"I warned you this would happen."
Before a single candle, Leonardo sat in the dojo, gazing at the same cracked brick he'd been staring at for several minutes. Around him, the candlelight only accentuated the darkness. He couldn't meet Splinter's gaze, so he stared past the broken stone where the side of the tunnel met the ground, a spot more darkness than light.
His master's words, delivered in his constant patient tone, were nevertheless delivered over a tail that whipped the air. Leonardo had long ago learned how to read his father's moods.
Disappointment.
Aggravation.
Leonardo flinched from the anger.
"I didn't think—" he started.
"Indeed." Splinter's tail punctuated the air. "You did not heed my warn my warning. Now you have little recourse but to separate yourself and hope to repair the damage."
Leonardo's hands still ached from how he had tightened them into fists. His nails dug into his skin.
"Considerable damage." Splinter took a long breath, steadying himself. Leonardo had not told him everything, barely even suggesting the edge of what had happened. No matter—what had transpired was obvious. "To bear such insult on the battlefield, and from your own brother...you have lost all control of yourself, and through this, your family's respect."
Leonardo sat like a statue. The weight bearing down meant he couldn't move. To move was to crumble.
"You must go. Master yourself. Then return to master your brothers. If you cannot do this..."
Splinter let the thought, the threat, hang over his son like one more sword. When he received no argument, he stood and left the dojo, closing the door behind himself.
In the empty dojo, Leonardo stared into the hollow of the chipped stone.
The candle burned down, guttered in its own wax, and went out. Soft plumes of smoke curled and vanished.
Behind the salvage shop, a pile of broken mannequin parts spilled over the garbage bins and made convenient blinds to hide what was really a glorified knife fight. Three bodies joined the pile, fitting into the silhouettes of jutting hands and heads. Pulling his sword free of a ninja's chest, Leonardo had barely sighed out his tension, the relief that they had won without injury and without being seen—when the strong arm came around him and pulled him close. He squirmed, awkwardly turning his sword so it wouldn't cut Raphael, trying to step away and only held that much tighter.
"Are you kidding?" Leonardo hissed under his breath. "This isn't the time—"
"Sure it is," Raphael murmured, pressing close so that Leonardo could feel his excitement. "Shut up."
"Nnn—"
"Quit arguing." Raphael covered Leonardo's mouth with his hand, pushing him against the rough brick, backward over the trash cans, spreading his legs.
Leonardo had no leverage, nothing but the unsteady shapes beneath him and the bodies shifting deeper into the pile. He had no view of the street above them or in either direction, and he had no way to calm his panicking heart as he wondered if they were really alone. He had nothing to grab except Raphael's other hand pushing him backward. He might as well have been one more mannequin. One more body.
For hours, the dojo remained dark. Splinter refrained from entering, knowing his son's moods. There would be hurt, the crippling self-doubt, the familiar resignation, and then the quiet determination to fulfill Splinter's orders. It was a recurring pattern that he had relied on for years.
But allowing his son to wallow in self-pity was entirely too indulgent. Leonardo needed to be told what ship to board, what country to withdraw to. As it was, he'd have a few minutes to bid his brothers farewell until his return.
Splinter returned to a dark room. There was no answer when he spoke his son's name. With a sigh of irritation, Splinter struck a match.
The match fell from his startled hand.
The dojo was empty, save for two katana laid neatly on the mat.

The search went for almost two weeks.
The chase ran for three.
Leonardo was honestly surprised when he first felt the touch on his spirit, the ghost of someone's fingers on his soul. He didn't even know who had reached him—not Splinter, the touch didn't hold even a hint of claws—but he recognized it as someone who had touched him before. One of his brothers.
He'd guarded his mind ever since, sealing himself off from the world. From one city to the next, small towns to smaller train stops, he traveled in rail cars and truck trailers, hitching rides in the beds of pickup trucks at night when no one could see what they were carrying. He set a dizzying pace for the first few days—New York to Atlantic City, then to Cherry Hill and Allentown, Harrisburg and Frederick, Rockville, Glen Allen, a frought ride on the top of a semi-tractor trailer to the National Forest.
The mountain thickets were beautiful. And terribly lonely.
After that, he rode aimlessly, barely able to stay a few steps ahead. Some days, watching the world blur by in an open boxcar, he drowsed in the sunlight. Forgot to eat. Didn't care when he remembered.
Only to snap wide awake when the touch came again, reaching for his soul which he immediately locked away again.
He curled up tight in the corner of the empty traincar, gritting his teeth, holding his head in a cold sweat. Why wouldn't they stop? He was sent away. They should have nothing to do with him until he could master his own feelings. And since that would never happen, he shouldn't have to see them again.
Had Splinter realized his true intent so quickly?
They were relentless—he had to keep moving, even when he slept. But they could split up, anticipate his next turn, ride ahead or rest in one spot to catch up later.
On rare occasions, he spotted them. Three splashes of green color, three familiar shadows, even just three familiar presences out of sight and blurring into view, searching the train he had just left, combing a truck stop where he had just changed rides.
Once, through pure bad luck, he slipped on wet gravel on the rail, making the slightest scuff as he climbed onto a long coal car. As he backed away to the other side, he caught sight of them on the other side of the train yard...catching sight of him.
They came at a frightening speed. Had they always been so fast?—vaulting the trains between them, sprinting across the tracks. Leonardo had scurried down the other side of the train and ran, simply ran, barely catching the last rung of a ladder on the back of another train. It took all his strength to pull himself up—they had to be several meters back and yet he would have sworn he felt them dragging at his side—and then the train pulled to full speed, easily out pacing them.
When he turned and looked over his shoulder, he couldn't make out their expressions, but the intent, their focus, that this defeat was only temporary, was all too clear.
He would lose them before the next railyard. He promised himself, as he crawled over the top of the train, tumbling into an empty grain car, that he would leap out halfway to the next town. Just a nap, a short rest, as he pressed himself into the corner, closing his eyes. And he would simply walk through the trees beside the road, find a creek and walk through it to hide his tracks...a short rest, nothing more.

