Top 10 security regulations you need to know about in the U.S. and EU - Yubico

Compliance has always been part of routine planning and development for security experts in the enterprise. But recent headline-grabbing attacks like the SolarWinds incident may have pushed compliance much higher up the priority list. It’s difficult to track the dizzying array of regulations on both sides of the pond and what they require, so we’ve compiled a list that should help.  Here are the most important laws, regulations, standards, and audit controls that should be on your radar if compliance is top of mind for your organization. We’ve separated U.S. regulations from their European counterparts. United States - Sarbanes-Oxley (SOX) Act — Increased penalties for destroying, altering, or fabricating records in federal investigations. The SOX Act applies to all publicly traded companies in the United States, plus subsidiaries and foreign companies that do business in the United States. As a consequence of the SOX Act, International Standard on Assurance Engagements 3402 (ISAE 3402) was developed by the International Auditing and Assurance Standards Board to assure SOX compliance. The standard is based on the Service Organization Control (SOC) audit framework, which heavily favors enterprises that are using multi-factor authentication (MFA). - Health Insurance Portability and Accountability (HIPAA) Act — Every company that works in healthcare must deal with HIPAA requirements for authentication and access controls. HIPAA is governed by the Security Standards for the Protection of Electronic Protected Health Information (the Security Rule). The HIPAA act itself does not explicitly spell out authentication mechanisms, but two-factor and/or PKI-based authentication is considered to be most secure, and they are widely deployed in the U.S. health care sector. - Defense Federal Acquisition Regulation Supplement (DFARS) – DFARS is based on the White House Executive Order 13556 that regulates the acquisition procedures for civilian and defense agencies. All DFARS compliant contractors must adhere to NIST SP 800-171, which provides recommended requirements for protecting the confidentiality of controlled unclassified information (CUI). In particular, multi-factor authentication (MFA) is required for all users who access CUI. Furthermore, the Cybersecurity Maturity Model Certification (CMMC), which combines several cybersecurity standards into a certification framework, is based on DFARS. - NIST Digital Identity Guidelines — Anyone looking to implement best practices for authentication, including biometrics, should review NIST Special Publication 800-63b. While these are still guidelines rather than approved standards, it defines technical requirements for various authentication assurance levels. For example, it states: “Biometrics shall be used only as part of multi-factor authentication with a physical authenticator (something you have).” A FIPS 140-2 certification is needed to meet the requirements in the NIST Digital Identity Guidelines. European Union - General Data Protection Regulation (GDPR) — This gives individuals control over their personal data and simplifies the regulatory environment for international business. All organizations that process or store personal data must have appropriate technical and organizational measures to protect data. To get better compliance for GDPR, the EU Cybersecurity Agency (ENISA) published a report that prescribes the use of two-factor authentication. Violating GDPR rules can result in a fine of up to 10 million euros or up to two percent of an organization’s global turnover. - electronic IDentification, Authentication and trust Services (eIDAS) — is an EU regulation that regulates electronic identification, electronic signatures, certifications and supervisory bodies, which provide a secure way for EU citizens to communicate with public services. Electronic identification schemes on level of assurance Substantial requires two-factor authentication, and level of assurance High adds requirements on tamper-proof authentication devices and dynamic cryptographic schemes. - EU Cybersecurity Act — This law strengthened ENISA and established an EU-wide cybersecurity certification framework for digital products, services and processes. ENISA issued several reports and guidelines on authentication, and the message is clear: two-factor authentication is recommended for access to all types of IT systems. - Network and Information Systems Directive (NIS) — This directive details requirements for operators of essential services (critical infrastructure) and related digital service providers. These operators work in all kinds of industries: energy, transport, finance, healthcare, water, telecom, and digital infrastructure, to name a few. Companies that suffer from an IT attack, significant breach, or service outage must notify the national authority within 48 hours and report damage to their IT infrastructures. - EU Payment Services Directive 2 (PSD2) — The EU financial sector is regulated by PSD2, coupled with the related Regulatory Technical Standard. It requires “dynamic linking,” which means that the payment amount and the payee of the transaction must be linked to the user through strong authentication. Fulfilling PSD2 requirements can be achieved with PKI devices, like the YubiKey, that support both authentication and digital signatures. Achieving global compliance with strong multi-factor authentication In addition to the US and EU regulations mentioned above, ISO has created the global IT-security standard ISO/IEC 27001. This is an important auditing standard focused on information security management. It details requirements for establishing, implementing, maintaining and continually improving an information security management system (ISMS). A strong ISMS helps organizations secure their information assets. Organizations that meet the standard’s requirements can choose to be certified by an accredited certification body following successful completion of an audit. It’s not a simple regulatory landscape, so IT managers need to stay updated on all the security acts, regulations, directives, audits and certifications across the globe. They all either implicitly or explicitly require strong authentication solutions. Being in violation of these regulations isn’t a place you want to be. There are hefty fines, or even jail time for responsible managers if the violation is serious enough. Strong authentication makes sense anyway because phishing is the most common IT attack, accounting for 22 percent of all IT security incidents. WeWork-owned Meetup confirms restructuring, layoffs
WeWork’s efforts to cut costs following the ouster of its chief executive officer and a delayed initial public offering looks to be impacting its subsidiaries. Meetup, which WeWork acquired for a reported $200 million in 2017, announced a round of layoffs this morning, TechCrunch has learned.
The company, which helps people foster in-person connections by facilitating events across the globe, has shed as much as 25% of its workforce, most of which were employees of the company’s engineering department, sources tell TechCrunch.
“Meetup’s top priority is building the best possible product for our community of more than 44 million members around the world,” a representative of the company said in a statement provided to TechCrunch. “Today we made some organizational changes with that goal in mind, including restructuring across some of our departments.”
The news follows WeWork’s own well-documented attempts at restructuring its high-loss business. Late last month, SoftBank provided the over-valued co-working business a much-needed lifeline in the form of a $5 billion loan, a $3 billion tender offer and another $1.5 billion in equity funding, according to The Wall Street Journal. That’s in addition to the billions already invested by the Japanese telecom giant, which now owns a roughly 80% stake. SoftBank’s mountain of cash had previously valued WeWork at an eye-popping $47 billion; the latest investment package, however, valued the company at just $8 billion. 
Understandably, WeWork’s new leadership (former vice chairman Sebastian Gunningham and former president and chief operating officer Artie Minson are serving as co-CEOs) seem to be hyper-focused on its new cost-cutting strategy. Multiple reports have indicated the business is weighing sales of several of its subsidiaries, including Meetup, Managed by Q and Conductor. We’ve asked Meetup whether its parent company enforced the staff cuts and will update this story if we hear back.
As for WeWork, it must make a concerted effort to boost its balance sheet in the next few months if it plans to stay committed to a 2020 IPO. The company initially revealed its IPO prospectus in August, disclosing revenue north of $1.5 billion in the six months ending June 30 on losses of $904.6 million. Shortly after, its co-founder and former CEO Adam Neumann’s misbehaviors were published in a number of incriminating stories by The Wall Street Journal and other outlets. Neumann’s trashed reputation coupled with WeWork’s mounting losses forced the company to replace its founding CEO and shelve its IPO, which would have been the second-largest offering of 2019 behind only Uber.
Meetup, founded in 2002, was one of the first IRL social networks. Today’s cuts are not the first since WeWork came into the picture, according to earlier reporting by Gizmodo. Meetup shed roughly 10% of its staff amid negotiations for the acquisition and underwent cultural changes as managers pushed for growth and “more aggressiveness in the workplace.”
The future of Meetup is unclear. WeWork may move forward with a sale of the business or pressure its own cost-cutting measures on the company. In a recent email to Meetup members, CEO David Siegel wrote that he appreciated the recent outpouring of support from the community, as it became apparent the company was in a precarious position because of its owner.
“As you may be aware, there has been significant news about our parent company, WeWork, and what this means for the future of Meetup,” Siegel wrote. “As Meetup’s CEO, I want to personally tell you we’re as committed as ever to bringing people together in person.

