Quad Foreign Ministers Set to Convene in Tokyo on July 28

The foreign ministers of the Quad grouping—India, Australia, Japan, and the United States—are slated to meet in Tokyo on July 28, 2024, according to sources familiar with the discussions. This upcoming meeting marks their first face-to-face gathering since last September's United Nations General Assembly.

The Tokyo meeting will focus on evaluating progress on various Quad initiatives and preparing for the forthcoming leaders' summit. The timing of this meeting coincides with the conclusion of India’s general elections, which have influenced the scheduling of the talks.

Senior officials from the four Quad nations convened via video conference on July 3 to review progress since the Quad Summit held in May 2023. They discussed advancements in maritime domain awareness, counterterrorism, telecommunications infrastructure, health security, digital public infrastructure, and humanitarian assistance.

The Quad's efforts aim to foster practical cooperation to support a "free and open Indo-Pacific," especially in light of increasing regional tensions. This includes addressing China's assertive actions in the South China Sea, where confrontations between Chinese and Philippine maritime forces have escalated. India has voiced support for the Philippines, condemning attempts to alter the status quo through force.

However, the date for this year’s Quad Summit remains uncertain. Initially planned to follow India’s invitation to US President Joe Biden for Republic Day celebrations on January 26, the summit was postponed when Biden declined the invitation. The Indian government aimed for an August summit, but it now appears more likely that the meeting will be scheduled after the US presidential election on November 5. Australia and Japan have expressed flexibility regarding the timing of the summit, pending final arrangements by the US.

The Tokyo meeting will play a crucial role in advancing Quad's agenda and setting the stage for future high-level discussions among member states.

At the invitation of the Japanese Prime Minister Fumio Kishida, PM Modi arrived in Tokyo. His visit to Japan includes the quad summit, Japanese business leaders, and the vibrant Indian community.

On Monday, prime minister Narendra Modi began his two-days Japan visit. In this, he underscored the importance of closer India-Japan cooperation and said this partnership is a key pillar of the secure and stable indo-pacific region.

Upon his arrival in Japan, he received a rousing welcome from the Indian community at the hotel new Otani where he will be staying during his two days trip.

PM Modi Tweets “Japan’s India community has made pioneering contributions in different fields, they have also remained connected with their roots in India. I thank the Indian diaspora in Japan for the warm welcome”.

He further added to his tweet “Closer India-Japan cooperation is vital in the post-COVID world. Our nations are firmly committed to democratic values. Together, we are key pillars of a stable and secure Indo-pacific region. I am equally glad that we are working closely in various multilateral forums as well”.

This meeting will allow both the prime ministers to carry forward the conversations that they had done during the 14th annual summit of India-Japan that has been held in March when PM Kishida visited India.

Prime minister Narendra Modi also tweets about his past days and writes “Japan’s developmental strides have always been admirable. Japan is partnering with India in key sectors including infrastructure, technology, innovation, start-ups, and more.”

He also writes about the partnership with Japan that says “Ours is a partnership for peace, stability, and prosperity. I trace the journey of our special friendship which completes 70 glorious years”.

This summit in Tokyo is the fourth interaction of the Quad leaders since their last virtual meeting that has been held online in March 2021 followed by an in-person summit in Washington DC held in September 2021 and a virtual meeting in march 2022.
