The people who own the site and get to set & enforce site policies... are not "moderators."
Moderators are members of the community who are enforcing community standards.
Sometimes, that includes a site host. But the hosts always have issues outside of the range of community standards.
Squidgie is a member of the fandom community, has been for years (decades!), and he set a TOS policy that is in line with the fannish community standards he wants to be part of. But the TOS also has to cover issues that the community doesn't deal with.
Legal liability. Sysadmin requirements. Funding. Sustainability. And so on.
Hosts/owners of a website for user-generated content have a different set of issues to deal with than community moderators.
AO3's "review complaints" group, PAC (Policy & Abuse), is NOT the same as a mod team in a Discord. PAC's job is to check compliance with the TOS, not whether people are being hostile to each other, not whether people are unhappy in general, not whether people are so upset they'll start leaving.
It's a very different approach to a different set of problems.
AO3's approach to "community standards" is "here's the TOS; as long as you're within that, it's fine." (They sometimes have to sort out nuances of what that means. Harassment is against the TOS; whether a particular comment or set of tags counts as "harassment" requires judgement calls.) Squidgeworld has much the same setup.
The TOSs for the two sites have a few differences. They are likely to have more in the future, while remaining mostly very similar and mostly open to the same kinds of content.
At the core:
Owners/Hosts are deciding "what specific behaviors do we allow or forbid?" with a lot of the reasons behind those decisions being legal. They're allowed to be as arbitrary as they want with their rules, but if they act like mods instead of hosts, they'll wind up spending valuable "upgrade the software and comply with GDPR requirements" time on individual arguments between users.
Moderators are deciding "what kind of community do we want to foster here?" starting with a base of "what's legal" and "what's allowed on the site" but having a lot more option to make judgment calls based on intent and community reactions rather than objectively identifiable actions.
Squideworld has some limitations that ao3 doesn't have, which of course is up to the mods, but it's not the same

Mit der Fusion wollen die High-Tech-Konzerne einen Weg aus der anhaltenden Krise in der Informationstechnologie finden.
Bevor Hewlett-Packard (HP)-Chefin Carly Fiorina und Compaq-Boss Michael Capellas am Dienstag in New York vor die Öffentlichkeit traten, ertönte im Konferenzsaal des Equity Buildings an der Seventh Avenue ein Song des britischen Sängers Sting. Sein Titel: Brand new day . Und tatsächlich sollte es der Tag in sich haben: Die Unternehmenslenker präsentierten Details zur geplanten Megafusion ihrer Hightech-Konzerne, die in der Nacht zuvor durchgesickert war.
Schon die reine Arithmetik der Fusion klingt gewaltig: Fiorina will 25 Milliarden Dollar in eigenen Aktien flüssig machen, um Capellas und die Compaq-Anteilseigner zum Übertritt zu bewegen. Das kombinierte Unternehmen wird mehr als 145 000 Mitarbeiter beschäftigen, die im Geschäftsjahr 2000 zusammen einen Umsatz von über 90 Milliarden Dollar erwirtschafteten - mehr als der bisherige Branchenprimus IBM, der im gleichen Zeitraum rund 88 Milliarden Dollar umsetzte (siehe Grafik Seite 68).
Auf dem Papier schafft der Zusammenschluss den weltgrößten Anbieter von PCs und Servern, den Hochleistungscomputern für Unternehmensnetzwerke. Die Aktionäre von HP sollen 64 Prozent an dem neuformierten Megakonzern halten, die Compaq-Anteilseigner die restlichen 36 Prozent. Die Fusion soll bis Mitte 2002 über die Bühne gehen. Fiorina will weiterhin als Chefin an vorderster Front antreten, während Capellas als künftiger President ins zweite Glied zurück tritt. Die Ziele sind ehrgeizig: Innerhalb weniger Jahre sollen durch Synergien jährlich 2,5 Milliarden Dollar eingespart werden.
