Given how touch starved he was he most definitely was a whore in his initial days. For more reasons than one : information AND touch.

Hmm I kinda agree and disagree...

First of all, I'm willing to bet that he didn't have sexual or romantic relationships with Grisha. The fact that he's an amplifier and the whole Annika incident must have made him distance himself from this kind of relationship with them.

It's my theory that he had relationships with otkazat'sya. I think most of the times because he fell in love with them but sometimes he might wanted to spend only a nice weekend with them (*wink wink*).

The author confirmed that he had plenty of sexual experiences:

But! I don't think he went to bed with someone for information. Because he seems to be that guy with such charm that he doesn't have to throw you to bed to make you spill out secrets. Genya and Zoya were willing soldiers for him even though he never touched them. Genya was his spy and she willingly gave information to him. And that's because he's a person that inspires devotion to those around him.

He's naturally charismatic.

He doesn't have to kiss them or sleep with them to make them say things to him.

Also, he has spies.

So I agree that he might had relationships with otkazat'sya in part out of his need to satisfy his desires (especially in his initial days when he was more innocent and less professional) but I don't think he ever did it to gain information. He had other tools for that.
