Brazilian Supreme Court panel confirms ban on X

A Supreme Court panel on Monday unanimously confirmed a ruling to ban X, the social media platform formerly known as Twitter, in Brazil.

Justices Flávio Dino and Cristiano Zanin, both of whom were appointed by President Luiz Inácio Lula da Silva, sided with Friday’s decision by Justice Alexandre de Moraes, who presides over several anti-disinformation inquiries.

The decision was unprovoked — with no petition from prosecutors or other parties. Justice Moraes had given X until Thursday night to comply with a requirement to appoint a legal representative in Brazil. As the platform failed to comply with the order, he ordered Brazil’s telecom regulator, Anatel, to order internet providers to take down the social network in the country.

In fact, the São Paulo law firm Pinheiro Neto Advogados represented the company in an August 25 petition to reverse a temporary suspension of accounts linked to Pablo Marçal, a wildcard candidate in São Paulo’s mayoral race, in an indication that X still maintains a legal presence in Brazil.

Lisa, Marco e il cane Lino. Dalla primavera vivono in questo angolo di Cinecitta', fermata Lucio Sestio della metro. Il muretto e' il loro letto, la panchina di marmo il loro salotto. Quell'angolo a cielo aperto e' la loro casa in tutto e per tutto. Una valigia con qualche straccio di ricambio, le colonnine telecom a fare da mensola per saponi, deodoranti, zucchero, sale, qualche barattolo di vetro pieno di detersivo e un marciapiede- pavimemento sempre lindo e pinto da poterci mangiare sopra. E poi c'e' la loro storia. Buttati fuori dalla loro casa popolare da delinquenti mafiosi che poi quelle case le rivendono. Nessun aiuto, nessuna giustizia. Lisa si e' tagliata i capelli a zero per avere una testa piu' pulita. Cardiopatica, diabetica e altre mille complicanze. Marco, il giorno se ne sta spesso vicino al mercato con il suo bastardino nella speranza di rimediare qualche elemosina o qualcosa da mangiare, regalata da persone di cuore che tirano fuori cose dai loro carrelli della spesa per sostenere tutta quella pena comunicativa. Quando ci parli racconta poco di se' stesso. Tutto il suo fiume di parole lo regala per quella sua compagna cosi sfortunata e malconcia. Pero' non ne parla mai con rassegnazione. No! Sempre con spirito fiero, come avesse accanto una combattente nata. Lei dorme, ricoperta da un sacco a pelo, lui racconta e le carezza continuamente la testa, come a volerle dire: "dai, vedrai che insieme ce la faremo anche questa volta. Ce la caveremo come abbiamo fatto sempre". Quel "ce la caveremo" non pretende molto, anzi, quasi niente. Questa e' gente disperata dalla nascita, gente abituata a lottare ogni giorno con le unghie e con i denti. Gente che se riesce a mangiare e' come vincere una lotteria. Gente comunque fiera, dignitosa. Ci parli e sembra sempre vogliano scusarsi per il fastidio che potrebbero dare a chi ce l'ha fatta, scusarsi per quelle loro mani tese che chiedono aiuto: qualche spicciolo o una semplice mela. Quando passo davanti quella loro casa sotto le stelle mi fermo sempre. Chiedo come se la stanno passando. A volte do a lui qualche 20 o 50 euro. Li do sempre con un po' di vergogna, forse perche' non e' solo quello che a loro serve. Stamattina Marco m'ha commosso. M'ha chiesto se conoscevo qualche B&B in zona che potesse accettarli per un paio di giorni. Ha detto che Lisa doveva riposare, farsi una doccia perche' non puoi lavarti sempre alla fontanella. Questa estate e' stata durissima sotto quel sole cocente, quel caldo asfissiante. Lisa doveva riposare, ne aveva bisogno estremo e lui voleva accontentarla. Voleva solo vedere la sua Lisa almeno una notte dormire sopra un letto vero. Voleva farle almeno questo regalo. Un regalo enorme, come chi regala un brillante enorme alla sua donna.

