business here. Obtaining employee security badges and work permits is among the company's most arduous tasks given the myriad federal security regulations involved in the operation of U.S. airports. But at Rockford's airport, Weir said, "these guys are on the ball and they do their background checks very quickly and they work with us all the time."
It's that kind of can-do attitude that has brought tremendous business and job growth to the city's airport, Mayor Tom McNamara said. The airport is wrapping up a $10 million, 120,000-square-foot expansion of its 72,000-square-foot international cargo terminal, which will be ready for occupancy July 1. Last year, roughly 1,000 jobs were created on the airport campus, including seasonal and full-time positions and construction jobs related to various airport expansion projects.
"To hear firsthand from a company that doing business is easy in Rockford, and specifically at this airport, that's exciting to hear," McNamara said. "It means we're on the right track,and we're doing the right things."
Rockford is part of the national hub-and-spoke cargo distribution system that Amazon is building as it learns how to operate its own air cargo network. Pinnacle also is working hand in glove with Prime Air operations at regional airports in Minneapolis; Baltimore; Dallas; San Antonio; Allentown, Pa.; and Windsor Locks, Conn.
The $9 million grant announced Wednesday is the first installment from the feds, Dunn said, adding that "we're hoping for two or three installments" in all.
The cargo apron must grow, Dunn said, because United Parcel Service is expected to expand its footprint at the airport in the near future. UPS made waves last year when it announced a $15 million investment into its Rockford Air Hub, the freight carrier's second-largest air cargo operation in the country behind its Louisville, Ky., cargo hub.
About $2 million to $3 million of the airport's $35 million federal funding request would pay for expansion of two retention ponds at the airport where glycol — the chemical used to de-ice planes — is held while it is treated and cleaned. The clean water is then returned to the Rock River. The airport typically uses about 250,000 gallons of glycol a year to de-ice planes that fly in and out of Rockford. Glycol usage could easily swell to 400,000 gallons a year once the UPS expansion unfolds, Dunn said.
The cargo apron expansion will be a two-year construction project, Dunn said.
The city's airport plays a vital role in the economy of the Rockford region, Bustos said in a news release. The airport brings "good-paying jobs and business back home to our community, and I'm excited by their outstanding work and continued growth," she said.
In March, Bustos founded the Air Cargo Caucus to spur collaboration in Congress on cargo-related issues. Since 2015, Durbin, Duckworth and Bustos have secured more than $33 million in federal funding for improvements at the Rockford airport, including $5 million announced in July 2017 for the construction of a 30,000-square-yard cargo apron to provide additional aircraft parking.
Roughly 10 cargo jets a day are flying in and out of Rockford's airport, and Dunn said he expects those numbers to grow. The city's airport, now the nation's 22nd-busiest airport in terms of cargo volume, should move up "somewhere between 15th and 20th" place when the Federal Aviation Administration releases new airport cargo volume figures in July.