Report: SoftBank is taking control of WeWork at an ~$8B valuation
WeWork, once valued at $47 billion, will be worth as little as $7.5 billion on paper as SoftBank takes control of the struggling co-working business, CNBC reports.
SoftBank, a long-time WeWork investor, plans to invest between $4 billion and $5 billion in exchange for new and existing shares, according to CNBC . The deal, expected to be announced as soon as tomorrow, represents a lifeline for WeWork, which is said to be mere weeks from running out of cash and has been shopping several of its assets as it attempts to lessen its cash burn.
WeWork declined to comment.
To be clear, it is reportedly the Vision Fund’s parent company, SoftBank Group Corp. that is taking control, with SoftBank International chief executive officer Marcelo Claure stepping into to support company management, per reports.
The Japanese telecom giant’s move comes precisely four weeks after co-founder and former CEO Adam Neumann relinquished control of the company and transitioned into a non-executive chairman role, and about three weeks after WeWork decided to delay its highly-anticipated initial public offering. WeWork’s vice chairman Sebastian Gunningham and the company’s president and chief operating officer Artie Minson are currently serving as WeWork’s co-CEOs.
In addition to those personnel shake-ups, WeWork has lost its communications chief, Jimmy Asci, its chief marketing officer Robin Daniels and several others. Meanwhile, the company has slashed hundreds of jobs, and opted to shut down its school, WeGrow, in 2020.
Now expected to go public in 2020, WeWork was also said to be in negotiations with JPMorgan for a last-minute cash infusion. The company, now a cautionary tale, will surely continue to reduce the sky-high costs of its money-losing operation in the upcoming months.
WeWork revealed an unusual IPO prospectus in August after raising more than $8 billion in equity and debt funding. Despite financials that showed losses of nearly $1 billion in the six months ending June 30, the company still managed to accumulate a valuation as high as $47 billion, largely as a result of Neumann’s fundraising abilities.
“As co-founder of WeWork, I am so proud of this team and the incredible company that we have built over the last decade,” Neumann said in a statement confirming his resignation last month. “Our global platform now spans 111 cities in 29 countries, serving more than 527,000 members each day. While our business has never been stronger, in recent weeks, the scrutiny directed toward me has become a significant distraction, and I have decided that it is in the best interest of the company to step down as chief executive. Thank you to my colleagues, our members, our landlord partners, and our investors for continuing to believe in this great business.”

