i honestly was not mad about our landlord keeping the whole security deposit because those dumb bitches literally broke the plumbing by flushing tampons down a basement toilet

but my mom is saying that it's illegal for him to keep the deposit over that since it happened several months before the lease ended. she said he should have charged us at that time and if we didn't pay it, then he could have taken it out of the deposit.

"They don't have to worry about it," Brideau said about the renters he was inheriting in the sale, in an interview on Information Morning Saint John at the time.
"I grew up in the north end. I know personally that it is not easy for people to pay $1,200 or $1,500 a month. But at the same time, those very people who can't afford it deserve a nice roof over their heads. What we're looking forward to is actually taking care of the people more in that $500 to $1,000 price range."
Last year, tenants in the affected buildings were protected by a hard rent cap in New Brunswick and were charged increases by Historica of 3.8 percent. Those caps have been eliminated this year. That means the proposed new 15 percent increase will see those who have been tenants since the sale paying about 19 percent more in October than they were in 2020.
Inflation in New Brunswick since the sale has been slightly more than 12 percent. In an interview Tuesday, Brideau said he is facing increased costs for several expenses, including maintenance, heat, insurance, labor, and debt financing.
"We are not immune to inflation," he said. According to Brideau, all tenants who have been renting in any of his buildings for more than one year have been issued notices for some kind of October increase, and he estimated that between 50 and 75 of those were for the full 15 percent.
"It's only fair we bump those up a little bit," said Brideau. "I have to be fair to our business as well as make sure I can pay my bills." Can I be sued? If so, how can I limit my liability?
In this post, we're going to dive into some of these questions. We'll offer some thoughts on how to keep more of what you earn through your side business.
What is a Side Hustle?
Let's start with a definition of what a side hustle is. For the record, I dislike the term side hustle. I'm not sure where it started. Perhaps it's been around for decades. I don't know.
To me, the term side hustle sounds a bit shady. When you think of a hustler, what's the first thing that comes to your mind? Is it someone who works hard and hustles to get ahead? Or does it represent someone a bit shady? You know, like, “that dude hustled me out of a hundred bucks.” For me, it's the ladder definition. Getting hustled is not something anyone wants to admit has happened to them. Perhaps I'm showing my age or my cynical side.
In its most basic form, it's any income produced outside of your regular job. It may be a part-time job. It may be owning rental properties. Maybe it means being an Uber driver or a Wall-Mart greeter. Whatever the means to produce additional income the popular (and accepted) term for it is the side hustle.
Even busy people get into side hustles.

Whether income is active or passive depends on many factors. My advice is to investigate those things very carefully before starting.

Alright. You've selected your side hustle, and you're generating some income. From what does that income need protected? For one thing, taxes. Another oft-overlooked risk is being sued. Making sure you understand how both of these things place risk on your income is essential before starting your side hustle.

The IRS taxes income. Period. Whether it's passive or active determines the tax rate. Here's how the income works in most cases. If the income comes from dividends, you'll receive a 1099-DIV. When the income is from interest income, you receive a 1099-INT. Guess who's responsible for these taxes if you get 1099 income? You guessed it, you are. It's critical to understand this when thinking about generating additional income. If you expect your total tax bill for 2019 to be over $1,000, the IRS requires you to pay estimated quarterly taxes.
FICA taxes are killer when self-employed. Remember, on W2 income, The employer withholds 6.20% and pays the other 6.20% of the FICA tax. They also withhold the Medicare tax. Total that up, and that's 15.3%! If you fail to pay your estimated taxes, the penalties and interest are killers.
Suffice it to say neglecting the taxes on side income can cost you a lot of money.
Liability
The second major issue that can derail your side hustles is getting sued. Liability can ruin your day in a hurry. Why would someone want to sue you? It doesn't take much. Here are some examples.
Let's say you own rental properties. You have a sidewalk in need of repair that you haven't gotten around to fixing. Someone comes to the house, trips on the raised concrete, and breaks their arm. Or worse. At the very least, you will be responsible for the medical bills for the individual. Assuming you have a decent homeowners insurance policy, you should be okay. An LLC shelters your personal assets from lawsuits. Though nothing is foolproof, this layer of protection makes it much harder. You can have a one-person LLC. No need to overcomplicate it.
Have adequate and the right kind of liability insurance  – Back to the rental property example, if someone gets hurt on one of your properties, having an umbrella liability policy provides an extra layer of financial protection. Umbrellas policies add additional insurance over and above the home owner's policy. They are usually relatively inexpensive and well worth the money. If you're a blogger, consider a business insurance policy that includes liability coverage. There is even coverage available specific to bloggers. Though relatively new, it speaks to the proliferation of bloggers and the potential liabilities they face.

