I spent much of today thinking about the Republican Party. Its roots lie in the immediate aftermath of the passage of the Kansas-Nebraska Act in spring 1854, when it became clear that elite southern slaveholders had taken control of the federal government and were using their power to spread their system of human enslavement across the continent.
At first, members of the new party knew only what they stood against: an economic system that concentrated wealth upward and made it impossible for ordinary men to prosper. But in 1859, their new spokesman, Illinois lawyer Abraham Lincoln, articulated a new vision of government. Rather than using government power solely to protect the property of wealthy slaveholders, Lincoln argued, the government should work to make it possible for all men to get equal access to resources, including education, so they could rise to economic security.
As a younger man, Lincoln had watched his town of New Salem die because the settlers in the town did not have the resources to dredge the Sangamon River to increase their river trade. Had the government simply been willing to invest in the economic development that was too much for the willing workers of New Salem, it could have brought prosperity to the men who, for lack of investment, failed and abandoned their town. The government, Lincoln thought, must develop the country’s infrastructure.
Once in power, the Republicans did precisely that. After imposing the first national taxes, including an income tax, lawmakers set out to enable men to be able to pay those taxes by using the government to give ordinary men access to resources. In 1862, they passed the Homestead Act, giving western land to anyone willing to settle it; the Land-Grant College Act, providing funds to establish state universities; the act establishing the Department of Agriculture, to provide scientific information and good seeds to farmers; and the Pacific Railway Act, providing for the construction of a railroad across the continent to get men to the fields and the mines of the West.

It also employed actors, photographers, painters, and writers to conduct interviews, paint murals of our history, and tell our national story.
As the country grew and became more interconnected, pressure built for a developed road system, but while FDR liked the idea of the jobs it would produce, building the road fell to Republican President Dwight Eisenhower. Three years after he became president, Eisenhower backed the 1956 Federal-Aid Highway Act, saying, “Our unity as a nation is sustained by free communication of thought and by easy transportation of people and goods.” The law initially provided $25 billion for the construction of 41,000 miles of road; at the time, it was the largest public works project in U.S. history.
In America today, there is good news. The Biden administration has rolled out vaccines at a faster pace than anyone foresaw. Today, President Biden announced that health care workers have administered 150 million doses of the vaccine and, at an average of 3 million shots a day, they are on track to administer 200 million by his 100th day in office. He is moving the date for states to make all adults eligible for a vaccine from May 1 to April 19.
The vaccines have dovetailed with the $1.9 trillion American Rescue Plan from last month and the spring weather to speed up the economic recovery. Economists had expected a job gain of about 660,000 in March, but nonfarm payrolls actually rose by about 916,000. And now Biden has rolled out a dramatic new infrastructure proposal, the $2 trillion American Jobs Plan.
So why was I thinking about the Republicans today?
In this moment, Republican lawmakers seem weirdly out of step with their party’s history as well as with the country. They are responding to the American Jobs Plan by defining infrastructure as roads and bridges alone, cutting from the definition even the broadband that they included when Trump was president. (Trump, remember, followed his huge 2017 tax cuts with the promise of a big infrastructure bill. As he said, “Infrastructure is the easiest of all…. People want it, Republicans and Democrats.”) Senate Minority Leader Mitch McConnell (R-KY) warns that Biden’s plan is a “Trojan horse” that will require “massive tax increases.”
Biden has indeed proposed funding the Democrats’ infrastructure plan by raising taxes on corporations from their current rate of 21% to 28% (but before Trump’s 2017 tax cuts, that rate was 35%). It ends federal tax breaks for oil and gas companies, and it increases the global minimum tax—a tax designed to keep corporations from shifting their profits to low tax countries-- from 13% to 21%.
This is in keeping with our history. Americans since Lincoln have proudly used tax dollars to develop the country. During Eisenhower’s era, the corporate tax rate was 52% (and the top income tax bracket was 91%). The Newlands Act was designed to raise money through public land sales, but in 1928, when Congress authorized what would become Hoover Dam, the Bureau of Reclamation began to operate out of the government’s general funds.
