Bankers and business leaders say Brazil's democracy in 'grave danger'

Top Brazilian bankers and businessmen issued a letter on Tuesday in defense of Brazil's electronic voting system that has been attacked by far-right President Jair Bolsonaro, and warned that the country's democracy was in "grave danger."
The manifesto, signed by some 3,000 leading Brazilian figures, did not mention Bolsonaro by name, but clearly addressed the situation he has caused by questioning the voting system ahead of the Oct. 2 election and attacking Supreme Court justices who oversee the elections in Brazil.
Their letter referred to "unfounded attacks" on the voting system, which Bolsonaro claims is vulnerable to fraud, and "insinuations" that the election results will not be respected.
It was signed by Roberto Setubal, chairman of Itau Unibanco (SUZB3.SA), Walter Schalka, chief executive of pulp and paper multinational Suzano Papel e Celulose SA (SUZB3.SA), Guilherme Leal, co-chair of cosmetic maker Natura & Co (NTCO3.SA), among other business leaders.
Former central bank president Arminio Fraga and former finance minister Pedro Malan also signed, as did six former justices of Brazil's Supreme Court, and popular singer Chico Buarque.

Pentathlon moderno, la Nazionale Olimpica a Siracusa per tre settimane di ritiro. Una prima settimana di allenamenti intensa per la Nazionale Olimpica di Pentathlon Moderno in ritiro fino al prossimo 31 gennaio in Sicilia. Tredici pentatleti azzurri, assieme agli staff tecnici della Nazionale, si sono ritrovati, lo scorso 7 gennaio, presso il D.A.S. (Distaccamento Aeronautico Siracusa) per il primo raduno del 2024. Lo stage, come sempre accade in questo periodo dell'anno, è focalizzato principalmente sulle prove atletiche. Grazie, però, alle ottime strutture e alla presenza di numerosi atleti stranieri, hanno acquisito rilevanza anche gli allenamenti di scherma. Assieme ai tredici azzurri Federico Alessandro (Aeronautica Militare), Matteo Cicinelli (Carabinieri), Alessandro Colasanti (Carabinieri), Giorgio Malan (Fiamme Azzurre), Roberto Micheli (Fiamme Oro), Giuseppe Mattia Parisi (Carabinieri), Christian Arroyo Paniagua (P.M. Torino), Matteo Bovenzi (Area 51), Luca Gioia (Cinque Per Tutti), Elena Micheli (Carabinieri), Alessandra Frezza (Aeronautica Militare), Aurora Tognetti (Carabinieri) e Francesca Tognetti (Carabinieri), sono presenti le squadre nazionali di Gran Bretagna, Ungheria, Spagna e alcuni atleti delle nazionali di Svizzera, Brasile e Austria. «Il bilancio della prima settimana di lavoro è senza dubbio molto positivo – ha spiegato il Direttore Tecnico Andrea Valentini –. Innanzitutto un ringraziamento enorme va a tutto il personale della caserma del Distaccamento Aeronautica Siracusa, per l'infinita disponibilità, gentilezza e collaborazione. Dal punto di vista logistico abbiamo tutto quello che ci serve: un hangar con nove pedane di scherma fisse, un poligono con 12 postazioni di tiro fisse montate nell'ex mensa, e una palestra. Per il nuoto e la corsa abbiamo delle strutture esterne molto funzionali. Il raduno, come sempre a inizio stagione, - ha aggiunto il Dt azzurro - si sarebbe dovuto focalizzare sulle prove atletiche, ma la decisione di numerose nazionali straniere, e di atleti di punta a livello