Arvind Kejriwal Offers to Virtually Attend ED Summons in Delhi Excise Policy Probe
Delhi Chief Minister Arvind Kejriwal has responded to the eighth summons from the Enforcement Directorate (ED) related to the money laundering probe concerning irregularities in the Delhi excise policy case. Despite considering the summons “illegal,” Mr. Kejriwal has expressed his willingness to answer the probe agency’s questions, proposing a date after March 12.

The Aam Aadmi Party (AAP) has announced that Mr. Kejriwal will participate in the hearing through video conferencing. However, the ED is firm in its stance, insisting on physically questioning the Delhi Chief Minister, citing the absence of provisions for interrogation via video conferencing.
This development follows the issuance of the eighth summons on February 27, with March 4 set as the scheduled date for Mr. Kejriwal to appear at the agency’s headquarters.
The ongoing investigation revolves around alleged irregularities in the formulation and implementation of the Delhi excise policy (2021–22). The ED is seeking Mr. Kejriwal’s statement on matters such as policy formulation and allegations of bribery.
Having skipped seven previous summonses, Mr. Kejriwal has labeled them as “illegal and politically motivated.” In a statement, the AAP has urged the ED to refrain from issuing further summonses and wait for the court’s decision.
The excise policy, intended to reform the liquor business in the national capital, promised a more modern shopping experience with discounts and offers. However, the order by Delhi Lieutenant Governor Vinai Kumar Saxena to investigate alleged irregularities led to the cancellation of the policy. The AAP accuses Mr. Saxena’s predecessor, Anil Baijal, of making last-minute changes that adversely affected the policy’s revenue expectations.
Two prominent AAP leaders, Manish Sisodia and Sanjay Singh, are already under judicial custody in connection with the case. Mr. Sisodia, the former Delhi Deputy Chief Minister, was arrested by the Central Bureau of Investigation (CBI) on February 26 last year, while Mr. Singh, a Rajya Sabha member, was arrested by the ED on October 5.

New Delhi: Delhi Minister Atishi is set to become the new Chief Minister following Arvind Kejriwal’s resignation from the position, announced after his meeting with Lieutenant Governor VK Saxena this afternoon. The decision was finalized during a meeting of Aam Aadmi Party (AAP) legislators today.
During the AAP MLAs’ meeting, party leader Dilip Pandey suggested that Mr. Kejriwal should choose the new Chief Minister. When Mr. Kejriwal proposed Ms. Atishi as the candidate, all AAP MLAs supported the decision, leading to her election as the leader of the legislature party.
Ms. Atishi, who currently oversees critical portfolios such as Education and the Public Works Department, is an Oxford University alumna and a Rhodes scholar. She has played a significant role in AAP’s major initiative to reform education within Delhi’s schools.
An MLA from Kalkaji, Atishi, age 43, stepped into a ministerial role after Mr. Sisodia’s arrest in a corruption case tied to Delhi’s now-defunct liquor policy. During the period when both Mr. Kejriwal and Mr. Sisodia were detained, Atishi effectively represented the party at various events and in media interactions.
On August 15, Mr. Kejriwal appointed her to raise the tricolor at the Delhi government’s Independence Day ceremony. Although Delhi Lieutenant Governor VK Saxena intervened to prevent this, it was clear that the AAP leadership had great trust in Ms. Atishi’s capabilities.
After the announcement, Ms. Atishi addressed the media, expressing her gratitude to her mentor, Mr. Kejriwal. New Delhi, Sep 13: In a major relief to Delhi Chief Minister Arvind Kejriwal, the Supreme Court on Friday granted him bail in the corruption case linked to the alleged liquor policy scam, but set some conditions.
However, Justice Surya Kant, heading a two-judge bench, dismissed his distinct plea challenging the legality of arrest by the Central Bureau of Investigation (CBI) in the alleged liquor scam and the subsequent remand. Justice Kant held that there exists “no merit” in the contention that the CBI failed to adhere to the procedural law governing arrest and that Kejriwal’s arrest did not suffer from any procedural infirmities.

The Central Bureau of Investigation (CBI) has filed a supplementary charge sheet accusing Delhi Chief Minister Arvind Kejriwal and his party, the Aam Aadmi Party (AAP), of a criminal conspiracy to privatise the 2021 Delhi Excise Policy for financial gains. The CBI claims that the policy was specifically designed to benefit select liquor businesses in exchange for kickbacks, which were allegedly used to fund AAP’s campaign in the 2022 Goa Assembly elections. 
The investigation highlights that Vijay Nair, AAP’s media and communications head, played a pivotal role in the conspiracy. According to the CBI, Nair, without any formal authority to negotiate on excise matters, solicited bribes from liquor business owners under Kejriwal’s direct instructions. These businesses were promised favourable terms under the excise policy in return for their financial contributions. The CBI alleges that these funds were funnelled into AAP’s election expenditures and used to pay for campaign-related activities, including hiring vendors and campaign managers. 
Durgesh Pathak, a senior AAP leader, is also named in the charge sheet for managing these funds. The CBI claims that Pathak oversaw the transfer of bribe money through hawala channels, which allowed large sums to be distributed without leaving a clear financial trail. The charge sheet points out that these cash payments were deliberately omitted from AAP’s official election expense reports, raising concerns about the party's financial transparency. 
Several other high-profile AAP leaders, including former Delhi Deputy Chief Minister Manish Sisodia, have been implicated. Sisodia, who oversaw the excise department at the time, was previously arrested in connection with the case but has since been released on bail. Kejriwal, who has denied all allegations, has been in custody since March 2024. His bail plea is currently being reviewed by the Supreme Court. 
The CBI asserts that it has gathered substantial evidence, including documents and witness testimonies, to support its claims. The case has sparked widespread political controversy, with opposition parties accusing AAP of corruption and financial misconduct. As the investigation continues, the case could have significant political ramifications for AAP, particularly as the party prepares for future elections. If proven, the allegations could severely impact AAP’s reputation and leadership, potentially undermining its governance in Delhi and beyond.