Andrew Mallalieu, Terra’s chief executive and the company’s chief operating officer Hayden Hutton told journalists that commercial banks will have to plan for dealing with increased loan delinquency, while homeowners will have to talk to lenders about how they will repay these long-term debts. The CEO also cautioned commercial banks that it made no sense trying to sell properties through foreclosures in the current market conditions. He said it was much better for the two sides to engage and come to an agreement on the way forward during this unprecedented crisis. British luxury market specialist Edward de Mallet Morgan, who joined the virtual news briefing from the UK, said there was still a strong appetite in Britain for real estate in Barbados and he expected that this will continue after the COVID-19 crisis has passed. Mallalieu told the media there were several key indicators of activity that Barbadians needed to focus on which would signal the start of a sustained reactivation of the tourism market and real economic activity. These, he said, included the reopening of Grantley Adams International Airport to international flights, resumption of classes at Ross University where more than 1500 students and faculty are accommodated, the amount of airline seat availability and capacity given new COVID-19 protocols, long-stay visitor statistics, as well as transaction volumes and leads in the local realty sector. RENTERS NOT PAYING – Tenants who are not paying their rent because of the COVID-19 pandemic are causing severe financial problems for property owners. Several landlords told Barbados TODAY that since the national shutdown started in March they have been finding it difficult to get their rent from tenants who are using Prime Minister Mia Amor Mottley’s appeal for landlords to be lenient as an excuse not to pay up. The landlords argued that while the tenants are not keeping up their end of the contract, as property owners, their personal financial commitments, including mortgage payments and utility bills for the rental properties, are piling up. Dwayne Johnson said he was frustrated dealing with the issue to the point that he was forced to make the decision on Monday to have the electricity turned off at one of his all-inclusive rental studio apartments. He explained that the light bill at that location had reached over $900 and also noted that even before the pandemic started the tenant had owed him hundreds in rent. “Tenants are telling me that Mia Mottley said that basically tenants cannot be evicted and that tenants should not be paying rent, light, water or WIFI because it is free until COVID-19 is over. That is what a few of my tenants have told me and some of them are working. “This is extremely frustrating because at the same time, the bank is expecting me to pay my mortgage and the Barbados Light & Power is expecting me to pay them. I have to pay the water bill. I am not going to turn off the water because that is a basic necessity. My packages include utilities and WIFI, so if you do not pay the rent I cannot pay the bills. You are putting me in a situation where I am going to be bankrupt and out of business and I am not going to be able to feed my kids,” he said. Johnson who said he has had to employ the services of his lawyer to deal with the matter, said he understands that the pandemic has made it difficult for some persons to meet their financial obligations. He said this is why since March he offered his tenants the opportunity to negotiate to pay some of the rent so he could at least pay the bills to keep them on. However, Johnson noted that some tenants were not even willing to negotiate. “Tenants owe, tenants left, tenants don’t pay me because they are using COVID-19 as an excuse. I am like guys, you still have to pay the light but they are like no we ain’t paying. We are going to live and you can’t do anything about it. “I am not getting into any physical confrontation with anybody. I am going to use the law. I am going to go through my lawyer to deal with that. And then when people owe you money, sometimes it is difficult for you to get this money because the court process really takes time and you still have to pay the lawyer,” he said. Another landlord who asked for her name not to be used related to Barbados TODAY that she has been experiencing the same issue her tenants. The elderly lady said from speaking to other landlords she believed tenants had taken the Prime Minister’s appeal out of context. She said a husband and wife who she believes are still working have not paid rent for the past four months. “Prime Minister Mottley asked landlords to be lenient on tenants. But when you got a tenant that owes you before this thing happen what do you do? But yet the water people telling you where to pay the water bill. I could understand when somebody genuinely doesn’t have, but not that you owe me before and then you telling me nonsense. “If somebody usually pay you good then you could be lenient on them because you know when they start back to work they will start paying you. I even hired a bailiff for that husband and wife and them tell me they are not frightened for no bailiff and leaving every morning. And I can tell you a lot of landlords having this problem,” the landlord said. When contacted, another landlord said she has two apartments, each occupied by a couple. She said while one couple negotiated to pay half of the rent until their financial situation returned to where it should be the occupants of the other apartment informed her that they will resume paying rent after the pandemic has passed. “What got me vex is that the boyfriend not working but the girlfriend is an essential worker. They don’t have any children, so why can’t they even negotiate like the other two that they will pay half the rent? “People see landlords as unfair. But people need to understand that landlords have bills, mortgages to deal with and families to support too. And landlords dealing with the corona virus like everybody else,” the aggrieved landlord lamented. (BT)
MARSHALL WARNS OF CHANGES TO NIS - Barbadians are being warned that the recent run on the National Insurance Scheme (NIS) due to the precipitous fall in the employment numbers as a result of the COVID-19 pandemic could result in people having to pay more in contributions within the next five years. Additionally, head of the Sir Arthur Lewis Institute of Social and Economic Studies (SALISES) at the University of the West Indies, Cave Hill, Dr Don Marshall, is putting citizens on notice that the setback from the health crisis, coupled with the country’s anaemic population growth rate, would also likely result in the national retirement age moving from 67 to 70 years old. “It would likely result in a combination of us having to pay more money in NIS contributions, a turn to private pensions plans to prop up the national social security system, and working until you are 70 years old. These are things that are staring us in the future, although there are dynamic counter-movements to the notion of work until you drop. (DN)
QEH URGENT APPEAL FOR BLOOD DONATIONS ��The Queen Elizabeth Hospital (QEH) Blood Bank today issued an urgent appeal for blood donations. "All blood types are needed and donated blood products will help replenish the QEH Blood Bank’s supply to ensure that blood products are readily available for patients with serious medical needs such as cancer patients, people with blood disorders, premature babies, cardiac procedures and trauma victims," a statement said. Volunteers between the ages of 18 and 70, who weigh at least 110 pounds, and are in generally good health are asked to call the National Blood Collecting Centre at 429-4307 or 836-7993 to make an appointment to donate blood. The Centre, located at Ladymeade Gardens, St Michael is open between 8 a.m. and 3:15 p.m. on weekdays and 8 a.m. to noon on Saturdays to facilitate blood donations. The statement said only people who have made an appointment and are scheduled to donate blood will be allowed access to the facility. It said each whole blood donation can help save up to three lives. (DN)
APPOINTMENTS AFTER PROTESTS – Some health care workers received their long-awaited appointments yesterday. This was revealed after Prime Minister Mia Amor Mottley, Minister of Health and Wellness Jeffrey Bostic, other ministry officials and acting general secretary of the National Union of Public Workers (NUPW), Delcia Burke, met at the Lloyd Erskine Sandiford Centre. The meeting was held as nurses and other staff walked off the job at the Winston Scott Polyclinic in Jemmotts Lane and the Branford Taitt Polyclinic on Black Rock Main Road, and others staged a sickout at the Geriatric Hospital, Beckles Road, all in St Michael. Burke, who outlined the issues, said environmental health officers and environmental health assistants who were finally appointed had in some cases been acting in those roles for up to 15 years. She could not at the time say how many were affected. (DN)
POLYCLINIC AND GERIATRIC HOSPITAL NURSES IN BRIEF WORK STOPPAGE – Nurses were off the job briefly at two central polyclinics and the Geriatric Hospital today, drawing Prime Minister Mia Mottley into an emergency meeting with their union and Minister of Health Lt Col Jeffrey Bostic. The nurses at the Winston Scott Polyclinic on Jemmotts Lane and Brandford Taitt Polyclinic, Black Rock, followed their colleagues at the elderly care hospital in a show of solidarity with their protest over COVID-19 safety concerns.
But following the meeting at the Lloyd Erskine Sandiford Centre, the Government and the National Union of Public Workers (NUPW) agreed that a lack of communication was to blame for the work stoppage. NUPW acting General Secretary Delcia Burke said the issues at the Geriatric Hospital surrounded the distribution of Personal Protective Equipment (PPE) and sanitizing material. She said the workers also had an issue with an area identified to quarantine people suspected of having COVID-19. But Burke said the Ministry satisfied the NUPW that the PPE and sanitizing material had been distributed and that the area identified for quarantining suspected cases “was not for the purpose the nurses thought it was”. “So again that was a problem with communication and these things are going to be communicated to the members of staff at the Geriatric Hospital so that they understand what is going on at the hospital,” Burke said. The parties also agreed that weekly meetings would be held between the nurses’ representatives and the Ministry of Public Service, but will include other ministries as issues arise. Following the meeting, the Minister of Health said the dialogue was necessary to ensure that the national health care system was not affected. He suggested the issues cropped up where authorities are grappling with a number of issues including COVID-19. He also noted that he had to leave the World Health Assembly’s virtual meeting to attend to the matter but praised the nurses for their contributions on the COVID frontline. Lt Col Bostic declared that the issues had been resolved and said the Ministry of Health is to improve communication to the nurses. He said: “I think once we do this and we meet regularly with the relevant stakeholders that we should be able to resolve all issues over the course of the next weeks or months. A lot of the things have been dealt with already but have not been communicated to the persons involved.” Burke also said the meeting discussed the appointment of Environmental Health Officers and nurses at the polyclinic but the union said the appointments had already been effective since last Friday and that the officers are to be informed. Burke added: “There was also a problem with temporary doctors who had some issues which were discussed today and which will be sorted out as soon as possible and then there were other issues relating to the Geriatric Hospitals that were worked on or have been worked on and therefore will be communicated to the nurses and the other staff at the Geriatric Hospital.” But president of the Barbados Nurses Association Joanna Waterman said that the concerns addressed at the meeting were minor issues compared to what nurses are experiencing. She said nurses have worked under deficient conditions for far too long, including sporadic salary payments with as long as six-month delays. Waterman told Barbados TODAY: “Recent appointments were done some from 2017, and those nurses are still being paid as temporary workers so it has reached the frustration point. “Everybody around the world has clapped for nurses, we appreciate the clapping and the praise but that is not enough. The nurses are demanding improved conditions right across all of the institutions.” (BT)
ANTIGUA WILLNG TO PURCHASE DIGICEL SHARES - Antigua and Barbuda has indicated that it is prepared to acquire the shares of the financially strapped Irish-owned telecommunications company, Digicel, if it is unable to provide a service here in the future. Earlier this week, Digicel Group One Ltd, the Bermuda-based holding company, announced that it had gone into provisional liquidation there and had also filed for Chapter 15 recognition at US bankruptcy court in Manhattan. But a spokesperson for Digicel, which operates in more than 30 markets in the Caribbean and South Pacific, said the moves would not affect the regular operations of the company and were aimed at strengthening the balance sheet. “It’s important to point out that this will have no impact on our day-to-day operations, our staff, our suppliers, our customers or any aspect of our ongoing activities — it is business as usual,” the spokesperson said. But the Chief of Staff in the Office of the Prime Minister, Lionel “Max” Hurst, said he was confident that St John’s would be interested in acquiring the local shares of Digicial if “at some point” it indicates ‘it could continue to function normally in Antigua and Barbuda”. “I can assure you, I know the Honourable Gaston Browne [Prime Minister] well he will be the first to step forward to purchase their assets so that APUA [Antigua Public Utilities Authority] can be a more successful provider of telecommunication services. “I can imagine what will happen thereafter, let’s wait and see and that is my guess,” he told radio listeners. Digicel is going through a major restructuring of some of the approximately US$7.4 billion of debt it carries so that it can continue operating as a going concern. Mike Morisson, Charles Thresh and James Bennett, of KPMG, were appointed joint provisional liquidators of Digicel Group One by the Bermuda Supreme Court on April 29. The petition for Chapter 15 recognition was lodged in US bankruptcy court for the Southern District of New York by the provisional liquidators. (CMC)

