Headcanon Stuff

I realized I have a lot of headcanons how hero licenses work and I wanted to share them. Note: Some of this is based on Canada’s driving licenses. As well this includes what I call Quirk Permits.

Quirk Permit

We see multiple cases of people using their Quirk in public- Inko one of them when she pulls her son’s toy to her. As such, I have thought up what I call a Quirk Permit.

A Quirk Permit is a permit that lets you use your Quirk in specific areas. For example: A learning permit allows children to use their Quirk in training areas to learn how to control them.

The system goes like this:

Learning Permit: All kids get this. It lets kids learn to use their Quirk in specific areas and also at home.

Training Permit: Kids with unstable or dangerous Quirks or kids who want to be heroes get these. These permits allow the children to train their Quirk in specific areas or in their own home and backyard.

In Home Use Permit: Inko has one of these. It allows her to use her permit while inside her home. In fact most of the population has these.

Job Specific Permit: Uraraka and Midoriya discuss this briefly. He mentions she can get permission to use her Quirk at her parents’ company which is what this would do. So if you can use your Quirk at your job you get this one.

Public Use Permit: A permit for the usage of Quirk in public. Now, these permits only go to people like Hagakure and Tokoyami- Quirks that are on all the time or those who have Sentient Quirks because they can’t help what their Quirks do.

Hero Licenses

Now we get to the licenses.

Provisional License: I honestly think this is like a learner’s for a driving exam. You only can use it with permission and while under the watch of an older mentor.

Intern License: Like a class 5 GDL (For Americans and others who don’t know- Graduated. Not an actual license yet, but close enough most of us stick with this for a few years or forever), this license is used for Interns who aren’t sidekicks but no longer need the supervision of someone more experienced. (Also, side note- I then headcanon part of the reason Mirio doesn’t take Eri with them is because technically he isn’t allowed to be the mentor for Izuku while he only has a provisional. Like everyone sends interns the first few days of casual patrols but otherwise no.)

Sidekick License: Like a Class 5 license, non GDL, they are a sidekick who doesn’t need to be supervised, and can mentor Provisional and Intern.

Now this is where I kinda step away from what I’m used to.

Rescue Hero License: Self-explanatory, the licenses that a rescue-based hero uses.

Capture Hero License: A license that a hero based in capture uses (Meaning they restrain villains.)

Intelligence Hero License: A license an information gatherer would use as a hero. Also is known as ‘undercover hero license’ as heroes who work undercover also use this.

Combat Hero License: A hero who engages in combat would have this as a license.

All Rounder License: A license that lets someone work as rescue, capture, intelligence and combat. You can work your way up to this one- you just need to pass each license exam.

Underground License: Just the All Rounder license but you HAVE to get it to work underground. All Rounder License holders enter into the official records for heroes, but underground heroes don’t. This is also the hardest license to get as you MUST take all of the exams at once, as underground heroes have to often do all four at once.

Now- you can have two or more licenses. Most people have combat no matter what. It’s rare that a hero doesn’t.

Thirteen for example has Rescue and Combat listed on their license. However, they aren’t a good fit for Capture as part of their duties, So when participating in raids they aren’t allowed to work with the capture squad.

Mt. Lady has Capture, Combat and Rescue on her license.

Kamui Woods has the Same

Now, then, we get into it more.

Someone can only have an Underground License but also work partly as a limelight hero. This is Sir Nighteye.

Most students who graduate from a Hero High School only have a Provisional or Intern license. It is very rare that people graduate with a Sidekick or Hero license. You can, it’s just rare.

Some don’t even have a license at all.

So then, this is where I play with the school system.

Hero School System

You have hero schools and then Hero Universities.

But this is where I really have fun.

Rescue Hero Schools: Schools that are based solely on training rescue heroes.

Combat Hero Schools: Schools that are based solely on training combat heroes.

Intelligence Hero Schools: Schools that are based solely on training intelligence heroes.