But it was Lincoln’s Republicans who first provided the justification for investing in the nation. In the midst of the deadly Civil War, as the United States was hemorrhaging both blood and money, Republican lawmakers defended first their invention of national taxes. The government had a right to “demand” 99% of a man’s property for an urgent need, said House Ways and Means Committee Chair Justin Smith Morrill (R-VT). When the nation required it, he said, “the property of the people… belongs to the [g]overnment.”
The Republicans also defended developing the country. In a debate over the new Department of Agriculture, Chair of the Senate Finance Committee William Pitt Fessenden (R-ME), famous both for his crabbiness and for his single-minded focus on the war, defended the use of “seed money.” With such an investment, he said, the country would be “richly paid over and over again in absolute increase of wealth. There is no doubt of that.”

Before I assumed ownership of Spellbound Tours I traveled with two different carnival freak shows. Out of time as it may seem, yes, a handful of them still exist playing out in various locations across the United States. Even right here in Massachusetts on occasion our own Topsfield Fair, just a short drive from Salem, plays host to such shows. Not that long ago they displayed the world famous Bat Boy, and the alleged World’s Smallest Woman. One of the shows I worked with was comprised mostly of variety performers, magicians, sword swallowers, that kind of thing performance artist, as well as the occasional human oddity or freak. The other one was largely a museum. It had wax figures of famous freaks, and preserved specimens of strange people and animals. Some of it, like the BP Oil Spill Mermaid and the cyclops baby were hilariously fake. But some of the attractions were all too real.
This story concerns one of the real attractions. It was a human skeleton. One hundred percent, undeniably real. Salem Witch Tour So real that in some towns we needed special permits to show it. So real that some places would not let us display it because it was “disrespectful to the dead”. It was a real human skeleton, or most of one. The advertising material referred to it as The Evil Dwarf.
In front of our circus tent there were large, colorful banners advertising the wonders contained within. The Evil Dwarf banner had a caricature of a little person with a mischievous grin flashing a cartoon Snow White. Upon entering the tent, if the visitor made it past the live displays of freak animals like the Six Legged Sheep, and the various dead, stuffed, and faked attractions they came upon a coffin. A small coffin.
The coffin was about three and a half feet long. It was looked ancient. The lid was clear glass and inside could be seen portions of a skeleton. There was a delicate looking skull, ribs, scapula, a pelvis, a humerus and a half, a bunch of vertebra, and femur crammed up randomly with the other bones. The jumbled remains were undeniably old, and the grim aged skull was missing a couple of important teeth. Without a doubt this was the real thing. Even the most jaded costumers would gaze at it with awe. This mess of bones had been alive once.
There was a handprinted sign propped up next to the casket. In garish colored letters written in florid circus font was a story about the skeleton. It was The Evil Dwarf. A Wild West outlaw who happened to be a little person. “He robbed banks, trains, and looked up ladies’ skirts!”. The sign described how the bad little guy was finally gunned down outside of Tombstone, Arizona and because no one would pay for his burial he was put on display as a cautionary tale of what happens when you fight the law. The story was clearly carnival ballyhoo, but no one could deny that the gnarled old bones were one hundred percent real, old, dead, and entirely human.
My friend Jim owned the show and the bones. I asked him about their true origin one day. He said that he had bought the bones in the early nineteen nineties. His freak show was set up in a carnival playing a Native American reservation in New Mexico when a man approached Jim and told him he had something weird for sale. No one can turn down an offer like that! Jim went to the man’s home and was shown the the bones that became his Evil Dwarf. They were sealed up just as he later displayed them, except the top of the box was solid rather than glass. He was told they had been dug up by accident while a field was being cleared on the property, they had not been buried very deep. Jim purchased the remains for a price that was surprisingly low for human bones, and the owner was glad to see them go. According to Jim the man seemed relieved when the little coffin was hauled away.
Jim replaced the top of the coffin with a clear panel and hired renowned circus artists Jim Hand and Bobby Rawls to make signs and banners advertising his “Evil Dwarf”. He concocted the legend about the rotten little bandit and sold tickets. People lined up to see the skeleton. No one ever complained. Despite the outlandish story no one could dispute the bones were the real deal. He was making money hand over fist.