I’m not sure I have enough to do this... but let’s give it a whirl. I think I did first paragraphs? Well. Let’s proceed.
* * *
Rules: List the first lines of your last 20 stories (or however many you have altogether). See if there are any patterns. Then tag 10 of your favorite authors. Bonus: if you mostly do academic/non-narrative writing, then feel free to include the first lines of essays/articles if you want! :D
Patterns: Uh........ I think we can all agree I have a problem (or rather my pattern is) with description, scenery, starting off with a place rather than a person.
1. Transcendent Suffering
Will leaned back into sinking leather of a chair, limbs stretching out awkwardly, staring absently at a faint grease stain on his jeans. The sound of Hannibal’s voice swam around him, even, smooth, filling the darkest corners of his mind with a light heat.
2. Echoes Beneath
If one were to ask the religiously devote what they might see upon their death, it is a near certainty they would all give the same mundane response. (What else can be expected of chatty lambs after all?) A bright light. Or even the absurd notion of heaven epitomized by pearly gates. They may say winged beings of the angelic or hellfire of beasts. A stranger notion of morality still to hold promise or threat to coerce human beings to pretend they are not what they say. Though God must have his amusements. But you and I can agree, there are far more terrifying monsters here with us on Earth than there will ever be in fantasy. 
3. TS: The Last Time You Said You Had Something to Show Me
“H-hannibal…” White knuckles clenched tighter to a wheel. “Y-you’re going to fucking nnn—“ Arms locked into position in a rattle of chains, shaking as dust trailed behind in the rearview mirror. “—fuck, fuck! Hannibal!” A dress shoe stomped down an accelerator, low moan drowned out by a grinding engine. “For god sake, you’re going to get us fucking killed!”
4. The Red Sweater
Trudging up the long flights of stairs, Nigel continued to curse under his breath and thought about all the things he wanted to do when he managed to reach their summit. The first was to write management a scrawling note about why a brownstone in a neighborhood as filthy rich as this had yet to install a goddamn elevator. The second was to collapse. He had already decided about one flight ago if he couldn’t find his keys, he was going to just curl up on the welcome mat decorated in constellations outside the front door and pass out until Adam came home from the office. It wouldn’t be the first time he had come home from work and made himself into a human piece of furniture to decorate the hallway. He figured the dark circles under his eyes and battered knuckles healing on his right hand would put off most. If that didn't work, the proverbial sign that read fuck off stamped on his forehead would give people enough pause to even think of trying to approach, let alone wake him. Some of the best sleep he had gotten was in stairwells and on stoops.
5. Brief Interactions with Strangers
Wisps of cotton clouds floated idly across a bright blue sky, carried on a light warm afternoon breeze. Light filtered over almond colored awnings striped with chocolate lines, rustling gently in the wind. Grey blue shimmering pools of water gazed back, mirrored behind white lettering stamped on a glass window: Savoy. Sebastian pushed unruly wisps of hair from his face, combing it back with long stroking fingers. Two figures rounded a corner, approaching with steady, even strides, in a swirl of color and small shapes in its glass reflection.
6. Witness to Your Destruction (W.I.P.)
“Come on, Q, you have to give me something…” Terse mumbling grit against a starched white collar.
There was no arguing the view was impeccable. Hundreds of feet up, the city below was a landscape of shadow cast in a glow of azure blue and orange flame. Black mountain ranges rose up from the horizon. James imagined he would be able to take in the entirety of its splendor if he was not dangling from the side of a telecom tower. The still quiet would have been tranquil if someone wasn’t shooting at him. He might have even found inner peace. If his left hand wasn’t slipping as he rummaged through pockets of a tuxedo jacket for any kind of weapon that infuriating mop of curls and glasses had droned on about returning in one piece. Two gunshots pinged off a tower near his head. He didn’t specify the agent had to return in one piece. Just the equipment.
Static buzzed and then chirped inquisitively. “Do you often talk to me out loud when I’m not around, 007?”

On to things I haven’t looked at in a hellishly long time. :cough: YEARS. :cough: Also known some stuff I started at one point in college and pre-college days?
7. Bloodlines: Dark Ascension (novella)
PERIL LURKED in glittering eyes with thorough and calculated sweeps, scanning the shadows along a darkening horizon. Sabin lifted a goblet to his lips, savoring the bitter liquor slipping down his throat before it began to burn deep inside. He banished a dark smile tugging at the corners of his mouth without hesitation. Victory was nearly at hand. Battlefields of blood and bitter tears of his brothers had long waited this night, carefully plotting the perfect revenge.
8. Unholy Words
STUMBLING through blinding cold, heavy boots pounded against slick stones that drowned out heavy breathing. The young woman glanced fearfully over her shoulder, once, then twice. Yelling and pounding against the ground reached her ears, the sounds nearing closer. Clutching her throbbing side, she tried to fight against the numbing cold sweeping through her shredded blouse and silk skirt. She blinked fiercely, forcing stinging snow from her unseeing eyes and focused on steady breathing to keep her moving.
9. Untitled
A sharp breath inhaled centuries of collecting dust and wilted red roses. An intoxicating scent created with the passing of years wafting in the air on the eve of every awakening. It was a lingering familiarity of when time held sweet simplicity and warmth. Eyes fluttered open to find the surrounding darkness, a constant companion of desolation and eternal solitude. Raging hunger ripped through the partially conscious mind before dragging it from slumber and throwing it into a cold need refusing to be ignored. Sluggishly, a dark shadow wrestled from comfort and placed searching palms against cool marble stone with a heavy sigh.
10. Untitled
Dante glanced up from his cards, dark eyes smoldering with irritation, a fine brow arched questioningly at the other man. He reached absently behind him as a glass of wine was handed over, soft giggling interrupting the silence. Glancing back, his eyes traveled up a sky blue satin gown to a small waist then lingered on breasts swelling above a tight corset trimmed with matching lace and ribbon.

12. Untitled: Creative Writing Course Biography Exercise
“What do you mean this isn’t chicken?”
The Chinese lovers exchanged a curious glance in a silent reply to my question, eyes shining with secretive smiles. Zhu handed the stick, now picked clean of its meat, to her boyfriend Zhang, who immediately replaced it with another saucy piece. Around us the cars honked loudly, speeding down the alleys and adjacent streets, threatening to hit any pedestrian who dare step in their path.  My two friends looked at each other again as I watched them, continuing to chew curiously.
Pursing my lips, I stared at the meat from an angle, head titled in consideration. Tasted like chicken to me. Zhu smiled at me brightly as I took another big bite. She patted my head fondly, and began to say, “Well, it’s actually…”
(It was snake. Not to leave you on a cliff hanger. And it was delicious.)