SKEPTISCH BEWERTEN DIE FUSION dagegen Experten. Es gibt zu viele überlappende Geschäftsfelder, und nur wenige Bereiche, in denen sich die beiden ergänzen , sagt Jean-Christian Jung, Consultant beim Beratungsunternehmen Pierre Audoin Conseil (PAC). Beide Unternehmen haben eine extreme Überdeckung - bei zwischen 75 und 85 Prozent aller Produkte und Services , sagt auch Andreas Zilch, Country Manager Consulting der Meta Group in München.
Der Zusammenschluß bindet eine alte Dame an einen jungen Emporkömmling: Das von William Hewlett und David Packard gegründete Traditionsunternehmen aus dem Silicon Valley blickt auf eine 62-jährige Firmengeschichte zurück und hat stets die eigene Ingenieurskunst betont. Die 1982 gegründete Compaq Corporation ist dagegen mit dem Abkupfern groß geworden: Die Texaner waren Anfang der achtziger Jahre der erste Hersteller von IBM-kompatiblen Computern und schwangen sich zwischenzeitlich zum größten PC-Hersteller auf.
Fiorina und Capellas fallen sich jedoch weder aus purer Liebe in die Arme, noch handeln sie aus einer Position der Stärke. Ganz im Gegenteil: Im Grunde genommen ist der mit viel Marketinggetöse angekündigte Deal zwischen HP und Compaq eine Hochzeit der Verlierer. Es drängt sich der Verdacht auf, dass zwei angeschlagene IT-Giganten fusionieren, um damit zu einem gesunden Unternehmen zu werden , sagt Meta-Group-Mann Zilch. Die Börse bewertet den Zusammenschluß ähnlich. Die Aktie von HP beider Firmen gaben am Tag der Bekanntgabe deutlich nach: Compaq marschierte acht Prozent in den Keller, Hewlett-Packard gar stolze 17 Prozent. Der Trend hatte sich schon vorher abgezeichnet: Vergangenen Freitag schlossen Compaq wie HP auf einem neuen 52-Wochen-Tief. In den letzten zwölf Monaten haben beide Papiere rund zwei Drittel ihres Wertes verloren.
Beide Unternehmen stecken bereits seit über zwei Jahren in der Krise. Zwar schaffte es Compaq-Chef Capellas, den nach der Übernahme des einstigen Computerpioniers Digital Equipment (DEC) im Jahre 1998 schwer schlingernden Konzern wieder halbwegs auf Kurs zu bringen. Dennoch musste Capellas im Stammgeschäft PC Federn lassen. Compaq verlor die Pole Position der Boxenschieber, welche die Texaner seit 1994 ohne Unterbrechung einfuhren, Anfang dieses Jahres an den aggressiven Widersacher Michael Dell. Der Texaner rollt die Branche schon seit Jahren mit seinem Direktvertriebsmodell und einer intelligenten Lager- und Logistiksteuerung auf. Diese Technik erlaubt es Dell, sinkende Komponentenpreise schneller an die Kunden weiterzugeben als die Konkurrenz.
MIT DER COMPAQ-ÜBERNAHME durch HP erreicht der in den letzten Monaten von Dell noch verschärfte Preiskampf seinen vorläufigen Höhepunkt - eine Entwicklung, die Andrew Neff von der amerikanischen Investmentbank Bear Stearns bereits Anfang des Jahres in seinem Manifest der Veränderung prophezeite (siehe WirtschaftsWoche 08/2001). Die aktuellen Zahlen im PC-Markt belegen den defensiven Charakter der Fusion: Zwar rangieren HP und Compaq nach absolutem Marktanteil vor dem bisherigen Spitzenreiter Dell. Allerdings waren beide auch die größten Verlierer im abgelaufenen zweiten Quartal (siehe Grafik).
Und das nicht nur bei den Marktanteilen. Laut Schätzungen hat HP allein im letzten Quartal 150 Millionen Dollar im PC-Geschäft verbrannt. Compaq versenkte im gleichen Zeitraum 155 Millionen Dollar. Schlechte Aussichten für ein Unternehmen, dessen Geschäft extrem stark vom Computermarkt abhängt: 34 Milliarden Dollar setzten beide im vergangenen Jahr mit PC-Systemen um - mehr als Drittel der gesamten Erlöse. Wirklich dramatisch wird diese Abhängigkeit aber vor allem dadurch, dass der einstige Wachstumsmotor inzwischen zum Sorgenkind der gesamten Hightech-Branche avanciert ist: Wie die US-Marktforscher von Gartner Dataquest Ende Juli bekanntgaben, schrumpfte der weltweite PC-Markt im zweiten Quartal zum ersten Mal seit 15 Jahren.