"Shit, he's so pale—"
Voices.
His brothers' voices.
He'd failed.
Just like in everything else.
He kept his eyes closed and pretended to sleep. It wasn't hard. He felt heavy enough to sink into the floor, and the wind was so cold that it sapped all the strength out of him.
"Donny, I think it's still bleeding..."
"It has to, I can't leave a tourniquet on for long. Just wait 'till—"
"We can jump now—"
"Not until I bind it up again!"
Blood? Yes, he smelled blood. Felt terrible pain along his side, now that he thought about it. From his right hand down to his knee, his whole side hurt, and someone was scrubbing at his skin, making the pain worse.
"There's still more gravel."
"Get ready—"
There was a wave of fire through his side that made him gasp, going rigid as they lifted him up—Raphael, it had to be Raphael to carry him like that—the sensation of weightlessness, awful if only because he knew that meant a harsh jolt as they landed. The hit was cushioned as much as Raphael could, but Leonardo's senses scrambled as he was set down. Resting on wind? Grass blowing over him? Something cool touched his forehead and water wet his lips.
"Don't drown him—"
"—dehydrated, duh—"
They talked over him, ignoring that he was really awake. More convenient for everyone if they all pretended. And it let Raphael carry him, holding him, without the burden of words coming between them.
Half the time, it was true, anyway. He floated in and out of fever, waking to the touch of a cold rag on his face, water offered regularly, always in the arms of one of his brothers as a pillow. Michelangelo kept up a steady stream of chatter that changed subject so often that he could never tell if he was dreaming or awake, and Donatello's whispers were too technical to grasp. Leonardo latched onto the calm confidence in Donatello's voice, the reassurances that he was healing now that they were driving. Leonardo had to take their word that they were in a van—had they stolen it? He barely saw the light dappling through the windows, dazzling his eyes when they weren't covered. And Raphael...
Raphael simply murmured the occasional apology.
They didn't ask why he had run.
Obvious. Of course it was obvious.
At least it spared him the humiliation of having to explain.
When they arrived home, he was vaguely aware of being carried and put to bed. Knew someone was sitting beside him, reading but there, never leaving him alone. Knew that Michelangelo snuggled up with him to sleep. Knew that Donatello changed bandages while Raphael cleaned his wounds. Knew that they made sure he swallowed pain meds regularly.
Knew that Splinter was nowhere near him.

"Pretty sure you'll get full motor function back in your hand," Donatello said, spreading his palm flat and examining the scars. "Um, if you didn't damage all the sensory components—I mean nerves. Ugh, sorry, it just makes more sense if I think of it that way. Oh, and the rotator cuff, but you've been exercising, right?"
Leonardo nodded once, slowly. He still had headaches—he had one now—but they were small and less frequent than before. His brothers' presence around him was welcome once more, not something to be guarded against.
"Lightly?" Donatello asked, dipping his head to see his brother's eyes.
"I remembered," Leonardo said, half-smiling. "Nothing too heavy unless I want to make it worse."
The smile faded as he looked askance.
"I..."
He'd stayed hidden in this room for days. Not even his own room, no—they kept him safely ensconced in Donatello's room. The one with the best lock.
They tried to make his confinement more comfortable. The pile of books beside the bed was hardly touched, the pile of snacks touched only by Michelangelo. He couldn't bring himself to meditate, couldn't sleep, couldn't read or try to hold a conversation. Instead he listened to his little brother read comic books and watch videos, listened to Donatello read journals and try to simplify his engineering projects. Often he simply drowsed wearily on Raphael's shoulder, neither of them speaking.
It was so hard to make the words come.
"I shouldn't have run."
Donatello's gaze slipped to the floor, weighed down by guilt. They hadn't spoken at all about the days leading up to their brother leaving home, trapped inside an awkwardness so thick that they couldn't force their way out. To broach the subject at all seemed insurmountable.
The silence stretched, and Leonardo grit his teeth, beginning to visibly close up again.
"No." Donatello caught his brother's hands up in his own, cupping his face. "No, I...no. Don't feel bad. We weren't going to notice if you hadn't said...hadn't done something drastic. I just got so used to—all of us got used to taking you—your nature..I mean. Uh. 'Cause you prefer being..."
Donatello sighed, upset that he couldn't say it. All he could add was "I wish I was someone you could have run to instead of from."
He took a deep breath, holding his brother's hands close. Leonardo hadn't pulled away, and he meant to hold on as long as his brother let him.
"It won't happen again," Donatello said firmly. "It'll be different. You'll see. Better."
Leonardo opened his mouth, then thought better of it and shook his head once. He didn't reply, but his shoulders remained slumped. His whole posture read of resignation.
It hurt to know that he didn't think his brothers would change. But that same hurt, and the ugly scars on Leonardo's side, had stiffened their resolve.

Three months later, the scars had healed and were beginning to fade. Raphael had developed the habit of idly stroking the raised edge on Leonardo's side, tracing the smooth skin along the shell. Leonardo, sitting on his lap, shivered and tried to bring his arms down to protect the long wound.
Of course he couldn't. His wrists were circled in cuffs connected by a chain that lay behind Raphael's head, holding him so that his arms circled around his brother's neck and forced him into a long embrace.
But the chain was long, his arms held without any strain. Any trembling came not from the weariness of being stretched too far but rather the heat of Raphael's indulgent kisses, of Donatello reaching along his throat to pull his head back for a kiss of his own.
And on the other side of the couch, Michelangelo held Leonardo's feet in his lap, buckling cuffs around his ankles, connecting them with a similarly long chain. Long enough to be comfortable and relaxed, short enough to bring him up short if he walked.
Not that he would be walking for the rest of the night.
They sat in a cluster on Donatello's bed, ostensibly watching a marathon of monster spider movies. Rather, Raphael made teasing comments about how he wanted to try out what various spiders were doing to their victims, his warm hands leaving trails on his brother's body so that Leonardo's breath turned heavy and labored.
Overwhelming, consumed by six hands stroking his eyes, his throat, his—he couldn't catch his breath, and when he was spread out for all three of them, he felt like he was being tasted instead of devoured, savored instead of chewed and spit out. And if he wasn't allowed out of their sight, his cage was gilded and cushioned in velvet, their treasure safely locked away.
They didn't watch movies or game in the main room anymore.
And their father did not come up to their rooms, so close and yet a world away.