Capture Hero Schools: Schools that are based solely on training capture heroes

Now- there are a hundred at least EACH of these schools. They’re not rare.

But then we have the rare type.

All Rounder Hero Schools: Schools that do not focus on only training one type. This is what UA is. As well, typically underground heroes come from these schools and each school has at least one or two on staff to train potential underground heroes.

UA has Eraserhead and actually another who is a Math teacher for Gen Ed.

Now, when someone graduates from one of the above but does NOT have a license yet, or only has an Intern or Provisional license, they then typically go to a Hero University where they continue their education.

This is where I really mess with canon.

As we know, a stat offered about UA is that only 0.2% of people who take the exam actually get in. I in turn call that statistic taken out of context.

0.2% is the over all amount of graduates per year FROM UA that come from the hero course Meaning- out of 20,000 graduates, only 40 come from the UA.

And before anyone goes that’s too high, it really isn’t. Japan in 2019 had 126.3 million people.

UA is actually the only hero school that almost always has students graduate who do become heroes. Shiketsu usually is about 50/50.

Hero Universities are places students continue learning or actually start their journeys. You don’t need to have come from a hero course to enter a Hero University. In fact, some purposely focus on other things first because they A) need more time to work with their Quirk or B) had other reasons they couldn’t enter a hero based course in highschool.

There is also another school. It’s made for students who have the potential to be heroes but have serious attitude issues that cause plenty of problems for others, or they have criminal records (Nothing to serious is allowed, but theft, minor assault cases and the such is allowed. Drug dealer, sexual assault and murder no). This school is special as you are required to go to a hero university before being allowed to get any sort of license at all.

Hero Licensing Exam Rules and Laws

I made this it’s own section because I wanted to include the Hero University stuff to.

Provisional Licenses are good for fifteen years. After that, you’re done. You don’t get to take the exam again. This is done because you then take the other licenses while you still have it. Let’s say you take the Provisional at age 18- you then have until you are 33 to try and get another. Provisional licenses are ONLY offered if you are part of a Hero Course High School or attending a Hero University. You MUST be either one. Or you must have attended one.

Intern Licenses are good for five years each, and you can retake the licenses four times- make it twenty years you can remain as an intern. You cannot renew, but can retake. You also NEED to have at least three months with a provisional under your belt. If you do not retake before the five years (plus a month in case of time issues), you drop back to a provisional. Intern licenses are handed through agencies or by a mentor hero. You must either have a mentor or an agency vouch for you.

Sidekick Licenses are good for five years, and you can renew. Failure to renew means you drop back to intern. There is NO limit to this. You can remain a sidekick for your entire career- in fact a lot of people do because they can’t get a hero license. To get a hero license is extremely difficult. Sidekick licenses are only offered once you have had an Intern License for a year.

After that no more. You can’t take it again. If you can’t pass the test in ten times, they don’t want you to be a hero. You must have had a Sidekick License for two years before taking the test.

Exceptions to hero licensing are if a student is getting more experience then normal. For example: Class 1A students have villains targeting them, so they might be allowed to get intern licenses early with the potential to land sidekick ones early to, and All Might received a Hero License early due to a lot more experience.

Heroic Law

AKA Random Laws that might be references (created mostly by @anastasian-dreamer but I use them to)

Hero’s Right To Privacy: Any hero, when not on duty, has the right to stay out of the public eye without consequence or being pressured to otherwise. The following law is the only exception.

Public’s Right To Knowledge: If someone is suspicious that a hero is performing poorly outside of duty, be it illegal activity or societal indecency (?), the public has the right to demand a publicist investigation. This law can not be abused due to the previous law.

Hero Executioner: In extreme situations, and only by no other choice, a hero has the right to kill a villain.

Note1: the hero must be ready for an intense, publicized inquiry into their actions

Note2: If the hero uses this law 3 times at any point in their careers, they will be investigated for abuse of the law.

Addendum: Due to the Paralisa Inquiry1 in France, the Hero in question will be tested for unknown quirk developments before being investigated for law abuse.