WeWork-owned Meetup confirms restructuring, layoffs
WeWork’s efforts to cut costs following the ouster of its chief executive officer and a delayed initial public offering looks to be impacting its subsidiaries. Meetup, which WeWork acquired for a reported $200 million in 2017, announced a round of layoffs this morning, TechCrunch has learned.
The company, which helps people foster in-person connections by facilitating events across the globe, has shed as much as 25% of its workforce, most of which were employees of the company’s engineering department, sources tell TechCrunch.
“Meetup’s top priority is building the best possible product for our community of more than 44 million members around the world,” a representative of the company said in a statement provided to TechCrunch. “Today we made some organizational changes with that goal in mind, including restructuring across some of our departments.”
The news follows WeWork’s own well-documented attempts at restructuring its high-loss business. Late last month, SoftBank provided the over-valued co-working business a much-needed lifeline in the form of a $5 billion loan, a $3 billion tender offer and another $1.5 billion in equity funding, according to The Wall Street Journal. That’s in addition to the billions already invested by the Japanese telecom giant, which now owns a roughly 80% stake. SoftBank’s mountain of cash had previously valued WeWork at an eye-popping $47 billion; the latest investment package, however, valued the company at just $8 billion. 
Understandably, WeWork’s new leadership (former vice chairman Sebastian Gunningham and former president and chief operating officer Artie Minson are serving as co-CEOs) seem to be hyper-focused on its new cost-cutting strategy. Multiple reports have indicated the business is weighing sales of several of its subsidiaries, including Meetup, Managed by Q and Conductor. We’ve asked Meetup whether its parent company enforced the staff cuts and will update this story if we hear back.
As for WeWork, it must make a concerted effort to boost its balance sheet in the next few months if it plans to stay committed to a 2020 IPO. The company initially revealed its IPO prospectus in August, disclosing revenue north of $1.5 billion in the six months ending June 30 on losses of $904.6 million. Shortly after, its co-founder and former CEO Adam Neumann’s misbehaviors were published in a number of incriminating stories by The Wall Street Journal and other outlets. Neumann’s trashed reputation coupled with WeWork’s mounting losses forced the company to replace its founding CEO and shelve its IPO, which would have been the second-largest offering of 2019 behind only Uber.
Meetup, founded in 2002, was one of the first IRL social networks. Today’s cuts are not the first since WeWork came into the picture, according to earlier reporting by Gizmodo. Meetup shed roughly 10% of its staff amid negotiations for the acquisition and underwent cultural changes as managers pushed for growth and “more aggressiveness in the workplace.���
The future of Meetup is unclear. WeWork may move forward with a sale of the business or pressure its own cost-cutting measures on the company. In a recent email to Meetup members, CEO David Siegel wrote that he appreciated the recent outpouring of support from the community, as it became apparent the company was in a precarious position because of its owner.

A Wall Street firm figured out how much money Google will sacrifice by cutting off Huawei
Google’s decision to cut off China’s Huawei could cost it as much as $425 million in lost annual revenue.
That’s the estimate from equity research firm Nomura Instinet, which crunched the numbers in response to the news that Google will no longer license its Android smartphone software to Huawei.
Google doesn’t have much choice in the matter. The Trump administration placed Huawei on a blacklist this month, making it almost impossible for US companies to do business with the Chinese smartphone and telecom equipment maker.
That means new Huawei devices in markets around the world will no longer be able to run the version of Android that comes with all the latest security patches, access cutting-edge Google services like Assistant, or download apps from the Google Play store.
Huawei’s breakup with the Google Play store, in which Google typically takes a 30% cut of every transaction, is where Google stands to lose the most. Instinet pegs the general range in potential lost Play Store sales for Google between $375 million to $425 million.
The biggest impact will be in Europe
Instinet estimated that Huawei currently has around 500 million smartphone users worldwide.

But 52% of Huawei phone owners are in China, where Google Play is not available, according to Instinet’s estimates. So Google would only feel an impact in markets — like Europe and Asia (excluding China) — where it profits from app sales today.
Google generated $7 billion in global Play Store sales in 2018, Instinet estimates. The portion of that $7 billion that comes from Huawei phones is likely around $388 million, according to Instinet’s calculations. The biggest driver of that revenue is in Europe, where Google generated $190 million from Play Store sales on Huawei devices last year, Instinet reckons. Huawei users in Asia (excluding China) contributed about $137 million in Play Store sales, according the report.
Huawei “switchers” will make a difference
That blow would likely be softened, they wrote, because some users will switch to phones from another manufacturer to be able to access a fully-loaded Android experience. Huawei has announced it was developing its own operating system to replace Android on its devices, but experts are highly skeptical that consumers will react positively to the switch.

“You can build a different OS… but what are consumers going to do for search, for maps, for YouTube?” Carolina Milanesi, Principal Analyst at Creative Strategies, told Business Insider in a recent interview. “All of these things have alternatives, but why would I do that? It’s not like Huawei’s phones are that amazing that I would forego all the services I’ve been using for years.”

Colin Sebastian, Senior Equity Research Analyst at Baird & Co., told Business Insider that he thinks “most impacted [Huawei] users” will start looking to switch to devices made by other companies.
“My general assumption is that since there aren’t really viable alternatives to Android/Google apps (except for Apple), then most impacted users would migrate to other Android devices,” Sebastian said. “Obviously there could be a transition period, but my guess is it would happen pretty quickly.”
Others, like Managing Director at Wedbush Securities Dan Ives, think Huawei will some lose market share in places like Europe, but that it won’t be a doomsday scenario for the world’s second-largest smartphone manufacturer.
In terms of revenue losses for Google, Ives estimates that it will be closer to $150 million to $200 million per year. And for a company that brought in over $130 billion in revenue in 2018, Ives said these upcoming losses are a “rounding error” for the tech giant and that “ultimately the bark may be a lot worse than the bite.”

The year of 2017 was a huge set of relief for the governing body in Singapore as the core organization decided to extend the race until 2021. Indeed, this update assisted the people of Asia to have some more times to feel the magic motorsport highlights in the coming years also.