Here’s a list of free and low cost software options that won’t make you a slave to outrageous pricing schemes and monthly subscriptions. All of the paid products listed here (except one) have retail options for under $50. Try them, see if they fit into your workflow and maybe they’ll find a new home on your hard drive and in your heart.

Blender: (Windows, MacOS, Linux) Blender is the biggest, most well-funded open source project around with a huge community of users. As an entire 3D-production suite, it includes modeling, sculpting, texturing, compositing, physics simulation, 2D animation tools, video editing, a real-time renderer and host of other features aimed at the creation of 3D artwork for motion and still images. It’s got a steep learning curve but plenty to keep happy for the price tag: zero. Opentoonz (Windows, MacOS, Linux): Opentoonz is a dream come true for 2D traditional hand-drawn animators. The 10 Cities Where It’s Becoming More Affordable to Buy a Home—and 10 Where It’s Not

After nearly a decade of ever-escalating home prices and frenzied bidding wars, many buyers are wondering if finding an affordable piece of real estate has become about as likely as discovering a mint condition Honus Wagner baseball card in your stuff drawer, a double eagle coin on your dresser, or a unicorn in your driveway.
But wait! The list of markets where folks can score a home without shattering  the bank is, in fact, growing. About 81% of housing markets have become more affordable since the beginning of the year, according to a realtor.com® report.
Reality check: This doesn’t necessarily mean that it’s suddenly a cinch to become a homeowner in these areas, only that it’s getting a little better for tapped-out buyers. And in a hot market, every little bit helps.
So we decided to take a deep dive into where home affordability is increasing—and decreasing—the most. To figure this out, we looked at home prices as well as local household income in the 100 largest metropolitan areas in the third quarter of the year.* (Metros include the main city and the surrounding towns, suburbs, and smaller cities.)
So what’s driving the more affordable side of the equation?
“Mortgage rates are much lower than they were, and incomes have actually grown this year for most Americans,” says George Ratiu, realtor.com®’s senior economist. “Those two things combined have led to an improvement in affordability for home buyers.”
Nationally, affordability rose the most in predominantly midsized cities, many in the Midwest and South. These places tend to have strong economies and job markets and a larger supply of available homes for sale.
With the potential to make good money, more buyers in these areas are positioned to become homeowners or to trade up to nicer residences.
In most of these markets, millennials looking for homes where they can raise growing families are still competing with Generation Xers searching for move-up residences, and baby boomers wanting to find their forever abodes.
But in most cases, inventory’s not plunging by the double digits, which leads to insane price increases. (The one exception on our list was Jackson, MS, No. 8, where the number of homes for sale was down a steep 14.5% in October compared to a year ago.)
The inventory situation is trending in a whole different direction, however, in markets where homes are becoming less affordable.
Affordability primarily dropped in smaller cities with good job markets—places that are growing in popularity with cost-conscious buyers from other parts of the country. These cities tend to be far from the bigger, more expensive metros.
The influx of new residents is putting the squeeze on inventory, meaning that the number of homes for sale plummets and that prices spike.
“Before the recession, a lot of young professionals flocked to coastal cities looking for better-paying jobs and an urban lifestyle,” says Ratiu. “What we’re seeing now is a lot of the same professionals, approaching 40, with families and kids, are returning to their hometowns in the Midwest and South, looking for a better quality of life and a more affordable housing market.”
OK, so let’s take a deeper look—first at the places where buying a house is getting a bit easier.

  Where should buyers on a more limited budget go? They might want to head to the heart of the Rust Belt, to Allentown, PA, a one-time industrial powerhouse that fell on hard times, inspired a catchy-but-depressing Billy Joel song, and is now staging a strong comeback. Affordability in the rebounding area improved the most compared to the rest of the nation.
Already-low real estate prices in the former steel town slipped almost 1% in October compared to the previous year, according to realtor.com data.
The median price was $224,950—38.7% less than the national median of $312,000. The low prices meant that middle-income buyers in Allentown could afford 59% of the properties in the metro.
“Lately more than ever, I’ve been working with people relocating to our area,” says Allentown real estate agent Faith Brenneisen of Keller Williams Real Estate.
About a third of her clients are professionals, either starting out their careers or beginning to contemplate retirement and coming from pricier New Jersey or the Washington, DC, area suburbs.
“They come here, and they can get similar jobs with less of a commute, a better quality of life, and a more distinguished home—for a much more affordable price tag.”
She noted Allentown’s convenient location, about 90 miles west of New York City and 60 miles north of Philadelphia. The area also boasts plenty of outdoor activities, such as fishing, hiking, and skiing. New businesses are moving into Allentown’s downtown area, helping to revitalize the city.
“You can live in a three-bedroom Cape Cod home in a cute West End neighborhood in Allentown for $200,000,” says Brenneisen. “And you can walk to restaurants and shopping and theater.”
In Des Moines, which placed just behind Allentown in affordability gains, median-income buyers could afford 56% of homes on the market. That’s because a current surge of available homes, thanks to heavy sales activity, resulted in an 8.1% annual drop in prices.
Add in the metro’s booming job market, and the result is that more folks can finally get into the housing market. (The financial firm Principal Financial Group is headquartered in Des Moines, and the companies Nationwide Insurance, UPS, and John Deere have operations there.)
With 5.7% more homes for sale year over year, they don’t have to bid up the prices to score the keys to a new abode.
“More people are at a point where they’re comfortable selling,” says Paul Walter, a Des Moines-based real estate agent at Re/Max Real Estate Group.
Walter works with a lot of millennial buyers moving out of their apartments and into single-family homes as they begin to start families.
“A lot of people have enough [home] equity, and they’re comfortable enough with the economy to move up [into nicer houses]—or, if they’re retirees, to downsize.”
There were a few surprises on our list. For example, it’s getting more affordable to buy a home in—wait for it—the nation’s most notoriously expensive market, San Francisco!
But take that with a shaker full of salt. The median price in that metro is still an astronomical $940,000—well out of reach of the vast majority of those who are not millionaires. If they’re earning the median household income for the Bay Area, buyers can only afford 18% of the listings available.
In San Francisco, lower mortgage rates have played a role in boosting the area’s affordability, says Patrick Carlisle, chief market analyst in the Bay Area for the real estate brokerage Compass.
Plus, after years of sky-high annual price rises, the market has flattened, he says. Even in the United States’ tech and startup capital, home prices can’t go up forever.
“People bumped their heads up against the ceiling of what they could (or were willing to) pay,” Carlisle says,