internazionale, di venire ad allenarsi con l'Italia, sta arricchendo tutti. Gli allenamenti di scherma stanno diventando una vera e propria simulazione di gara, allo stesso livello di un torneo di Coppa del Mondo. Inoltre, la presenza di un maneggio non distante, ci sta consentendo di allenare anche l'equitazione, quindi si tratta di un raduno su tutte e cinque le discipline del pentathlon moderno». La stagione internazionale di pentathlon moderno inizierà già a fine mese, con l'UIPM Pentathlon Challenger, gara che assegna punti preziosi per il ranking olimpico, in programma a Il Cairo, in Egitto, 23 al 28 gennaio. Per l'Italia gareggerà Giuseppe Mattia Parisi, vincitore del Campionato Italiano Assoluto nel dicembre scorso. Lei de Responsabilidade Fiscal faz 18 anos sob ataques
 A Lei de Responsabilidade Fiscal (LRF) chegou à maioridade em 2018, quando as contas fiscais consolidadas das três esferas de governo registram o quinto ano seguido de déficit primário, cálculo que exclui os gastos com dívida e juros. Ao mesmo tempo, os 18 anos chegam com a LRF sob ataque.
No fim do ano, a LRF foi alterada para permitir que prefeitos ultrapassem o limite de gastos com pessoal (de 60% da receita) sem sofrer punições, desde que haja queda na receita, e alguns governadores, ameaçados de prisão por causa da regra que exige terminar o mandato com recursos em caixa para cobrir todas as despesas contratadas, articulavam manobras para evitar o pior, como revelou o Estadão/Broadcast no início de dezembro.
Nas palavras de Pedro Malan, ministro da Fazenda quando a LRF foi assinada, em 2000, as regras completam uma "turbulenta maioridade". Para José Roberto Afonso, pesquisador do Instituto Brasileiro de Economia da Fundação Getúlio Vargas (Ibre/FGV) e professor do Instituto Brasiliense de Direito Público (IDP), a LRF ficou incompleta.
"Obviamente (a lei) se desgastou e tem sido driblada, cada vez mais, inclusive por quem teria a função institucional de zelar por ela", diz Afonso, que trabalhou na redação da LRF.
Especialistas ouvidos pelo Estado foram unânimes em reconhecer os avanços com a introdução da LRF, mas destacaram desafios que precisam ser enfrentados. "A lei de responsabilidade foi um marco institucional. Ajudou a melhorar significativamente o quadro geral das contas públicas", afirma Felipe Salto, diretor executivo da Instituição Fiscal Independente do Senado Federal (IFI).
Na visão do secretário diretor-geral do Tribunal de Contas do Estado de São Paulo (TCE-SP), Sérgio Ciquera Rossi, a introdução do planejamento nas contas públicas foi o ponto alto da LRF. "Com a lei, passou a ser necessário planejar as despesas de acordo com o planejamento de receitas."
Segundo Salto, da IFI, a aprovação da LRF coroou um processo iniciado desde os anos 80 e 90, que incluiu o fim da conta movimento (mecanismo pelo qual o Banco Central supria o Banco do Brasil de recursos que eram usados na expansão de crédito), a renegociação da dívida externa e das dívidas dos Estados e a criação da Secretaria do Tesouro Nacional.
Ainda assim, fica a questão: se representou tamanho avanço, por que a LRF foi incapaz de evitar a atual crise fiscal? "O Brasil é pródigo em criar regras fiscais, mas não tão pródigo em cumpri-las", diz Salto. Para ele, há uma questão cultural aí.
