ڈاکٹر عافیہ بہت ظلم سہہ چکی

امریکی جیل میں 13 سال سے قید پاکستان کی بیٹی ڈاکٹر عافیہ صدیقی سے ان کی بہن ڈاکٹر فوزیہ صدیقی کی ڈھائی گھنٹے طویل ملاقات ہوئی۔ خبروں کے مطابق یہ ملاقات ٹیکساس کے شہر فورورتھ کی جیل ایف ایم سی کارس ول میں ہوئی۔ ڈاکٹر عافیہ سے ان کے خاندان کے کسی فرد کی یہ پہلی ملاقات تھی۔ ڈاکٹر عافیہ کو لاپتہ ہوے 24 سال اور امریکی قید میں 13 سال کا طویل عرصہ گزر چکا لیکن اس کے باوجود دونوں بہنوں کو نہ ہاتھ ملانے دیا گیا نہ وہ گلے مل سکیں۔ جماعت اسلامی کے رہنما سینیٹر مشتاق احمد، جو ڈاکٹر فوزیہ صدیقی کے ہمراہ امریکہ گئے ہوئے ہیں، نے اپنے ٹوئٹ میں لکھا کہ دونوں بہنوں کی یہ ملاقات جیل کے ایک کمرے میں ہوئی لیکن دونوں کے درمیان موٹا شیشہ لگا تھا جس سے وہ ایک دوسرے کو دیکھ اور سن تو سکتی تھیں لیکن چھو نہیں سکتی تھیں۔ سفید اسکارف اور خاکی جیل ڈرس میں ملبوس عافیہ صدیقی سے اُن کی بہن کی ڈھائی گھنٹے کی اس ملاقات میں پہلے ایک گھنٹہ ڈاکٹر عافیہ صدیقی نے روز روز اپنے اوپر گزرنے والی اذیت کی تفصیلات بتائیں۔ ڈاکٹر عافیہ اپنی بہن سے اپنی ماں (جو اُن کی قید کے دوران وفات پاچکی ہیں) اور اپنے بچوں کے بارے میں پوچھتی رہیں اور کہا کہ ماں اور بچے اُنہیں ہر وقت یاد آتے ہیں۔ 

ڈاکٹر عافیہ کو اپنی ماں کی وفات کا علم نہیں ہے۔ امریکہ کی قید میں پاکستان کی اس بیٹی کے سامنے والے دانت جیل میں ہوئے حملے میں ضائع ہو چکے ہیں اور اُن کے سر پر لگنے والی ایک چوٹ کی وج�� سے انہیں سننے میں بھی مشکل پیش آ رہی تھی۔ سینیٹر مشتاق کے مطابق کل ڈاکٹر عافیہ سے اُن کی ڈاکٹر فوزیہ اور کلائیو اسٹافورڈ اسمتھ سمیت جیل میں ملاقات ہو گی۔ اُنہوں نے ڈاکٹر فوزیہ کی (عافیہ صدیقی سے) ملاقات کا افسوسناک احوال سناتے ہوئے کہا کہ اگرچہ صورتحال تشویشناک ہے لیکن ملاقاتوں کا، بات چیت کاراستہ کھل گیا ہے۔ اب ضرورت اس بات کی ہے کہ عوام آواز اُٹھائیں اور حکمرانوں کو مجبور کریں کہ وہ فوری اقدامات کر کے عافیہ صدیقی کی رہائی کا معاملہ امریکی حکومت کے ساتھ اُٹھائیں۔ ڈاکٹر عافیہ صدیقی سے اُن کی ملاقات کا یہ مختصر احوال پڑھ کر دل رنجیدہ ہو گیا۔ سوچ رہا ہوں کہ اُن افراد کے ضمیر پر کتنا بوجھ ہو گا جنہوں نے پاکستان کی اس بیٹی کو امریکہ کے حوالے کیا ،جہاں ایک نام نہاد مقدمے میں ڈاکٹر عافیہ صدیقی کو اسی پچاسی سال کی سزا سنا دی گئی۔ 

