N.B. government starts in-person public consultations on French education reforms

New Brunswick’s education minister insisted change was still on the table for incoming French education reforms this fall.

“Changes are coming,” said Bill Hogan, during a virtual question and answer session Monday. “But let me be clear, there’s still a chance for New Bruswickers to have their say.”

“We need to hear about the strengths and challenges.”

The province’s in-person consultation tour will run from Jan. 17 to Jan. 25 in Bathurst, Moncton, Saint John, and Fredericton. Virtual consultation sessions will happen Jan. 31 and Feb. 2.

A provincial government online survey about the proposed changes will continue until Feb. 3.

Starting in September, kindergarten to Grade 1 students will spend half their school day taught in French and the other half in English. The change will end the French immersion program in Grade 1 this fall, where students currently spend 90 per cent of their day taught in French.

Students starting kindergarten and Grade 1 this fall will continue under the 50/50 model throughout their primary school years.

Monday night’s virtual question and answer session with Minister Hogan was moderated by Tiffany Bastin, the department’s assistant deputy minister in the Anglophone school sector.

Chris Collins, executive director of Canadian Parents for French in New Brunswick, was critical of the first session’s half-hour format of pre-selected questions and scripted answers.

“This isn’t a consultation process,” said Collins. “A consultation process takes place before the decision is made. The decision has already been made to abolish French immersion. It’s been made to cancel registration for French immersion. All they’re doing right now is trying to placate the people of New Brunswick.”

One of Collins’ questions directed to the government on Twitter, where he called the government’s process a “con job,” was featured in the virtual session.

How can you possible call this a consultation when you have cancelled FI registration and announced the plan before you consult. This is a con job.

 “Wow, those are some strong words. But I appreciate the candour,” said Hogan on Monday night. “Thank you for the question, Chris.”

In response, Hogan said teachers, administrators, and learning specialists with the education department had been consulted formally and informally over the past year about possible French education changes.

“We have also benefited from the findings of the outstanding consultation work that was done through the official languages review and the report on second language learning,” said Hogan.

Don Wright, a political scientist at the University of New Brunswick, said it may be more difficult for government officials to “duck and cover” from direct questions at in-person sessions.

“You might get some very difficult questions from very frustrated parents who don’t understand what these changes are all about, or who believe the game is already rigged,” said Wright. “French immersion, I’ve often said, is the third of New Brunswick politics. It necessarily invites, despite all the research and all the expertise, it still invites a lot of passion and emotion.

“I don’t envy the minister. It will be a difficult process.”

Canadian Parents for French in New Brunswick released results Tuesday from a survey it commissioned through Leger Marketing.

According to the survey, 72 per cent of respondents believed it was important for Anglophone parents in the province to have the opportunity to send their children to a French immersion school, while 63 per cent of respondents were against ending French immersion programs in New Brunswick.

The web-based Leger survey was conducted with 500 New Brunswickers who could speak English or French from Dec. 15, 2022, to Dec. 23, 2022. The survey’s maximum margin of error for a sample of 500 respondents is ± 4.4 per cent, 19 times out of 20.

American History (Part 50): Change in Political Structure

Prior to 1689, authoritarian elites dominated the political system, in most colonies.  Duke James of York ran NY by fiat; Governor Berkeley & his Green Spring faction ruled Virginia harshly; Puritan magistrates suppressed dissent in New England.  Critics were denounced as traitors, and opposition groups as illegitimate factions.  Power was believed to come from above, not below.

But as the settlements became provinces, a more representative system of politics began to develop.  This had its roots in the Glorious Revolution in England.

The Whigs were an English political faction, and they led the fight for a constitutionally-limited monarchy (instead of an absolute monarchy).  While they didn’t believe in democracy, they did believe that the commons (ordinary property owners) should have political power - especially over levying taxes.

What the Whigs wanted was a three-part “mixed government”: monarchy, aristocracy (House of Lords), and commons (House of Commons).  This would spread the power among the three social orders.  In 1689, they forced William & Mary to accept a Bill Rights, which strengthened the power of Parliament (especially the HoC) at the expense of the monarchy.

