DAVAO DEL NORTE, Oct. 20 (PIA) - Five line agencies of the national government have entered into a memorandum of agreement (MOA) on “Adopt an Indigenous Peoples Family Program” to provide a “Consolidated Package of Assistance to IPs of Davao del Norte”, with the Provincial Government of Davao del Norte and the Municipal Government of Kapalong.
Leading the MOA are Sec. Emmanuel Pinol of the Mindanao Dev’t Authority (MinDA), Sec. Isidro Lapena of the Technical Skills Devt Authority (TESDA), Sec. Allen Capuyan of the National Commission on Indigenous Peoples (NCIP) and National Task Force Ending Local Communist Armed Conflict (NTF ELCAC).
The Department of Social Welfare and Development (DSWD)  was represented by Regional Director Raquel Nunez  and the Department of Labor and Employment (DOLE) sent Provincial Director Angelina Talinting to the event, that was held on October 16 at the Agriculture Production Center (APC) of the Municipality of Kapalong in Barangay Capungagan, Kapalong, Davao del Norte.
Among the primary local chief executive signatories were Municipal Mayor Ma. Theresa Timbol of Kapalong and Provincial Governor Edwin I. Jubahib who was said to have hatched the idea of pooling government resources to help the Tapayanon indigenous people (IP) community
  Discovered IP Community
Lt. Gen. Jose Faustino Jr, commander of Easter Mindanao Command of the Armed Forces of the Philippines (AFP) formed part of the panel of signatories who committed to provide the basic needs of the Tapayanon IP community.
The community was discovered in February 2019 by the 60th Infantry “Mediator” Battalion troopers while in pursuit of armed rebels who scampered towards the foot of Pantaron Range at the boundary of Bukidnon, Davao del Norte and  Agusan del Sur.
Mayor Timbol explained that the Adopt an IP Family Program initially centers on families of the Tapayanon IP community which the provincial government of Davao del Norte intends to move close to the newly opened road in Sitio Mondol, Barangay Gupitan in Kapalong, Davao del Norte.
Timbol estimated around 130 IP families of about 600 individuals to benefit from a consolidated package of services and assistance from MINDA, TESDA, NCIP, DSWD, and DOLE with the local governments of Davao del Norte and Municipality of Kapalong in cooperation with the Eastern Mindanao Command of the Armed Forces of the Philippines through the 10th Infantry “Agila” Division.
Aside from the MOA signing rites, members of  the  panel of MOA signatories witnessed a thanksgiving rites performed by IP  leaders recognizing the pooled government assistance as “blessings brought down from heaven for their brethren”.
  Agri-farming assistance
The national agency secretaries  and military officials together with Governor Jubahib, Mayor Timbol , and some regional  and provincial line  agency  heads trekked their way through rice paddy and hillsides to where a ceremonial tree planting was staged.
MINDA Secretary Pinol brought for  the event some 50 seedlings of aromatic coconuts and purple yam or “ube” variety from Bukidnon province. Other planted were cacao and banana seedlings.
Timbol  explained that the ceremonial planting rites at the Agricultural Production Center of Kapalong was  symbolic of the agriculture support that participating agencies will be delivering to Sitio Mondol where the Tapayanon community will be transferred.
“Kung unsa ang gitanum dinhi mao sab ang didto sa Tapayanon community. (What are planted here will also be planted at the Tapayanon community.),” Timbol said.
On top of these, Provincial Governor Jubahib also intends to have more coffee seedlings planted at Sitio Mondol where the Tapayanon community will be transferred.
  Ready to transfer
Given the opportunity to address the department secretaries and local chief executives, Tapayanon Tribal chieftain Datu Bansing Balanban expressed gratitude for the “focused attention” that the national and local governments have concentrated on his community.
Bansing revealed that  members of his community have been freed from intense difficulty they felt when  they were under the influence of the New People’s Army (NPA).
“Nasulbad na, itandi  sa una pang panahon nga NPA sa  amo… perteng lisura kaayo. Karon nga gobyerno na, hinay-hinay na haw-as ang among kalisod.  (It has been solved, compared with the time when the NPA was with us, it was really very difficult. Now with the government, we are little by little freed from difficulty),” he said in an interview with the media.
Bansing appealed for a public school be built at their community, and that  he asked the government to set up health center, install corn/rice milling facility, and construct housing units at Sitio Mondol where the Tapayanon community would be transferred.
“Andam na ang mga tawo; kung mahuman ang pabahay, mag baba na sila.  (The people are ready. Once the housing is done, they would be going down),” he said referring to the readiness of his community  members to get relocated from  the foot of Pantaron Range .
Providing ease in delivering sustained services, the Provincial Government of Davao del Norte has opened up a road leading to Tapayanon. Community members have agreed to transfer at Sitio Mondol, near the road.
However, Bansing  urged Governor Jubahib and Mayor Timbol to make ways to fast-track  the road construction  in  about two months.
“Kabalhinon na ang  katawhan sa Tapayanon; Sige  nako makadungog sa ilang mulo nganong dili mahuman, kay pasalamat sila nga mabalhin sa Mondol, kay matod pa  nila  duol na, mahaw-as na tingali ang atong kalisod kung naa nay kalsada.  (The people of Tapayanon have been wanting to be transferred. I  have been hearing complaints about the road still undone. They are thankful of their relocation to Mondol. According to them, it is possible, they would be lifted from difficulty once the road is done),” he said.
  Assured Assistance and Services
Aside from the road and the plantings, respective department secretaries assured Tapayanon leaders attending the rites, to deliver respective services of their agencies.
Secretary Lapena said TESDA can do training on organic farming for Tapayanon IP community. He  showcased the capability of TESDA to do so as such farms have already been established in all TESDA training centers.  Lapena also offered extension services of TESDA on whatever skills that the community  members want to acquire.
Secretary Capuyan assured members of the Tapayanon community to locate their share of ancestral land of the more than 100,000 hectares issued with Certificate of Ancestral Domain Title (CADT) covering the municipalities Kapalong, San Isidro and Talaingod.
He also pointed out their rights to  be recognized among the tribal councils, as a clan within a  recognized ancestral domain area. He also wanted their indigenous political structure (IPS) be organized and they be given their shares of royalty development.
Secretary Pinol extended apology to IP members of Kapalong  and entire Mindanao “that for a long time you have been left out.”
“Ilalom sa  panggobyerno ni President Rodrigo Roa Duterte, nisidlak na  ang bag-ong adlaw sa inyong kinabuhi.  (Under the administration  of President Rodrigo Roa Duterte, the new day has shone in your lives),” he said referring to Adopt IP Family Program which he described as a “sustainable program focused on IP welfare’>

