MANILA – Department of Agriculture (DA) Secretary William Dar plans to sign an agreement with local government units (LGUs) to guarantee the materialization of the "Plant, Plant, Plant" campaign of the government.
“Our PHP83 billion budget this year is focused on the LGUs and other departments that will lead our banner programs. LGUs are our main partners kaya magpipirmahan kami ng Memorandum of Agreement [MOA] para mayroong equity (we will sign MOAs so there is equity).” Dar mentioned in a Laging Handa virtual press briefing on Monday.
Projects that will be funded under the "Plant, Plant, Plant Program" are: additional palay procurement fund of the National Food Authority (NFA); expanded SURE Aid (Survival and Recovery Assistance Program Rice Farmers) and recovery project; expanded agriculture insurance project; social amelioration for farmers and farm workers.
It also aims to upscale the KADIWA ni Ani at Kita direct marketing program; integrated livestock and corn resiliency project; expanded small ruminants and poultry project; coconut-based diversification project; fisheries resiliency project; revitalized urban agriculture and "gulayan" project; corn for food project; and strategic communications project.
Meanwhile, he also underscored the practice of urban agriculture as it addresses the issue of food sufficiency.
“Mayroon namang mga vegetables na pwedeng itanim at anihin in one-month time. Para sa ganun ay matulungan din natin ang mga magsasaka para mas sapat pa ang ating pagkain. Dito po sa Metro Manila, tuloy-tuloy pa rin ang Urban Agriculture at lalo po nating papaigtingin ang community farming sa mga bakanteng lugar sa iba't ibang subdivision (There are vegetables that we can cultivate and harvest within a month period. So, apart from the farmers’ produce, we can have enough food. In Metro Manila, we are continually pushing for urban agriculture as well as community farming in vacant lots in subdivisions),” he added.
The agriculture chief called for a whole-of-nation approach to increase the country’s food sufficiency level.
“It is really needed para magaan naman ang mga challenges natin sa agrikultura (It will really lessen the load of challenges carried by the agriculture sector),” he added.
When the quarantine measures were implemented, the DA’s Bureau of Plant Industry (BPI) through the Crop Research and Production Support Division started giving out free vegetable seeds and seedlings.

MANILA – The Department of Social Welfare and Development (DSWD) received anew the highest approval rating based on a study by survey firm Pulse Asia.
“The sustained favorable survey result, once again, ascertains that the sectors being served by the Department are satisfied by the kind of service provided to them. The high approval rating also affirms that the programs and services of the DSWD continue to trickle down to the target beneficiaries,” DSWD said in its statement.
The results come despite criticism last year for the supposed slow distribution of various emergency subsidy programs.
DSWD Secretary Rolando Joselito Bautista was previously called for a Senate hearing to explain the PHP83-billion unspent funds of the office.
Bautista justified the concern saying it will be utilized for recovery programs for the most affected sectors by the pandemic in 2021.
Pulse Asia’s Ulat ng Bayan Nationwide Survey showed that the DSWD garnered a 78 percent approval rating.
It is the highest approval rating among the different government offices in the executive branch.
The survey fieldwork, which was conducted from Nov. 23 to Dec. 2, 2020, also indicated that DSWD obtained an 87-percent approval rating in Mindanao and an 81 percent approval rating in the Visayas.
In the January 2020 Ulat ng Bayan that was conducted on Dec. 3 to 8, 2019, DSWD received an 85-percent approval rating for its performance.
Pulse Asia said DSWD, along with the Department of Education (DepEd), were recognized as “top performers among government agencies included in the survey”. (PNA)

MANILA – Malacañang on Monday expressed hope that they would receive the proposed PHP4.5-trillion national budget for 2021 from Congress within the week.
Presidential Spokesperson Harry Roque said President Rodrigo Duterte would need to review the proposed budget to see if there are questionable allocations that need to be vetoed.