  Just because it’s getting a little easier to buy a home in many parts of the country, it doesn’t mean the real estate market is finally hunky-dory for aspiring homeowners who aren’t raking in high six-figure salaries.
Only 18% of markets are truly affordable for the folks who live there, according to the report. Even in metros showing signs of improvement, home prices are still well out of reach for many regular folks.
Metros where it’s becoming even harder for locals to purchase a home are more often than not seeing big inventory decreases. That lack of supply leads to surging prices—which effectively puts the kibosh on any dreams of homeownership.
“Demand has been so strong, it’s pushing demand up,” says realtor.com’s Ratiu. “More people want to buy homes than there are homes for sale.”
Tulsa‘s affordability dropped the most in the nation, as its home inventory plummeted. It nose-dived roughly 26% in October compared to the previous year, according to realtor.com data. That’s thanks to a rush of opportunistic buyers entering the market when mortgage interest rates fell.
First-time buyers and investors gobbled up whatever they could find, leading prices to shoot up by nearly 15% in October compared to the previous year. Tulsa’s median list price was $246,700 in October, according to realtor.com data.
The scarcity of available homes leads to bidding wars. Tulsa real estate agent Suzanne Rentz is now getting up to nine or 10 offers within 72 hours on properties in the most desirable areas.
“That wasn’t happening until the last 18 months,” she says. The sweet spot for local and out-of-state buyers are four-bedroom, three-bathroom, single-family homes in the suburbs (often with a pristine backyard) for $250,000.
In the rest of the metros on this list, the number of homes for sale also fell by the double digits. While that’s great for sellers who may not have to make all those needed repairs, or knock down the price, it’s bad news for buyers as they compete against one another.
The number of homes for sale also fell in all of the metros where affordability worsened the most. Inventory was down nearly 20% in El Paso, TX; 13.7% in Winston-Salem, NC; 20.1% in Rochester, NY; and 19.4% in Philadelphia in October compared to the previous year.
It also decreased 18.4% in Oxnard, CA; 13.6% in Birmingham, AL; nearly 14% in Bakersfield, CA; 17.6% in Colorado Springs, CO; and 17.1% in Knoxville, TN.

The cast-iron natural gas main that served Dr. Richard Williams’ turn-of-the-century home in this Southern college town was as old as the house itself: It was built during Shreveport’s first gas-fueled boom in 1911.
When that pipeline cracked in 2016, the gas built up slowly and silently in a shed behind Williams’ home. All it took was an ignition source – a lit cigar – to spark the gaseous fireball that would take his life.
The 65-year-old psychiatrist was one of at least 264 people killed in natural gas leaks, fires and explosions since 1990, a USA TODAY analysis of federal data shows. More than 1,600 people have been injured.
The natural gas industry and its government regulators have known of the dangers of leaking gas pipelines for decades. After a fatal gas explosion in Allentown, Pa. in 1990, the National Transportation Safety Board recommended utilities replace their cast-iron pipes “in a planned, timely manner.”
Twenty-eight years later, the utilities still haven’t finished the job.
The work is expensive, often difficult, and sometimes perilous. Gas crews upgrading cast-iron pipe in Massachusetts in September inadvertently ignited fires and explosions that destroyed 131 buildings, killing one person, injuring 21 and leaving hundreds homeless.
That disaster – and hundreds of others across the country – illuminate the conflicting pressures on the industry as it tries to balance safety with consumer demands for cheap, convenient energy.
State utility commissions are under pressure from consumer groups to keep energy rates down. Grassroots groups oppose new pipelines in their neighborhoods. And often there aren’t enough qualified pipeline workers to do the work safely.
Utilities replacing leaking gas pipes receive only spotty oversight from a fractured system of state and federal safety regulations. Government regulators have largely left it to the utilities to determine for themselves what their biggest safety vulnerabilities are.

Decades of neglect
Underneath our feet and below our streets sit more than 2.2 million miles of pipelines that carry natural gas into our homes and businesses. They deliver a relatively cheap and clean-burning fuel that cooks our meals, heats our showers and keeps us warm.
But much of that infrastructure is old, outdated, obsolete or damaged. When the pipes leak or rupture, the consequences can be catastrophic.
Columbia Gas of Massachusetts had just started work on its ambitious plan to replace cast-iron gas mains in the Merrimack Valley of Northeastern Massachusetts last month when an alarm went off at its control center in Columbus, Ohio.
Pressure in the system was spiking.
Within minutes, homes across the cities of Lawrence, Andover and North Andover began to explode.
Federal investigators say a work crew was given faulty orders. They were directed to remove an old pipe, but not a feedback line that alerted the system to a drop in pressure.
When the old cast-iron main was taken out of service, the system detected the loss in pressure and compensated by pumping more gas. Pressure swelled to 12 times the limit for which the system was built.