So like, I made an OC skeleton! Just for fun lol, cross posted info from Twitter with some extra details thrown in here and there.
You know those "Delivery" and "Mail" Sans that went around on Twitter? Made me wonder, what about an Uber/Lyft Sans?
~The One Stop and Drop for Multiverse Travel~
Dude literally works for both ride companies and wears a reversable shirt he can flip to show who he's on the clock for, sometimes he even forgets to flip it XD (Black with green text for Uber, White with blue text for Lyft)
His hoodie is the same as always except it has "dash cams" built into it for safety reasons on the front (two cams, one each situated at the eyelets of his hood) and back (micro cam embeded in the threads in the center and identified as a plain looking black patch) lol he has to have camo cargo pants for maps and the various recipients he carries. Both his eyes light up insead of just one, and he is soft chubby boyo, perfect for hugs <3
Uses his shortcuts to get around with single passengers. If he has to take a whole group then he borrows (one of) Papyrus' cars, and then he's super protective of it.
One of the group is drunk? Nope, no ride for you, can't risk Pap's hand made upholstery! No drinkers accepted in group travel!
He has strict policies too! If he takes you to an AU it has to be on the "low risk of outcode destruction" list (updated weekly). He is your ride to and from, so best be ready for pick up at the agreed upon time or it's an unexpected new residency application for you. If you cancel the ride mid trip, wow he'll be super impressed! But you can bet he'll let you have a ride free of charge to a random anti-void/doodlesphere of his choosing >:3
And yep he'll get away with it too! Being the only monster that can offer these trips has it's advantages.
Uber/Lyft boyo only uses his personal Vespa when it's for a regular customer that he really likes.
Only people he trusts gets the pleasure of being snug on a seat with arms around him as he joyrides for fun. On his Vespa shortcuts are easier too, the transition isn't noticable because he acturally puts the effort in to make sure the passenger is enjoying themselves. Distraction is his best talent.
And hey, so what if his Vespa happens to be his date vehicle of choice? Not like that's a question that'll normally come up, and just because it's a deep matte blue with cheesy green flames painted on the sides of it doesn't mean he's trying to impress anyone!
As for why he can drop in spaces such as the Anti-void and doodlesphere on a whim?