At the end of the season Jim went home to Florida. He proudly showed his girlfriend the new star attraction. She was not a fan. The Evil Dwarf made her profoundly uncomfortable. They laughed about it. She was used to Jim bringing strange things home.
Then the nightmares started. As long as the old bones were in the house she could not sleep peacefully. She started seeing visions she claimed were The Evil Dwarf when it was alive. She claimed that in life the bones had not been a dwarf at all, but a young woman. In her dreams she saw violent scenes of abuse where the girl’s father hurt her and ultimately killed her. She was killed by being beaten about the head with a flat rock from the field. After death he dismembered the body, shoved it in a box and dumped it in a ditch on his land. Years later it was discovered and finally sold to Jim. These nightmares troubled her to the point she refused to stay in the house as long as the box of bones was there.
Jim put it into storage and life went on. The next spring when he took the show on the road again The Evil Dwarf came with him, it was still a strong attraction. People loved it. One day he noticed that there were two college age women who had been in the tent far longer than most people ever stayed. They were fixated on the old bones. They were looking too closely at the contents of the coffin for comfort. This was not good. When people poked around too long it could sometimes mean trouble. Curious as to their motives Jim approached the women and casually as possible asked, “you ladies like The Evil Dwarf?”
They women told him that they were indeed fascinated by the skeleton, but there was no way it was the bones of a little person. As it turns out the ladies were medical students and they knew their way around a skeleton. Judging from the pathology they had determined that the bones were not from a male dwarf at all, but were the remains of a teenaged girl! This was not good news, it was starting to sound like Jim’s girlfriend’s dreams might have been true. “Any idea what happened to her?” inquired Jim. “From what it looks like here”, the student indicated a couple of damaged spots on the skull, “she received a lot of trauma to the head. Someone smashed her up pretty badly. Any of these blows”, again she pointed to the injured spots on the skull, “could have done her in. From the condition of the bones, she was not embalmed right like we do today, it looks like she was just left to decay.” Jim thanked the girls for the information, let them take pictures of the skeleton, and sent them on their way. They left happy having enjoyed sharing their knowledge of bones and showing up the carnival man.
Jim was glad to know the truth about the skeleton, but now he was uneasy. He no longer would load up and pack the box himself, delegating it to the other workers. Sometimes I would catch him just gazing into the casket. The Evil Dwarf banner got flown less and less. It was not so fun anymore, now that it was known who she really might have been. Some years after I left the show I believe she was given a decent burial and put to rest.
Many people who claim mediumistic ability will use bones of the dead as a way to channel the spirits. Sometimes they say the bones help open the doors to the spirit world and working with the bones is a good way to get in touch with the other side. Skulls are particularly popular for this purpose. In the case of the so called Evil Dwarf it seemed though that she was less interested in helping the living than just getting her story known at last. We have several skulls in the Spellbound Collection and thankfully none of them have been troublesome like the poor girl in the coffin.