Sen. Ed Markey, D-Mass., said the episode raises serious questions about whether existing federal regulations are enough to protect the public.
“The natural gas industry needs to learn their safety lessons so this doesn’t happen again,” Markey says. “If they don’t, this will be repeated.”
The natural gas industry says that’s already happening.
“I know a game-changing incident when I see it,” says former pipeline safety official Christina Sames, now vice president of the American Gas Association. “And this was, in my opinion, a game-changing incident.”
The Massachusetts explosions could become the most expensive natural gas disaster ever, for a local utility that was already spending $80 million this year to upgrade an aging infrastructure.
But all across the country, smaller, less spectacular natural gas incidents have been just as lethal.

Natural gas explosions reported to the U.S. Pipeline and Hazardous Materials Safety Administration since 1990 have cost at least $1.2 billion. That includes only incidents in gas distribution systems – the mains and service lines that carry gas to customers – not the larger transmission pipelines that carry gas from state to state, or leaks that occur inside homes and businesses.
The incidents have a range of causes. Often, natural gas can fuel an existing fire, making it more explosive, destructive and lethal.
One common factor: Old infrastructure. Decades of freezing and thawing, corrosion, vibration and shifting soil can eat away at the cast-iron and untreated steel pipes that were once the state of the art in natural gas distribution.

Nationally, more than 53,000 miles of natural gas mains were built before 1940. Those tired systems feed fuel to millions of homes and businesses, many of them in and around the older industrial cities of the Northeast and Midwest – New York, Philadelphia, Chicago, Detroit – and places where the energy industry first boomed: Houston and Dallas.
More damage can be caused by contractors working on gas pipes or other utilities, or homeowners digging in their yards without calling the utilities first.
Pipes that are installed incorrectly can sit silently for years underground before becoming a problem. Leaking gas quietly builds up to just the right concentration – somewhere between 5 percent and 15 percent – before a spark or flame detonates the explosive mixture.
Progress toward upgrading the infrastructure has been slow.
In 2011, then-Transportation Secretary Ray Lahood called on the industry to speed up its replacement of aging cast-iron pipes, and asked Congress to add more inspectors and increase penalties for violations.
A USA TODAY investigation in 2014 found more than 85,000 miles of aging cast-iron and bare-steel gas pipes still in use, despite decades of government warnings.
By the end of 2017, that number was 71,000.
Columbia Gas of Massachusetts replaced 42 percent of its cast-iron lines in the last decade, but still had 471 miles of the old pipes at the end of last year.
In a state regulatory filing in 2017 – the year before the explosions – the utility specifically cited the difficulty in replacing pipes in older, industrial cities such as Lawrence.

“In these areas, it is unlikely that the company will be able to plan and undertake a large number of infrastructure replacement projects,” Columbia Gas said. “The mains and services are typically located in densely populated urban and business districts with roadways that are paved from building to building and are heavily congested with other underground utilities and structures, making installation of new main problematic,” Columbia Gas said.
Replacing old mains has its own dangers. According to the National Transportation Safety Board, the Massachusetts fires were caused by an error when Columbia Gas took an old line out of service.
Investigators say the utility failed to tell a work crew to disconnect a pressure-sensing system in the old line.
When the line went out of service, the sensors detected the drop in pressure. The system compensated by increasing the flow of gas. Pressure built to more than a dozen times the level the system was built for, causing explosions and fires across three cities.
Mark McDonald says the catastrophe was waiting to happen. He’s president of the New England Gas Workers Association, which lobbies for gas safety, and an expert witness in lawsuits over gas explosions.
“We didn’t take care of this problem for decades and decades and decades,” he said. “Now there’s a rush to replace this infrastructure – obviously with the intent to improve the safety of the system. But not having the right safeguards and quality workers could cause more explosion hazards such as this.”

‘My husband’s on fire! Something blew up!’
Shreveport is the largest city in Northern Louisiana, a region that saw a natural gas boom in 2008 with the discovery of the Haynesville Shale. Dozens of landowners became millionaires, and the field now provides 8.5 percent of all natural gas in the United States.
But the city’s history with the fuel goes back much further. A century ago, Shreveport was the terminus of Louisiana’s first natural gas pipeline, a conduit from Caddo Field that fueled a community whose population almost tripled in the first two decades of the 20th century.
In 1911, a newly built cast-iron gas main brought that natural gas to homes along Fairfield Avenue, then one of the city’s most exclusive neighborhoods.
After a century of service, the main began to leak.
Dr. Richard Warren Williams lived on one of the most picturesque thoroughfares in Shreveport. But the stench of natural gas in the neighborhood was so strong that you could smell it driving down the street.

“I wasn’t that concerned, because I felt like if it was a big major safety issue that the gas company would have taken care of it,” he says. “It was a common occurrence every day, and it’s just like we got numb to it.”
So it’s not entirely clear what Williams was thinking – or smelling – on that late July Sunday in 2016 when he lit a cigar and walked into his back yard.
Williams had smelled natural gas in his backyard before. In May 2016 – less than three months before the explosion that would take his life – he called Centerpoint Energy to report the odor of sulfur in the alley behind his house.
“There were gas leaks everywhere,” Harris says.Once, he says, a guest threatened to check out because she thought the smell was sewer gas.
Crews fixed the service line that connected the gas main to the meter behind Williams’ house. But they left a hole in the ground, covered with plywood, rocks, and caution tape.