“Realistically, they have to do it this week dahil pag-aaralan pa rin po ng Presidente iyan kung mayroong mga individual line vetoes na gagawin (because the President will still have to study whether individual line vetoes are necessary),” he said in a Palace press briefing.
Roque earlier said the timely passage of the budget would avert a reenacted budget scenario as the country continues to grapple with the coronavirus disease 2019 (Covid-19) pandemic.
He said a reenacted budget would spell “disaster” for the government’s Covid-19 response.
On Dec. 1, the Senate and House of Representatives began bicameral deliberations on the proposed budget.
The Senate approved its version on Nov. 26 while the House passed theirs on Oct. 16.
Among allocations under the proposed budget is the funding for a vaccine against Covid-19 and calamity response.
The Senate version of the general appropriations bill earmarked a total of PHP83 billion for the purchase, storage, and distribution of Covid-19 vaccines in 2021.
It also raised the National Disaster Risk Reduction and Management Fund to PHP21 billion, and assistance to disaster-hit local government units to PHP15 billion.
Earlier, budget deliberations were stalled due to the speakership tussle between then-Speaker Alan Peter Cayetano and his successor, Marinduque Rep. Lord Allan Velasco.
Under the term-sharing deal brokered by Duterte, Cayetano would serve as the House Speaker for the first 15 months, or until October 2020 while Velasco would take over and assume the position for the remaining 21 months or until the 18th Congress ends in 2022. (PNA)

MARAWI CITY – A year and seven months after working to refurbish, the Bayabao Bridge was reopened on Saturday, exactly three years when President Rodrigo Duterte declared Marawi City liberated from the influence of the ISIS terrorists.
With an estimated PHP83 million renovation cost, Bayabao Bridge was retaken by government troops on August 31, 2017 after the Daesh-inspired terrorist Maute Group blocked it to prevent government forces from entering and rescuing civilians trapped inside Marawi’s commercial center.
The Bayabao Bridge is often referred to by the military as the Banggolo Bridge because it goes right into the city's financial district, Banggolo, where the local terror groups strategically holed up.
It was the second of three critical bridges in the Marawi battle zone. Troops first took control of Baloi Bridge -- or what troops refer to as Mapandi Bridge -- on July 20.
Engineer Cariyong Hadjimalic, general manager of CDH Construction that contracted the bridge, said they started working on the PHP83-million bridge in March 2019 and finished it in October this year after some revisions to the project plans and a two-month break due to the pandemic.
The bridge was then widened to 3.37 meters on each side, now it is 17 meters wide.
"We did a little rehabilitation. Then we widened it from two lanes, the bridge has now four lanes," Hadjimalic said.
Thousands of lives were saved by the bridge during the siege in 2017, according to peace adviser Secretary Carlito Galvez, the former commander of the Western Mindanao Command of the Armed Forces of the Philippines (AFP), in his video message played during the commemoration program inside the former main battle area (MBA), now called by the government as the most affected area (MAA).
He said the bridge is vital in the fight against the terrorist and has become a symbol of the military to carry out its mission.
Galvez said it currently serves a different purpose to the lives of the Marawi residents.
"This bridge does not only connect the people of Marawi physically but on (a) bigger level," he added.
Col. Jose Maria Cuerpo, commander of the Army's 103rd Infantry Brigade who was the deputy brigade commander during the siege, remembered a father who carried a sick 20-year-old son they rescued during the second month of the siege.
“It was on this bridge where we rescued that father and son with 20 other civilians held hostage but eventually escaped from the terrorists,” Cuerpo said.
Cuerpo said their rescue operations during the early parts of the siege flashed back when he joined the cutting of ribbons and inauguration of the new bridge on Saturday.
"The armed men were blocking us here that made our rescue efforts difficult. They eventually wanted to retreat and leave Marawi passing that bridge but they did not succeed. Heavy troops blocked them across the bridge," he added.