1: the Paralisa Inquiry refers to when the French hero Paralisa was investigated for Abuse of the Law. An unrelated quirk check revealed that her quirk, a paralysing neurotoxin gas, had increased potency over time and had become deadly. Paralisa was compensated for the trauma caused by the quirk development and the investigation.

Hero’s Right Of Public Care: If a hero has reason to suspect that someone is being abused, the hero has the right to start an investigation and remove that person from the situation.

Note1: The hero must be ready to defend their logic.

Hero’s Right To Defense: if a hero is attacked, verbally or physically, the hero in question has the right to defend themselves accordingly.

Public Right of Dismissal: If enough of the public decides that a hero’s actions are sufficiently unforgivable, the public has the right to demand that hero be dismissed from duty immediately as long as the public has not relied on prejudice or gossip for their demand of dismissal.

Hero’s Right To Family: A hero has the right to have a family. A hero cannot be denied the adoption of a child due to their job. A hero has the right to retain custody of their child unless they have proven to be unfit, not because of a dangerous job.

Note 1: A hero also has the right to marry who they wish.

Note 2: A hero’s family has the right to remain private unless permission is given to the media to report on the family.

OUR COLLEGES, OUR COURTS, OUR COUNTRY: WHAT THE KAVANAUGH HEARINGS TAUGHT ME ABOUT ELITE INSTITUTIONS

Our country has experienced a revolution of sorts; now more than ever before, cases of sexual assault are being brought to the forefront of American society. Issues of misconduct have seeped their way into Hollywood, politics, and— perhaps less obviously— our schools. Brett Kavanaugh, who was recently approved to serve as a justice on the U.S. Supreme Court, attended the prestigious Georgetown Preparatory School as well as Yale Law School. These two schools have much in common: they’re both elite, expensive institutions that breed privilege as well as a culture which can make students feel as though their status puts them above the law. Perhaps not coincidentaly, at both institutions, Brett Kavanaugh was accused of sexual assault and misconduct by multiple women. Most notably, Dr. Christine Ford testified to the Senate and recounted her experience in front of politicians and America. Regardless of whether you believe Dr. Ford’s testimony, one thing remains clear: sexual assault and the culture that accompanies it is alive and well within elite schools. Yale News reports that Ivy League schools were found to have higher rates of sexual assault than the average college or university. Paulina Bahary, a senior at Cornell, stated, “I see manifestations of rape culture almost every day in my school community. This isn’t specific to solely Cornell, but present in every privileged, ‘elite’ institution that I have attended [Fieldston and Emory]. Slut shaming, victim blaming, cohesion, and a misunderstanding of consent and the word ‘no’ is commonplace. I think that among white, wealthy men in particular, there is a common, overarching feeling of being entitled, untouchable, and of more importance and value than subordinate groups.” On a similar note, the University of Southern California, one of the most prestigious colleges in the country, made headlines when a school gynecologist was accused by over 100 women of sexual assault during his thirty year career at the university. His long career was not a product of a lack of complaints by his victims, but rather USC’s blatant disregard for the victims’ accusations. A comparable case occurred at Stanford when Brock Turner, a student and valued member of the swim team, was convicted of assaulting an unconscious woman and was given a mere six month jail sentence, which many felt was inadequet. Transparency and education surrounding sexual assault contribute to its prevalence. Elite institutions want to have spotless reputations; discussing these issues as directly impacting their school community mars the institution’s facade. highschool Junior Imani Camara stated, “The failure to educate teens and openly talk about these issues makes getting away with assault easier. Change begins and ends with education.” High school and college students are most threatened by this epidemic: the National Center for Victims of Crime reports that 80% of rape victims experienced their first rape before the age of 25, and 42% before the age of 18. If our students are most at risk, why they have some of the most prestigious schools in the country fallen short in addressing the problem? highschool Junior Jacyn Daniels stated, “Elite schools often consider if the family of the perpetrator donates money to the school. If that is the case, they look past the morality of the situation and sweep it under the rug.” Senior Xander Luke-Mallett agreed, stating, “Although rape culture is perpetuated through all socioeconomic strata, it is definitely more prevalent amongst the elite.” In a highly publicized recent case at Columbia University, a male student whose parent served on the Board of Trustees was allowed to remain enrolled and graduate despite credible accusations of sexual assult by multiple female students. Although parental donation may play the most significant role in fostering rape culture within a school itself, if the case is brought to court, the judicial system contributes in skewing the outcome at the state level. Cornell senior Paulina Bahary, who worked at the New York District Attorney’s office in the domestic violence precinct, explained, “I was glad to see that the law is interpreted and applied in the same way for all perpetrators, regardless of race and background. I met over 50 prosecutors, and I can say with certainty that none of them would pursue a case a certain way based on a defendant’s identifiers. Regardless, there are other functioning systems at play. The most prevalent manifestation of inequality is the extent to which money affects your relationship with the criminal justice system. This isn’t because you will be favored by prosecutors because you have money, but rather, because you have access to more expensive, competent attorneys who will do a better job of representing you at trial (which could lead to less charges and lower sentencing), or get you a deal with the DA that a defendant with less resources would have no idea even existed.” In order to dismantle the systems which contribute to the problematic wealth disparity in the justice system, we need leaders who will care enough to do so. Leaders who have benefited from these systems themselves may not be as inclined to break them down. Once allegations agaisnt Kavanuagh were made public, defenses rolled in quickly, characterizing each event (if it happened), as a stupid, childish mistake. All too often people dismiss this kind of behavior as “boys being boys.” This concept suggests the behavior is innocent and insignificant. Highschool Junior Wes Hauser stated, “We have to do better as a community. Not just at Columbia Prep but at institutions like these in general. Who is Maine Mendoza for this Storyteller?