É preciso que se espalhe pela sociedade a consciência de que "sem contas públicas arrumadas, não vamos a lugar nenhum".
Sem essa cultura, a letra da lei acaba morta na falta de fiscalização e da aplicação de punições pelos órgãos de controle, com destaque para os tribunais de contas e os órgãos do Poder Legislativo, responsáveis, em última instância, pela supervisão das contas do Poder Executivo.
Pelo contrário, disse Afonso, do Ibre/FGV. Ele destacou que alguns tribunais de contas fomentaram o descumprimento da LRF, desenhando medidas criativas de interpretação de despesa de pessoal, justamente para gastar mais com servidores.
Incompleta
Nesse sentido, um dos pontos previstos na LRF que não saiu do papel foi o Conselho de Gestão Fiscal. O órgão teria caráter federativo, com a missão de padronizar, em todo o País, a aplicação das regras da LRF por parte dos tribunais de contas estaduais.
Também faltou regulamentar o limite para a dívida pública, lembra Afonso. "O mais grave é a falta de limites para dívida consolidada e para a (dívida) mobiliária da União, uma vez que a dívida não para de crescer no País. Esse, certamente, é o problema mais grave e a lei poderia ter ajudado, mas nenhum governo deixou voltar esse limite." Afonso mencionou ainda o fato de uma lei de 1964, que define as regras básicas de orçamento e contabilidade, não ter sido revista.
Apesar das ameaças de relaxamento na LRF, como no caso da flexibilização da punição para as prefeituras que ultrapassarem o limite de gastos com pessoal, Ciquera Rossi, do TCE-SP, vê pouca interferência no trabalho dos órgãos de controle. "Vamos continuar dizendo que as contas não devem ser aprovadas", diz. Para ele, o próprio fato de políticas tentarem flexibilizar a LRF é sinal de que a legislação foi eficaz nos 18 anos.
Salto, da IFI, pondera que é preciso entender a situação de prefeitos e governadores que, em meio à recessão de 2014 a 2016, passaram por um período muito difícil para a arrecadação. "Nesse contexto, há um movimento natural de pensar em flexibilizações. Agora, as mudanças são preocupantes", afirma o especialista, lembrando que, quando é feita uma flexibilização, ainda que justificada em determinado contexto, é mais difícil revertê-la depois.
Argumentos atuais
Procurado para comentar sobre os 18 anos da Lei de Responsabilidade Fiscal (LRF), o ex-ministro da Fazenda Pedro Malan fez referência a um artigo seu, publicado no 'Estadão' em 2010, por ocasião dos dez anos da criação da lei.
Na época, Malan escreveu que "tão ou mais importante" do que comemorar o aniversário da lei seria "resistir às inúmeras pressões para que ela seja desrespeitada na prática" e "não permitir que o espírito que presidiu à sua elaboração, no final dos anos de 1990, seja gradualmente deixado de lado". Malan disse apenas que, atualmente, os argumentos do artigo de 2010 estão válidos ou ainda mais atuais do que quando foram escritos.
No artigo escrito na época, ele já falava dos riscos que a lei estava correndo por causa do "apreço" que os governos brasileiros tinham pelo gasto público. "Mas esse apreço geral, que não está de forma alguma restrito aos anos eleitorais, e a voracidade com que se procura o acesso privilegiado a recursos públicos constituem o ovo da serpente de futuras crises fiscais."