یہ ظلم پرویزمشرف کے دور میں ہوا۔ پرویزمشرف کا انتقال ہو چکا ہے، جنہو ں نے اپنی کتاب میں تسلیم کیا کہ اُنہوں نے ڈالرز کے بدلے پاکستانیوں کو امریکہ کے حوالے کیا۔ امریکہ کے دباو میں اپنے شہریوں اور پاکستان کی ایک بیٹی کو امریکہ کے حوالے کرنے میں ایجنسیوں کے جن افراد کا کردار تھا وہ بھی آج کیا سوچتے ہوں گے۔؟ بڑی تعداد میں امریکہ کے حوالے کئے گئے پاکستانی جنہیں گوانتامو بے میں انتہائی مشکل حالات میں رکھا گیا تھا اُن میں سے کئی پاکستان واپس لوٹ چکے لیکن اس گھناونے کھیل میں شامل اُس وقت کے ہمارے ذمہ دار اور کرتا دھرتا اپنے رب کو کیا جواب دیں گے۔ نجانے کب تک ڈاکٹر عافیہ امریکی جیل میں پڑی رہیں گی۔ ہماری مختلف سیاسی جماعتیں یہ وعدہ کرتی رہیں کہ ڈاکٹر عافیہ کو پاکستان واپس لانے کیلئے امریکہ سے بات چیت کی جائے گی۔ اس دوران ن لیگ، تحریک انصاف اورپیپلز پارٹی کی حکومتیں آئیں لیکن ڈاکٹر عافیہ کی واپسی کیلئے کوئی سنجیدہ کوشش کبھی ہوتی دکھائی نہ دی۔ یہ موجودہ حکومت کی بھی ذمہ داری ہے کہ ڈاکٹر عافیہ کی پاکستان منتقلی کا مسئلہ امریکہ کے سامنے سنجیدگی سے اُٹھائے اور اُس وقت تک اس کیس کا پیچھا کرے جب تک کہ پاکستان کی اس بیٹی کی واپسی ممکن نہیں ہوتی۔ ڈاکٹر عافیہ پہلے ہی بہت ظلم سہہ چکی۔

عافیہ کی رہائی کی کنجی

امریکا میں مقید ڈاکٹر عافیہ صدیقی کی 20 سال بعد اپنی بہن فوزیہ صدیقی سے ملاقاتیں ہوئیں، ملاقات میں ڈاکٹر فوزیہ کے ہمراہ جماعت اسلامی کے سینیٹر مشتاق احمد اور انسانی حقوق کے وکیل کلائیو اسٹفورڈ اسمتھ بھی موجود تھے۔ ملاقات کے لیے عافیہ کو ایک چھوٹے سے کمرے میں لایا گیا درمیان میں ایک شیشے کی دیوار حائل تھی اس دوران ہونے والی گفتگو ریکارڈ کی جا رہی تھی وہ کافی کمزور اور خوفزدہ نظر آ رہی تھی، چار دانت ٹوٹے ہوئے تھے وہ التجا کر رہی تھی مجھے اس جہنم سے نکالو۔ سر پر چوٹ لگنے کی وجہ سے عافیہ کو سماعت میں مشکل پیش آ رہی تھی۔ ملاقات کے اختتام پر اسے زنجیروں سے جکڑ کر واپس لے جایا گیا۔ ملاقات کے دوران جیل کی بھاری کنجیوں کی آوازیں پس منظر موسیقی کی طرح وقفے وقفے سے بج رہی تھیں۔ عافیہ کو اس کے بچوں کی تصاویر بھی نہیں دکھانے دی گئیں جو اب 20 سال کے ہو چکے ہیں۔ اسے ماں کے انتقال کی خبر بھی نہیں دی گئی، عافیہ کا کہنا تھا کہ میں روزانہ ماں بہن اور بچوں کو یاد کرتی ہوں۔ اسٹفورڈ اسمتھ انسانی حقوق کے علم بردار وکیل ہیں جو اس سے قبل سیف اللہ پراچہ کو گوانتاناموب�� جیل سے رہا کرا چکے ہیں، اس ملاقات میں سہولت فراہم کرنے کے لیے وہاں موجود تھے۔ 