There have had been three changes in the track during the past 10 years. Still, the basic track layout is the same. The credit goes to the engineers for thinking about the future.
At the time of making a map, it is so impotent to think about the roadmap after 10 years. In this case, this F1 racetrack earned 10 out of 10 numbers.
1: Champions are Winning – Last Two Years
Nico Rosberg won the race in 2016 and earned the tag of the champion. In 2018, his partner Lewis Hamilton did the same. Other than Hamilton and Vettel – Alonso must be hoping to finish the journey with the victorey.

SoftBank makes a huge bet on Latin America
Rappi represents a new era for Latin American technology startups.
Based in Bogotá, Colombia, the on-demand delivery startup has taken the region by storm, attracting a record amount of venture capital funding in mere months. Today marks the beginning of a new round of explosive growth as SoftBank, the Japanese telecom giant and prolific Silicon Valley tech investor, has confirmed a $1 billion investment in the business.
The king-sized financing comes two months after SoftBank announced its Innovation Fund, a new pool of capital committed to spending billions on the growing tech ecosystem in Central and South America.
VC funding in Latin America catapulted to new heights in 2018. Startups located across Argentina, Brazil, Chile, Colombia and more have secured nearly $2.5 billion since the beginning of 2018, according to PitchBook, up from less than $1 billion invested in 2017.
SoftBank plans to transfer the Rappi investment to the Innovation Fund “upon the fund’s establishment,” according to a press release. For now, the SoftBank Group and affiliated Vision Fund will each invest $500 million in the company. Jeffrey Housenbold, a managing director at SoftBank responsible for investments in Brandless, Opendoor and DoorDash, will join Rappi’s board of directors.
“SoftBank’s vision of accelerating the technology revolution deeply resonated with our mission of improving how people live through digital payments and a super-app for everything consumers need,” Rappi co-founder Sebastian Mejia said in a statement. “We will continue to focus on building innovations for couriers, restaurants, retailers and start-ups that translate into new sources of growth.”
Mejia, Simón Borrero and Felipe Villamarin launched Rappi in 2015, graduating from the Y Combinator startup accelerator the following year. It didn’t take long for the business to capture the attention of American VCs, including the likes of Andreessen Horowitz, DST Global and Sequoia Capital .
The latest round, the largest ever for a Latin American tech startup, brings Rappi’s total raised to date to a whopping $1.2 billion. The company was valued at more than $1 billion last year with a $200 million financing.
Rappi is among few venture-backed ‘unicorns’ based in Latin America. São Paulo-based Nubank, a fast-growing fintech startup, garnered a $4 billion valuation last year with a $180 million investment.
Rappi didn’t immediately respond to a request for comment.

Life in Ghana 1 (8/2 - 8): 2 Countries, 1 Week
On my first week in Life in Ghana, I talk about the beautiful city of Istanbul (during my layover) and my first impressions of Accra and Dodowa, Ghana.
I. How I ended up in Ghana
When I was talking to my program director on where I should go for my final semester abroad, Africa was my penultimate option. My last choice was the Philippines because that would be cheating. The whole point of going abroad is to go to a place where I have not been before and learn about their culture aside from their health system.
I only had two conditions: 
It would be a country similar to the Philippine health system in some way; and
My thesis will be related to health financing, particularly social health insurance.
I originally wanted to go to a Latin American country, as the Philippines is similar to them economically, but that was not possible since I need a working proficiency in either Spanish or Portuguese. My second choice was Thailand, but Georgetown did not have direct linkages there where I would be able to study health insurance. 
After a series of conversations with my program director, Ghana was chosen because:
Georgetown has been sending students to different sites in Ghana since the program started;
I would be studying the Ghana National Health Insurance Scheme (NHIS), which in a lot of ways in similar to PhilHealth; and
My preceptor, Dr. John Williams, is a well-connected, kind mentor who will be able to help me get the data that I need.
This is my first time in Africa. According to my friends who have been here before, I could not have asked for a better country than Ghana as an entry point to Africa. They speak English (so no language barriers there). The country is politically stable (nope, this is not war-torn Sudan). The people are warm, kind, and hospitable. Needless to say, I had very positive expectations.
II. Istanbul Layover
When I booked my flight from Taiwan to Ghana, I wanted the least number of layovers. The two most affordable options were Ethiopian Airlines and Turkish Airlines. I decided on Turkish Airlines because I have heard good reviews about it, and I wanted to take a city tour of Istanbul during my long layover.
Turkish Airlines knows how to treat their economy passengers right. The catering was the best one I have had so far, and they also give complimentary dental kits, slippers, socks, eye masks, and ear plugs to help you relax and sleep. The leg room was also spacious because their Boeing 777 has a 3-3-3 layout instead of the usual 3-4-3.

III. My First Few Days in Ghana
I arrived in the capital Accra at around 7 pm. Before I reached immigration, I was briefly stopped by a health officer to show my yellow fever vaccination certificate. When I reached the immigration counter, the immigration officer did not give me the full 3 months stay allowed in my visa. He only gave me a 60-day stay, after which I would have to renew it.
My final destination is Dodowa, a town 39 km away from Accra. Dodowa is the capital of the Shai Osudoku District of the Greater Accra Region. Dr. Williams is the Director of the Dodowa Health Research Center (DHRC), where I report to work everyday.

For the first month, I am living in Efa Guest House, which is a 10 minute walk from DHRC. The DHRC guest house, which is right beside DHRC, is still wrapping up with construction. Hopefully, it will be finished next month, just in time for the two Georgetown undergraduate students arriving for their practical experience abroad. I will be living with them in the guest house, but we will be working individually on our different topics.

I was picked up at the airport by Sebastian, one of the drivers of DHRC. The drive from Katoka International Airport was about an hour and a half. By the time I arrived at the guest house, it was around 9:30 in the evening. I was tired from the two-day journey so I went to sleep as soon as I took a quick shower. 
The next day, Thursday, Sebastian drove me to Accra mall to buy essentials.  I bought a small electric kettle and a steam iron, as well as some snacks. I also got a Vodaphone prepaid sim card. Their 3G plans are cheaper and faster than what we have in the Philippines (ahem, telecom industry).