Noi siamo abituati a vedere storie come queste in tv o a leggerle sui giornali. Abbiamo uno schermo che racconta, che fa vedere ma non tocchiamo mai con mano e invece le cose, per capirle, per capirle veramente le devi toccare, ci devi stare dentro. Per capire, come e' scritto in quel cartello che Marco ha messo in un angolo di quella sua casa, che loro sono vittime e non carnefici. @ilpianistasultetto

Italienisches Internet 1995–2025

Seit 1994 nutze ich das Internet, und kurz darauf mache ich zum ersten Mal Urlaub in einem kleinen italienischen Ort. Das Internet gibt es (für mich) zu diesem Zeitpunkt nur in den PC-Pools meiner Universität, und Urlaub ist gleichbedeutend mit offline. 1999 buchen die Ferienwohnungsbesitzer einen Festnetzanschluss der Telecom Italia mit Internet-Option. Angesichts der hohen Minutenpreise für den Dial-Up-Zugang rufe ich in einem dreiwöchigen Urlaub höchstens zweimal mein E-Mail-Postfach auf.

Die Situation ändert sich, als die Università degli Studi di Milano ihre dörfliche Außenstelle 2005 mit einem drahtlosen Netzwerk-Zugang (eduroam) ausstattet, das für Hochschulmitglieder aus aller Welt nutzbar ist. Das WLAN-Signal ist allerdings wegen der dicken Mauern des Gebäudes nur sehr schwach, und die Mitarbeiterinnen beäugen mich etwas misstrauisch, wenn ich mit aufgeklapptem Laptop in der Nähe der Eingangstür herumlungere.

Seit 2010 gibt es das staatlich finanzierte Free WiFi BresciaGov, für das zwei Access Points im Ort installiert werden – einer am Rathaus und einer am Strand. Das Datenvolumen ist auf 100 MB/Tag beschränkt, aber meine Ansprüche (E-Mail und RSS-Feeds) sind immer noch gering. Die Access Points werden nach der Einrichtung offenbar nicht gewartet, denn die Zuverlässigkeit sinkt in den folgenden Jahren stetig. 2019 wird der Dienst in ein Nachfolgeprojekt überführt, und die Access Points werden abgebaut.

Das ist aber nicht so schlimm, weil die Europäische Union 2017 mit Roam Like at Home die Voraussetzungen für die erschwingliche europaweite Internet-Nutzung per Mobilfunk geschaffen hat. Mein heimatliches Datenvolumen reicht ungefähr ab 2020 auch für längere Urlaube aus, wenn ich auf Video-Streaming verzichte.

Im April 2025 stoße ich trotzdem an die Grenzen meines 20 GB-Budgets (was ich mir 1995 nicht hätte vorstellen können). Ich erinnere mich an Kathrin Passigs Erfahrungen mit dem Schweizer Internet und buche eine eSim bei maya.net (20 GB für 20,69 Euro). Die Einrichtung dauert nur 2 Minuten, ich muss den APN (anders als Kathrin) nicht von Hand konfigurieren, und die aktivierte eSIM kann sogar mit Datenvolumen für andere Weltregionen aufgeladen werden.

Ma questa volta, dopo i clamori dell’hacker siciliano che passeggiava nei data-base del Ministero di Giustizia, dopo le gesta del bancario con le sue 6 mila intrusioni nelle vite degli altri, la nuova e onnipotente banda di spioni appena scoperta a Milano, capace di entrare e uscire 52 mila volte dagli archivi ultrasegreti (?) del Viminale, si trascina un sacco di domande al seguito e almeno una definitiva verità.

Prima domanda. Ma se è così facile bucare l’ombra che ogni cittadino di questo Paese si porta dietro – ombra e impronte che conducono a relazioni, amicizie, numeri di telefono, foto, video, conversazioni, amanti, conti bancari – com’è che gli evasori parziali, semi parziali, totali, la fanno sempre franca? Com’è che all’appello del nostro vivere comune mancano sempre da 80 a 100 miliardi, imboscati sotto al materasso dell’evasione fiscale di un tassista, di un finanziere, di quei gioiellieri che guadagnano sempre meno dei loro vetrinisti?

E poi. Se basta un click, una password e un paio di investigatori infedeli per entrare al Quirinale, negli archivi della Polizia e dei Servizi segreti, come fossero il Bingo sotto casa, com’è che non sappiamo ancora nulla (o quasi) dei cento misteri che assediano la nostra storia nazionale, dalle stragi d’altro secolo, alla scomparsa di Emanuela Orlandi, dal depistaggio su via D’Amelio alla sparizione dell’agenda rossa di Borsellino. O quanto fosse coinvolta l’Università di Cambridge nella trappola in cui cadde Giulio Regeni. E ancora: quante stragi di migranti sono stata nascoste dentro le acque del Mediterraneo? E quanto vale in miliardi di euro e intese sovranazionali il nostro traffico internazionale di armamenti e software, visto che, secondo Costituzione, dovremmo ripudiare la guerra anziché alimentarla?