According to the April forecast from Tropical Storm Risk (TSR), the 2020 season is expected to be 25 per cent more active than the 1950-2019 long-term norm, with 18 named storms and eight hurricanes. At least three of the eight hurricanes are expected to be Category 3 and higher. The public is therefore asked to take these projections seriously, particularly against the backdrop of the devastation that has been witnessed throughout the Caribbean over the last three years. LIBRARY SERVICE LAUNCHES SPANISH CLASSES FOR YOUTH – Seventy Barbadian youth, aged seven to eleven, started their journey to becoming bilingual yesterday. This was facilitated through a new initiative of the National Library Service, in partnership with the Embassy of Argentina, called Online Conversational Spanish for Children. Minister of Creative Economy, Culture and Sports John King was on hand to officially launch the programme and congratulated the students for taking this first step. Noting that Spanish is the second most widely spoken language in the world, Minister King stated that, increasingly, the ability to speak a second language was required, especially in the areas of international business, banking, trade and telecommunications. “In today’s world, the demand for bilingual employees is increasing and a candidate who speaks any second language is generally going to have an advantage when applying for a job. Learning Spanish is personally enriching and is an advantage in almost all careers,” he said. Pointing out that the course was a step in the right direction, the Culture Minister shared that research had shown that young children are ideally suited to learn a second language since the language centre of their brain is still developing. However, he stressed, there were other benefits to learning a second language. “I understand that bilinguals tend to be more creative thinkers; show greater reasoning and problem-solving skills than those who speak one language. “Our Spanish classes for children will significantly improve your child’s cognitive abilities, optimize their learning potential and provide numerous personal benefits, such as being able to communicate with someone in his or her language, and build lifelong friendships. “Early literacy instruction in Spanish fosters language, as well as literacy development and can give children a head start on learning to read in English,” Minister King explained. The Culture Minister expressed his pleasure at the response to the course, which was oversubscribed the first day it was advertised. He stated that this showed a definite community interest in exposing children to different languages. This, he said, could open doors around the world for the young participants, and help them appreciate the way of life, customs, values, and cultures of people from many different countries. (BGIS)
JAMAICAN STUDENTS TO SIT CSEC / CAPE – Jamaica has reversed an earlier decision and will now allow students to write the Barbados-based Caribbean Examinations Council (CXC) exams in July. “It takes about a couple of weeks, into August, to complete it, but the process will start on the 27th of July and the question of social distance can be accommodated quite easily, because all the other children are out of school and it will be quite convenient,” said Karl Samuda, the minister with portfolio responsibility for education. He told a virtual news conference on Monday night that the students will sit the Caribbean Secondary Education Certificate (CSEC), and Caribbean Advanced Proficiency Examination (CAPE) papers. Samuda said there were strong arguments for Jamaican students not to take the exams at this time, but the decision was made after wide consultations. He said, despite lingering concerns, it was clear that “the vast majority of those present in the meeting preferred us to go forward rather than delay the exams". “We will now go about the business of making the logistical arrangements so that no one who is taking this exam, beyond the challenges that they have already had, will in any way be compromised,” added Samuda. Earlier this month, Jamaica had disagreed with a decision taken by the Caribbean Community (CARICOM) Council for Human and Social Development (COHSOD) on Education that regional students will sit the CXC-administered exams in July. The decision that was criticised by the Jamaica Teachers’ Association, whose president, Owen Speid, castigated CXC for the July exam date, despite what he said was the danger of COVID-19. The Caribbean Union of Teachers (CUT), in a statement, called Caribbean governments “to be mindful not to rush the process for the reopening of schools to facilitate the writing of CXC Examinations, unless they have instituted all measures outlined by the reopening of school protocol”. The CUT said that it believes the “unfortunate” decision taken by COHSOD places the lives of thousands of students and teachers at risk, as all the issues surrounding the administering of the examinations have not been addressed. But Samuda told reporters that some schools were ready for the exams and others were not.He said that the education authorities would do their best “to ensure that we facilitate our students in the best possible way to give the best chance to maximise their potential as they go forward” and that the exams will be done in two modalities — via the Internet and paper-based. He said the Government took the decision after he spoke with CXC officials. “I put the case to them that we just need a little more time and they could appreciate that, and I am very happy to say that they accommodated us, perhaps not in whole but in part,” Samuda said, adding “ I am very happy that we have finalised the arrangement, and I think . . . it might be the best thing to get it behind us and move on to a new year and, I hope, new horizons”. CUT AGAINST CXC EXAMS IN SUMMER –Thousands of lives will be in jeopardy if any Caribbean Examination Council (CXC) tests are held before September. That is the view of the Caribbean Union of Teachers (CUT), which is urging the regional body against conducting its Caribbean Secondary Education Certificate (CSEC) examinations during the summer. In a statement issued on Monday night, the CUT expressed concern after the Council for Human and Social Development met on May 8 and said they would support CXC’s position to hold CSEC examinations in July. “The CUT believes that this unfortunate decision places the lives of thousands of students and teachers at risk, as all the issues surrounding the administering of the examinations have not been addressed,” the union said. As a result of the coronavirus (COVID-19) pandemic, there has been some uncertainty regarding the staging of CXC examinations, which are conducted in May and June each year. (DN)