On Friday, I was able to meet Charity and her family. Charity has always been the one cooking meals for the Georgetown students, and this year is no exception. I told her to give me the full Ghanaian experience: all the starches and all the common viands eaten by locals. Ghanaians eat with their hands, which I love because Filipinos love to eat with their hands as well. Ghanaian food is spicy, and even with my high tolerance for spicy food, I can feel the heat.

I also had a long conversation with Dr. Williams on Friday. We were able to talk about each other’s lives. I told him how the past three years have been very colorful, having dropped out of medschool, worked for the government, co-founded a research consultancy firm, and gone to Georgetown. I also found out that he was new to DHRC himself. For the longest time, he was working at Navrongo Health Research Center up north, where he also served as the supervisor of the Georgetown students that end up doing their research there. He only became director of DHRC earlier this year. WE also talked about the direction I will be taking for my thesis. We both decided that until August 15, which is the deadline for the institutional review board (IRB) submission, I will be working in the office finishing my proposal. Up until Friday morning, Sebastian was driving me around. On Friday afternoon, it was my first time walking back home from the office. I went home around 3 pm because there was a blackout, and I did not have enough battery in my laptop to continue working anymore. Ghanaian (well, most of African) soil is red. It is a type of clay soil called laterite, containing high concentrations of iron which gives it its rusty color (This bit of info brought to you by The Guardian).

I did not go out of my room for Saturday and Sunday because I have been doing research for my proposal. But I had a short break when Lovelyn, one of the Charity’s relatives, came over and delivered my lunch. Through the help of Neena, an undergrad from the previous Dodowa cohort, Lovelyn and I were connected on social media. We had a nice chat about her family. I found out that she is currently working in the capital, so she stays there on weekdays, but she wants to go to college soon, hopefully this year or the following. She told me that I will be able to spend time with the whole family next weekend. I will be able to introduce Filipino games for the kids to play. I already have a lot in store, such as agawan base, sili-sili maanghang, langit lupa, bubuka ang bulaklak, 21, and 7-up. I will hopefully also learn how to cook some Ghanaian dishes, which I really look forward to because I think the ingredients are all available in the Philippines.
On Monday, I met Irene, who was the one fixing my logistics months before I arrived here in Ghana. She was not available last week because she was sick. She introduced me to Comfort, who is one of the maintenance staff at the center and does the laundry for the students.
On Tuesday, I attended the research center’s bimonthly staff meeting, where Dr. Williams introduced me to all of the staff present. In the meeting, they discussed issues that were common to conducting research - data management, budget, training of field workers, etc. The most interesting agendum was when they started talking about a communication strategy for their research outputs. There was a consensus in the room that they want to communicate beyond writing journal articles and presenting in conferences. They want to learn how to maximize social media for science communication and developing that research network online. One of those present in the meeting (I did not get the name) said she knows a friend who can help them with that for no cost, so their action point on this matter was to contact that friend and set up that training session. I was glad that they had that mindset, as part of the reason why I am maintaining this blog is because I want to help in digesting complicated information.
But the highlight of this week was how I was able to finalize my thesis topic, which has already been approved by my supervisor. I want to compare the perceptions of quality of service delivery between patients that are covered by the National Health Insurance Scheme and those who are not. This specific research objective is stated in their current national health research agenda, so I feel glad that I am doing research that has substantial impact in policy making.
Overall, Ghana reminds me a lot of the Philippines, especially in the area where I grew up in. I’m still adjusting to people staring at me while walking on the street because I am probably the only Asian for miles and miles, but the people in general are very warm and polite. I have a feeling I will love Ghana, and I would not want to go home by the end of my 11 weeks here.

Romania Libera : Tunuri romanesti
NATO a dat 20 de milioane de euro pe „tunuri“ românești pentru F-16. Baza aeriană Borcea a fost modernizată de firme deținute de persoane arestate DNA. Legături cu prietenul baronului roșu Oprișan și cu oamenii lui Ghiță