The American representative assemblies followed the Whigs’ example, increasing their power by establishing procedures similar to the HoC.  The set up the same committees as the HoC (e.g. those on Rights and Privileges), safeguarded their authority to levy taxes, and demanded constitutional equality with the royal/proprietary governor.  Gradually, they gained control of patronage and the budget - this angered royal bureaucrats and absentee proprietors.

After 1700, most white property-owning adult males could vote in regular elections.  In some colonies (such as Virginia & SCaro), only rich, high-status men ran for election, but it was much more open in most of the northern colonies.  Ordinary men, and religious & ethnic groups, began to elect politicians who represented their interests & views.

However, certain families dominated the political systems.  In the Chesapeake, the white death rate decline after 1700 meant that influential families could pass on their wealth & influence down the generations, and create colony-wide political networks.  By 1750′s, five members of the Lee family (representing seven counties) were in the Virginia House of Burgesses.  The Lees, and other powerful Virginia families (such as the Byrds, Carters & Randolphs) dominated the HoB’s major committees.

In New England, the descendants of the original Puritans had intermarried, forming a core of political leaders.  Marriage solidified political networks and kept them in the family, in many places - in New Brunswick (NJ), the leaders were Colonel Bayard, Judge Patterson and General White - all were related and lived in close contact.

Most assemblymen were first elected as town selectmen, country justices of the peace, or militia offices.  They had community roots and therefore a lot of popular support; they could rely on this support when royal governors or bureaucrats caused trouble.  They used their “power of the purse” (control of taxation & revenue) to stop the governors from implementing imperial policies that they didn’t want.

In the 1720′s, the king ordered Massachusetts to pay Governor Shute a permanent salary.  The assembly refused repeatedly, and even refused to pay Shute a yearly stipend as long as he (Shute) went on about it.

Most royal governors simply didn’t have the political clout or popular support to impose unwanted/unpopular policies on the assemblies.  They also didn’t have the military force to do so - during these times, mobs and riots were common.

In New York, a mob closed down brothels to protect community values; in Salem, a mob drove people with infectious diseases out of town.  In Boston (during Queen Anne’s War), artisans & labourers rioted to prevent merchants from selling grain when the people were going hungry.

In New Jersey (a generation after QAWar), farmers closed down the law courts, to stop proprietary claimants from seizing disputed lands.  They saw themselves as having been “wronged and oppressed”, and thus their violence was justified as they were morally in the right.

In New England, lumbermen attacked Surveyors of the Woods (royal officials), as they were trying to stop them cutting down certain tall pine trees, which were supposed to be used only for British Navy ship masts.  In Boston, officials tried to force residents to buy produce only at a designated market (a rule which favoured established retailers over country hawkers).  A mob destroyed the building, and threatened the authorities, “If you touch One you shall touch All,” an anonymous letter warned, “and we will show you a Hundred Men where you can show one.”

Clever officials out-waited crowds until the passion subsided; entrepreneurs & land speculators had money & law on their side, and often outlasted the people.  But mobs were still a force to be reckoned with - because of their power, and their claim to moral & political legitimacy.

The old authoritarian system was gradually undermined.  Local governments and political assemblies grew in power, generally responsive to popular pressure, and becoming more & more immune to British control.

It is another dismal grey day, the odd speckle of rain strikes my glasses, leaving the tiniest of water droplets on my lens. It is not enough to deter me, but enough that I keep my camera stuffed inside my zipped-up raincoat over top my puffy jacket, over top my fleece. Did I mention it is still cold?

Mounds of granular waist-high snow, black with street dirt, rim the parking lot.   The landscape looks just defeated, covered with last season’s leaf litter; trees naked, without so much as a hopeful bud.  What my mind’s eye remembers from last summer is not in agreement with what I am looking at.  This could be harder to sell than I thought. I’ll start with the entrance sign and move inward.

I head up the first access path to the arboretum, hoping for inspiration from the trees. I remember there are plaques marking all the native trees of New Brunswick here. Odell Park has one of the finest old-growth forests in eastern Canada and many of the trees are more than 400 years old.

I have chosen a bad path to follow. The melted snow has left a a slurry of ice. I penguin -walk across to the first plaque. It seems water-logged and is virtually unreadable. I can make out Large-tooth Aspen. The identification lists information about this species of tree – height, stem, bark, crown, leaves and bud.  Every tree around me looks the same, straight trunk with scraggly limbs.  This won’t do, I say to myself, and exit the path.

