King Croacus
Welll, the title is because in this part, we'll analize all the "Flora Kingdom royalty", or, all the kings with that name, let's begin!
Fun fact: In Italian, the kings' name is Re Cardo, re means King, Cardo is a given name and the Italian word for "thistle". Maybe a pun on the Italian name "Riccardo".
There are four known members of the Flora Kingdom's royal lineage, only one of which is alive at the time of the events of the game. All members have paintings in the palace of King Croacus IV, which come with biographical recounts of their rule. In addition to the four kings and queens which are seen in painting form, there is a mentioned prince from during King Croacus I's rule, though he goes unseen.
King Croacus I

Painting description: King Croacus the First (Reign: 1-496). The first king of the Flora Kingdom. Croacus I is known as the greatest of kings. He united the Floro Sapien under a single cause, creating the Flora Kingdom. He made a capital here and established a calendar, begun at the kingdom's birth. Heavily armored, he bore deadly thorns and came to be called the "Iron Rose". The kingdom's infrastructure and early roads were built by Croacus I's design. But when his successor, the prince, wilted unexpectedly, so did Croacus I's spirit. The Flora year 444 marked the start of his reign of fear, "The Darkening." Eventually Croacus I and his foul regime were overthrown in a sappy coup d'etat. The king was struck down, marking the official end of The Darkening. His wiltering words were said to be "The Iron Rose shan't wither!" But wither he did.
King Croacus I, also known as the Iron Rose, was the first king of the Floro Sapiens. The Floro Sapiens regard him as their greatest king, since he united them all into the Flora Kingdom. He created the Flora Calendar, and set the capital at the Floro Caverns. His nickname, the Iron Rose, comes from his heavy armor and deadly thorns. However, the wilting of his son in the Flora year 444 changed his mentality. He became corrupt, a period referred to as "The Darkening", at which point, his daughter staged a coup d'état and took over the Floro Sapiens. His dying words were stated to be "The Iron Rose shan't wither!" His nickname, Iron Rose, may be a reference to the Iron Lady title that is usually used to describe female heads of government. Despite this, King Croacus I is male.

Fun fact 2: He appears depicted in a mural in the Flopside Pit of 100 Trials, in rooms 26-50. Croacus I ruled from the Flora Calendar's year 1 to year 496; this alongside his depiction in the Flopside Pit of 100 Trials and the timeframe of King Croacus IV's recent actions in Flora years 1625-1626 imply he was the Floro Sapien king entrusted with the indigo Pure Heart by the Tribe of Ancients, 1,500 years prior to the events of Super Paper Mario. The Pure Heart would be guarded by the royal lineage even after his fall, eventually making it to Croacus IV.

Prince Croacus: He was Queen Croacus II's sibling, and was going to inherit the throne. However, he suddenly wilted in the year 444, leading to the mental decline, corruption, and eventual death of his father as well. Queen Croacus the Second eventually took the throne in his place after the fall of Croacus I. Prince Croacus dying in 444 is an example of a common Japanese (and Chinese) association of the number four with death, as the characters for "four" (四) and "death" (死) have similar readings (shi, in Japanese).
Fun fact 3: Every ruler of the Floro Sapiens, regardless of gender, is named "Croacus", which is based on the Crocus plant. This 👇

Queen Croacus II

Croacus II was imprisoned for being critical of the former king's policies, but...When he was overthrown by the people, Croacus II was freed and given the throne. Her efforts to reduce taxes and study diseases made Croacus II very popular...Eventually, her influence helped erase the scars The Darkening had left. She also compiled a Floro Sapien prehistory called "The Flictionarian." The book was to be her legacy, a historic mark of her benevolent influence. Croacus II feared the fight for the throne that might ensure if she bore many heirs. She had but one heir, late in her life. This earned her the name "The White Maiden."
Queen Croacus II, also known as The White Maiden, was the second ruler of the Floro Sapiens. She was imprisoned by her father for disagreeing with his views, but after his overthrow, was set free and became queen. She was very popular, because she reduced taxes and studied diseases. She also wrote The Flictionarian, a prehistory of the Flora Kingdom. She was worried that if she had many children, they would fight for the crown, so she only had one heir a year before she wilted. This having only one child to succeed her was what gave her the nickname "The White Maiden." She ruled from the Flora calendar's years 496 to 1298 (802 Flora years).
King Croacus III