Mai multe firme implicate în scandaluri de corupție și cu conexiuni în sfera politică au reușit să pună mâna pe contracte de la organizaţia nord-atlantică și Ministerul Apărării Naționale. Sumele au fost primite pentru lucrările de reabilitare și modernizare a infrastructurii Bazei Aeriene 86 Fetești, cunoscută sub numele de „Aerodromul Borcea”.
De pe “Borcea” decolează avioanele F-16, intrate de curând în dotarea Forțelor Aeriene Române. Baza Aeriană 86 Fetești a fost inclusă în Programul NATO de Investiții în Securitate (NSIP) pentru a fi modernizată după standardele NATO și să fie compatibilă cu tehnica de dirijare și operare a zborurilor avioanelor F-16.
În cadrul acestui program, au fost finanțate zece proiecte cu o valoare inițială de 31.713.200 euro. NATO a contribuit cu suma de 20.816.636 euro și România cu 10.896.564 euro. Responsabilitatea pentru cheltuirea banilor a revenit Direcției Domenii și Infrastructuri a Ministerului Apărării Naționale, care a asigurat managementul de atribuire a contractelor și a execuției lucrărilor.
Prietenul baronului Oprișan a refăcut pista
Lucrările la “Aerodromul Borcea” au început cu refacerea și modificarea pistei de aterizare-decolare. Pentru demararea acestor lucrări, în martie 2013, Armata a semnat un contract în valoare de 7,6 milioane euro cu asocierea dintre firmele VEGA ‘93 și Glacial Prod. Contribuția NATO a fost de 83% din valoarea totală a contractului, adică în jur de 6,3 milioane euro, restul banilor au fost asigurați din bugetul Ministerului Apărării.
La scurt timp după câștigarea contractului, cele două firme au intrat în insolvență, deși au câștigat de-a lungul timpului zeci de contracte cu statul. Firma VEGA ‘93 este deținută de Corneliu Istrate, unul dintre sponsorii oficiali ai PSD în guvernarea Năstase și un apropiat al baronului Marian Oprișan. Primele contracte publice le-a obținut în anul 1998. Ulterior, a primit numeroase contracte pentru construcția unor săli de sport și blocuri ANL, în județul Galați. Tot în Galați, firma lui Istrate a realizat majoritatea lucrărilor hidrologice, pentru care a primit de la Apele Române aproximativ 350 milioane lei, contracte cofinanțate din fonduri europene. Cu toate acestea, localitățile din județul Galați sunt afectate anual de inundații. Numele firmei lui Istrate a apărut și în scandalul de corupție al fostului deputat PDL Alin Trășculescu, condamnat la trei ani de pușcărie pentru mai multe fapte de corupție.
“Recidivist“ de la Deveselu
Cornel Istrate a declarat pentru “România liberă” că nu înțelege de ce îl sunăm: „Eu nu mă mai ocup de Vega de patru ani de zile. Nu. Nu mai sunt în activitate. M-am retras din firmă. Din 2000 și ceva… m-am retras din activitate”. Dar documentele de la Registrul Comerțului îl contrazic, Istrate apare în continuare ca asociat în firmă.
Cealaltă firmă, Glacial Prod, este patronată de tulceanul Vasile Ivan. Firma, însă, nu este la primul contract finanțat din fonduri NATO. Primul contract l-a semnat în decembrie 2012 pentru construcția clădirilor temporare necesare în vederea amplasării sistemului american de apărare antirachetă la baza din Deveselu. Valoarea contractului a fost de 3,3 milioane dolari, dar lucrările le-a subcontractat altor firme. Numai că, în loc să-și plătească subcontractorii, patronul Vasile Ivan a cerut și obținut insolvența propriei companii. Am încercat să vorbim despre acest contract cu Vasile Ivan, însă secretara acestuia, Rodica Dragu, a precizat că proprietarul Glacial Prod este plecat din țară.
Strabag a primit peste zece milioane de euro
Un an mai târziu, pe 14 mai 2014, a fost atribuită o nouă licitație. De data aceasta, au fost contractate lucrări pentru „facilități de depozitare, asamblare și testare materiale speciale”. Contractul în valoare de aproximativ 1,5 milioane euro a fost câștigat de firma Strabag, care a subcontractat o parte din lucrări firmelor Electroaxa și Avitech Co. După un an, în mai 2015,  contractul a fost suplimentat cu puțin peste 72.000 euro. Pe lângă acest contract, Strabag a mai primit alte două contracte. Unul pentru construirea unui „hangar mentenanță și ateliere de reparații” în valoare de 2,14 milioane euro, suplimentat de trei ori cu aproximativ 200.000 euro în total. Ultimul contract, în valoare de aproximativ 6,1 milioane euro, a fost pentru executarea unor lucrări prin care să se asigure „facilități carburanți – lubrifianți pentru aeronave”. Și acest ultim contract a fost suplimentat de două ori, cu aproximativ 600.000 euro în total.
Companie urmărită penal pentru ucidere din culpă
Strabag SRL este o companie de construcții, prezentă pe piața românească încă din anul 1991, abonată la contractele publice. Potrivit Registrului Comerțului (RC), acționarul firmei este compania Bau Holding Beteiligungs AG, din Austria, parte a grupului Strabag Austria. Tot de la RC aflăm că Strabag SRL este urmărită penal pentru ucidere din culpă și neluarea măsurilor legale de securitate și sănătate în muncă. Dosarul penal 3827/P/2009 se află încă la Parchetul de pe lângă Judecătoria Sectorului 4. Mai mult, în februarie 2015, numele companiei Strabag a fost vehiculat și într-un dosar de evaziune fiscală, instrumentat de Direcția Generală Antifraudă Fiscală.
Președintele Consiliului de Administrație al Strabag Austria este fostul cancelar austriac Alfred Gusanbauer, de numele căruia se leagă mai multe scandaluri politico-economice controversate. Gusanbauer apare și în conducerea companiei Gabriel Resources, implicată în scandalul internațional legat de exploatarea aurului de la Roșia Montană. În schimb, “Washington Post” menționează într-un articol că Gusanbauer a fost consilierul președintelui kazah Nursultan Nazarbayev, acuzat de încălcarea drepturilor omului în țara sa, dar și al premierului sârb Alexandar Vucic.
Săteanul incompatibil și curenții tari
În toate cele trei contracte câștigate de Strabag pentru modernizarea Bazei Aeriene 86 regăsim firma Electroaxa, din comuna suceveană Dolhasca, pe lista subcontractorilor. Din primul contract, Electroaxa a subcontractat lucrări în valoare de 205.000 euro. Ulterior, a mai primit două subcontracte, unul în valoare de 299.000 euro și celălalt de 1.058.508 euro.