SAN BENEDETTO – Presso la Sala Koch di Palazzo Madama si è svolto l’incontro “Un goal al 90˚- Quarta Categoria” con le premiazioni dei vari club vincitori dei vari titoli regionali. Sono intervenuti: il Commissario Straordinario della FIGC Roberto Fabbricini, il Sottosegretario di Stato alla Presidenza del Consiglio dei Ministri Giancarlo Giorgetti, il Sottosegretario di Stato alla Presidenza del Consiglio dei Ministri Famiglia e Disabilità Vincenzo Zoccano, il Presidente del gruppo FI-BP Anna Maria Bernini, il Vicepresidente Vicario del gruppo FI-BP Lucio Malan, la Senatrice Alessandra Gallone, la Senatrice Isabella Rauti membro della 4ͣ Commissione permanente (Difesa), la Senatrice Laura Bignami, il Fondatore del  Movimento Paralimpico Italiano e membro del CIO Franco Carraro, il Membro Onorario di FIGC-Uefa e di Quarta Categoria Antonio Matarrese, il primo firmatario del protocollo d’intesa con il CSI Carlo Tavecchio che ha dato il fischio d’inizio al campionato, il Presidente della Lega Serie A Gaetano Micciché, il Presidente della Lega Serie B Mauro Balata, il Presidente della Lega Pro Gabriele Gravina, il Presidente del Centro Sportivo Italiano Vittorio Bosio, il Subcommissario della FIGC Alessandro Costacurta, l’Amministratore Delegato della Lega Serie A Marco Brunelli, il Segretario Generale della Lega Pro Francesco Ghirelli, il Direttore Organizzativo dell’AIC Fabio Poli e il Consigliere Federale LND dell’Area Centro Nuccio Caridi. Hanno moderato  l’incontro i giornalisti Paola Severini e Claudio Arrigoni.
Durante la mattinata sono stati illustrati gli sviluppi del progetto “Quarta Categoria”. In primis l’istituzione dalla prossima stagione calcistica del fondo di solidarietà sportiva “4 Special”. A seguire il progetto no profit  “Dalla scuola allo stadio” che permetterà ai ragazzi con disabilità anche gravi di andare con la propria classe allo stadio (assistiti da personale competente) o con la propria famiglia con il patrocinio oneroso di Quarta Categoria per la parte competente, il protocollo di ricerca medica scientifica dell’Università San Raffaele avviato a gennaio 2018 sugli atleti di Quarta Categoria e la trasmissione tv “4 Special Sky” che andrà in onda da ottobre 2018 sul canale 808 della piattaforma Sky.
Il Commissario Straordinario della FIGC Roberto Fabbricini ha espresso il suo parere sulla manifestazione: “Sono convinto che lo sport sia uno strumento utilissimo per favorire l’inclusione sociale. Tutto il mondo del calcio ha sposato con convinzione questa iniziativa, solo così si è potuto realizzare il sogno di tanti ragazzi. Il nostro compito è continuare ad intensificare gli sforzi per sviluppare e rafforzare progettualità di questo genere, con la stessa partecipazione trasversale, sportiva e istituzionale, come dimostrano le autorevoli presenze in questa sala”.
Al termine sono state premiate le squadre “special” vincitrici dei rispettivi tornei regionali. Il format, e la forza, di Quarta Categoria prevede l’”adozione” da parte dei club professionistici di molte associazioni che hanno abbracciato il progetto calcio e disabilità iscrivendosi al Campionato Quarta categoria. L’adozione avviene secondo un protocollo d’intesa tra le parti dove i club professionistici “aiutano” in vario modo le varie associazioni, l’organizzazione Quarta Categoria fa da garante tra le parti. In tal senso la Sambenedettese calcio nel corso dello scorso campionato ha aperto un canale di profiqua collaborazione con la asd Stella del Mare, la procedura di adozione è in via di definizione.
I club Campioni regionali premiati sono stati : Juventus, Benevento, Spal, Parma, Foggia, Salernitana, Alessandria, Livorno e la Sambenedettese (grazie al risultato conseguito sul campo dalla asd Stella del Mare: Campione Regione Marche 2018). A ritirare il premio dal Presidente di lega per la Stella del Mare sono stati il capitano della squadra Katia Neroni e il direttore generale prof. Roberto Ciferni.
“Pensavamo di aver finito la stagione –ha commentato Roberto Ciferni– ed invece è arrivata anche questa ultima graditissima convocazione da parte della lega, mi sarebbe piaciuto portare tutta la squadra a Roma ma purtroppo non è stato possibile. Ringrazio Alessandra Mosca insieme alla Samb Calcio per la sensibilità dimostrata sul tema della disabilità e per la disponibilità dimostrata verso la Stella del Mare. Stiamo ultimando la pratica di adozione per presentarci al via nel prossimo Campionato di Quarta Categoria FIGC come “Sambenedettese Calcio For Special”. Sfideremo realtà nazionali importanti come  Juventus, Milan ed Inter e mi auguro di portare sempre più in alto i nostri amati colori rossoblù”.
“Entrare in Senato e conoscere gli altri capitani –ha detto Katia Neroni– è stata un’ esperienza bellissima. Sarà un ricordo che porterò per sempre nel mio cuore. Ringrazio la Stella del Mare e Roberto Ciferni che mi hanno permesso di realizzare un sogno che avevo da sempre”.