It remained that way for weeks.
It’s unclear when the gas main started to leak, but Centerpoint’s own federal incident report to PHMSA blamed “improper backfill” of the hole.
Williams went outside at about 4 p.m. on July 31, 2016.
As Williams’ wife went back into their house to grab a bottle of wine, his cigar ignited a gaseous fireball.

“My husband’s on fire!” she shouted into her phone. “Something just blew up!”
“What’s on fire?” the 911 operator said.
“My husband! He’s rolling in the grass! Something blew up!”
“What was he working on?”
“It was leaky gas! He went to go smell it and something blew up!” she shouted. “I asked him to smell it and he walked out and it blew up!
“Please, he’s rolling on the ground! … Now he’s getting in the pool! Something blew up!”
She hung up to run outside with towels to extinguish the flames. She called 911 again after a storage shed containing gasoline for a lawnmower exploded.
“Oh my God, it’s on fire! The whole storage room is on fire! He told me not to get near! It’s getting bad! It’s on fire bad! Please!”
By the time Williams made it to his backyard swimming pool, he had suffered burns over 63 percent of his body.
Still, he was conscious when help arrived. He told a firefighter that he had turned a corner and “it exploded.”
Firefighters called the gas company. Workers found a gas main leak so large that it was visibly blowing dirt up through cracks in the pavement.
Harris and at least nine others told investigators they had frequently smelled natural gas, beginning a year before and peaking in the days before the explosion.
One neighbor said she smelled a “weird smell” but couldn’t tell what it was. Others said they couldn’t pinpoint the source of the leak.

Pure natural gas is colorless and odorless. Some gas naturally contains a small amount of mercaptan, the chemical that gives gas its distinctive rotten egg smell. Utilities are required to add more mercaptan so people can tell when it’s leaking.
Williams was taken to the intensive care burn unit at University Health Shreveport, where he underwent at least 63 medical procedures before his death, his family says in a lawsuit against Centerpoint and the City of Shreveport.
Williams eventually fell into a coma. Eighty-one days after the explosion, he died.
He was never able to give a full account of what happened.
His brother, John Williams, is a partner in a Shreveport law firm that specializes in oil and gas law and litigation. The firm is representing the Williams family in the lawsuit.
The lawyers allege that Centerpoint and the city were negligent in maintaining the gas pipes. They argued in a court filing last month that the utility should pay punitive damages.
“Centerpoint attempts to frame Dr. Williams’ death as some sort of one-time freak occurrence,” they wrote. “However, the evidence is overwhelming that Dr. Williams’ death was the direct result of a systemic failure on the part of Centerpoint caused by conscious decisions made by Centerpoint’s officers and executives in Texas.”
“The systemic failure at issue,” they wrote, “is Centerpoint’s choice not to remove dangerous cast iron pipes from its system, even though Centerpoint knew just how deadly they were.”
Centerpoint’s lawyer, Bruce Parkerson, told USA TODAY in a statement that Centerpoint “continues to extend its condolences to the Williams family” and that the company “accepts its responsibility in operating a safe and reliable system.”
But in reports and court papers, the company says Williams himself is partly to blame. The utility also blames the city of Shreveport, which maintains the alley behind Williams’ house.
Shreveport City Attorney William Bradford says he doesn’t comment on pending litigation, but “we do think it’s a defensible claim on behalf of the city.”
The Williams’ case illustrates a challenge posed by overlapping state and federal regulations.
Pipeline regulations are enforced by the Louisiana Department of Natural Resources through an agreement with the federal government.
That agency cited Centerpoint last year for four violations, including failing to keep operation and emergency plans up to date and conduct inspections to make sure the required amount of odor in the gas.
The maximum penalty was $10,000 per day for each citation. The state offered to settle for a one-time fine of $2,500 if Centerpoint fixed the problems – which both sides say the utility did.
The state has not cited Centerpoint for violations in the Williams case.
The Louisiana State Police filed criminal charges against Centerpoint for failing to report the gas leak to the state, but those charges were dismissed.

‘They can essentially regulate themselves’
President Lyndon Johnson had already been prodding Congress to pass pipeline safety legislation when a natural gas fire ignited gunpowder at a gun store in Richmond, Indiana, killing 41 people in 1968.
That year, Johnson signed the Natural Gas Pipeline Safety Act, which set up a federal-state partnership: The Pipeline and Hazardous Materials Safety Administration, a new agency in the U.S. Department of Transportation, would establish national standards for gas utilities, but state regulators would be responsible for enforcing those regulations.
That compromise continues to this day.
Cynthia Quarterman served five years as the top pipeline safety official in the Obama administration, the longest tenure in the agency’s history.
“Let me put it this way: If you were to create a system from scratch today, I don’t think you would create it the way it currently exists,” she says.
“The PHMSA is not big enough to cover all those local and state programs,”  Quarterman says. “There just aren’t enough bodies to do it.”
The current federal pipeline safety administrator, Howard “Skip” Elliott, declined to be interviewed.
The federal government awards grants for pipeline safety programs to regulators in the 48 states that participate, funding on average 68 percent of such programs. (Alaska and Hawaii do not conduct natural gas utility inspections. They leave pipeline safety to federal inspectors.)
“It’s definitely under-supervised,” said McDonald, the Boston-based consultant.
He worked as a leak inspector for the Boston Gas Co. for 25 years. He now serves as an expert witness in lawsuits over natural gas explosions.
“I’ve never seen a PHMSA investigator in my entire career,” he says. “I’ve never seen a surprise visit from any regulator – federal or state – in my entire career. So that’s a problem.”
The agency required every utility to develop a plan to replace old pipelines and make other safety improvements beginning in 2010.
But the agency doesn’t inspect those documents, known as distribution integrity management plans, or DIMPs, and state oversight varies.
In many states, utilities don’t have to submit the plans for approval. In others, state officials refused requests by the USA TODAY Network for copies.
The Missouri Public Service Commission voted 4-0 last month to deny a request to release the plans for Spire Energy, after the company cited “system safety and security” concerns.
In Louisiana, as in many states, regulators look at the plans but do not keep copies. That protects the documents from disclosure under freedom of information laws, allowing utilities to keep their contents a closely guarded secret.
The result, critics say, is a broken oversight system with little transparency and no one clearly in charge.