Painting description: King Croacus the Third (Reign: 1298-1385). Croacus III was one when his mother wilted. He became the youngest king ever. The young king had a great predilection and talent for poetry and art...His talent was evidence in works like "Ice Rose", a book of poems from his 37th year. But he was also afflicted by a terrible disease from the time he was born...Without ever impacting the affairs of his kingdom, he wilted at age 88. The cause of his wiltering was never made public. Many suspected a conspiracy...This was never confirmed... 
King Croacus III was the third ruler of the Floro Sapiens. At age 1, he became the youngest king in Flora history after his mother wilted. Due to his young age, a regent ruled in his place. He was afflicted with a disease at birth, which made him weak and sickly. He had a great talent for art and poetry, releasing a book of poems called Ice Rose, at age 37. He wilted at age 88 for unknown reasons, but some suspected a conspiracy. He ruled from the Flora Calendar's years 1298 to 1385, the shortest rule of any Floro Sapien king. Due to his early death, he left little impact on the Flora Kingdom. His regent succeeded him as the ruler of the Floro Sapiens, as King Croacus IV.
King Croacus IV

Painting description: King Croacus the Fourth (Reign: 1385-present). Formerly a regent for King Croacus III, he ruled in place of the frail child king. After Croacus III's wilting, his service was recognized, and he was made king. His stabilizing influence and politicial savvy made him popular and well-known. His recent achievements include: In Flora year 1625, he invented a method for mind-controlling Cragnons. In Flora year 1626, he spearheaded an initiative to enslave Cragnons en masse.
The flamboyant king of the Floro Sapiens, Croacus adores beauty and spends most of his time brainwashing Cragnons to rebuild his castle full of jewels. He is also the owner of the sixth Pure Heart. As told by the description under the painting in his palace, he was the regent for King Croacus III until he came of age. When the young ruler wilted, Croacus IV, popular due to his stabilizing influence, was appointed King. He does not care for fighting, but when Mario, Princess Peach, and Bowser enter his chambers, he decides to dispose of them. He resembles a giant flower and is named after the real life Crocus plant. His obsession with beauty may be a nod to another flower named Rosie, from the first Paper Mario.
After he is eventually defeated, it is revealed that the Cragnons were polluting the waters that the Floro Sapiens drank from, and that King Croacus was trying to save his people by mind-controlling the Cragnons with Floro Sprouts. Upon witnessing the scene, Flint Cragley declares that he will show his tape to the Cragnons, ending the war between the two races.
If  we visit Croacus after Chapter 5 but before completing Chapter 7, he will still lie on the same spot on the floor, supposedly dead (or wilted, since he looks like a flower). The Floro Sapien who is watching over him says that he thinks that Croacus will revitalize, which he eventually does.
Following the defeat of the final boss, King Croacus can be found in healthy spirits once again; initially, he will claim his intentions are to wage war upon Mario and the Cragnons again. However, he quickly makes it clear that he is only joking and reverts to a more normal personality, saying that most of the polluted water was drained while he 'slept'. He then expresses his desire to begin a new era of peace between the Cragnons and Floro Sapiens.

(A/N): Mmmmm. Ok. I'll say the obvious, this is so SUSPICIOUS, don't ya think? First, Dimientio says that Croacus IV is a friend yours. Second, Croacus gives Dimentio Floro Sprouts for brain control. And Third: The disease of King Croacus III suspected a conspiracy and this was never confirmed.
Maybe we think that Dimentio helped Croacus IV to kill the former ruler and taked the throne, and for that, Croacus gives him the Floro Sprouts. 
Just a contradiction... This happened centuries ago!! So, think what you want. I'm tired, I'm going to lie down a little...