TEN ACCUSED OF BREAKING COVID-19 DIRECTIVE; THREE PLEAD GUILTY – Ten men who were charged with breaching sections of the Emergency Management (Covid-19) Directive, 2020 on May 16, appeared before Chief Magistrate Ian Weekes today. Three of them pleaded guilty to the charges, were sentenced and given time to pay fines while the others who pleaded not guilty were granted bail and given new court dates. Ramario Amir Dacosta Moaze, 24, of Harewood Road, Hillaby, St Andrew admitted that he contravened Paragraph (23) of the Emergency Management (Covid-19) Curfew (No.4) Directive imposed on the island that mandated that every person remain indoors. He was outdoors at Bawdens Hill, St Andrew at 5:56 p.m. without reasonable excuse. Sergeant Theodore McClean in prosecuting his case told the Chief Magistrate that police responded to the area and on arrival Moaze was seen trying to get away in a vehicle. Appearing before the District ‘D’ Magistrates’ Court today Moaze apologised and was fined $4,000 to be paid in 16 weeks. If he fails to pay the amount he will spend six months in prison. Dwain Damian Grant, 34, of Haynesville, St James also pleaded guilty to the same charge when he was found outdoors at 12 p.m. and could not give lawmen a reasonable excuse. The facts surrounding his charge were similar to Moaze. But after putting forward his defence, he was ordered to pay the court $3,500 in 16 weeks or spend six months in prison. The third man who pleaded guilty was Adrian Ricardo Redman, 46, of Medford Land, Daryells Road, St Michael. He was also at Bawdens around 12 p.m. The prosecutor revealed that Redman told police that he and another man went looking for coconuts and “then went and watch cock fighting”. He told Chief Magistrate Weekes this afternoon that he went with the other man because “I is a fisherman and nothing ain’t going on”. He said with bills to pay, “the little extra money” helps as things were “really bad”. Weekes informed him that was the case for a lot of people in the country. “I understand things tight but we all want to live and unless we do it in a systematic way we are exposing each other to this virus . . . and it will impact the economy further,” the chief magistrate said. Redman, who is known to the court, now has to pay $4,000 in 16 weeks or face a six-month prison term. The remaining seven men all pleaded not guilty and were granted $3,000 bail each to appear in the District ‘D’ Magistrates’ Court on different dates. Elroy Emmerson Nanton, 36, of Bridgefield, St Thomas is accused of being outdoors around 1:30 p.m. and Kareem Jakar Williams, 31, of the same address is alleged to have been outdoors at 12:15 p.m. without reasonable explanation during a national curfew. Both were allegedly at Bawdens and they were ordered to return before Weekes on July 27. August 31 is the adjournment date for the cases against Jamar Elon Wilkinson, 30, of Branchbury, St Joseph and Mario Rolando Winter, 29, of Lot 65 Apes Hill, St James. They too are also accused of breaching the Curfew Directive (No.3) by being outdoors at 1:30 p.m. without reasonable explanation. Accused curfew breakers Wayne Alphonso Clarke, 43, of Dunscombe, St Thomas and Anthony John Chow, 35, of Harts Gap, Christ Church are alleged to have contravened the same directive while at Bawdens, St Andrew. Clarke is alleged to have been outdoors at 1:30 p.m. and Chow at 4 p.m., without reasonable excuse. The two will make their next court appearances on July 28. Omar Darcy Goring, 31, of No. 17 Hinds Hill Development, St Michael is alleged to have contravened the Curfew Directive (No.4) when he was outdoors at 12 p.m. without reasonable explanation. The accused’s next appearance at District ‘D’ Magistrates’ court will be on July 28. (BT)
COOK PLEADS GUILTY TO CULTIVATING CANNABIS – When 58-year-old Augustin Kyrone Glasgow saw a documentary on television about the alleged benefits of cannabis for persons with asthma he decided to grow his own. But, the Forde’s Road, St Michael resident does not suffer from the respiratory ailment. “I am sorry. I was seeing a documentary about this thing that say it good for asthma . . . but I don’t have asthma . . . I have a hearing problem,” the first-time offender, a cook, told Magistrate Douglas Frederick yesterday after he pleaded guilty to possession, possession with intent to supply, having a trafficable quantity and cultivation of cannabis. Police executed a search warrant at Glasgow’s home on May 16 after receiving a report, Station Sergeant Cameron Gibbons told the District ‘A’ Magistrates’ Court while relating the facts. A plant weighing 162 grammes with an estimated street value of $810 was found. Glasgow told lawmen he planted the tree to make “tea”. Glasgow confirmed to the Magistrate that he waters the plant. “And everytime you watered it, you didn’t say this is trouble if police catch me. Each time you watered it you should have said boy if police catch me this is jail,” Frederick suggested. Glasgow admited, “I wasn’t thinking straight.” Magistrate Frederick told Glasgow “This is not the place for you at this age . . . you are throwing all away with this.” He then placed the father of four on a bond for the next nine months to keep the peace and be of good behaviour. If breached he will have to pay the court a $2,500 fine or spend three months at Dodds. The sentence was placed on the cultivation charge and Glasgow was reprimanded and discharged on all the other offences. No conviction will be recorded against him if he serves the bond successfully. “It won’t happen again,” Glasgow said as the case against him was closed. (BT)
SIX COVID CASES AMONG PREMIER LEAGUE PLAYERS – The Premier League said on Tuesday that six people from three different clubs had tested positive for COVID-19 out of a sample of 748 individuals. The novel coronavirus tests were taken on Sunday and Monday ahead of the return to small group training. “Players or club staff who have tested positive will now self-isolate for a period of seven days,” the league said in a statement. “The Premier League is providing this aggregated information for the purposes of competition integrity and transparency. “No specific details as to clubs or individuals will be provided by the League and results will be made public in this way after each round of testing.” Watford later announced that three people, including one player had tested positive for the virus and all three would self-isolate for seven days in line with Premier League guidelines. Burnley said that their assistant coach Ian Woan was among those to give a positive result after being tested on Sunday. "In line with strict Premier League requirements and following a positive test, Ian will now self-isolate for a period of seven days, with a view to being tested again week commencing Monday, May 25," said Burnley's statement. “Ian is asymptomatic and is currently safe and well at home. He will remain in close communication with club personnel regarding his re-engagement in training once he is clear of the virus.” On Monday, the Premier League voted to allow clubs to begin small group, non-contact training with some clubs returning on Tuesday. The league will decide early next week when to allow contact training as it looks for a June restart to the season which was halted on March 13. On Saturday, Germany’s top-flight became the first major European league to return to action. The Bundesliga returned 10 positives out of 1 700 tests, on May 4, ahead of its return to training. In Tornado Alley, Storms Are Even More Dangerous For People With Disabilities
John High has diabetes, which led to his leg being amputated below the knee two years ago. He has been using a wheelchair since then and hasn’t gotten used to having to work out solutions to everyday problems — such as getting into and out of the shower in the small rental house he shares with his son in Norman, Oklahoma. And when he hears a tornado siren blaring out its high-pitched warning, he feels a spasm of fear and dread. He knows he’s on his own.
“I just pray. That’s all I can do,” High said. “They expect people to ‘shelter in place,’ but I don’t have anywhere safe to go.”
Other Oklahomans have had to adapt, too. Few homes have basements, so residents who can afford to do so build or purchase their own shelters. But High can’t afford the kind he would need — one that would allow him to quickly roll his motorized chair inside. And few others see this as a problem.
“One person told me, ‘Put on a football helmet and go into your kitchen,'” High recalled with a bitter smile. “I’ve got a window in every room of this house, so there’s really no place for me to go.”
He wasn’t always in this situation. High chose this rental house in 2008 because of its proximity to a public elementary school that was officially designated as a public shelter. From his driveway, High can see the school down the street. It would take four minutes for him to roll down a ramp, travel along the sidewalk and enter the school gym.