Altra domanda. È giustificato l’allarme, anzi il panico che risuona nelle parole degli investigatori che hanno dettato: “Siamo di fronte a un attacco alla democrazia”? Certo che sì. Hanno appena scoperto che una manciata di ricattatori custodiva 800 mila dossier rastrellati in qualche anno di infiltrazioni, astutamente nascosti non proprio nella grotta di Ali Babà, ma dietro le guglie del Duomo di Milano, da dove i quaranta ladroni si impadronivano delle vite private di tutti, dagli gnomi del mondo dello spettacolo ai capitani di industria e finanza, dalle fidanzate di qualche pupone con il cuore in affanno alle massime cariche dello Stato, figli compresi.

E ancora di più è giustificato l’allarme per la permeabilità – clamorosa e conclamata – del mondo che ci siamo costruiti accanto, anzi sopra, sotto, ovunque, quello della Infosfera che custodisce per intero la storia di ognuno di noi, basta saperla pescare tra i miliardi di byte che sono diventati la nostra aura, invisibile solo per chi non ha lo strumento adatto per vedere.

L’ultima rivelazione di questa storia è che siamo sempre di più nelle mani di chiunque. Dei buoni, veri o presunti, e dei cattivi. Quelli che risolvono gli omicidi interrogando le tracce digitali di cellulari e telecamere che gli assassini si lasciano dietro. E quelli che gli omicidi, virtuali fino a un certo punto, li architettano a pagamento, seminando ricatti e incendi reputazionali. E che dunque viviamo consensualmente sottoposti ai titolari dell’ordine che quotidianamente perlustrano la nostra convivenza, la campionano, se del caso la indagano in difesa di quelle regole comuni che chiamiamo democrazia. E insieme viviamo sottomessi ai bucanieri che quell’ordine e quella convivenza la vogliono forzare, violare, dissolvere per appiccare l’incendio dei ricatti, in cambio di soldi, potere, carriere, interessi politici, vendette personali. Per ordine di una cosca che maneggia appalti o uomini politici. O per la banalissima curiosità di un impiegato che dal desk di una oscura filale bancaria di Bisceglie si toglie lo sfizio di guardare tra le lenzuola contabili di suoceri, vicini di casa, capiufficio, e di altri migliaia di perfetti sconosciuti compresi quelli che abitano nei rotocalchi o nelle stanze dei palazzi del potere.

Ora il governo emette sirene d’allarme. Promette “strette legislative”. Minaccia “pene più severe”. Garantisce che a contrasto dei ricattatori infedeli basterà migliorare i controlli per arginare e le incursioni illegali e proteggere le vite.

Ma è davvero così semplice? La verità è che abbiamo trasformato il nostro villaggio globale in un clamoroso paese di specchi. Specchi dotati di memoria perpetua. La memoria del silicio. Che è la definitiva stregoneria di cui parla Yuval Harari nel suo ultimo libro Nexus, dedicato non solo ai rischi della futura Intelligenza artificiale, ma anche a quelli della attualissima stupidità umana del tempo presente. E degli strumenti digitali talmente pervasivi da rendere la privacy una chimera così lontana, così irraggiungibile, che per maneggiarla l’abbiamo dovuta trasformare in una nuova religione, buona per essere violata ogni volta che serve.

Il solitario filosofo Guy Debord scoprì a metà dell’altro secolo che avremmo vissuto in una permanente “Società dello Spettacolo” governata sempre di più dal segreto, il segreto remoto del potere. Custodito dal perpetuo intrattenimento allestito per distrarci. Non poteva immaginare quanto ci saremmo spinti oltre. E che quel segreto un tempo esclusivo, si sarebbe dislocato nell’ovunque della Rete a portata di algoritmo. Saranno i buoni o i cattivi a scegliere quale segreto rivelare, quello del tassista evasore, del latitante in fuga o del ministro corrotto? Sì, è vero, mai come ora la democrazia è in pericolo. Segreti e ricatti sono la dieta preferita dalle democrature. E i complici, più ingenui che colpevoli, siamo tutti noi che abbiamo appeso le nostre vite dentro alle vetrine illuminate della Rete. Brazil's Supreme Court Upholds Ban on Elon Musk’s X in Unanimous Decision

In a decisive move, Brazil's Supreme Court has unanimously confirmed the ban on Elon Musk’s social media platform, X. This decision has significant implications for X in Brazil, where the platform has about 40 million users in a country of 215 million. Violating the ban could result in daily fines of up to 50,000 reais (USD 9,000) for using the platform through encrypted connections.