Ohhh man Yotsuyu.
So, if I may go off on one before I actually answer the question... Yotsuyu was my favorite character before I played XIV. I remember seeing her illustration and went 'HER. I WANT HER.'
If you couldn't tell-- I have a type... lmao. Tsuna and her ended up looking really similar but ONLY because I based Tsuna on Yuko xxxHolic... and then they ended up having similar backstories, too but it wasn't intentional 😭 Even their names... Tsuyu... Tsuna... fuck.
SO ANYWAY it just kind of evolved into them being two sides of the same coin. Stormblood was a expansion for thematic foils for sure, but Yotsuyu is 100% Tsuna's.
Tsuna is an Au Ra with hang-ups regarding Hyur and Garlean alike. She was also a child who got sold into indentured servitude-- her saving grace was that it was to an okiya and not a brothel. She's a Raen! She's the sun! She embraces love!
Tsuna also condemns the Garleans for subjugating her people, and wants revenge for her family. Yotsuyu would work with the enemy to get back at her family. Listen, it just works. I didn't design it that way.
I mentioned before that the two of them are perfect foils and that's why.
What is their relationship, though? I will definitely have more on this when I get to Stormblood on my ng+ run, but for now I'll say it's in the same vein as my answer for Fordola. The only difference being is Tsuna sees herself in Yotsuyu, and that scares her more than anything Zenos could do.
Yotsuyu, however, sees her as nothing but an obstacle, and maybe there's potential for her to exhibit jealousy as well. After all, they were cut from the same cloth so why did Tsuna become what she did, while Yotsuyu was forced to crawl through the mud. 'What makes you so special' kind of thing. The answer is love, I suppose.
No matter what Yotsuyu did, I don't think Tsuna could forgive her for willingly siding with the Garleans. She displaced thousands of innocents for her own personal vendetta. Tsuna considers the people of Yanxia to be her people.
I still have yet to decide if they would have met previously in the story considering they would have both lived in the pleasure districts for most of their youth. It's undetermined where Yotsuyu's brothel was located but I'm assuming it would have been Yanxia before she razed it.
I also want a little bit of ho yay for them if I'm to be perfectly, unabashedly honest. They should be rivals. The Seifer to Tsuna's Squall. I just think Yotsuyu should tilt her chin up and blow smoke in her face. You know. You feel me? You get me?
That scene with Gosetsu in Namai... [clenches fist] it should have been Tsuna...
ANYWAY UM. THEIR RELATIONSHIP IS THAT THEY HATE EACH OTHER.

Some of the NPC we saw...
Heronicus

We can found him living behind Saffron's restaurant after we got Boomer. His house shows objects from our adventures: there is the vase from Chapter 2-3, a Meowmaid-like relic, and a model of the two stone heads found in Chapter 4-2; atop his bookshelf, a dark rock from Outer Space, a totem pole from Downtown of Crag and a torch holder from The Underwhere can also be found. Heronicus additionally has a picture that may possibly depict a blue Squarp hole, and Flipping in his home reveals a picture of a sandy, dune-filled expanse resembling Yold Desert (Curiously, this picture actually shows the background Yold Desert possessed in the pre-release version of Super Paper Mario). Technilly, he spoil us without we notice.
Heronicus also appears briefly at the beginning of Chapter 6-1. After entering the room with Jade Blooper, the first Sammer Guy, Heronicus runs away and exits, apparently having lost to him. His name is also seen in the Flipside Arcade, where he holds the high scores of 550000 and 80000 in Mansion Patrol, and 100,0000 in Hammer Whacker.
Something curious, to say the least, after the game is beaten, Heronicus tells us that he spent a part of his life exploring to find a "legendary Pixl", with a partner. When they found this Pixl, there was a rock slide; Heronicus leaped into action and saved his partner, but the legendary Pixl was lost during the incident. This is the reason Heronicus stopped exploring. It is mentioned in Flopside by Hatch outside of the Flopside version of Heronicus's house that the person who lived there (presumably Heronicus's Flopside version) also went exploring for a legendary Pixl. Again, there was also a rock slide, but instead of saving his partner, he saved the Pixl instead. It is unknown where the Flopside Heronicus went, but the Pixl he saved was Piccolo, who is then found inside the house.... So keep a close eye on your friends 👀