The map of the park has winter access and summer access marked. Below the map are plexiglass pockets filled with lost and found mittens, gloves, hats and a single tiny snowshoe. Up the hill is the duck pond, still frozen over. I leave the pond and trek up the middle path toward the washrooms.

I meet a man with an orange vest. He doesn’t greet me, just says, “The toilets are gone.”

“What?” I wrench out my answer as if it is the craziest thing I have ever heard.

He reconsiders what he said.

“Oh, I mean we are re-tiling the floor, the toilets have been taken out till we are finished.”  I walk away shaking my head.

Beside the building a stand of decorative cedar is twisted and bent. I walk between their wiggly trucks. It is like a funhouse of limbs, and it makes me smile as I exit the far side.

I hear water gurgling and I am drawn to it.  A small flowing stream trickles between its banks over rocks and fallen limbs. I squat down and reach into the cold water to grab a plastic bag hung up on a rock and deposit it in a garbage bin.

I head further into the woods, even though the trail is snow-covered. The young balsam fir trees shine with green shoots and their colour tells me there is life emerging.

The decaying snow is littered with cones, needles, twigs and seed pods that were shed from their parent trees, all of which are useful forage for squirrels, chipmunks, mice and birds.

I follow the main trail back down the hill. I stop to listen to the chirps and tweets of birds, the clucking of squirrels.  I also hear a low murmur of voices behind me.

Usually I am friendly to those I meet while I am out hiking, but at this moment I am annoyed. I had the whole old-growth acadian forest to myself and I am resentful of the intrusion by these two young people chatting, away disturbing my peace.  I stop and they pass me as if I am invisible.  I wait a few moments before looking their way again and on cue they reach out for each other’s hand, totally absorbed in the other’s company. Ah spring love. My annoyance melts away.

At the top of the park is the botanical garden. Obviously not worth seeing today, but all summer and late into the fall you can see gardens fill with colourful flowers.  (Photos from September 2017)

Just as I am leaving, I spot a single white pine off in the distance, its many limbs dividing off the main trunk.  It is very impressive and I have to get a photo of it.  I tiptoe through the saturated ground, my shoes are wet and socks are soaked. As I get closer I think, this tree is enormous. The one limb that has been trimmed off would be the size of a normal tree trunk. I look around to find something to balance my camera so I can get a photo of myself beside it for scale, but nothing is available. You will have to trust me when I say it is a very large old tree.

Down the bank I side-step around snarled roots of a tree that appears to be crawling away, reaching out to the field. Years of erosion and foot traffic have laid the roots bare but the tree is tall and proud and makes a grand feature photo.  Odell Park is not all about the trees, but they sure know how to capture your attention.

Después de 2 Meses exactos, de Octubre 15 a Diciembre 15, que Santander pasó en Hamburgo y sus Alrededores donde deja incontables Amigos de toda Europa y muchos recuerdos gratos con los Gobernantes y Crema de la Crema de la Sociedad. Nuestro Genio “Socialite” Francisco Santander parte hacia el Sur de Alemania, pasando por Frankfurt. Pero tranquilo que te voy a mostrar muchos Mapas del Recorrido. Sin Mapas seríamos como unos Ciegos, y peor en ese Frío de Diciembre 15 hasta Enero 12, Fecha en van a salir de Alemania por Colonia ( Cologne Köln ) y Aquisgrán ( Aachen,  Aix-la-Chapelle ) y llegan a Holanda (  Países Bajos ) por Maastricht , pero Santander lo llama Bélgica.

En este Capítulo ves que Francisco Santander sabe mucho de Historia y Política de Alemania. Es imposible que haya aprendido tanto en un Viaje. El estuvo dos Meses en Hamburgo con muchas Amistades y Celebraciones y ahora va al Destino de Colonia ( Cologne, Koln ) antes de entrar a Bélgica. Van en dos Carruajes Cerrados en medio del gran Frío de Diciembre. no son tan grandes como las Diligencias del Lejano Oeste en las Películas, y yo conjeturo que cada Vehículo es tirado por un solo Caballo, pero no estoy Seguro. en un carro van Santander, Pacho y Rojas, en otro van los tres Criados.