High relies on federal disability payments for his income and said he simply can’t afford to pay for his own shelter.
“What bill am I going to not pay, to try to save up $3,800? I live day to day. Every month is really rough,” he said.
Towns started closing public shelters in Oklahoma a few years ago, to avoid the costs of making them tornado-safe. There was no mandate that municipalities keep them open. High said he thinks the federal or state government needs to step in and help people with disabilities acquire their own storm shelters.
“We’re [in] Tornado Alley. We’re known for it. Why aren’t they helping to protect us?” he said. “Instead it’s, ‘Well, just duck your head and go in your house.'”

Climate Change Is Making Storms Worse
Data collected and analyzed by the Center for Public Integrity found that between 2009 and 2018 Oklahoma had the highest number of major disaster declarations in the country: Those included severe storms, floods, fires, ice storms and tornadoes. According to the 2018 National Climate Assessment, many such weather-related hazards are expected to become worse and more frequent because of climate change.
“If you’re able to install a safe room in your home, or on your property, we recommend that you do that,” said Keli Cain, a spokesperson for the Oklahoma Department of Emergency Management. “It’s the safest place that you can be during a storm.”
Oklahoma has no state laws requiring homeowners or landlords to install storm shelters. Instead, the safety structures are marketed as a desirable amenity in some new housing developments.
If a community wants to open a storm shelter for the public, that’s up to local officials, Cain said. “Community shelters are funded on their own, either through bond issues or other funding methods,” she said.
There also is no database that Oklahomans can consult showing where public or wheelchair-accessible shelters are located. “We don’t have a listing of the community shelters,” Cain said. “They don’t have to register it through the state or anything, unless it’s funded by a [federal] grant program.”
Oklahoma does offer a storm shelter rebate program, funded by the Federal Emergency Management Agency. Cain said the annual grant is enough to help about 50 households a year install storm shelters, with applicants getting up to $2,000 to help cover the cost. But the grants are allocated randomly through a lottery system that doesn’t take socioeconomic status into account — and it’s restricted to homeowners. Renters, like John High, can’t apply for the grants.
Cain blamed FEMA rules for that exclusion, acknowledging its impact on people with disabilities.
“There is no specific program to help people with disabilities get a storm shelter,” Cain said. “Some people might have to leave their homes a couple hours before the storm, and go to a place that is safe.”
Many FEMA programs do restrict disaster-aid funding to homeowners, and that has spurred litigation.