Fiecare subcontract a avut ca obiect execuția lucrărilor de instalații electrice de curenți tari. Asociații firmei Electroaxa sunt Ioan Petraru și Mircea Mihai. Cel din urmă a fost consilier local în comuna Dolhasca și vicepreședinte al filialei locale a PNL. Ioan Petraru a declarat următoarele pentru RL: „Noi suntem o firmă care a executat lucrări electrice sub antrepriza Strabag. Nu știu absolut nimic despre contract. Am mai lucrat pentru Strabag la Iași”.
Agenția Națională de Integritate a constatat în 2014 că Mircea Mihai se afla în stare de incompatibilitate în perioada exercitării mandatului de consilier local, întrucât firma la care era asociat și administrator, Electroaxa, a încheiat și derulat trei contracte cu Primăria Orașului Dolhasca. Mircea Mihai a precizat că nu mai are treabă cu politica: „Asta este problema mea. La cât de dragă mi-a fost politica, am renunțat la ea. Politica este în regulă, trebuie făcută, dar cu atenție”.
Oamenii lui Ghiță, angajați de Strabag
Un alt subcontractant folosit de Strabag este firma Avitech Co., din Voluntari, care a primit lucrări în valoare de 102.098 euro pentru executarea unor lucrări de instalații electrice de curenți slabi.
Firma Avitech Co. este patronată în acte de Traian Valentin Dogaru și Anton Gabriel Roescu. Cel din urmă este fostul partener de afaceri al fugarului Sebastian Ghiță, fost deputat și membru în comisia SRI, din firma 360 Revolution. În 2015, procurorii DNA au făcut percheziții la sediile firmelor Avitech Co. și 2k Telecom, firma fratelui mai mic al lui Sebastian Ghiță.
În plus, fostul director tehnic al firmei Avitech, Ciprian Constantin Ghioc, a fost angajat la grupul Asesoft în perioada 2003-2008, când a fost mutat de Ghiță în funcția de consilier al ministrului PSD de la Mediu, Nicolae Nemirschi. Ulterior, Ghioc a fost numit la șefia Agenției de Protecție a Mediului, de unde a dat un contract de 20 milioane euro firmelor Asesoft și Teamnet, controlate de Sebastian Ghiță. Ulterior, premierul Victor Ponta l-a numit pe Ghioc la șefia Autorității de Management POS Mediu, organism care stabilește strategia de alocare a fondurilor europene pentru sectorul de mediu.
Mădălin Neculăesei, CEO al Avitech Co., a transmis următoarele pentru RL: “AVITECH Co. a fost subcontractată pentru o lucrare de instalaţii de curenţi slabi şi stingere incendiu ce a fost efectuată în cadrul unei clădiri a Aerodromului Militar Feteşti. Lucrarea a fost finalizată în 2015. Procurorii Direcţiei Naţionale Anticorupţie au efectuat cercetări în februarie 2015 la sediile mai multor companii, printre care şi AVITECH, în legătură cu licitaţia organizată de Ministerul Educaţiei, Cercetării, Tineretului şi Sportului pentru proiectul «Internet în şcoala ta». Nu deţinem informaţii cu privire la stadiul acestor cercetări.
Nu au existat şi nu există legături între compania AVITECH Co. SRL şi domnul Sebastian Ghiţă. Domnul Anton Gabriel Roescu a fost acţionar, pentru câteva luni de zile, în cadrul unei firme în al cărei acţionariat era şi domnul Sebastian Ghiţă. Domnul Roescu a părăsit acea companie în anul 2008, la scurt timp de la fondarea acesteia”.
10.000.000 € către persoane cercetate
În martie 2015, Direcția Domenii și Infrastructuri a Armatei a contractat servicii pentru refacerea și extinderea platformei de parcare avioane, dar și pentru platforma de mentenanță a avioanelor. Pentru aceste lucrări NATO și Ministerul Apărării au plătit aproximativ zece milioane euro firmei Societatea de Construcții Napoca SA, controlată de afaceristul penal Ioan Bene. Mai mult, firma Napoca SA este acuzată de procurorii anticorupție că a încercat să obțină fonduri europene cu acte false.
În schimb, Ioan Bene a fost arestat preventiv în dosarul de corupție al lui Dorel Uioreanu, fostul președinte al Consiliului Județean Cluj. Anchetatorii l-au acuzat pe Bene de dare de mită în formă continuată, fals în înscrisuri și spălare de bani. Potrivit unui comunicat al DNA, Uioreanu i-a cerut lui Bene suma de 300.000 lei pentru ca firma Napoca SA să își primească banii din contractele încheiate cu CJ Cluj. După ce s-a pricopsit cu contractul de zece milioane euro, Napoca SA a subcontractat firmei ICCO Energ lucrările de canalizare și de instalații electrice de balizaj. Valoarea subcontractului a fost de 2,24 milioane euro. ICCO Energ face parte din grupul de firme ICCO, controlate de afaceristul Călin Filimon Costan. Printre asociații lui Costan se află și fosta lui soție, Simina Mariana Costan, acuzată de complicitate la abuz în serviciu în dosarul de corupție în care este anchetat primarul Brașovului, George Scripcaru. Procurorii DNA susțin că primarul George Scripcaru împreună cu Simina Costan și Ciprian Mihai David au făcut demersuri pentru a prelua activele, licențele și activitatea CET SA.
Directorul general al firmei Napoca, Dănuț Viorel Canta, a declarat că aceste contracte sunt vechi: „Contractul nu s-a semnat în mandatul meu. E vorba de o dublă finanțare de la NATO și Ministerul Apărării. Am subcontractat firmei ICCO Energ pentru că sunt specialiști pe lucrările de balizaj și instalații speciale. Pe mine nu mă interesează cine sunt patronii firmei. Eu analizez parteneriatele din punct de vedere tehnic și nu am treabă cu alte aranjamente”.
FILIERĂ. Fostul prefect de Galați, subcontractat de americani 
Ministerul Apărării a negociat direct cu firma americană Engineered Arresting System Corporation (ESCO) achiziționarea și montarea unui sistem de frânare a aeronavelor. Valoarea contractului a fost de 2.147.829 euro. Banii au provenit în proporție de 89% de la NATO, restul de la Ministerul Apărării. Însă, americanii au subcontractat firmele Aries Comerț&Industrie și Vega ‘93 pentru a executa lucrările la Baza Aeriană 86 Fetești. Firma Aries a primit un contract în valoare de 230.800 euro, iar Vega aproximativ 360.000 euro. Coincidență sau nu, firma Aries este patronată de fostul prefect al județului Galați, Ionuț Cosmin Păun, și de soția acestuia, Doina Păun.