Sipsi
According to Tippi, she is known as the "town gossip", and she is always the first to know anything that happens in town. She gives info about flipping dimensions when the player sees a row of coins. If the player talks to her after completing other chapters, they can hear her gossip about various other characters in the game.
One of 'em is what is shown in this image, and here another one that I am going to attach:

"I heard the hole in the sky was created by Count Bleck to destroy the world! And this Bleck guy hangs out with a foxy secretary type named Nastasia... So I wonder what's up between them... And I hear this Nastasia is a hypnotist, but her powers don't work on the count! Ladies need to watch out for men that are impervious to their feminine wiles..."
 (A/N): I can't attach the others because I haven't been able to play because of my TV, I can't clearly see any of the games I have on my Wii, and I haven't found any gameplay that is shown. 
One last fact is that, the Yold Ruin geographical setting has been used in the original Paper Mario, where Mt. Rugged is nestled before Dry Dry Desert. In fact, the mountain's environment is also similar to Mt. Rugged, despite its lack of Monty Moles, Clefts, or even some sort of bird.

Bestovious
He is the Dimensional Governor of Lineland and the so-called "Flip Wizard". He is responsible for granting Mario the ability to switch between the second and third dimensions, an ability that the game showcases throughout the entire story. He tries to charge Mario a huge sum of coins for the enchantment, but he eventually settles for a very small price or for free. His name is a pun on the word "bestow", as he bestows upon Mario the ability to flip between dimensions. It may also be a pun on "best of us", due to his arrogant personality.
Bestovius thinks highly of himself and is a descendant of the tribe of ancients. He is also a distant cousin of Merlon and merlee, and is a direct cousin of Watchitt.
Card Description: Bestovius taught Mario how to flip between dimensions. He talks about his beard and floats all the time. Other than that, he's perfectly normal.