 Admito que yo puedo estar equivocado en mis Especulaciones sobre el Transporte en Alemania en el Invierno de 1829 a 1830, Por eso les presento un Vehículo tirado por dos Caballos.

Este Vehículo es prácticamente una Diligencia o “Stage Coach” y estoy seguro que tan cómodos no vamos a viajar con nuestros Amigos. Esto es para Viajes muy largos como corresponde a la Geografía de los Estados Unidos. Hubo que crear Vehículos mas grandes.

Santander dió “La Vuelta del Bobo” para Ir de Hamburg a Hannover y luego a Frankfurt, y después ir a Mainz y bajar por el Río Rhin hacia Colonia, regresando hacia el Norte de la Brújula, muy extraño.   Pero esto podría tener Justificaciones Históricas, Turísticas y hasta Financieras. Recordemos que Santander es una Mente privilegiada enciclopédica, detallista, minuciosa, cositerita.

1829. Diciembre 14.

   El señor Merck estuvo en la posada a las 10. El señor Enet me entregó las libranzas o letras de cambio sobre París, valor de quince mil francos. A las 10 y media salimos de Hamburgo en dos coches y llegamos a Harburg (Hannover) a las once y media; allí tomamos té y seguimos hasta Welle, donde comimos y dormimos. Cuatro millas alemanas hay de Harburg a Welle, el camino es bueno, mucha parte empedrado y poblado, el terreno es quebrado aunque las colinas son muy suaves. De trecho en trecho se paga un derecho de peaje. Apenas se conoce el cultivo de la tierra, pues siendo la estación presente la de invierno, nada hay verde ni hay sementeras. En las casas de posta están fijadas las tarifas y reglamentos del gobierno en el particular. Donde se cobra el peaje hay una gran viga que se atraviesa en el camino y se levanta para dar el paso.

El Camino que siguieron los dos Carruajes con Nuestros Amigos desde Hamburg hasta Frankfurt pasando por Hannover, Göttingen y Cassel, después irán a Mainz, y luego a Koblenz, Bonn y Cologne ( Colonia ), regresando hacia al Norte y bajando por el Río Rhin, Fíjate que es una Vuelta Grande y que hubieran podido ir en Barco, pero sin atractivos Turísticos, Históricos, Humanos y sin Relaciones Sociales con la Alta Sociedad de Algunos Puntos en Alemania. Fíjate que Santander se desvió por Celle antes de pasar por Hannover.

1829. Diciembre 15.

   Salimos a las seis de la mañana. El alojamiento y la comida nos costó muy caro. A las 11 llegamos al pueblo de Soltau y nos desayunamos con té, leche y pan; para pedir esto fue preciso ocurrir al manual del viajero y mostrarle al dueño de la casa la parte escrita en alemán en los diálogos. A las 3 llegamos al pueblo de Berge, donde comimos regularmente y barato. Continuamos y descansamos a las 7 y media en Celle, lugar más grande que los anteriores, en la Posada de Hannover. El camino es más quebrado que ayer y con alamedas, fácil y cómodo para andar. De Harburg aquí hay 14 millas alemanas, que son 28 leguas nuestras. En Celle hay de guarnición dos regimientos.

HANNOVER

1829. Diciembre 16.

   Salimos a las 6 de la mañana y nos desayunamos a las 9 en el pueblo de Schlosserslags. A la 1 llegamos a Hannover. En la puerta una guardia de soldados preguntó quiénes eramos, uno leyó mi pasaporte y pasamos a la posada Strelitz Hotel, donde nos alojamos. Esta es la capital del reino de Hannover y lo gobierna el rey de Inglaterra por medio de un gobernador que es el duque de Cambridge, su hermano; tiene 25.000 almas y no parece mala. Hoy no hay teatro porque es día de fiesta eclesiástica.