Markey, who sits on the Senate committee that oversees gas pipeline regulations, says that needs to change.
“What industries attempt to accomplish is to create a regulatory black hole where neither federal nor state regulators have clear supervisory responsibility. And that is in large part what his happening here,” he says. “Going forward after this incident, we just can’t let pipeline companies regulate themselves.”
New Jersey has more than 70,000 miles of gas pipelines – nearly double the length of all public roads in the state. Its largest utility, Public Service Electric & Gas, has more cast-iron pipleline than any utility in the country.
PSE&G said it stopped using the leak-prone cast iron pipes in the 1960s and has replaced about 42 percent of them since then, reducing the number of leaks to about 8,000 per year – less than one leak for every 4 miles of pipeline.
Lynda Farrell says that’s not good enough.
She heads the Pipeline Safety Coalition, an advocacy group based in suburban Philadelphia.
“Nationally we’re in pretty damned bad shape, not only when it comes to the consistency of regulations but also in having the needed powers to regulate,” she says. “The reason for the absence of that regulation is simply that the industry has always written the safety regulations.”
Indeed, the industry has lobbied against additional regulations. Industry officials say the best way to upgrade their systems is to give local utilities the flexibility to address their own unique problems.
When President Donald Trump signed an executive order last year inviting industry groups to propose regulations to be eliminated, the natural gas industry asked that inspection schedules be governed not by federal regulations, but by the industry’s own risk-based rankings of their highest priorities.
Nisource, the parent company of Columbia Gas, said the government often issues “well intentioned” regulations that might resolve lower-risk safety issues but divert resources away from replacing what it sees as its highest priority: replacing cast-iron pipe.
“Each operating system is unique,” Nisource lawyers Kimberly Cuccia and Joseph Clark wrote to the Department of Transportation. “Operators must have the flexibility to focus their resources on their highest risks, which ultimately ensures the best value in terms of cost and safety for all customers and the general public.”
An isolated incident?

Elizabeth Rueve-Miller is the co-founder of NOPE – Neighbors Opposing Pipeline Extension. The group is protesting plans for a new high-pressure distribution pipeline through Cincinnati and its suburbs.
She was waiting for her turn to speak at a suburban city council meeting last month when a flurry of text messages alerted her to the Massachusetts explosions.
“A failure involving something like that would be devastating,” Rueve-Miller says.
“I’m not against natural gas. I’m against irresponsible infrastructure. We’re concerned about people’s safety.”
It’s a classic not-in-my-backyard dilemma.
Duke Energy says it needs the new pipeline to keep up with growing demand for energy, and to replace smaller lines built in the 1940s, ’50s and ’60s.
But the preferred routes for the line run through as many as a dozen communities and neighborhoods.
“We looked at literally thousands upon thousands of options,” Duke spokeswoman Sally Thelen says. “We are very confident in our safety record.”

Harris, the Shreveport bed-and-breakfast owner, said he just has to trust his gas company to operate a safe system despite what happened next door two years ago.
“I know gas is dangerous, but I just don’t look at it as our responsibility to fix it,” he said. “I still in my mind assume that basically the companies are looking out for our safeties and to me that was an isolated incident.
“I guess I should be more diligent about things like that.”

Two American Nightmares: how a dumbed-down society failed batch of a great opinion
As Clinton and Trump prepare to debate next week , noble principles are devastated in a culture where most Americans do not know what is real anymore and the dream of equal rights is just a fantasy