Solche Argumente wollen Fiorina und Capellas natürlich nicht gelten lassen. Der Texaner etwa will sich gar nicht mehr mit dem Computer von gestern beschäftigen, sondern legt all seine Hoffnungen auf das Internet.  Breitbandanwendungen werden dem Geschäft völlig neue Impulse geben , ist sich Capellas sicher. Die Fusion soll beiden Unternehmen die dringend benötigten Kostenvorteile verschaffen, um im Kampf gegen Dell bestehen zu können.
Dazu müssen beide ihre PC-Divisionen möglichst schnell verschmelzen, um beispielsweise im Einkauf durch größere Abnahmemengen Kosten einzusparen. Der Haken: Compaq und Hewlett-Packard agieren im PC-Markt mit völlig unterschiedlichen Strategien. Während HP seine Fertigung komplett an Fremdhersteller wie etwa das US-Unternehmen Solectron ausgelagert hat, arbeitet Compaq seit geraumer Zeit daran, seine Produktion auf ein Built-to-Order-Modell nach Dells Vorbild umzustellen. Die Zusammenführung der Produktionslinien wird ein langwieriger und aufwendiger Prozess , vermutet Meta-Group-Consultant Zilch.
Das gilt erst recht für die aufwendigeren Technologien im Bereich der Hochleistungsrechner und Speichersysteme. Allerdings sind dort die Potenziale durch optimierte Forschung und Produktion erheblich , betont Zilch. Immerhin laufen demnächst 37 Prozent aller Servercomputer in den Unternehmen unter der Flagge des neuformierten Unternehmens - mehr als doppelt so viel als bei dem ärgsten Verfolger Dell. Doch auch im Servermarkt, der im Gegensatz zum PC-Geschäft noch anständige Margen abwirft, mussten Compaq und HP in jüngster Zeit Rückschläge hinnehmen. Compaq verlor laut Gartner Dataquest im zweiten Quartal gegenüber Dell bei den günstigen Einstiegsservern um 26 Prozent an Boden. Um fast ebenso viel - nämlich ein Viertel - fiel HPs Marktanteil bei den High-End-Servern. Grund war eine misslungene Umstrukturierung im Vertrieb. Eine übermotivierte Verkaufstruppe verprellte einen großen Teil der eigenen Händler (siehe WirtschaftsWoche 22/2001). Hauptgewinner in dem Segment war dadurch der ewige Konkurrent IBM.
Den will die eloquente Carly Fiorina nun vor allem im Dienstleistungsbereich angreifen. Der Grund: Services rund um die Informationstechnologie (IT) spülen kontinuierlich Geld in die Kassen - auch und gerade in Krisenzeiten wie dieser. So müssen etwa die Server in den Unternehmen regelmäßig gewartet und den ständig wachsenden Anforderungen angepasst werden. Die Einführung einer neuen Unternehmenssoftware wie etwa SAP kann leicht ein bis zwei Jahre dauern - entsprechend begehrt sind die Beratungs- und Implementierungsauftäge im IT-Sektor. Überdies ziehen solche Projekte oftmals auch noch Folgeaufträge nach sich, etwa wenn sich herausstellt, dass für die neue Software auch noch eine größer dimensionierte Hardware benötigt wird.
Solcher Rundumservice, den vor allem Großkonzerne mit ihren milliardenschweren IT-Budgets gerne in Anspruch nehmen, bringt richtig Geld. Das beweist einmal mehr IBM. Der von Lou Gerstner geführte Computergigant setzt mittlerweile stolze 33 Milliarden Dollar mit seiner weltweiten Dienstleistungsorganisation um - 37,5 Prozent des Gesamtumsatzes.
