The alliance has since then been operating urban transit along fixed routes as well as on-demand as per community requirements. WCCA is financially supported by the state and its additional contracts to efficiently systemize on-demand transportation services. There are 5307 urban and rural routes through Fletcher, Hendersonville, and Laurel Park including service to the Blue Ridge Community College and major retail destinations.
The agency has embedded ADA Paratransit services to facilitate individuals with disabilities and senior passengers within a 3/4 mile radius of demarcated fixed routes. Citizens within the paratransit service area who face challenges in navigating through fixed routes, require lift equipment, or those with a disability to reach the defined public transit stops can request paratransit service through their mobile software or service helplines. Apple Country Transit has been utilizing HBSS's Qryde software paired with tablets on vehicles for trip scheduling and tracking. In the fiscal year 2019, a total of 160,200 one-way passenger trips have been provided through the designed ADA/ Paratransit dial-a-ride service.
In cases of necessities, eight-passenger vans are preferred by Henderson County DSS clients for transportation. Similar to the Volunteer Call-A-Ride Program, Henderson runs a volunteer service driver called FISH (Fellowship in Service). FISH is a Non-Emergency Medical Transport service (NEMT) for those who cannot drive their family or dear ones to hospitals during medical appointments. FISH has a unique approach of using senior volunteers during day times and provides approximately 3000 trips per year.
Besides volunteer service, there is also regular staff dedicated to the cause. There are four administrative staff and 17 drivers allocated to Apple Country Transit community transportation. Four additional drivers are assigned to urban fixed route operations. Administrative staff includes four positions: Transportation Director, Operations Manager, Administrative Assistant, and Transportation Technician. Approximately 70% of their time is dedicated to rural (on-demand/community) transportation. Vehicle maintenance is contracted out to a local provider.
34,334 unlinked passenger trips were provided through the rural community transportation service model in FY 2015 (plus an additional 1177 unlinked passenger trips on the deviated fixed route), of which approximately 20,000 trips were contracted through the Council on Aging and 2960 trips were contracted through Vocational Services. All these facts prove that not just the community but also the volunteers are benefited from the programs.