Maine is just a simple celebrity for me as I watched her first in July of 2015. Few months after that, I started venturing in my inconsistent freelance career. I’m a home-based content writer submitting my outputs through email or uploading in a Wordpress admin account. I’ll make sure at 12:00, I have to watch Eat Bulaga to have a glimpse of her. As the days passed by, I just find myself laughing and smiling at the slapstick comedy and funny antics of her silent character relying on Dubsmash.

I did not know it was a point of no return of my fangirling on Maine.

Being in a fandom is not new to me. I was an active UAAP vball fan before to the point I would even watch highschool vball games to know who are the prized bluechip recruits all UAAP teams want to have in their program. I made my Twitter account almost a decade ago to follow the Gosiengfiao sisters (Alodia and Ashley) to interact with them via tweets. Also, through Twitter and other socmed sites, I got to be in a fangroup of Pinay American Idol finalist Thia Megia and saw her in person. Through social media too, I met other fans of our Olympian Yan Lariba and met her in a friendly encounter.

I know the good side and also the bad side of fangirling. I’ve been into useless arguments with online trolls and I admit their words get to me…until I just learned to be indifferent and not mind it at all. Then here comes Maine. I was hesitant to be a vocal fan because of her immense popularity but again she just have that “something” in her that I want to root for.

I started profiling Maine like how I used to in the other celebrities I look up to her public accounts like Twitter, Facebook, Instagram, Ask.fm and lastly her blog….

Yes, I was surprised to know she has a blog!! My writer heart is leaping with joy!! That was the conviction I told myself it would be easier to fangirl for her since writing is my core and passion.

I started following her and knowing more about her like how she is close to her family, the rumors she went to PBB Auditions, and her other past Youtube uploaded videos. But I was still a silent fan back then since I am clueless how to handle a barrage of comments from other fans once I begin to be vocal. I am happy as a silent fan until the inevitable thing happened…

Maine released her Open Letter in November 26, 2017.