ملاقات کے دوران انھوں نے فوزیہ صدیقی کو تلقین کی کہ اپنی بہن سے اہلخانہ کے بارے میں زیادہ سے زیادہ باتیں کریں۔ ملاقات کے بعد ڈاکٹر فوزیہ تبصرہ کرنے سے قاصر تھیں اور گاڑی میں بیٹھ کر روتی رہیں، کلائیو اسٹفورڈ نے کہا کہ وہ آیندہ دو دنوں میں اس کیس پر زیادہ توجہ مرکوز کریں گے کہ عافیہ کی رہائی کو ممکن بنانے کے لیے کیا کیا جاسکتا ہے انھوں نے کہا کہ’’ یہ ملاقات انتہائی افسردہ کرنے والی تھی لیکن اس جذباتی ملاقات کے لیے حاضر ہونا ایک اعزاز تھا۔ ‘‘ کلائیو اسٹفورڈ اسمتھ امریکی نژاد برطانوی ہیں جو انسانی حقوق کے علم بردار اور یوکے ہیومن رائٹس این جی او تھری ڈی سی کے ڈائریکٹر ہیں جو امریکی عقوبت خانوں سے کئی بے گناہوں کو رہائی دلوا چکے ہیں۔ انھوں نے پچھلے ماہ کے اوائل میں پاکستان کا دورہ کیا تھا۔ اس موقع پر کراچی بار ایسوسی ایشن سے خطاب میں کہا تھا کہ ’’عافیہ کے ساتھ بہت ظلم و ناانصافی کی گئی ہے۔ فوزیہ میری بہن ہے میں عافیہ کی رہائی کے لیے ہر ممکن کوشش کروں گا‘‘ اس موقع پر ڈاکٹر فوزیہ نے خطاب کرتے ہوئے یہ شعر پڑھا تھا کہ ’’پاسبان مل گئے کعبہ کو صنم خانہ سے۔‘‘

اس موقع پر سوال و جواب کے دوران ایک مندوب نے بہت معنی خیز جملہ کہا کہ ’’کلائیو اسٹفورڈ اس وقت ساری پاکستانی قوم کی نظریں آپ پر لگی ہیں اور ساری توقعات آپ سے وابستہ ہیں۔‘‘ اسٹفورڈ نے کہا تھا کہ میں بحیثیت ایک امریکی اس مقدمے پر بڑا شرمسار ہوں۔ اس ملاقات میں شامل سینیٹر مشتاق احمد نے کہا کہ عافیہ کی رہائی حکومت پاکستان کی ایمانداری کی مرہون منت ہے اور عافیہ کی رہائی کی کنجی اسلام آباد میں ہے۔ انھوں نے حکومت سے یہ مطالبہ بھی کیا کہ عافیہ کو فی الفور ایف ایم سی کارزویلسے کسی دوسری جیل منتقل کرانے کے لیے حکومت اپنا کردار ادا کرے۔ عدالتیں حکمرانوں کو عافیہ کے مسئلے پر وقتاً فوقتاً مختلف ہدایات اور احکامات جاری کرتی رہی ہیں یہاں تک کہ عافیہ کی واپسی کے لیے بین الاقوامی معاہدے پر دستخط کرنے کی ہدایت دے چکی ہیں۔ اسلام آباد ہائی کورٹ نے عافیہ سے اہل خانہ کی ملاقات اور ہر ہفتے خیریت سے آگاہ کرنے کا پابند کیا تھا اور وزیر اعظم کو دورہ امریکا میں اس مسئلے کو اٹھانے کی ہدایت کی تھی، سینیٹ عافیہ کی سزا کی مذمت اور اسے واپس لانے کی قرارداد پاس کر چکی ہے۔