The inauguration of the new Banggolo Bridge is one of the events commemorating the liberation in Marawi.
The Task Force Bangon Marawi (TFBM) is now working on the permanent housing, the grand Padian Market, the school of living tradition, the Peace Memorial Park, Marawi Museum, integrated school building, barangay complexes, and transcentral roads which are implemented by the local government unit (LGU) and its partner agencies.
Aside from the local government unit (LGU)-led projects, the Department of Public Works and Highways (DPWH) Lanao del Sur is also working on four bridges, alternate by-pass roads, and a school inside and outside the MAA.
"The bridges and roads will solve the congested traffic and these will be finished in March 2021. These are all parts of the Bangon Marawi Comprehensive Reconstruction and Rebuilding Plan," said Engr. Mikki Macabantog, the focal person of DPWH for Marawi projects. (PNA)

MARAWI CITY, Oct. 19 (PIA) - Three years after President Rodrigo Duterte declared Marawi City liberated from the influence of the ISIS-inspired Maute terrorist group, Task Force Bangon Marawi (TFBM) has reopened the improved Agus 1 Bridge, popularly known as the Banggolo Bridge.
Implemented by the Department of Public Works and Highways (DPWH) Region X, the reconstruction and improvement of the bridge was completed on September 8, 2020.
"The completion of the repair and widening of the Banggolo Bridge is very beneficial to the people of Marawi as it will play a significant role in easing the traffic condition while entering the most affected area of the city and enhancing the accessibility and transportation of equipment and materials in rebuilding the most affected area," said DPWH district engineer Omar Diron during the inauguration of the bridge on Saturday, October 17.
The four-lane bridge costing PHP83-million is 17.04 meters wide and 45.00 meters long and is one of the entry points to the most affected area of the city.
City Mayor Majul Gandamra said the reopening of the Banggolo bridge is a manifestation of the sincerity of the government.
"Itong bridge na ito ay simbolo na sa madaling panahon tayong mga taga Marawi, especially sa most affected area, ay makakabalik tayo dahil ngayon tuloy-tuloy na ginagawa ang lahat ng mga infrastructure sa loob ng ground zero," he added.
(This bridge is a symbol that soon we, people of Marawi, especially in the most affected area, will be able to return because of all the infrastructures within ground zero are continuously being built.)
TFBM chairman Secretary Eduardo Del Rosario congratulated the officials and employees of DPWH for completing the Banggolo Bridge way ahead of time.
He said the reopening of the Banggolo Bridge signals a fresh start and more economic opportunities for Maranaos.
"The reconstruction and rehabilitation of Marawi City is like a jigsaw puzzle. Paisa-isa, para mabuo natin by December of 2021," he further said.
Del Rosario also reiterated TFBM's commitment to comply with the instruction of President Duterte to see to it that Marawi will rise as a prosperous city again. "We will complete the rehabilitation by December of 2021," he added.
The inauguration of the improved Banggolo Bridge is one of the events in commemorating the liberation of Marawi.
Other events included the groundbreaking ceremonies for the construction of Torogan, Raheemah Economic Hub and Development Center, and Dansalan Bato Mosque; inspection of the Road Networks project; signing of an agreement with Kilos Kabataan Livelihood Foundation for various programs for the upliftment of the Maranao youth; and Talakayan sa TFBM with IDP-leaders from the various transitory shelters in Marawi. MANILA – Telecommunications giant PLDT offers free trial access to multiple business-grade digital communications tools to select customers amid the enhanced community quarantine in Luzon due to the coronavirus disease 2019 (Covid-19) pandemic.
In a statement on Wednesday, PLDT said the tools it offers include the Cisco Webex, Microsoft Office Teams, and Google Hangouts.
“We’re here to assist businesses in providing these timely solutions and aid them in their transition to these new operational norms we’re all adapting to. These will allow them to stay connected in their collaboration efforts and become productive,” said Jovy Hernandez, PLDT Head of Enterprise.
