Facts:

During the lifetime of the late SPO4 Santiago S. Cariño, he contracted two marriages, the first was on June 20, 1969, with petitioner Susan Nicdao Cariño (hereafter referred to as Susan Nicdao), with whom he had two offsprings, namely, Sahlee and Sandee Cariño; and the second was on November 10, 1992, with respondent Susan Yee Cariño (hereafter referred to as Susan Yee), with whom he had no children in their almost ten year cohabitation starting way back in 1982.

In 1988, Santiago passed away under the care of Susan Yee who spent for his medical and burial expenses. Both petitioner and respondent filed claims for monetary benefits and financial assistance pertaining to the deceased from various government agencies. Yee got a total of P21,000.00, while Nicdao was able to get P146,000.00. Yee filed a lawsuit for money collection against Nicdao, claiming that the latter's marriage to Santiago is null and invalid since it was performed without the necessary marriage license. Nicdao was required to pay Yee half of the acquired death benefits as a result of the trial court's decision in her favor. The trial court's ruling was upheld by the Court of Appeals.

Issue:

Whether or not the marriage of Santiago Carino and Susan Nicdao is void for lack of marriage license.

Respondent Susan Yee admitted that her marriage to the deceased took place during the subsistence of, and without first obtaining a judicial declaration of nullity of, the marriage between petitioner and the deceased. She, however, claimed that she had no knowledge of the previous marriage and that she became aware of it only at the funeral of the deceased, where she met petitioner who introduced herself as the wife of the deceased. To bolster her action for collection of sum of money, respondent contended that the marriage of petitioner and the deceased is void ab initio because the same was solemnized without the required marriage license. 

On August 28, 1995, the trial court ruled in favor of respondent, Susan Yee, holding as follows:

WHEREFORE, the defendant is hereby ordered to pay the plaintiff the sum of P73,000.00, half of the amount which was paid to her in the form of death benefits arising from the death of SPO4 Santiago S. Cariño, plus attorney’s fees in the amount of P5,000.00, and costs of suit.

FPJ’s production presents ang probinsyano - Pinoy Tv

Their lives take a sudden turn when Ador is sold out and killed by Joaquin (Arjo Atayde). General Delfin Borja (Jaime Fabregas) orders Cardo to expect Ador's personality and proceed with the mission that his late sibling deserted. As a component of his central goal, Cardo is compelled to profess to be Ador before his sibling's family and companions; and reunites with grandma, Flora (Susan Roces), whom he despises. After his cover is blown, Cardo uncovers himself and reunites with his family. He is reassigned to the CIDG and handles different cases.

Tomas Tuazon, Joaquin's dad, is uncovered as the leader of the medication syndicate that Cardo fights. Wear Emilio wants to get Tomas detained; thus, Tomas is eventually caught via Cardo in a medication sting, and is therefore sentenced. To counter, Don Emilio and Joaquin outline up Cardo for illicit medication ownership. Wear Emilio at that point uncovers to Cardo that Tomas executed his sister-in-law, Carmen. As Tomas endeavors to get away from the jail, Cardo and Tomas have a showdown which results in Tomas' passing. Under Joaquin's finance, Director Guillermo Acosta makes jail life more troublesome for Cardo. Cardo escapes jail and pledges to demonstrate his innocence.

With his escape, he joins Ramil "Administrator" Taduran and Julian Valerio who work for the Cebu based medication syndicate of Romano "Executive" Recio, a partner of Joaquin, to bring the syndicate down. Obscure to Cardo, the syndicate who surrounded him up is the syndicate in charge of the passings of his friends and family, including Ador.

Wear Emilio is caught via Cardo and indicted for the murder Cardo's dad, SPO4 Pablo de Leon. Joaquin is uncovered as Ador's killer. Joaquin was later murdered via Cardo after the previous disturbs the last's wedding with Alyana (Yassi Pressman). Equity is at last served for Ador, Pablo, Carmen, and the majority of the casualties of Joaquin, Tomas, and Don Emilio.

#PHnews: PTFoMS takes over probe on slain Dumaguete broadcaster

MANILA – For better and tighter coordination between law enforcement agencies, the Presidential Task Force on Media Security (PTFoMS) has announced that it has taken over the probe into the gruesome murder of broadcaster Cornelio “Rex” Pepino.

PTFoMS chairman and Justice Secretary Mernardo Guevarra has designated Prosecutor Leonardo Mandajoyan to lead the Special Investigation Team for New Cases (SITN) that was convened to specifically probe the murder of Pepino.

“It is imperative that there is a pro-active involvement of the prosecutor during criminal investigation of cases involving media violence and other egregious human rights violations,” Guevarra said in his directive, which created the SITN.