Its one of the greatest fabrications of all time, and just like it says on the dollar bill novus ordo seclorum it developed an entirely new prescribe in human things. After millennia of pharaohs, lords, emperors, rulers, sultans, caesars and czars, with all their attendant gentries and locked-down social system, countries around the world was founded where birth and pedigree didnt subject so much, where by application of your flairs, vigor, labour and willingness to play by the rules, you could improve your fabric lot in living and achieve a measure of financial protection for yourself and your family. Peasants and proles could aspire to more than mere existence. Progressive!
We know it today as the American Dream. The now-obscure historian James Truslow Adams coined the period in his book The Epic of America, characterizing the American dreaming as TAGEND
a dream of a social order in which each man and each wife shall be able to attain to the fullest prominence of which they are innately capable, and be recognized by others for what they are, regardless of the fortuitous circumstances of birth or position.
Adams was writing in 1931, but the daydream was there from the beginning, in Jeffersons pursuit of happiness formulation in the Declaration of Independence, happiness residing in its 18 th-century sense of succes, grow, wellbeing.
Nobody ever came to America with a starry-eyed dream of working for starvation wages. Slew of that offered in the old country, and thats precisely why we left, escaping serfdom, peonage, tenancy, indenture all different iterations of what was essentially a rigged plan, to employ it in current political verbiage that channeled the profits of our proletariat upstream to the Man. We came to America to do better, to self-assured for ourselves the liberation that economic security makes, and for millions principally white males at first, and then slowly, sputteringly, women and people of color thats the acces it worked out , nothing less than a change in the human condition.
Upward mobility is indispensable to the American Dream, the notion that people can rise from working to middle class, and middle to upper and even higher on the simulate of a( imaginary) Horatio Alger or an( actual) Andrew Carnegie. Upward mobility across castes peaked in the US in the late 19 th century. Most of the benefits of the 20 th century were achieved en masse; it wasnt so much a phenomenon of great numbers of people emerge from one class to the next as it was standards of living rising crisply for all first-class. You didnt “ve got to be” exceptional to rise. Opportunity was sufficiently broad that hard work and steadiness would do, along with implicit buy-in to the social contract, allegiance to the system continuing on the assumption that the system was basically fair.
The biggest amplifications occurred in the post-second world war period of the GI Bill, cheap higher education, strong labor unions, and a progressive imposition system. Between the late 1940 s and early 1970 s, median household income in the US redoubled. Income inequality reached historic lows. The median CEO salary was approximately 30 periods that of the lowest-paid employee, compared against todays gold-plated multiple of 370. The top tariff bracket wandered in the neighborhood of 70% to 90%. Awarded, there were far fewer billionaires in those dates. Somehow the commonwealth survived.
America is a dream of greater justice and the possibilities for the average “mens and”, if we are not able procure it, all our other achievements amount to nothing. So wrote Eleanor Roosevelt in her syndicated column of 6 January 1941, an apt lead-in to her husbands State of the Union address eventually that day in which he enumerated the four impunities essential to American republic, among them freedom from want. In his District of the Union address three years later, FDR expanded on this concept of freedom from want with its own proposal for a Second Bill of Privilege, an economic statute of rights to offset what he viewed as the growing autocracy of the modern economic tell TAGEND
This Republic had at its beginning, and grew to its present forte, under the protection of certain inalienable political rights among them the right of free speech, free press, free love As our society has grown in size and prominence, nonetheless as our industrial economy has expanded these political rights have proved inadequate to assure us equality. We have come to a clearly defined realization of the fact that true personal freedoms cannot exist without economic its safety and independence.
Political claims notwithstanding, impunity doughnuts exceptionally hollow when youre going nickel-and-dimed to death in your everyday life. The Roosevelts recognized that compensation peonage, or any plan that inclines toward subsistence level, is simply inconsistent with self-determination. Subsistence is, by definition, a confined, hopeless commonwealth; ones horizon is necessarily limited to the present epoch, to getting enough of what their own bodies must be free to make it to the next. These daylights a minimum wage employee in New York City clocking 40 hours per week( at$ 9 per hour) makes $18,720 a year, well for the purposes of the Federal Poverty Line of $21,775. Franklin Roosevelt:[ F] reedom is no half-and-half affair. If the ordinary citizen is ensure equal rights in the polling place, he must have equal opportunity in the market place. The proposition runs deeper than sentimentality, deeper than policy, deeper even than adherence to equality and the pursuit of pleasure that are set out in the Declaration. It cuts all the way to the nature of republic, and to the prospects for its continued existence in America. We may have democracy in its own country, wrote supreme court of the united states justice Louis Brandeis, or we may have enormous abundance concentrated in the mitts of a few, but we cant have both. But the lawsuit for financial equality goes beyond even equations of supremacy politics. Democracys premise remains on the idea that the collective profundity of the majority will testify right more often than its wrong. That have enough opening in the endeavours of joy, your population will develop its abilities, its intellect, its better judgment; that over duration its capacity for discernment and self-correction will be broadened. Life will improve. The pattern of your uniting will be more perfect, to acquire a word. But if a critical mass of your population is kept in peonage? All its sparkle spent in the trenches of day-to-day survival, with scant opportunity to develop the full range of its faculties? Then how much poorer future prospects for your republic will be.
Economic equality can no more be divorced from the smooth functioning of republic than the ballot. Jefferson, Brandeis, the Roosevelts all recognized this home truth. The American Dream has to be the lived world of the country, not just a moderately tale we tell ourselves.

Then theres that other American nightmare, the numbed-out, dumbed-down, make-believe world where much of the national consciousness resides, the sum concoction of our mighty Fantasy Industrial Complex: movies, TV, internet, texts, tweets, ad saturation, celebrity preoccupation, athletics infatuation, Amazonian sewers of porn and political bullshit, the entire invasion of media and messaging that is endeavouring to separate us from our intelligences. September 11, 2001 detonation us out of that daydream for about two minutes, but the dream is so elastic, so all-encompassing, that 9/11 was immediately absorbed into the the matrix of FIC. In nine days Trump and Hillary will take the stage for their first face-to-face conversation. There is likely to be blood. The bayonets are going to be out, and the ratings are bound to be, need it be said, yuge. The American Dream will no doubt be invoked from both podiums, for what true-blue patriot was ever against the American Dream? And hitherto for the past 30 years the Democratic campaigner has worked comfortably within “states parties ” foundation thats battered the working and middle classes down to the bone. The brand-new Democrat of the Clinton era are always strong for political rights, as long as they dont disturbed corporate Americas bottom line. Strong for racial and gender equality, strong for LGBT privileges( though that took season ). Meanwhile this same Democratic establishment connected with the GOP to push a market- and finance-driven economic ordering that enriches the already rich and leaves the rest of us sucking wind.
Thats the very real feeling Trump is speaking to , no fantasy there. Bernie as well; small-scale wonder their constituencies overlapped, though Trumps claimed devotion to the common man stumbles over even the simplest proofs. On whether to raise the federal minimum wage of $7.25 an hour, Trumps moral compass has invented from an shown no( wages are already too high ), to imply yes( wages are too low ), to weasel word( leave it up to the states ), to yes and no in the same sigh( I would leave it and conjure it somewhat ), and, eventually, when pressed by Bill OReilly in July, to yes-but( promote it to $10, but its still best left to the states ). Communicating at a Morgan Stanley investors seminar in March, one of the commanders of the FIC, Leslie Moonves, the chief executive of CBS and a person whose 2015 compensation totaled $56.8 m, had this to say about the Trump campaign. It may not be good for America, but its damn good for CBS. The coin rolling in and this is fun this[ is] going to be a very good year for us. Sorry. Its a cruel stuff to say. But delivering it on, Donald. Keep going.