Young Muslim volunteers transport group of elderly people to Christmas lunch in ‘wonderful’ act of charity
A group of Muslim volunteers has been praised for providing a free taxi service to get the elderly to a Christmas lunch in an act of festive goodwill that was described as “wonderful”.
Members of the Ahmadiyya Muslim Youth Association (AMYA) transported 100 pensioners from across Huddersfield in Yorkshire to several local halls for the get-together.
They brought their own transport for their act of charity which included specially adapted vans for the disabled, as many of the group were in wheelchairs or on walkers.

The volunteers then handed out gifts and posed for pictures around the tables before the group dined and were later brought back home, the revealed.
Nadeem Ahmed, the Yorkshire head of the AMYA, told the publication: “It was such an honour to extend a helping hand and to bring a smile to the faces of so many people.
“We felt like a family with the people we helped and that is how they felt too.
“People may wonder why we take time out to help, but we enjoy doing the voluntary work we do because it is our religious obligation. Islam encourages us to help alleviate hardships and respect and honour our elders.”

Robert Iredale, who helped organise one of the Christmas lunches at Milnsbridge Village Hall, said: “We had about 30 people and they all had a smashing time. One woman said she’d been invited to family but she came to us to see her friends.
“As an organiser the Ahmadiyya Muslims make my job easy! It is a great big help.”
“They are wonderful. All our volunteers are - this year we had to turn volunteers away! People are so generous with their time.
“It’s very easy to tell bad news, but the volunteers that help us are excellent.”
The AMYA organisation said the act of charity by their branch in Yorkshire was part of a nationwide service of goodwill the group provided on Christmas Day. It had planned to carry out 2,000 visits to vulnerable people, including in homeless shelters, to hand out warm meals and gift bags, it said.
On New Year’s Day it will do a clean-up of Britain’s streets, involving 500 members who will go out litter picking after 7am prayers.
The AMYA organisation said in a statement on its : “This campaign is particularly important to us as we feel that it offers our youth vital training and personal development, which helps to shape them into productive, conscientious and well integrated members of British society.

Robert Iredale, who helped organise one of the Christmas lunches at Milnsbridge Village Hall, said: “We had about 30 people and they all had a smashing time. One woman said she’d been invited to family but she came to us to see her friends.
“As an organiser the Ahmadiyya Muslims make my job easy! It is a great big help.”
“They are wonderful. All our volunteers are - this year we had to turn volunteers away! People are so generous with their time.
“It’s very easy to tell bad news, but the volunteers that help us are excellent.”
The AMYA organisation said the act of charity by their branch in Yorkshire was part of a nationwide service of goodwill the group provided on Christmas Day. It had planned to carry out 2,000 visits to vulnerable people, including in homeless shelters, to hand out warm meals and gift bags, it said.
On New Year's Day it will do a clean-up of Britain's streets, involving 500 members who will go out litter picking after 7am prayers.
The AMYA organisation said in a statement on its : “This campaign is particularly important to us as we feel that it offers our youth vital training and personal development, which helps to shape them into productive, conscientious and well integrated members of British society.

Young Muslim volunteers transport group of elderly people to Christmas lunch in ‘wonderful’ act of charity
A group of Muslim volunteers has been praised for providing a free taxi service to get the elderly to a Christmas lunch in an act of festive goodwill that was described as “wonderful”.
Members of the Ahmadiyya Muslim Youth Association (AMYA) transported 100 pensioners from across Huddersfield in Yorkshire to several local halls for the get-together.
They brought their own transport for their act of charity which included specially adapted vans for the disabled, as many of the group were in wheelchairs or on walkers.
Islamophobia even 'worse under Trump than after 9/11 attacks'
The volunteers then handed out gifts and posed for pictures around the tables before the group dined and were later brought back home, the revealed.
Nadeem Ahmed, the Yorkshire head of the AMYA, told the publication: “It was such an honour to extend a helping hand and to bring a smile to the faces of so many people.
“We felt like a family with the people we helped and that is how they felt too.
“People may wonder why we take time out to help, but we enjoy doing the voluntary work we do because it is our religious obligation. Islam encourages us to help alleviate hardships and respect and honour our elders.”

Como a votação acabou empatada com cinco votos contrários e cinco favoráveis à declaração de inconstitucionalidade da resolução da Anvisa – o ministro Roberto Barroso declarou sua suspeição para o julgamento –, não foi alcançado o quórum mínimo de seis votos para declarar a invalidade da norma, e a ação foi julgada improcedente, mas sem eficácia vinculante e efeitos erga omnes (para todos). Também foi cassada liminar concedida em setembro de 2013 pela relatora da ADI, ministra Rosa Weber, suspendendo a aplicação parcial da resolução. Brought to you under the Open Book Festival umbrella, the popular Comics Fest takes place on 9 and 10 September in Cape Town.
With an array of activities, workshops, discussions and demonstrations, the sizzling hot programme is cooking with events that will delight fans of comic books, illustration and design – professional or amateur, young or old. The Open Book Comics Fest will again be running from the D6 Homecoming Centre and surrounding venues in Cape Town.