Americans With Disabilities Act Turns 30
In July 1990, President George H.W. Bush signed the Americans with Disabilities Act into law. The ADA attempted to break down barriers by requiring businesses, schools and other organizations to take basic steps to accommodate a range of health challenges, including impairments of sight, sound and mobility.
“Fifteen percent of the population is over the age of 65,” said Marcie Roth, CEO of the World Institute on Disability. “Within the next 40 years, this will grow to 1 in 4 people in the United States. In an emergency, you can count on the fact that people with disabilities will be affected.”
The ADA has been modified over the years to include emergency preparedness, but the problem remains, bursting into public consciousness after major weather events like Superstorm Sandy, which hit New York and New Jersey in 2012, and Hurricane Harvey, which devastated the Texas and Louisiana Gulf Coast in 2017. In the aftermath of those storms, Roth said, people with disabilities were left without access to vital medicines and care; she blames poor disaster planning on both the state and local levels.
As a consequence of those storms, and the resulting backlash from many in the disability community over the lack of planning, the federal government sent the states guidance on how to comply with the ADA in emergency situations. But the implementation of those directives has been haphazard, Roth said, as evidenced by the devastation caused by Hurricane Maria, a deadly Category 4 hurricane that ravaged Puerto Rico, the Virgin Islands and Dominica in 2017.
“Interruption of medical care and disability services was the primary cause of almost 3,000 deaths following Hurricane Maria,” Roth said. “Emergency planning needs to be inclusive of the whole community, and it needs to be equally accessible to everyone in the community.”
Sara Pratt is a former official at the Department of Housing and Urban Development specializing in housing and disability rights, and helped write the guidance sent to states. Now a civil rights lawyer in Washington, D.C., Pratt thinks Oklahoma may be violating the ADA.
“The idea that we don’t have to serve people with disabilities who are renters is not consistent with federal law,” said Pratt.
Federal civil rights laws, including the Fair Housing Act and the ADA, require accommodations for people with disabilities in all disaster programs, Pratt said, including mitigation.
“The programs that are being offered to assist people who are sheltering in their homes should be available to both homeowners and renters if they have disabilities and have disability-related needs,” she said. “There has to be an opportunity for a person with a disability to shelter.”
More than 630,000 people in Oklahoma have a disability, and the state doesn’t track how many of them lack storm shelters.
Request For Financial Assistance
John High said he’d like to see the public shelters reopened.
“Some people don’t even know the shelters are gone yet,” he said. “If you don’t need something, you don’t think about it until it’s necessary.”
If the shelters don’t reopen, High said, he’ll keep trying to get financial assistance to get an accessible storm shelter in his home. He plans to put it in the garage so he can easily drive his wheelchair in, but so far he’s encountered a web of regulations.
“Every time I hear the tornado siren, I fear — I fear for my life,” he said. “If a tornado comes through here, I’m going to be dead.”

High said he thinks the federal or state government needs to step in and help people with disabilities acquire their own storm shelters.
“We’re [in] Tornado Alley. We’re known for it. Why aren’t they helping to protect us?” he said. “Instead it’s, ‘Well, just duck your head and go in your house.'”

Climate Change Is Making Storms Worse
Data collected and analyzed by the Center for Public Integrity found that between 2009 and 2018 Oklahoma had the highest number of major disaster declarations in the country: Those included severe storms, floods, fires, ice storms and tornadoes. According to the 2018 National Climate Assessment, many such weather-related hazards are expected to become worse and more frequent because of climate change.
“If you’re able to install a safe room in your home, or on your property, we recommend that you do that,” said Keli Cain, a spokesperson for the Oklahoma Department of Emergency Management. “It’s the safest place that you can be during a storm.”
Oklahoma has no state laws requiring homeowners or landlords to install storm shelters. Instead, the safety structures are marketed as a desirable amenity in some new housing developments.
If a community wants to open a storm shelter for the public, that’s up to local officials, Cain said. “Community shelters are funded on their own, either through bond issues or other funding methods,” she said.
There also is no database that Oklahomans can consult showing where public or wheelchair-accessible shelters are located. “We don’t have a listing of the community shelters,” Cain said. “They don’t have to register it through the state or anything, unless it’s funded by a [federal] grant program.”
Oklahoma does offer a storm shelter rebate program, funded by the Federal Emergency Management Agency. Cain said the annual grant is enough to help about 50 households a year install storm shelters, with applicants getting up to $2,000 to help cover the cost. But the grants are allocated randomly through a lottery system that doesn’t take socioeconomic status into account — and it’s restricted to homeowners. Renters, like John High, can’t apply for the grants.
Cain blamed FEMA rules for that exclusion, acknowledging its impact on people with disabilities.
“There is no specific program to help people with disabilities get a storm shelter,” Cain said. “Some people might have to leave their homes a couple hours before the storm, and go to a place that is safe.”
Many FEMA programs do restrict disaster-aid funding to homeowners, and that has spurred litigation.

Americans With Disabilities Act Turns 30
In July 1990, President George H.W. Bush signed the Americans with Disabilities Act into law. The ADA attempted to break down barriers by requiring businesses, schools and other organizations to take basic steps to accommodate a range of health challenges, including impairments of sight, sound and mobility.
“Fifteen percent of the population is over the age of 65,” said Marcie Roth, CEO of the World Institute on Disability. “Within the next 40 years, this will grow to 1 in 4 people in the United States. In an emergency, you can count on the fact that people with disabilities will be affected.”
The ADA has been modified over the years to include emergency preparedness, but the problem remains, bursting into public consciousness after major weather events like Superstorm Sandy, which hit New York and New Jersey in 2012, and Hurricane Harvey, which devastated the Texas and Louisiana Gulf Coast in 2017. In the aftermath of those storms, Roth said, people with disabilities were left without access to vital medicines and care; she blames poor disaster planning on both the state and local levels.
As a consequence of those storms, and the resulting backlash from many in the disability community over the lack of planning, the federal government sent the states guidance on how to comply with the ADA in emergency situations. But the implementation of those directives has been haphazard, Roth said, as evidenced by the devastation caused by Hurricane Maria, a deadly Category 4 hurricane that ravaged Puerto Rico, the Virgin Islands and Dominica in 2017.
“Interruption of medical care and disability services was the primary cause of almost 3,000 deaths following Hurricane Maria,” Roth said. “Emergency planning needs to be inclusive of the whole community, and it needs to be equally accessible to everyone in the community.”
Sara Pratt is a former official at the Department of Housing and Urban Development specializing in housing and disability rights, and helped write the guidance sent to states. Now a civil rights lawyer in Washington, D.C., Pratt thinks Oklahoma may be violating the ADA.
“The idea that we don’t have to serve people with disabilities who are renters is not consistent with federal law,” said Pratt.
Federal civil rights laws, including the Fair Housing Act and the ADA, require accommodations for people with disabilities in all disaster programs, Pratt said, including mitigation.
“The programs that are being offered to assist people who are sheltering in their homes should be available to both homeowners and renters if they have disabilities and have disability-related needs,” she said. “There has to be an opportunity for a person with a disability to shelter.”
More than 630,000 people in Oklahoma have a disability, and the state doesn’t track how many of them lack storm shelters.
Request For Financial Assistance
John High said he’d like to see the public shelters reopened.
“Some people don’t even know the shelters are gone yet,” he said. “If you don’t need something, you don’t think about it until it’s necessary.”
If the shelters don’t reopen, High said, he’ll keep trying to get financial assistance to get an accessible storm shelter in his home. He plans to put it in the garage so he can easily drive his wheelchair in, but so far he’s encountered a web of regulations.
“Every time I hear the tornado siren, I fear — I fear for my life,” he said. “If a tornado comes through here, I’m going to be dead.”