Available to its enterprise customers, PLDT said the tools would enable administrators of online meetings and users of video calls to view and share files, access presentation materials, and connect other meeting applications to boost productivity remotely.
Cisco Webex, it said, enables groups to host meetings with up to 1,000 participants for a 90-day trial period, while Google Hangouts can accommodate up to 250 participants and can be used for free until July.
Meanwhile, Microsoft Office Teams allows for hosting meetings, file sharing, videoconferencing, and presentation of any Microsoft applications in the group meetings.
It said those interested in the Microsoft Office Teams application may reach out to PLDT for a free license.
“Rest assured that our teams are ready to assist enterprise customers who would want to try and implement these solutions for their groups. Together with the country, we will all get through this stronger and better equipped,” Hernandez said.
For its other customers, PLDT also provided a speed boost to its Fibr customers in Metro Manila and parts of Greater Manila—Bulacan, Cavite, Laguna, and Rizal— following the government’s push for a work-from-home arrangement for most offices and business during the community quarantine.
Earlier, the company announced a massive capital expenditure of PHP83 billion as part of its investment in its network and backbone infrastructure capable of a “fully digital lifestyle” for Filipinos. (PNA)

MANILA – President Rodrigo Duterte will likely sign the proposed PHP4.1-trillion national budget for 2020 by first week of January, Malacañang said Thursday.
“Sabi niya (Duterte) January, first week (He said it will be by first week of January),” Presidential Spokesperson Salvador Panelo said in a press conference with Palace reporters.
Panelo, however, did not give any exact date of the possible signing of the proposed budget for next year.
On Dec. 11, Congress ratified the final version of the PHP4.1-trillion national budget bill for 2020, in an attempt to avoid another scenario of a reenacted budget.
From January to mid-April this year, the national government was forced to operate under a reenacted 2018 budget due to the delayed passage of the 2019 budget.
Lawmakers followed a strict timeline for the ratification of the proposed 2020 budget, despite the alleged last-minute insertions worth PHP83 billion made in the last few days of the bicameral deliberations.
Last week, Senator Panfilo Lacson claimed that there are some 1,253 budget items worth PHP83.219 billion that are being listed as congressmen’s “source” of their “list” of 742 projects amounting to PHP16.342 billion for 2020.
He noted that the biggest shares of the supposed insertions were distributed to Albay (PHP670 million), Cavite (PHP580 million), Sorsogon (PHP570 million), Batangas (PHP502 million), Bulacan (PHP440 million), Pangasinan (PHP420 million), and Cebu (PHP410 million).
Panelo said President Duterte is still reviewing the proposed 2020 budget.
He maintained, however, that the President would get rid of items that will be proven “unconstitutional”.
“He will go through that. ‘Di ba ganoon si Presidente, mabusisi bago pumirma (The President scrutinizes it first before he signs it, doesn’t he)? Let’s wait. Basta ‘pag (If it’s) unconstitutional), he will veto. ‘Pag hindi, tuloy (But if it’s not unconstitutional, it will not be removed),” Panelo said.
“Kasi ganito ‘yun (Because this is how it goes), when somebody says it’s unconstitutional, it doesn’t mean it’s unconstitutional. This President is a lawyer, he knows what is unconstitutional or not. So he decides for himself kung tama ba itong sinasabi nitong isang tao o hindi (if the claim of that person is true or not),” he added.
While the President has yet to approve the proposed 2020 budget, he signed on Dec. 20 a law extending the availability of the 2019 national budget until December 31, 2020 to allow the continued appropriation of budget earmarked for items included in this year’s spending plan.
Republic Act (RA) 11464, which was signed by Duterte on Dec. 20, authorizes the use of PHP1.161-trillion unobligated funds under the 2019 GAA until the entire 2020.