Seasoned illustrator Andy Mason will be hosting the Monster Battle Draw Off throughout the weekend, a friendly competition that starts on Saturday where you will be drawing flat-out for 6 rounds! Aspirant comic artists are welcome. The winner will go through to Monster Battle 3 on Sunday. Drawings will be auctioned to raise funds for future drawing workshops for young artists. Spectators are welcome.
Animation guru Mike Scott shares some skills in the Comics Fest Demo session on Saturday 9 September, or catch Hugh Upsher and Martin Mezzabota on Sunday 10 to learn how to create a zine from start to finish, and try your hand at making one.
On Saturday 9 September, Jess Bosworth (Unblush) and André Bozack (Art Facilitator at Heal the Hood, schools & Community Centres) speak to Kay Carmichael about challenges under-represented groups face entering the world of illustration and comic book creation in Skills and Space.
Schools learners should catch Draw Your Own Superhero on 7 September with Roberto Millan and Su Opperman to create a super-hero of your very own, and lose yourself in a word of comic books, original artwork and zines at the Open Book Marketplace that weekend.
“Comics Fest has been an integral part of the Open Book Festival programme and has proved to be a melting pot of ideas, connections, opportunities and inspirations and we are delighted to welcome the creators to the 2017 edition,” says Festival Co-ordinator Frankie Murrey. “Look out for our limited-edition bags for sale on the Comics Fest Marketplace floor, which are the result of an initiative with uHlanga Press. Artists were asked to create an original artwork inspired by the words of some of the local poets they publish, which were transposed onto the bags. Funds raised go towards Open Box Library Project.”

Tony Blair says stopping Brexit more important than Labour winning next election
Labour should prioritise stopping Brexit ahead of winning the next election, Tony Blair has said.
The former Prime Minister said the party would "be saying what's right" if it came out in opposition to the UK leaving the EU and suggested the stance would also expose divisions within Conservative ranks.
He added he believed that "stopping Brexit is the route to win power" for Labour and rejected the idea that accepting the referendum result was necessary to avoid the risk of losing support in former industrial heartlands.
Tony Blair confirms he is actively working to 'overturn Brexit'
"I don't actually. No," he said when asked in The Guardianwhether he agreed support for Brexit was a sacrifice worth making to win. "I think this principle's too important."
He added: "I'd like to see a Labour government in power. But I think the key national priority right now is stopping Brexit. I would put it above everything else right now for the country."
Mr Blair said he understood the "very pragmatic position" that Labour had taken to avoid being painted as the anti-Brexit party, but said this put them in the same position as the Conservatives - arguing to leave the EU but retain close trade links.
The strategy was also stopping Labour from focusing on the "destructive impact" of Brexit and the distraction the "Tory psychodrama" was having from the business of improving public services and the economy.
He acknowledged Labour would have a "huge fight" if it came out in opposition to the referendum result but added "you'd be fighting from a point of principle" and said he believed "stopping Brexit is the route to win power"
He added: "Think of what a galvanising movement you would have in those circumstances, because you would actually be - well, for a start you'd be saying what's right. That's quite an important thing to start with.
"Secondly, I think the impact on the Tories would be really profound, because you'd be driving a wedge right into that Tory division - and the Tories are a profoundly divided party."

Mr Blair said Labour leader Jeremy Corbyn had a "genuine personal charm" which he admired but warned the party would not face the same "incompetent" Tory campaign in the next general election as they encountered in this year's snap vote.
The former Prime Minister and the current Labour leader have traded blows throughout their careers, but Mr Blair said: "I think what he does have is a genuine personal charm. I'll give him that.
"You know, when the right-wing media were trying to build him into some sort of demented Marxist, I think his demeanour was of enormous assistance. I pay tribute to that, I genuinely do. I mean, I actually admire that."
But Theresa May's election campaign was "more incompetent than any I've ever seen," he said, adding: "I don't think the same rules will necessarily apply in the next election."
Mr Blair has previously said he is actively working to reverse the result of the EU referendum, telling BBC Radio 4's The World This Weekend: "It’s not done until it’s done."