Too Much Information…
Have you ever had gum-grafting?
I did.  On Friday.  And it was far worse than I thought it would be.
I almost chickened out, to be quite honest.  After they froze my teeth, mouth, lips, gums, and basically half my face, I panicked.  But eventually I calmed down, and in the words of Gary Gilmore I just said, “Let’s do it.”
It’s awful.  I’ve been splitting blood for three days, and that made for some very interesting client interactions on Saturday & Sunday.
So………on to something real estate related, then?

In 2019, I see just as many examples of people caring too much about things that don’t affect them as I do the complete opposite: people not caring at all.
Toronto City Council, in its infinite wisdom, is contemplating (ie. this is already a done deal) the creation of a new land transfer tax threshold for those properties selling over $3,000,000.

Man, it must be nice to be a city councilor!  You just sit around all day and come up with ideas for new taxes, without consulting anybody in the process.
This idea is being floated by none other than Joe Cresey, he who would literally put a safe-injection site in your living room if he could.  In fact, he might have already tried, but you wouldn’t have been told, because he doesn’t like communicating with his constituents when they disagree with him.
Now I understand that people who don’t own housing, or people who purchased for $985,000 really don’t care about the land transfer tax that those buying over $3,000,000 are going to pay.  But maybe they should.
Let’s not forget, the Toronto Land Transfer Tax didn’t exist until 2008 when Mayor David Miller essentially pulled it out of nowhere.  Well, not nowhere, of course.  The Ontario government already had the same tax in place, but the Toronto government thought nothing of doubling the tax.  Imagine Toronto City Council suddenly coming up with a 13% sales tax to match the HST?  And suddenly we paid 26% in tax on every purchase we made?  Crazy, I know.  Except that this is exactly what happened with land transfer tax, and the fight against it just wasn’t strong enough.
Toronto expects to collect a whopping $730 Million this year from land transfer tax, which goes a long way toward paying the bills at city hall.
But how much is too much?
City council has increased the land transfer tax amounts twice already since its debut in 2008.
And we’re constantly hearing the boo-hoo’s of city council about “missing their targets” and not raping home-buyers enough, as per this December 2018 article:

Just couldn’t quite make that $818 Million “target,” eh?  Boo-f’ing hoo.
Imagine that.  A “target” for tax revenue.
Am I the only one insulted by this?
I just can’t get over the fact that this tax didn’t exist just over ten years ago, and now the city cries when it can’t quite get it’s billion dollars for absolutely, positively, nothing.
This is a nothing tax, plain and simple.
We pay property tax to the city, which is a tax directly attributable to services received in exchange for home ownership.
And the insult to injury here is the new’ish fee of $75.00 required in order to pay your land transfer tax bill just to begin with!
Folks, don’t delude yourselves into thinking that city council’s pending increase in LTT for homes over $3M is an isolated event.  It merely opens the door to further taxes down the road.
Every resident of the city should be outraged.  Or, I dunno, maybe you just love paying taxes…
Can I Get A Do-Over?
This is from the library of “Worst possible scenario.”
Imagine you put your home on the market and everything is going according to plan.  You’re getting showings, the open house is busy, and you’re gearing up for an “offer night” on Monday.
But then imagine the worst possible scenario.
What could it be?
Perhaps, I dunno, a massive tree falling down in a storm and crushing the house?
Close.
A couple of weeks ago, a house flooded during the Sunday open house, and this was one day before offers were scheduled to be reviewed on the following night.
If I were the listing agent for the property, there’s no question what I would do: I would terminate the listing, fix the problem, and re-list in a couple of weeks, or a month, when the buyer pool is less scared of the problem.
What did the agents in this particular case do?
They went ahead with the offer night!
They sent an email to everybody that had shown the house and disclosed what had happened, which was great; that’s exactly what you’re supposed to do.  But it just reeked of “Nothing to see here, folks.  Just this little spot of water, which we’ve cleaned up, and now there’s no problem.”
Why in the world would they go ahead with the offer night?
What buyer in his or her right mind would purchase a house that just flooded?
The listing agent sent a 3-page email complete with times, dates, repairs, and photos, which, again, is exactly what you’re supposed to do if and when making a disclosure.  But the tragic decision to go ahead and try to sell this house on the scheduled offer night, to buyers that wanted to purchase a newly-flooded house, was terribly misplaced.
The house still sold, and over asking too.  I know, I know, “over asking” means less and less these days, but it did sell a good amount over list.
However, there’s absolutely, positively no doubting that one, two, or ten buyers said, “Thanks, but no thanks” at the prospect of buying a house that just flooded, and for the life of me, I just can’t understand this course of action by the sellers and the listing agent.  Unless they needed to sell, like, that day, then there’s just no reason for this.
How Tough Is The Rental Market?
Really tough, if you’re incapable of performing common, routine, day-to-day functions.  Honestly, just listen to this…
I have a listing right now in an area in the northwest-GTA, and the interactions I’m getting with would-be tenants and agents are bizarre.
I’m looking at an Equifax Credit Score of 522 right now.  Five-twenty-two.
I have never seen a credit score that low in 15 years.  I’ve never actually seen one below 600.  Bless these folks for trying, but two prospective tenants who both have credit scores in the 500’s, one of them unemployed, and looking to spend 65% of their household income on rent.  It doesn’t make sense.
But the real kicker here was the folks who took eight days to get their offer and supporting documentation together.  For real, an agent sent me an offer to lease eight days ago, with zero accompanying information.  Even if it wasn’t common knowledge in the agent community that you need to have a credit check, employment letter, and rental application (plus often pay stubs and references from previous landlords), I always write this on my listings!
I told the agent that the offer wouldn’t suffice, and he just said, “Oh.  Okay.  So now what?”  It made me want to spit blood….
I outlined exactly what the agent needed to do, and every day for the past eight days, I’ve been receiving one more piece of the puzzle.  Except even those pieces don’t fit.
For example, I received an email saying, “Here is the husband’s credit report,” only it wasn’t a credit report, but rather it was an iPhone screen-caputre of the first page of an Equifax Credit Score Report, which is typically 12-15 pages in length.  I told the agent to please have the tenant download the report, save it as a PDF, and email it.  I was told, “He doesn’t know how to do that, and I can’t help him right now.”
Really?  Then how is he going to take care of a house?
These folks completely disregarded the process required to find housing in this market, and seemed to be willfully ignorant about what they needed to do.  The agent kept asking me, “Is this really necessary?  These are good people.  I promise!”
This went on for eight days; I’m talking employment letters that aren’t signed by anybody, and are in an MS Word file, upside-down photos of the OREA Rental Application, only 1/3 filled out, and a screen-capture of a TD Bank account with 10-15 debits/credits, but no date, no name, no account number, nothing.  So, this would-be tenant spent $87.20 at Fido last month?  Great!
And you know what?  I don’t blame the prospective tenants.  I blame the agents representing them.
It’s times like these I couldn’t be happier that it now takes a 2-year college course through Humber College to get into real estate.
Not In My Backyard!
A friend of mine is part of a running group that passes through several different areas of the city with a horde of joggers every week, and I was shocked to hear about his latest experience.
Do you know Heath Street?  Great spot, right?  Family-friendly, scenic, really nice jogging trails connecting to the ravine.
Well, a local yahoo apparently told this group of runners that they “weren’t welcome” and stressed that they, apparently, had no right to trespass on this particular section of city-owned streets.
But it didn’t end there; this yahoo also called the head of the running group (I suppose this person was listed online?) to complain, and tell them to stay away.
Isn’t that nuts?
It reminds me of the Nike ads from the late 1990’s comparing the treatment of skateboarders to other athletes.  They did one about running…