With the creation of the SITN, PTFoMS will provide effective leadership in the conduct of a thorough and complete criminal investigation on the murder of Pepino with the assistance of the Department of Justice (DOJ), the Philippine National Police (PNP) and the National Bureau of Investigation (NBI).

Recently, the PNP’s Criminal Investigation and Detection Group (CIDG) implemented a search warrant issued by Judge Leoncio R. Bancoro of Branch 41 of the Dumaguete City Regional Trial Court upon the endorsement of provincial chief Lt. Col. Ariel T. Huesca against SPO4 Reuel D. Pinero, a person of interest (POI) in the case and chief security of Negros Oriental Governor Roel R. Degamo. The search yielded 131 rounds of 5.56 mm live ammunition.

Degamo, in an interview, clarified that “the house of Pinero was raided because he is attached to him and if Pinero will be implicated, it will destroy his image and person as the governor of the province.”

He said there was an intent on the part of the CIDG to implicate the governor and destroy his reputation and career in politics.

Huesca denied the allegations, saying there was no malicious intent in the implementation of the warrant.

To avoid such conflicts and allay fears of whitewashing by Negros Oriental local officials, PTFoMS Executive Director Undersecretary Joel Sy Egco on Friday called the attention of PRO-7 regional director Brig. Gen. Albert Ignatius Ferro through a memorandum that the PTFoMS shall be taking over the investigation of the case.

To ensure the investigation proceeds unfettered and free from prejudices of localized intrusions, Egco directed the PNP to cease and desist its own investigation and to fully cooperate and coordinate with the SITN pursuant to the mandate and directive of Administrative Order No. 1.

“This is the very reason why President Rodrigo Duterte created the PTFoMS through AO1. There should be a government-wide program of action where the whole system of the bureaucracy is involved with the goal of protecting the life, liberty, and security of media workers. Those ultimately responsible at the highest levels will be made accountable for his death,” Egco explained.

Egco also cautioned law enforcement officers that any failure to cooperate with the PTFoMS or the SITN shall have dire consequences.

Earlier, Egco warned local officials in Negros Oriental not to obstruct the investigation of the case.

He issued the warning after probers positively identified a car used as a surveillance and getaway vehicle in the murder was traced to the provincial government.

Egco also expressed concern when NBI agents investigating the case were subjected to serious threats and harassment by some unscrupulous individuals in the province.

“These underhanded tactics, attempts to whitewash the case, threats on law enforcers and other evil schemes will only serve to strengthen our resolve to get to the bottom of this,” Egco said. “They will feel the full weight of the Office of the President bearing down on them.”

Pepino was a veteran commentator and known critic of local politicians. He hosted “Pokpokin mo Baby” that aired over DYMD Energy FM 93.7.

He was killed execution-style after being shot five times at point-blank range by motorcycle “riding-in-tandem” gunmen right in front of his wife in Dumaguete City on May 5, 2020.

August of 2020. We are messing around a school yard none of us have ever attended. We are chatting, I mostly keep bringing the conversation back to Sto Para Pente. Unlike my cousins (and most people of my generation) I hadn't watched it until then. And damn it was I obsessed. "I just love the whole found family dynamic going on. Just the concept of wildly different people from different backgrounds working together to solve a mystery- hey remember when we used to play pretend as cousins we were the main cast?" "How the hell do you remember stuff like that" [A] asks. "Must be nice to be living in the same city-" [S] mumbles just loud enough for us to hear. "[M] was Dalia, you were Aggela, my brother was Spyros, yours was Fotis, I was Zou- HEY WHY WAS I ZOUMPOULIA?!"

Us as the main cast. I thought it would be fun to make a mystery story where four stand ins for us from wildly different backgrounds would have to work together to uncover a mystery. "Hey guys, what fake name would you choose for yourselves?" "What do you mean?" [M] asks. Search Party of Four in my eyes is very specific things at its core. It's my hometown, the month of october, and all the fond memories I have with my cousins. I always thought it was kind of a shame that I US-ified my stories, without really showcasing anything related to my every day life yknow. So this was a good way to do it. While it is inspired by the show Sto Para Pente, it barely has any real similarities to it. Like the similarities begin and end at how different people become friends as they work together to solve a mystery and it takes place in Greece. That's all of it. As for pure vibes inspiration, lovejoy music, especially their first EP. It could be that I make this association because I was listening to the EP a lot when working on the story (well more like the EP came out when I was working on it). Taunt is a Kassandra song-

Gender equality upheld in cops' recruitment: Albayalde

MANILA -- Philippine National Police (PNP) Director General Oscar Albayalde on Monday assured that the police organization upholds gender equality in the recruitment of police officers.

“As far as the recruitment and selection process is concerned, I am pleased to announce that the PNP is 100-percent compliant to the requirements of law in terms of gender equality and empowerment of women,” Albayalde told reporters on Monday during a press briefing.