Bislang haben Compaq und HP auf getrenntem Weg versucht, ihr Geschäftsfeld mehr auf Dienstleistungen zu trimmen. Die Texaner waren bis 1998 noch ein reiner PC-Produzent mit einem Serviceanteil nahe Null. Der Griff nach DEC vor drei Jahren bescherte Compaq - bei allen sonstigen Problemen - eine eigene Dienstleistungstruppe und ermöglichte ihm erstmals, einen Fuß in die Tür der Großkonzerne zu setzen.
Carly Fiorina probierte es noch eine Nummer größer. Im letzten Jahr war sie drauf und dran, sich die Consultingspalte des Beratungsriesen PriceWaterhouseCoopers einzuverleiben. Dadurch hätte sie auf einen Schlag eine 30 000-köpfige Beratertruppe dirigieren können, die überdies bereits viele bestehende Verträge und damit bares Geld in die Ehe eingebracht hätte. Der Deal scheiterte allerdings im November 2000 an den Details der Übernahme.
Seitdem treten Fiorina und Capellas in Sachen Service auf der Stelle. HP und Compaq generieren immer noch fast 80 Prozent ihrer Umsätze mit Produkten , sagt PAC-Berater Jung. Trotz ähnlicher Größe kann Fiorina ihrem IBM-Widersacher Gerstner daher noch lange nicht aus gleicher Höhe in die Augen bicken. Laut PAC kommt die new HP im Dienstleistungsgeschäft in Deutschland mit Umsätzen in Höhe von knapp zwei Milliarden Mark auf Platz vier. Mit weitem Abstand rangieren davor allerdings die Telekom-Tochter T-Systems, der Siemens-Ableger SBS sowie IBM. Die Fusion löst nicht die Probleme, die beide Firmen in der Vergangenheit des IT-Services-Geschäft hatten , konstatiert Jung. Er bekommt Rückendeckung von Markus Huber. Einen Synergieeffekt, wie er durch die Realisierung von IBM Global Services entstanden ist, kann ich nicht erkennen , so der Consultant der Meta Group. Völlig wirkungslos sei die Fusion andererseits auch nicht.  Zumindest sollte beide jetzt die kritische Größe erreichen, die eine Voraussetzung für ein umfassendes Dienstlungsangebot ist.
Das größte Potenzial sehen Experten allerdings weiterhin in Jobkürzungen. Trotz freiwilligen Gehaltskürzungen bei einem Großteil der 80 000 Beschäftigten hatte HP-Chefin Fiorina schon vor der Fusion angekündigt, 6000 Stellen zu streichen. Weniger werden das nach dem Merger sicherlich nicht. Außerdem glauben viele Experten, dass der HP-Compaq-Merger erst den Anfang einer länger andauernden Konsolidierungswelle markiert. Schließlich lastet durch die lahmende Konjunktur und die geringen Wachstumsraten bei den IT-Ausgaben auf vielen Hightech-Firmen schon jetzt ein enormer Druck, der sie zu ständigen Rationalisierungen und Kostensenkungen zwingt. Dieser Druck erhöht sich durch die Fusion noch weiter , ist Ashok Kumar, Analyst des Finanzinstituts US Bancorp überzeugt.
Erst vor einer Woche hat beispielsweise der strauchelnde PC-Direktversender Gateway bekannt gegeben, ein Viertel der Belegschaft entlassen sowie die Niederlassungen in Europa und Asien schließen zu wollen. Hintergrund: Gateway-Chef Ted Waitt zieht in dem mörderischen Preiskampf mit Dell die Notbremse und will künftig als reiner US-Anbieter überleben. Damit macht sich Waitt freilich auch zum idealen Überkandidaten für einen europäischen oder asiatischen PC-Hersteller, der sein Amerikageschäft stärken will.
Schon Bear-Stearns-Analyst Neff bewertete Gateway Anfang des Jahres als geeignete Beute für Dell, um an Compaq vorbeizuziehen. Genau das könnte der Texaner mit einer entsprechenden Gegenattacke heute wieder erreichen.