Este reino de Hannover tiene cerca de un millón y medio de almas y fue formado por el tratado de Viena en 1815. Fue del Hannover del electorado de Cassel y del de Brunswick, que Napoleón hizo el reino de Westfalia para su hermano Jerónimo. Bruswick está a 9 millas de aquí. Está alojado en esta misma posada el príncipe sobrino del elector de Hesse-Cassel. Esta ciudad tiene lonja, bellos paseos y la famosa Casa del Rey, en francés Château. Fuimos Pacho y yo a un café donde servían dos muchachas bonitas y se leen papeles públicos en alemán.

Como Santander está admirando mucho las lindas Meseras de Alemania en este Diario, que mas hermosas no las hay en ninguna parte, entonces aquí les presento una que aparece con unos Cazadores. Afortunadamente Santander es todo un Caballero y está en Misión de Conquistar la Amistad de Europa y Estados Unidos para una Primavera de Democracia y Libertad en Colombia en 1832-37.

BRUGGE

1829. Diciembre 17.

   No hemos podido salir porque se rompió una rueda del coche y se está componiendo. Almorzamos a las 11 del día, por fin salimos a la 1 y anduvimos 6 millas para dormir en Brugge, pequeña población. Nos costó barata la comida y alojamiento.

GOTTINGA

1829. Diciembre 18.

   Salimos a las 6 de la mañana. El terreno es más quebrado de aquí en adelante hasta cerca de Gottinga; el día ha estado nublado y nevando. A las 9 almorzamos en el pueblito de Fiedenewie, a las 12 y media comimos poco en Eisenbach, lugar bastante grande; a las cuatro estuvimos en Northein, también lugar grande, y a las 7 llegamos a Gottinga, ciudad de alguna consideración. Posamos en el Hôtel La Couronne; he observado ahora que casi no hay posada en el tránsito donde no se encuentren las gacetas alemanas del contorno, ni hay pueblo que no tenga alumbrado por la noche y cementerio regular.

CASSEL

1829. Diciembre 19.

   Por la mañana salimos a pie a dar vuelta por la ciudad y nos pareció regular. Hay aquí una buena biblioteca y la universidad famosa de Alemania. A las 9 montamos para continuar nuestro viaje. A las 12 llegamos al pueblo de Dransfeld y almorzamos. Este es un lugar bastante grande. De aquí partimos y llegamos a las 3 a Munden, última población de Hannover y mucho más grande que Dransfeld; está situado entre colinas de bosque y a la orilla de un río navegable, lo que nos pareció hacer su situación muy linda; luego, después de haber seguido, llegamos a las 7 a Cassel, capital del electorado de Hesse-Cassel, y posamos en el hotel L'Empereur Romain.

 Al llegar a la frontera nos pidieron por primera vez los pasaportes, los cuales vistos, continuamos el camino. El terreno de hoy ha sido bastante quebrado, los campos todos están cubiertos de nieve y ha nevado todo el día. Hoy he leído en el diario de Francfort referente al Courier de Londres, que ha habido en Colombia un movimiento revolucionario intentado por el general Córdova y que en la costa de México en el Pacífico, en la provincia de Oaxaca, habían desembarcado 2 mil españoles procedentes de Filipinas.

1829. Diciembre 20.

   Domingo: Hemos hecho hoy alto en esta capital. Después de haber almorzado salimos a dar una vuelta, pasamos por una plaza redonda (plaza del rey) y llegamos a la gran plaza Federico, donde se repartía la parada, con cuyo motivo estaba reunido allí un gran número de oficiales y toda la música. En esta plaza está el bello palacio del gran duque (Guillermo II), el museo, el teatro, y en medio una gran estatua de piedra de Federico II de Prusia rodeada de rejas de hierro. En la calle de la posada a dicha gran plaza, está el Liceo Federico. Hay en la ciudad famosos baños de mármol y a una legua cascadas hermosas. La ciudad nos ha parecido hermosa aunque no de gran extensión; tiene de población 21 mil almas y muy bellos edificios con azoteas. Todo el electorado tiene 1 millón de almas.

   La moneda de Hannover y de Cassel es la siguiente: un luis de oro, o un federico, vale 4 pesos de nuestra moneda, tiene 5 y medio thalers, cada thaler 24 bons grotscher, que es una moneda de plata y cobre que sirve para el menudeo. Hay monedas de plata casi tan grandes como nuestros fuertes, aunque de menos peso, que son los thalers, y hay monedas de 8,4, 2 y un grotscher. Un escudo es lo mismo que un thaler; un florín de Hannover son 16 bons grotscher o dos tercios de thaler. Las cuentas para alquileres de coches, posadas, etc., se hacen por thaler y grotscher, así como nosotros las hacemos por pesos y reales. En Hamburgo se hacen por marcos courants y chelines, a excepción del comercio, que los hace por marcos de banco, moneda imaginaría.