Merlee
In the Paper Mario, Merlee is depicted as Merluvlee's twin sister and therefore also a sibling of Merlow. She resides in a hidden alley in Dry Dry Outpost and uses cards to power Mario up.
And, in a dialogue with Merlon (in this game), he reveals that she is his granddaughter. Although whether it is true or not is a mystery, since these genealogy are not 100% confirmed.
In TTYD, she has the same task as always.
The following facts about Merlee were revealed during the "That's My Merlee!" show:
Merlee was born on March 25.
Her favorite smell is fresh air.
Her favorite food is strawberries.
She washes her bangs first in the shower.
Her nickname is the "Bashful Ghost".
She has no preferred type of guy.
Her favorite animal is a bear cub.
Her hobbies include looking through catalogs for crystal balls.
She wants the newest kind of crystal ball.
Her best feature is the lobes of her ears.
In this game, Merlee is Merluvlee's rival, and has been ever since they were classmates.
When Mario and co. get the 3Ds for Merluvlee, she will give Merlee's Crystal Ball to Mario and friends. Merluvlee mentions that she and Merlee are 'even' when she gives the Crystal Ball, possibly a reference to the original Paper Mario, in which Mario had to give Merluvlee a crystal ball from Merlee.
When we we hire the Merlee's services, after defeating a certain amount of enemies, a roulette of helpful items appears and Mario is given one item from the roulette. She allows Mario to receive any level of charm for free one time if Mario and friends brought her the Crystal Ball from Merluvlee.
Charm details:
The package bought determines how many times the roulette appears. Each spin happens after a random number of enemies has been defeated (between 20-70, in which the counter resets to zero).
Trial Package (50 Coins): The roulette appears five times.
Advised Package (100 Coins): The roulette appears 10 times.
Special Package (200 Coins): The roulette appears 15 times.
In Super Mario-kun, she is captured by Mimi. Mimi then disguises as Merlee and leads Mario into the trap. When Mario defeats Mimi and rescues Merlee, Merlee gives Mario a Pure Heart.
These are the different tattles for her in every game she makes an apparence: 
Paper Mario
Tattle: "She's a wizard, Merlee. She casts spells. If you let her cast a spell on you, it may affect you in battle. She's one of the pair of twins. The other one is Merluvlee, from Shooting Star Summit. When I look at a woman as beautiful as this, it makes me feel all strange! ♥"
Paper Mario: The Thousand-Year Door
Tattle: "That's the charmer, Merlee. She's bright and cheery, huh? If you have her charm you, you'll receive various bonuses in battle. They're super-helpful, so next time you have a chance, be sure to have her charm you! Oh, AND I hear she's the twin sister of Merluvlee, the fortune-teller!"
Super Paper Mario
Tattle: "That's Merlee, the charmer... Her spells are empowering when you're in a bind... She lives in a large mansion in Gloam Valley, but moved here to help the heroes... She and Flipside's fortune-teller, Merluvlee, were rivals when they were classmates..."
Card Description: This charmer uses the sun to work her magic. She is a descendant of the Tribe of Ancients.

Flint Cragley

He's a celebrity amongst his race, Flint has the highest-rated news program in all of Crag, and is the only Cragnon encountered who wears clothes other than animal skins, does not speak in third-person, and does not insert "crag" and "brah" in place of other words. His name derives from flint (a hard, resilient variety of quartz that was often the material of choice in making stone tools like arrow- and spearheads) and crag (alternatively Cragnon). He bears some resemblance to Indiana Jones (who he is even named after in some translations) and other celebrity documentarians like Steve Irwin. He is also somewhat comparable to Kolorado, from the first Paper Mario, as both are explorers, both are encountered in a cavern, and they both star in Chapter 5 of their respective games. His TV show is called Flint Cragley, Cragtrotter, which is also the name of his theme, according to The InterNed.

Flint makes a non-speaking appearance when the Land of the Cragnons is briefly shown being swallowed by The Void during the final battle, panicking alongside the other Cragnons and presumably being erased along with his dimension. After the Void is closed and his and all other dimensions are saved from its destruction, Flint Cragley can be found again after beating the game, making a new rock single entitled, "Cragley Croons in Crag: Songs in the Key of Flint". It has at least 127 verses. (A/N: What the...)
In the Wii U, we can fin a trophie with him printed, with the following description: 
'Who would use "Cragley Ho!" as a catchphrase, you say? Flint Cragley, of course! He comes from an advanced Stone Age civilization called the Land of the Cragnons. There they broadcast a program, "Flint Cragley's Cragtrotter," which stars Flint Cragley, is directed by Flint Cragley, and was made possible by producer...Flint Cragley.'
One last fact, in japanase his name is: "Tankenka Debiddo", translated is Explorer David; likely a reference to the Scottish explorer "David Livingstone". Yehah, that guy 👇

In French his name is: Indiana Crag. In Italian his name is Cromagno Jones, translated: Cragnon Jones. Super difficult to guess why.
And finally, in Spanish his name is: Roc Sílex, another way to say flint 🙄

(A/N): And those are all the npc's that I found relevant and interesting enough to make their own chapter. And let's pretend that I haven't posted in more than a week. The thing is, to do certain research I use my Wii game, but I have had problems with the connection and I have not been able to use it, hence the delay.