MANILA – The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Friday called out National Democratic Front of the Philippines (NDFP) executive committee member Luis Jalandoni for another attempt at spinning information that the Philippine government has violated the unilateral ceasefire amid the coronavirus pandemic.
“Patuloy ang paninira at pagbabaliktad ng CPP-NPA-NDF sa gobyerno ng Pilipinas sa iba't ibang bansa at mga internasyunal na organisasyon na nagdudulot ng negatibong epekto sa mata at pakikitungo ng mga dayuhan (The Communist Party of the Philippines-New People's Army-National Democratic Front continues to defame and discredit the Philippine Government to other nations as well as international organizations. It results in the negative perception and treatment of the Philippines by the global community),” the task force said on its Facebook account.
In an online news report, the NDFP claimed that the Philippine government has violated the ceasefire between the two parties, alleging that government troops launched 13 attacks from March 16 to April 19 affecting almost 200 villages and nearly 100 towns.
“The New People's Army has never complied with the global ceasefire appealed by the United Nations. The communist terrorist group continues to attack, kill, and harass indigenous peoples, indigenous communities, and military troops,” the NTF-ELCAC said.
The clashes between Army troops and the NPA only happen, it said, when the military defends and protects its people against the violence of the latter.
Timeline of attacks
On March 16, President Rodrigo Duterte announced a ceasefire between government troops and the communist NPA rebels as well as the suspension of military operations (SOMO).
The SOMO was ordered so soldiers can aid in the transport operations of medical supplies, food, and essential workforce as strict measures are imposed to address the Covid-19 pandemic.
Shortly after, the Philippine Army slammed the communist NPA for putting in danger the lives of villagers in Agusan del Sur by planting two improvised explosive devices (IEDs) near their community.
The Army's 3rd Special Forces Battalion (3SFBn) said on March 19 that the IEDs were retrieved after civilians in Barangay New Salem, Bayugan City, reported the presence of the bombs to a military detachment in the area.

 “Our explosive ordinance disposal (EOD) team was immediately dispatched in the area and recovered two pieces of 12-kilogram grapeshot pressurized type of improvised anti-personnel mine,” 3SFBn civil-military operations officer, 1st Lt. Krisjuper Andreo Punsalan said.
Only four days after the call for the ceasefire, on March 20, Indigenous People Mandatory Representative (IPMR) of San Miguel town in Surigao del Sur province, Councilor Rico Maca called for help after NPA rebels hacked to death Zaldy Ibañez, a farmer, and Datu Bernandino Montenegro Astudillo, the tribal chieftain of Magroyong.

“Barangay Magroyong was once considered an NPA lair. But efforts by the government through information drives won back the residents and declared their separation from the rebels,” Maca said.
He said the decision of the Manobos in the area to declare the NPA persona non grata had angered the communist rebels.
On March 30, the rebels who killed Magroyong’s tribal chieftain surfaced and admitted responsibility for his death.
However, the Army said the rebels came up with “another lie to justify their deed."
NPA's Guerrilla Front 30 (GF-30) spokesperson Imelda Rambuyod, alias “Sandara Sidlakan," admitted the group's killing of Astudillo and Ibañez.
Rambuyod accused Astudillo and Ibañez of being responsible for the rape of a certain Palay Astudillo.
Brig. Gen. Maurito Licudine, commander of the Army's 402nd Infantry Brigade, said local residents lambasted the rebels for "fabricating stories" to justify the killings.

 A day after the NPA's admission to the killing, Palay Astudillo, the granddaughter of Datu Bernandino Astudillo, came out in a video denying the accusation.
On April 7, the 301st Infantry Brigade was attacked while in the vicinity of Sitio Agilan, Panuran village to provide security to the people.
Pfc. Mark Nemis of Madalag, Aklan succumbed to a fatal gunshot wound in the head after a 20-minute firefight with the Baloy Platoon of the Central Front, Kilusang Rehiyon Panay.

On April 8, the 20th Infantry Battalion reported that 15 members of the communist terrorist group forcefully collected food from residents of Lakandula village in Las Navas, Northern Samar.
On April 12, Davao Oriental Governor Nelson Dayanghirang condemned the violent attack of five NPA members who opened fire on soldiers belonging to the 67th Infantry Battalion while conducting security patrol at Barangay Mahan-ub on April 11.
He said this serves as another “[proof that] the government must no longer talk or make arrangements with CPP-NPA”.
On April 13, the local government of Balangiga, Eastern Samar issued a resolution declaring the NPA as ‘persona non grata’ after the rebels “confiscated” relief goods from poor families in one of its far-flung villages.
On April 14, the most recent, NPA rebels killed 34-year old Wilson Estar Behing, another member of the Manobo tribe and member of Civilian Armed Forces Geographical Unit (CAFGU).
He was attacked while clearing weeds on his farm to prepare for planting in Sitio Baroboan, Barangay Carromata, San Miguel in Butuan City.

Presidential spokesperson Harry Roque appealed to the armed groups and the opposition to stop the attacks as the government is still occupied with the public health crisis.
“Nakikiusap kami, mga NPA (New People’s Army), lahat ng oposisyon, lahat ng kalaban ng gobyerno, isantabi niyo muna po ang politika ngayong meron tayong krisis na umiiral sa ating bayan (We appeal to the NPA, opposition, and the enemies of the government, set aside politics amid the health crisis in the country),” Roque said in a virtual presser.
Roque made the plea as he slammed the supposed move by communist insurgents to stall the government’s relentless efforts to combat Covid-19.
The NTF-ELCAC was created under Executive Order 70 to help push for a whole-of-nation approach in ending communist armed insurgency. (PNA)