Around PHP324.758 billion of the PHP1.161-trillion unobligated funds are for maintenance and other operating expenses, while the remaining PHP339.53 billion are for capital outlays. (PNA)

MANILA-- House Speaker Alan Peter Cayetano on Monday said there would be no delay or adverse effects to be encountered if the national budget for 2020 is not signed into law before the year ends.
Cayetano made the assurance following the statement of Acting Budget Secretary Wendel Avisado that the 2020 budget is now scheduled to be signed by President Rodrigo Duterte by the first week of January.
Cayetano, however, still remained hopeful that the spending bill can be enacted into law by yearend as originally scheduled.
“I am still hoping na mapirmahan before January 1. Kahit mapirmahan ng January 6 wala namang delay na mangyayari, tuloy tuloy parin yun (I am still hoping that it could be signed into law before January 1. But even if it is signed on January 6, no delay that will occur. The [programs] would still continue),” Cayetano said.
Cayetano noted that Congress has already sent copies of the proposed PHP4.1-trillion 2020 national budget to Malacañang for them to review it thoroughly.
“Today lang nareceive ng Malacanang because of the printing. Nung una niru-rush namin kahit 25 copies muna (Malacañang just received the copy today because of the printing. We rushed it so that they could receive at least 25 copies),” he said.
The Speaker said the President can always use his veto power if he finds any disagreeable provision in the budget measure.
“Nagbigay na kami ng double assurance kasi ang mag-eexecute naman ng budget ay ang executive branch. (We already gave our double assurance because the one responsible to execute the budget is the executive branch.) First check is to look if there is anything very disagreeable, they can veto,” he said.
To avert another scenario of a reenacted budget, senators and congressmen comprising the bicameral conference committee approved on Dec. 11 the final version of the PHP4.1-trillion national budget bill for 2020.
The national government was forced to operate under a reenacted 2018 budget from January to mid-April 2019 because of the Senate and House of Representatives’ squabble over supposed insertions and realignments made by some lawmakers in the PHP3.757-trillion budget for 2019.

MANILA — The Tourism Infrastructure and Enterprise Zone Authority (TIEZA) Board has approved almost PHP4 billion worth of tourism infrastructure projects which seek to promote sustainable tourism, restore and rehabilitate cultural and historical sites, and improve overall visitor experience.
During a board meeting held recently, priority tourism infrastructure projects have been approved for the provinces such as Benguet, Palawan, Iloilo, Pampanga, Pangasinan and for Corregidor Island.
TIEZA Chief Operating Officer Pocholo Paragas said the approval of this fourth batch of high impact tourism infrastructure projects is a major milestone for the agency since it was reorganized in 2009.
Prior to the Meeting, TIEZA has approved PHP1.2 billion worth of tourism infrastructure projects which included the rehabilitation and improvement of the Chocolate Hills Complex.
In sum, TIEZA board approved a total of PHP5 billion worth of tourism infrastructure projects in 2019 alone.
“Our tourism infrastructure is not perfect. We need to develop, and build better facilities to ensure that our local and foreign tourists will continue to enjoy our beautiful destinations without compromising environmental sustainability,” Chief Operating Officer Pocholo Paragas said in a statement.
Paragas explained that TIEZA is stepping up its investment in tourism infrastructure in key tourism destination sites to spur growth, create jobs in local communities, and ensure the sustainability of each sites for future generations.
“The approved projects were recommended by the TIEZA infrastructure Committee to the Board after careful evaluation and various consultations with different local government units and regional tourism officials as well as with concerned stakeholders in the respective areas,” he added.
Preserve, rehabilitate cultural sites
Among the big-ticket projects approved by the Board include: a) Rehabilitation of Burnham Park in Baguio b) Construction of Wastewater Treatment Facility, modular floating docks and solar streetlights in Coron, Palawan c) Tagkawayan Beach Tourism Development Project, modular floating docks in various barangays in Puerto Princesa, Palawan d) Construction of Housing for Hyperbaric Chamber Facilities in El Nido and Coron, Palawan e) Restoration/Rehabilitation of three plazas in Iloilo namely Arevalo, Molo, La Paz Plaza, f) Reconstruction and Retrofitting of St. Agustin Church and San Guillermo Church g) Reconstruction of breakwater in Corregidor Island in Cavite City.
