Während Bürgerrechtsorganisationen sich Sorgen um alle Menschen im Lande machen, "sorgen" sich staatliche Stellen herunter bis zur Federal Trade Commission vor allem um Politiker, Juristen und Militärpersonal. Dass die Sorgen der Bürgerrechtsorganisationen berechtigt sind, ist logisch, denn nach US Gesetzen sind die Sicherheitsbehörden ermächtigt auf die Daten zuzugreifen, sobald sie im Besitz eines in den USA beheimateten Unternehmen sind.