عافیہ کی قید کے اس عرصے کے دوران آٹھ حکومتیں تبدیل ہو چکی ہیں کسی نے زبانی جمع خرچ کے علاوہ کچھ نہیں کیا۔ سینیٹر طلحہ محمود نے عافیہ سے ملاقات کے بعد بیان دیا تھا کہ حکومت اس کی رہائی کے لیے مخلص نہیں ہے۔ امریکی اٹارنی ٹینا فوسٹر کا کہنا ہے کہ وکلا نے عافیہ کے حق میں موجود ثبوت و شواہد کو ضایع کیا لگتا ہے کہ حکومت نے ان کی خدمات عافیہ کو مجرم قرار دلوانے کے لیے حاصل کی تھیں۔ عافیہ کے اہل خانہ نے بھی حکومت کو وکلا کرنے سے منع کیا تھا جنھیں پانچ ملین ڈالر کی فیس ادا کی گئی ہے۔ عافیہ کے لیے دنیا بھر میں انسانی حقوق کی تنظیموں نے مظاہرے کیے اور انھیں ’’صدی کی خاتون‘‘ کے خطاب سے نوازا گیا۔ صدر جارج ڈبلیو بش اعتراف کر چکے ہیں کہ جیلوں میں ہونے والے مظالم امریکا کی شرمندگی کا باعث بن رہے ہیں۔ نیویارک کے ریٹائر جج رچرڈ برمین کا کہنا ہے کہ مقدمے میں کہیں ثابت نہیں ہوا کہ عافیہ کا کسی تنظیم سے تعلق ہے امریکی ایلچی رچرڈ ہالبروک کا کہنا ہے کہ حکومت پاکستان نے کبھی عافیہ کی واپسی کا مطالبہ نہیں کیا۔

But the yearning for a freer, more tolerant Pakistan has not gone away, and Ms Robin is just one of those pushing the boundaries of what is acceptable and what is not. The graduate of St Patrick's High School and Government College of Commerce and Economics, is adamant that she has done nothing wrong."I'm not breaking any law by representing Pakistan on a global platform. I am doing my bit to quell any stereotypes about it," she said.

It is pertinent to mention here that on February 09, a video surfaced which exposed the horse-trading during Senate elections in 2018 by some party lawmakers who could be seen as counting bundles of currencies and hiding it inside the bag.

Polling process of senate elections begins in Sindh and Balochistan

Voting on two seats of Sindh including Karachi’s PS-88 and Sanghar’s PS-43, as well as Pishin’s PB-20 in Balochistan began at 8:00 am during the by-elections on Tuesday

The Election Commission of Pakistan (ECP) organised by-elections on two vacant seats of Sindh and one from Balochistan Assembly today. The voting process began at 8:00 am which will be continued till 5:00 pm.

Strict security arrangements have been made during the by-polls as Rangers personnel are performing security duty outside the polling stations, whereas, police officials are deployed inside the polling stations.

Twenty candidates are taking part in the by-elections in Karachi’s PS-88 Malir where a tough contest is expected between Jansher Junejo from Pakistan Tehreek-e-Insaf (PTI), Muhammad Yousuf Baloch from Pakistan People’s Party (PPP), Sajid Ahmed from Muttahida Qaumi Movement Pakistan (MQM-P) and Syed Kashif Ali from Tahreek Labbaik Pakistan (TLP). 16 independent candidates are also contesting the by-polls.

The constituency has a total of 145,627 registered voters including 81,425 male and 64,202 female voters. The election commission established 108 polling stations including 33 declared ‘most sensitive’ and 27 ‘sensitive’.

Thirty-three out of the total 108 polling stations have been declared ‘most sensitive’ and 27 declared ‘sensitive’ during the by-election.

In Sanghar’s PS-43, a close contest is expected between PPP’s Shabbir Ali Khan and PTI candidate Mushtaq Junejo, whereas, five independent candidates are also taking part in the polls.

In Balochistan’s PB-20 Pishin-III, the voting process has started in 113 polling stations where the election commission established 343 polling booths. Three polling stations have been declared ‘most sensitive’, 91 sensitive and 19 normal during the polls.

The constituency has 99,849 registered voters including 58,126 male and 41,723 female.

Earlier, the Election Commission of Pakistan (ECP) had barred security officials to enter the women polling stations prior to getting permission during the upcoming by-polls in two constituencies of Sindh.

The election commission had also banned usage o mobile phones in the polling stations including polling staff and agents. Under the regulations, only presiding officers (POs) will be allowed to use mobile phones during the election.