“Our thrust is to preserve and rehabilitate cultural and heritage areas, as well as ensure environmental sustainability. One of our flagship infrastructure projects for this batch is the rehabilitation Burnham Park, an iconic landmark of Baguio, so that more local and foreign tourists can still enjoy the beauty of this tourist attraction,” Paragas said.
TIEZA has allocated PHP400 million for the rehabilitation of the Burnham lake and Children’s park to improve the recreational appeal and tourist value of this national asset.
Palawan, on the other hand, being the “The Last Ecological Frontier” of the Philippines and one of the world’s best islands this 2019, according to Travel+Leisure was also given high priority.
The TIEZA board approved a total of PHP854 million to fund various tourism infrastructure projects in Palawan to provide a better, safe experience for tourists and manage environmental sustainability amid growth in tourist arrivals.
“While we want to boost tourism investments and revenues in our island destinations, we also want to protect our natural resources. We are investing P500 million for the Coron Wastewater Treatment Facility to prevent water pollution that is detrimental to coastal and marine resources.” Paragas said.
The inclusion of rehabilitation of public plazas in Iloilo and old churches in Pampanga is in line with TIEZA’s mandate to provide support for the preservation and restoration of cultural heritage sites which include churches, shrines and plazas.
Specifically, TIEZA board approved PHP135 million for the three plazas in Iloilo and PHP83 million for the reconstruction/retrofitting of two churches in Pampanga.
TIEZA is also investing PHP150 million for the reconstruction of breakwater in Corregidor Island as part of its efforts to preserve the beauty of this historic tourist destination. It seeks to preserve and protect the beach area from sand erosion and the existing cottages near the shore from damages brought about by big waves during stormy seasons.
In 2018, TIEZA invested more than P1 billion to construct the Boracay Water Drainage Program to address the flooding problem in the island. Through the implementation of these long-term engineering solutions, the Agency hopes that it can help Boracay to be a sustainable tourist destination.
TIEZA, being the infrastructure arm of the Department of Tourism (DOT), said is committed to invest on tourism infrastructure to improve the local tourist destinations and promote sustainable tourism development in the long run. (PR)

“Pinag-aaralan niya (He’s reviewing it),” Presidential Spokesperson Salvador Panelo told dzIQ, when asked if the President has already received the proposed 2020 budget ratified by the Senate and the House of Representatives on December 11.
Panelo, however, could not say as to when the President will sign the budget spending plan for next year.

Senator Panfilo Lacson, who skipped the signing of the bicameral report on the 2020 national spending plan, claimed Tuesday that around 1,253 budget items amounting to PHP83.219 billion are being included in the proposed budget as congressmen’s “source” of their “list” of 742 projects worth PHP16.342 billion.
Lacson said he could not determine which of the two sets of projects were inserted “at the last minute” prior to the bicameral signing because “there is no preliminary explanation from the House regarding the two files.”
The senator noted that the provinces that received the biggest share of the supposed insertions are Albay (PHP670 million), Cavite (PHP580 million), Sorsogon (PHP570 million), Batangas (PHP502 million), Bulacan (PHP440 million), Pangasinan (PHP420 million), and Cebu (PHP410 million).
In November 2013, the Supreme Court declared as unconstitutional the Priority Development Assistance Fund or the pork barrel, a discretionary fund received by lawmakers every year for their pet projects.
Panelo guaranteed that the President would wield his veto power to get rid of the funds inserted in the proposed 2020 General Appropriations Act that will be found violative of the 1987 Constitution.
