She was killed in August in suburban Bethesda, Md. Another died in July while biking in Foggy Bottom. The third, a retired foreign service officer working on contract, was walking near the agency’s headquarters in August. Alcazar was charged with one felony count of murder, one felony count of driving under the influence of alcohol causing great bodily injury with two previous prior convictions, one felony count of driving under the influence of alcohol with a BAC of .08 or higher with two previous prior convictions, and one misdemeanor count of willful endangerment of a child.
The driver faces a maximum sentence of 15 years to life plus six years if convicted on all accounts.

A vehicle was located Thursday morning in the river. It was upside down with the wheels up, filled with mud, and the driver-side window was down, Johnson said. The license plate confirmed it to be Leonard's patrol car, according to Johnson. Officials said the landing can be treacherous, especially for those not from the rural area. A woman went into the water at the same location several weeks ago and was rescued and survived, Johnson said. Multiple agencies will investigate how the vehicle ended up in the water. However, Johnson noted that the deputy, a native of New York, appeared to be texting and radioing while driving in a poorly lit area he was unfamiliar with. "We're operating under the theory that it was an accident -- he missed his turn, he wasn't familiar and he was doing other things that may have caused him to go into the water," Johnson said at the Thursday afternoon press briefing.

Eventually, the Knox County Medical Examiner’s Office confirmed it was Tabitha Smith. According to the Meigs County Sheriff’s Office, Smith was arrested after Leonard responded to a disturbance call. Officials said Leonard accidentally took the wrong turn and drove into the river. As the cruiser hit the water, she was handcuffed in the back seat and unable to free herself.

Sleep Deprived Female Found Drunk With Cocaine During Deadly Crash Is Out On Bail – Atlanta Georgia reporting
I’m okay, sir,” Sonal Nandkishor Patel could be heard answering in the video.
Patel, who spoke to police moments after a deadly crash, is accused of being impaired and falling asleep on an interstate.
Gwinnett police say she caused the crash that killed 29-year-old Omar Ortiz a week after he moved to the U.S. from Cuba.
“He came to give a great future to the kids, that’s why he came here,” said Ortiz’s aunt-in-law, Leticia Almaguer.
Ortiz died at the scene.
“His girl and his boy are going to grow up without a dad,” Almaguer said.
Patel told police she hadn’t slept in up to two days.
Police say 40-year-old Patel was behind the wheel of a car while drunk, in possession of cocaine and while sleep-deprived.
“All that made her stop her vehicle in the middle of a travel lane and caused a severe accident,” Cpl. Juan Madiedo of Gwinnett County Police Department said.
Police arrested Patel that day and then again this past Monday when they got evidence to charge her with DUI and vehicular homicide.
She posted bond twice for the crash despite driving with a suspended license and with a previous DUI arrest in 2007.
Ortiz’s attorneys say the bond is a disappointment but they’re thankful there’s a chance the driver could face jail time for the homicide charges.