Albayalde said the PNP has removed the traditional troop ceiling for women and other gender restrictions in recruitment and selection, thus opening equal opportunities for both genders in filling-up of vacant positions.

“Although the PNP remains a male-dominated organization, women are continuously taking a permanent foothold in the policing landscape. The Women Police Service (WPS), traditionally delegated to auxiliary functions, has been deactivated and its women members had been integrated into the regular force alongside their male counterparts,” he said.

He added that the current 180-767 strong PNP is composed of 83.4-percent male and 16.6-percent female personnel where women officers comprise 14 percent of the PNP Officer Corps.

“Consistent with the national policy on Gender and Development, the PNP remains responsive to perennial gender issues and concerns, including those raised during the just-concluded Women in Policing Summit that convened last week in Cebu City,” he said.

Meanwhile, Albayalde said the PNP, thru the Directorate for Personnel and Records Management (DPRM), is in the middle of a comprehensive selection process in coordination with the National Police Commission to fill-up 4,014 vacancies for Line Officers under the 2018 Lateral Entry Program.

The candidates will be chosen from among an initial pool of 7,205 Police Non-Commissioned Officers qualified as registered criminologists with ranks of PO3 to SPO4 on active duty who took the Written Competitive Examination last September 23, 2018 in various examination centers in Luzon, Visayas, Mindanao and Metro Manila.

Last Sept. 26, the DPRM, under Police Director Lyndon Cubos, held a public opening of the examination kits to extract the answer sheets for submission to NAPOLCOM for checking.

Successful candidates will be appointed to the initial rank of Police Inspector effective March 4, 2019.

“In the selection process for this particular Lateral Entry Program including subsequent recruitment and selection programs, we have reduced human intervention to the barest minimum as an added safeguard to ensure transparency and integrity in recruitment and selection and eliminate possible opportunities for irregular practices of undue influence, favoritism, fraud and corruption,” he said.

Likewise, a fool-proof system of complete background investigation and mandatory requirements such as neuro-psychiatric evaluation and drug testing had been adapted and institutionalized to thoroughly screen all PNP applicants, Albayalde said.

“We are reinforcing our recruitment and selection process to enable us to effectively cope with the projected 2019 annual recruitment program for 10,000 police recruits,” he said.

“My advice to fresh graduates who are aspiring for a career in the police service to start working on their basic documentary requirements and preparations as early as now, to allow sufficient lead time for the recruitment process,” he added.

The PNP, he said, is imposing additional safeguards to ensure transparency and integrity of administrative processes, particularly in recruitment and selection to eliminate possible opportunities for irregular practices of undue influence, favoritism, fraud and corruption. (PNA)

SAN FERNANDO CITY, March 9 (PIA) - In its bid to highlight the importance of strong family ties and to bring up the image of Philippine National Police (PNP), the National Police Commission (Napolcom) opens its Search for PNP Model Families for Calendar Year 2020.

The search hopes to inspire PNP personnel to embody and exemplifies the virtues of the authentic enforcers and public servants, and give credit for their exemplary commitment to serve, thus, bringing joy not only to their families but also instill pride to the community that they serve.

Further, it aims to strengthen and encourage partnerships between the community and the police by highlighting the PNP’s capability as a leader and partner of the community in the maintenance of peace, order and security for an improved socioeconomic system.

In total, Region 1 has already produced six national winners in the said search namely SPO3 Basillio B. Andrea Jr. and family (1st runner-up) in 2011, SPO4 Igmedio L. Dugeňa and family (1st runner-up) in 2012, PSINSP Dominador Apostol and family (1st runner-up) in 2013, PINSP Marilyn S. Alviarne and family (2nd runner-up) in 2016, SPO4 Dennis Juan and family (1st runner-up) in 2017, and SPO3 Leonardo Frias and family (4th runner-up) in 2018.

The nationwide search is intended to help the PNP uniformed personnel induce positive change in the community by serving as role models.

It is open to all uniformed members of the PNP with legitimate or legally adopted child/children, legally married and living together with his/her spouse for at least five years, and has been in the police service for at least five years at the time of the Search.

For a Muslim nominee with more than one family, all families will be evaluated. The family with the highest rating will be considered.

Candidates may be nominated by members of the local government units, non-government organizations or fellow police officers who are not related within the 3rd degree of consanguinity and affinity.

Nominees from previous years who were not declared winners at the national level may still be nominated.

Nomination forms may be downloaded from the Napolcom website at www.napolcom.gov.ph or from the PNP website at www.pnp.gov.ph.

Deadline of submission of nomination to the provincial / city search committees is on April 13, 2020.  

Winners will receive plaque of recognition and cash prizes.