Yes, I won’t forget how I cried after reading it and not enjoying the ice cream I am eating on a Sunday afternoon. I began to connect the dots. I wanted to hate some people and wish them to have double, triple the pains of whatever Maine felt. I do want to start expressing my support for her to prove there are still like me…”isa sa sampu” fans of Maine.

The problem though is I am still at a down moment by that time. I failed to handle the pressure of a teaching career. I love the kids inside the classroom but the paperworks overwhelmed me. Attendance, quizzes, understanding the lesson plan, submitting other requirement, etc---those did not fare good for me. I just realized I only want to be with the kids even if I am with them 6-7 hours straight, I don’t get tired at all. I found out I like to be a public speaker but I cannot cope up with the tremendous responsibilities of the teacher.

Being an overthinker, I felt I failed again not myself but my family and everyone who believed in me. I was down for months and clueless what to do next. I even think if there would still be a company or business owner who would take risk with me seeing my resume with months of no work as I rested after resigning from the teaching post.

I thought of how I am a burden again and have no direction in my career, whereas my batchmates might already be settling down with their partners, finishing their master’s degree, or exploring more of what they can do abroad. There I was, clueless and do not know again where to start. I am just thankful I have a supportive family and set of friends who waited until I got tired of being afraid and overthinking.

There were even days I wish I can just sleep forever and not wake up to those clueless and empty days again. I was also telling God that time I wish I was the one He took instead of my papa who passed away in 2007 due to an illness. Because my papa would be able to help my family instead of my inconsistency, fears, and overthinking. I was in that bargaining stage and I am too blinded, hurt, and tired to see my own worth and potential.

In those dark times, I would pray for a direction…for an enlightenment. Angels in the form of my friends and my family gave me words to fight back. It was enough to hold on….until I saw an excerpt from Maine’s book through an online article of cosmo.ph promoting her book:

“Things may go from bad to worse and you might feel like it’s never going to change, but believe me when I say it will get better. Everything will be all right, I promise you. We may have our own different battles, but remember there is only one God. He is always looking down on us wherever we go and whatever obstacle we face. You may currently be in a lot of pain, but you never know what God has in store for your future.

Marami pang magagandang bagay ang mangyayari sa buhay mo. Magtiwala ka. Kapit lang, laban lang.

P.S. If you are looking for a sign on whether you should still hold on or give up, this is it. Hold on tight, my dear. Don't you ever give up; never ever give up. “

I cried and smiled after reading it. “Ikaw talaga Lord ha, si Maine pa pinadala Mo rin para sabihin kaya ko pa.” The darker those moments are for me, the brighter are all the Bearers of Light shone in my life. I begin to see more how my mama is patient with me, how my brothers would ask what do I want to eat or where do I want to go, friends who would tell me they will meet me anywhere I wish to be…and that excerpt from Maine’s book.

So I told myself: May laban pa ako. Isang subok pa.

It took me until January to gather all my guts. I started editing my resume. I came back to my freelancing career by looking for homebased jobs. It was also the time I just thought of blogging for Maine. I was still doubting if I am ready to be a vocal fan…but I know in my heart if God is telling me to do something even if I am still scared or doubtful of it.

I posted my first entry about Maine on this tumblr account. What comes next are series of unexpected blessings coming in my way…I did not look for them but the opportunities found me instead. Here are some of them:

(a) Got a DM asking if I can write for Clairedelfinmedia.com after they read my blog about Maine and Nadine parallelisms

(b) Got invited twice to Maine’s bday party by generous fans. First is when I told her she is a Bearer of Light and we are her 10th heartbeat in the #EnchantressMaine23. Second is when I co-host in the #DearMaine bday event.

(c) An anonymous fan who works abroad gifted me a Microsoft Surface Tablet just because she is thankful for my support for Maine.

(d) Meeting some fans who are as level-headed and as classy like Maine I felt I attended a business conference instead of a fan event.

(e) Getting back on my feet again to find the direction in my career.