Bottom Of The Barrel?
You know we’ve really become lax with the rules surrounding home building when you see this noted on the MLS listing:
“All Building Permits In Place And All Done Legally”
Really?  We’re actually advertising this now?
It’s like a parent bragging, “I take care of my kids.”  We’re just noting things that are supposed to be done?
A person selling a newly-built house got permits?  And it was done legally?  And this simply MUST be noted on the listing?
Yeah, well, I guess that’s where we are now.  That’s how far we’ve come.
Toronto is full of homes that were renovated without permits; some even built without permits!  And I have a sneaking suspicion that the Canada Revenue Agency is going to start coming after the buyers of homes if they can’t go after the builders.
Consider the “substantial renovation.”  You all know what this is, right?
The developer keeps the side walls of a brick bungalow so he can claim this wasn’t a “new build” but rather a “substantial renovation,” and then doesn’t apply for the TARION warranty so he doesn’t have to charge GST.
The Canada Revenue Agency has become more fierce than ever.  Just ask your accountant, and he or she will tell you stories.  And guess what, folks?  They’re coming after your substantial renovation.
Like every other agent in Toronto, I have sold homes without a TARION warranty.
But going forward, consider the red flag raised.
Okay, if you see me this week, just cut me some slack.
Yes, I look like a vampire.
Yes, I look like I have the mumps too.
Yes, I scare my daughter daily with my bright purple mouth, dripping blood like a zombie.
And yes, I have consumed eight packs of Kraft Dinner, five cans of Zoodles, and a family-pack of Spaghettini cooked so soft you could almost drink it.

Need advice on qualifying for subsidized health insurance?
I'm an older full-time college student and my husband works full-time at Walmart. In the past three years, I've been through 4 cancer related surgeries, which were paid for by the breast/cervical cancer Medicaid program. Unfortunately, follow up care and monitoring aren't covered and I was dropped from Medicaid. I'm now on my husband's health insurance, which is basically worthless because our income is under $20,000/yr and the policy has a $4500 deductible plus 20% after. I haven't seen my oncologist for over a year because we can't afford the expensive scans, biopsies, and lab work associated with cancer follow-up with a deductible that high. I thought my situation would change in 2014 with Obamacare. I recently learned from the healthcare.gov website calculator that our income is low enough to qualify for expanded Medicaid (which our state decided not to expand), but I don't qualify for the health insurance subsidies I desperately need because the outrageous deductible health insurance from my husband's job covers spouses. How can a couple with an income so low they would qualify for expanded Medicaid be ineligible for subsidies? I am completely devastated over this and I don't know what to do. Not being able to afford cancer follow up care is putting my life in danger. Even if my husband's employer (Walmart) quit covering the spouses of full-time employees, I think that would only apply to new hires because of the grandfather clause. If getting subsidies was based on income alone the way it should be instead of access to employer provided coverage, I would qualify for a zero deductible policy and $3 co-pays with a monthly premium of around $60. I could then afford the expensive health care I need. We live in a college town so if my husband got a different job, he'd make even less than he does now and we would probably end up homeless. If my husband transfers and we move to a state that's expanding Medicaid, I'll have to quit school and get rid of my German Shepherd and Siberian Husky since it's almost impossible to find a landlord that allows them. We thought another option might be to get a divorce on paper and co-habitate until our situation changes (completing my degree and getting a good job so I can afford the deductible), then re-marry. When I asked about that, someone actually accused me of wanting to commit fraud! How can anyone think of something like fraud when a situation is endangering someone's life? I am desperate to somehow qualify for health insurance subsidies without lying, which could get us in trouble. Any ideas?""

Before you answer, please read this thoroughly. I am a student and Illinois Resident. I have PPO health insurance in Illinois that I pay out of pocket for. $1000 deductible, 100% covered. I go to school in Florida and have employer insurance in FL (ever since Sept 2008), but it's an HMO. The PPO my job offers has no deductible but is 80/20 coverage, so I opted the HMO. For the average person, it would make no sense to have 2 policies, but I'm not ordinary. I have many pre-existing conditions (some I was born with), hence the Illinois coverage. In Dec of last year, before my FL insurance kicked in, I had a multitude of issues which caused me to have to use my BCBS of IL in Florida where I'm attending school. Many of those things are at bay now, but for doctor visits, exams, etc to arise other than routine check ups, should I start using my FL HMO insurance and just use my IL insurance for when I visit home during breaks? Or should I just drop my FL insurance altogether? The reason this is an issue is b/c I am afraid I my rates will go up or they drop me if I continue to use my insurance which was meant to be for IL, but I have been using it in another state. Yes they will cover b/c it's PPO and it falls under the BCBS umbrella, but this is the risk I take. I will NOT drop my Illinois insurance because I have pre-existing issues that is NOT covered by my FL insurance, so switching isn't even on option. Plus they keep doing layoffs and my certainty at this job isn't guaranteed. Furthermore, I keep reading about fraud, this is not my intent. I am just trying not to have my rates rise anymore b/c I am a student and not making much as it is. I am looking for the best coverage because good health care is my primary concern. I am NOT trying to file a double claim with both insurances, and I am NOT trying to collect any money out of this. Things happen like the flu, ER visits, and any other reason to visit the doctor when you are sick or injured. I have a 2 week window during open enrollment to drop my coverage thru my job. I pay only $20 per paycheck for my FL HMO insurance. So the little amount really isn't that much to fret over, but I need to know b/c I don't want my IL insurance to go up or to be denied covereage b/c I have two policies out there.
