PTAG Trucking News : The ILA strike has officially commenced, causing disruptions at ports along the East and Gulf Coasts. Absent a new labor agreement, the International Longshoremen’s Association has directed its members to stop work starting at midnight on Tuesday.

The International Longshoremen’s Association (ILA) has officially launched a strike, effectively shutting down all ports from Maine to Texas as of 12:01 AM on Tuesday, October 1, 2024. The union announced that, due to the inability to reach a new master contract with the United States Maritime Alliance (USMX), numerous terminals ceased operations shortly after midnight. Tens of thousands of ILA members have begun setting up picket lines at waterfront facilities along the Atlantic and Gulf Coasts.

While the union did not specify which terminals or cargo types would be impacted, ILA President Harold Daggett emphasized that the strike would continue until their demands regarding wages and automation are addressed. "USMX owns this strike now. They must meet our demands for it to end," Daggett stated.

Prior to the strike, both the union and port employers' association exchanged public accusations over the stalled negotiations, which have been hampered for months due to disagreements over wages and automation. USMX noted that both sides had made counteroffers related to wages just before the strike, but the ILA rejected USMX’s proposal, claiming it did not meet the needs of its members.

In an effort to expedite negotiations, USMX filed a charge against the ILA with the National Labor Relations Board last week for refusing to bargain, along with an injunction to bring the union back to the negotiating table. USMX also reported that it had been in contact with the Department of Labor and other federal agencies regarding the stalled talks. Additionally, CBS reported that officials, including Transportation Secretary Pete Buttigieg and Acting Labor Secretary Julie Su, have urged both parties to re-engage in negotiations.

The looming strike prompted many shippers to move their cargo ahead of schedule and reroute some shipments to the West Coast. Ocean carriers advised customers to expedite cargo movement prior to October 1 and announced surcharges to cover the increased operational costs resulting from the disruptions.

Experts have also recommended that shippers consider diverting cargo through Canada and Mexico, as well as utilizing air cargo or alternative coastal gateways, despite the smaller volumes.

Even with contingency plans in place, a strike of any duration will significantly disrupt operations for shippers and carriers. Past port disruptions have shown that drayage providers are heavily impacted. "One day is too long of a shutdown," stated George Goldman, president and CEO of CMA CGM's North America division, during a briefing at the Port of Los Angeles on September 18. "The reality is that we’re in a fluid supply chain process. The moment you close the door, things begin to back up."