Also, I am grateful my mama is a silent fan of Maine. You see, I am already in my late 20s but she treats me like a pre-teen kid and I find it difficult to ask permission to go to different places and stay late. Kung pwede 6pm sa bahay na ako at may number si mama ng lahat ng kasama ko para mapanatag siya. So I was surprised it was easy for me to ask permission going to Maine’s bday event even if I come home late at evening. As my mama said, “May swerteng dala sayo si Maine, puntahan mo lang pag meron.”

Of course, going back to my freelance career is not as smooth as what I expected. Rejections and no follow-up interviews came, some would even ask me to stop writing for them and they would just pay me for the weeks I wrote, or I have already written an article then suddenly my contact person said the client forgot to ask for the specific writer and that isn’t me.

It was still difficult but I am grateful to find this new courage, thanks to God’s constant faithfulness in my life and to all my Bearers of Light. In 2018 too, I found CCF, a Christian church whom I am comfortable with in sharing my flaws and mistakes. They focus more on God’s grace, justice, and mercy for everyone than other close-minded religious people or groups who condemn sinners.

Thanks to Maine too, I started to try new things which I still hesitated before. I remembered reading her IG post on her skydiving experience. She encouraged us to try things out even if we are still scared. In 2018, I tried acting workshop and auditioned in a production house for a voice-over artist. I even tried if I could be a female reporter in an FM station. Although these things haven’t yet prospered for me, I am happy to try it out and see what else I can try aside from writing.

At present, I invested in a copywriting module and joined an uplifting and supportive Filipino community of freelance copywriters in a Facebook group. I am determined to venture into copywriting because it is parallel to my passion in storytelling and writing. The process of improving myself excites me. I am a homebased content writer (as of this time) who still have a lowpay rate but I am enjoying the flexibility of my time. Plus, the company I work for recently gave me incentives and gift certificates.

Going back to one of the dark times in my life and just want to give up, God sent His angels in different forms to remind me I still have to fulfill His purpose, His story, and His plans in my life. He intended to break my heart and dreams so He can form it with a new one. In those times, God chose Maine too to tell me I can and I will be able to do it with God’s help.

This is just a fraction of what Maine did for me. I am more than thankful and will always support her even in the future that she is a private citizen and enjoys that under-the-radar life away from the fame and attention of public.

Saturday night I hit a big pothole and a few miles later my tire was completely flat and actually had holes big enough to stick a few fingers through. I took it to a tire repair shop and the rim was bent as a result of the tire going flat. They've found a replacement rim, but it doesn't match the other 3 on the car.. I would like all matching rims, but a complete set with tires is about $800. Would something like this be covered by auto insurance? Lots of info, sorry! My car was parked on the street and hit during the night. I drove the car to the repair place the following morning and the airbag deployed on the way there. (Stupid, I know, I wasn't thinking). My insurance company, GEICO is insisting that the damage is not consistent with a hit and run accident. They have taken recorded statements from me and my boyfriend. They have contracted an independent accident reconstructionist to read the airbag deployment. The reconstructionist originally told me that he was unable to retrieve the data, but the insurance company is now telling me that he was able to get a partial reading. And that it shows that the airbag deployed as a result of impact. The airbag did not actually fully deploy. There is no powder or injury to me to justify a complete deployment. Does anybody know if they have the right to deny my claim based on suspicion? They keep trying to make me say that my boyfriend was driving the car, which he wasn't. We were in the house together all night. Also: car was in previous fire; severe damage to front of car, all repaired. accident happened in CA, full coverage policy written in GA I know its a lot of info. Car Accident Advice: Someone hit me and doesn't want to go thru insurance?

Someone recently hit my car while it was parked across the street from my house. I almost thought it was a hit and run till I found their business card on my windsheild. I called her and she said she'd rather not go through her insurance but pay me directly for the damage to my car. I have been in accidents where I was hit but usually the other person just gives me their insurance info and I call them and get my car fixed fast, no problems. So I was already a little hesitant about agreeing to this, but I figured as long as it gets fixed it should be alright.
