Frequently you can tell when an actor in Classic Who was on holiday because their character will be quietly absent from the plot for an episode or so, but personally I prefer the Mind Robber's approach of "The character got his face stolen by someone with control over the story and when the Doctor tried to put it back together again he got it wrong which is why the character looks like some other bloke for a bit"

personally I think it would have been hilarious if in “The Mind Robber” they took the “Frazier Hines got the chicken pox so we had some who looks nothing like him play Jamie for an episode” and doubled down. Every episode Jamie gets turned into cardboard and the Doctor utterly fails to recreate it with any accuracy and its different actor each episode.