“Gaya nga ng sinasabi, simula’t sapul, basta merong isang batas na panukala sa kanyang lamesa, ito ay sasang-ayunan at pipirmahan niya kung ito ay naaayon sa Saligang Batas (Just like what we’re saying ever since, the President will sign any proposed measure that complies with the Constitution),” he said.
“At anuman ang probisyon na labag dito ay kanyang ibi-veto. ‘Yun ang palagi niyang sinasabi (He will veto any provisions that violate the Constitution. That’s what he always says),” the Palace official added. (PNA)

MANILA -- The proposed PHP 4.1 trillion national budget for 2020 now only needs the signature of President Rodrigo Duterte to be enacted into law after the Senate ratified on Wednesday the bicameral conference committee report on House Bill 4228 or the General Appropriations Bill (GAB).
The House of Representatives had earlier ratified the national expenditure plan.
The Senate swiftly ratified the 2020 budget with no objections from the senators present despite earlier claims by Senator Panfilo Lacson that House members allegedly made last-minute insertions to the budget prior to its signing by the bicameral conference committee.
Lacson said based on a list sent by the House to his office on Tuesday night, the alleged “corruption-driven” insertions could reach as high as PHP83 billion.
“Pork is here to stay. I hope the President will again exercise his political will in vetoing line items that will obviously waste people’s tax money,” Lacson said in a statement.
But Senator Juan Edgardo Angara dismissed Lacson’s claims, saying the said list is actually the list of projects of congressmen that Lacson has requested.
“Well, taun-taon naman nag-i-insertion talaga ang House members.. kasi sa tingin nila, yun ang pangangailangan ng kanilang distrito (House members make insertions yearly because, for them, these are what are needed in their districts),” Angara said in an interview.
Besides, the chair of the Senate Committee on Finance said such projects allocations could not be considered as pork barrel funds if they are itemized.
“If it’s a line item, according to the Supreme Court, hindi naman siya pork (it is not pork). We tried to conform to the decision of the Supreme Court. We tried to avoid lump sums and we tried to line item the projects, at dito, wala nang (and here, there is no) post-enactment legislation,” Angara said.
With the approval of both Chambers of Congress, Angara said they hope to send the printed copy of the ratified budget to President Duterte in five to seven days.
President Duterte then has until December 31 to sign it to prevent a reenacted budget.
“That’s our goal given what happened to the 2019 budget. The growth of our economy was greatly affected and many projects in the provinces were not continued. We want to prevent that,” Angara said. (PNA)

SAN MIGUEL, Bulacan — Department of Public Works and Highways (DPWH) Secretary Mark A. Villar inspected on Tuesday the ongoing construction of infrastructure facilities inside a military camp here.
The projects being implemented inside Camp Tecson are under the Department of National Defense (DND)-DPWH Convergence Projects or the "Tatag ng Imprastraktura para sa Kapayapaan at Seguridad" (TIKAS).
Villar said the projects are part of the government’s effort to modernize the First Scout Ranger Regiment (FSRR) of the Philippine Army Special Operations Command, a unit specializing in anti-guerrilla jungle warfare, raids, ambushes, close-quarters combat, urban warfare and sabotage.
“There is an urgent need to equip the FSRR’s training school by constructing new facilities such as a multi-purpose building and transient quarters that will certainly boost the morale of our soldiers undergoing training here in Camp Tecson,” he said.
A total of four projects amounting to PHP59 million are ongoing and in various stages of implementation while six projects worth PHP83 million will be undertaken in year 2020 as part of the government’s continuous support to the soldiers.
Other improvements being undertaken by the Bulacan 2nd District Engineering Office (DEO) are the improvement and asphalt overlay of the camp’s perimeter road and the construction of a clubhouse.
DPWH regional director Roseller A. Tolentino, citing the report of district engineer Ramiro Cruz, said the construction of the administrative/battalion liaison office building, additional motor pool with vehicle repair shop, barracks and a multi-purpose center is set to be completed next year.