   El gobierno no es constitucional. El gran duque tiene toda la autoridad. La religión más extendida es la protestante. Hay una iglesia católica que se llama francesa. Hay un príncipe heredero que hoy está de paseo en Francfort.

   A la hora de comer vino a hablarme el señor Federico Braun, hermano del general colombiano Felipe Braun, para tomar noticias de él. Me mostró las memorias publicadas por el general Miller y me hizo el ofrecimiento de llevarme en su coche a ver las cascadas y alrededores de Cassel. En el teatro se ha representado La flûte enchantée, ópera de Mozart, y hemos ido a ella para poder juzgar de los únicos teatros europeos que conocemos hasta ahora. Me pareció la ópera bien ejecutada, muy regulares las decoraciones y no malo el canto.

El teatro es pequeño pero bonito; la música excelente. El palco del gran duque está adornado con lujo y su alteza real estuvo en la función. Al entrar él al palco, no se hace demostración ninguna; entonces comienza la música a tocar. Los concurrentes permanecen destocados durante toda la representación y entreactos. En un intermedio bailaron divinamente un hombre y dos damas. Creo que la ejecución de la citada ópera respecto a las decoraciones es mejor en Hamburgo y en cuanto a los cantores y cantarInas en el uno y en el otro teatro hay superiores y medianos. Pero para una ciudad como Cassel me parece el teatro magnífico bajo todos los respectos. A las 9 regresamos a la posada.

   Cassel es ciudad fortificada. Ofrece ella a los viajeros curiosos las siguientes vistas: el palacio del elector, el museo, la sala de pinturas, el arsenal, la fundición, el teatro. En sus alrededores los baños de mármol, la casa de campo Wilhelmsloche, que tiene un chorro de agua que se eleva 200 pies; la cascada, donde hay una estatua de Hércules, el palacio Loewenburg, el puente del diablo, el acueducto, el jardín de plantas exóticas y el palacio Wilhelmsthal.

HOLSDORF

1829. Diciembre 21.

   Salimos a las 7 y media y en la puerta de la ciudad el oficial de la guardia tomó razón de quiénes éramos. Almorzamos en el pueblo de Fritzlar, tomamos té en el de Herberg y dormimos en el de Holsdorf. El camino es bastante quebrado y se encuentran muchas poblaciones a pocas distancias.

Sale de Hamburgo y viaja directo al Sur 160 Kilómetros y llega a Hanover donde se queda, pasa por Gottingen, Kassel y almuerza en Marburg el 22 de Diciembre, lo describe y visita. Luego viaja 100 Kilómetros directo al Sur y llega a Frankfurt donde pernocta. Irá a Mainz, Koblenz y Cologne donde permanece.

GIESSEN

1829. Diciembre 22.

   Salimos a las 7, almorzamos en Marburg, ciudad que antiguamente fue fortificada y donde hay un batallón de guarnición. Aquí visitamos la iglesia protestante llamada Santa Isabel, que es toda de piedra de sillería desde los cimientos hasta las bóvedas. Tiene tres naves y toda ella es verdaderamente hermosa. Vimos muchos sepulcros de personas notables, como uno de los Conrados, Enrique, landgrave de Hesse, sobre los cuales se hallan sus bustos de piedra vestidos según el uso de la antigua caballería.

 Uno solo de estos relieves es de mármol. También vimos el sepulcro de bronce de Santa Isabel, reina de Hungría, landgrave de Hesse. Continuamos nuestra marcha por un camino tan quebrado y tan poblado como el de ayer y dormimos en Giessen, ciudad bastante grande, en la posada El Caballo Negro. De Cassel aquí hay 14 millas y cuarto de posta y faltan hasta Francfort del Mein 7 millas, que ya se sabe que son mucho más grandes que una legua nuestra (como que una hace dos de nuestras leguas).