Ghost Expedition Montgomery County, Silver Spring Maryland: Burnt Mills West Special Park/Robert B Morse Water Filtration Plant
The Burnt Mills area in Silver Spring, Maryland takes it name from a mill that was said to have burned down there sometime before 1788, possibly circa the 1740′s timeframe
From an antique copper stencil, veteran local journalist J. Harry Shannon (aka "The Rambler") speculated in 1916 the burnt mill may have been known as "Glen Cairn Mills Family Flour"
Milling operations in Burnt Mills date to 1745 when then area was surveyed and patented as the "Mill Seat."  The area's terrain and rapid waterfalls enabled the operations of a series of grist, saw and flour mills. The first mill in Mill Seat was constructed later that year on property owned by Samuel Beall Jr.  And this was likely the namesake mill that burned down
The earliest records of a grist mill at Burnt Mills date to 1803 when the property known as "Beall’s Industry" was sold by Walter Beall to Peter Kemp and James W. Perry  
Nathan Lufborough acquired the mill property, described in an 1823 deed as "one hundred acres more or less".  He had intended to sell the mill in 1847 but he died before the sale could be completed, leaving the property to his heirs.  The property was listed in 1850 as a “flour and bone” mill 
The mill at Burnt Mills was owned by James L. Bond from 1858 to 1886.  The mill produced three grades of flour and stone-ground corn mill. The technology of the mill improved over time. A roller mill replaced mill stones around 1895. A turbine had replaced the wheel by 1880 
Bond sold the property to his sons-in law in 1886.  The last owner was Dr. George W. Bready who acquired the flour mill and land in 1906
In 1913, The Rambler rendered the following portrait of the old flour mill in the Sunday Star
The shingle roof of the mill is green, dark and old, with moss, but  nearly everything else about the mill - the miller, of course, included -  is whitened by the flour and meal ground there, and which has been grinding there so long that no man's memory runneth to the contrary  
Near the mill is the miller's house, bowered in the shade of numerous  close-growing trees and the home of Dr. William T. Brown, surrounded by  shrubbery, orchard and vineyard
By 1922, the mill had ceased operations. That year, the mill was sold to the Washington Suburban Sanitary Commission (WSSC).  The old mill sat idle for years until it was demolished in 1928  
In 1879, Burnt Mills (Four Corners) was a farm community with a population of 125 persons.  In 1934, the Robert E. Lattimer Land Company developed the area as a community of country estates known as Burnt Mills Hills.  The development preserved the area’s topography of rolling hills and streams and farm lanes
WSSC began construction of a water filtration facility in 1930.  The plant featured a "state of art" design, by WSSC Chief Engineer Robert B. Morse, for rapid sand removal and water treatment
The plant had two filter assemblies, two pumping stations and a new concrete dam.  Pumping stations were designed in the Georgian Revival style to give the appearance of large colonial houses rather than a public utility
The low-lift pumping station moved cleaned (sediment free-water) to filter assemblies where lime and ammonia were added
The filter assemblies featured circular rings that were used for each stage of the filtration process, which included coagulation, filtration, and delivery
Chlorine was added as the high-lift pumping station moved treated water to WSSC distribution lines
The late Robert Brooks Morse (1880-1936) was married to Carrie Emma Ross-Morse (1883-1979). They had two children: Caroline Allen Morse (1903-1905) and Katherine B. Morse-Devereaux (1904-1984)
He was trained as a civil engineer at Johns Hopkins University (A.B. 1901) and at Massachusetts Institute of Technology (S.B. 1904).  He became Chief engineer at WSSC since its inception in 1918
Unfortunately, he died prematurely at age 55 due to blood poisoning, months before the water filtration plant opened.  WSSC named the water filtration plant in his honor
The water filtration plant did not have the capacity to meet rising service demands from suburban growth and it was closed in 1962. The Maryland-National Capital Park and Planning Commission acquired the former water plant in 2000.  Today they are recreational facilities known as Burnt Mills West Special Park (the high-lift pumping station) and Burnt Mills East Special Park (the low-lift pumping station)
There are no haunting legends associated with historical Burnt Mills nor the Robert B. Morse Water Filtration Facility. However, there may be potential for transcommunication experiences owing to area history.  The ghost expedition will focus on "drop-in" communications, and not on evidence for a haunting
The ghost expedition will also participate in National Ghost Hunting Day (NGHD), an event sponsored by Haunted Journeys magazine.  Connectivity and live streaming will be provided by SHINDIG. Digital marketing services for the event are being provided by CyberSpyder. The event will attempt to build a global “consciousness bridge” that will last two hours
Data from random event generators (REGs) belonging to the Global Consciousness Project  (GCP) that are in proximity to participant locations will be monitored over the event
Results from NGHD 2016 noted a marked shift in random walk trending generated by GCP REGs at the outset of last year’s event
Similar patterns were also encountered at NGHD start in MPR’s REG experiment in 2017 in Dundalk
The film project will not be open to the public but will be livestreamed over the SHINDIG platform.  Look for “Site, MD, USA, Burnt Mills West Special Park”
