From our #BrutalNYC survey: One Police Plaza# The New York Police Department's headquarters at One Police Plaza was the heart of the Civic Center's postwar revitalization that also saw the creation of the Metropolitan Correctional Center, Murry Bergtraum High School, Chatham Green, Chatham Towers and a public plaza, all designed by Gruzen & Partners. Previously the Department had been located north of the civic center area, in a block-long Beaux-Arts building on Centre Street. To connect the new development with Park Row, the street was lowered, curving under the anchorage of the Brooklyn Bridge. Today this area has been closed to cars and surrounded by checkpoints in an attempt to secure the base of the bridge and One Police Plaza. Duane Street and New Chambers Street (through the Municipal Building) were also closed and paved with red brick. The new headquarters consisted of a brutalist ten-story red brick cube with a matrix of punched-out windows, sitting atop a multi-leveled base. The corners of the cube cantilever over the base, exposing the concrete structural elements. The mostly windowless bases house a garage, holding cells, and a shooting range. The surrounding landscaped plaza designed by architect M. Gig workers around the globe

My 2010 YA science fiction novel For the Win imagines a global solidarity movement among precarious gig workers paid to "gold farm" inside massively multiplayer online games.

The kids who do this work realize they have more in common with each other than their bosses, and form a global syndicalist union called the Industrial Workers of the World Wide Web (IWWW) or "Webblies."
Gold farming remains a source of exploitative labor, xenophobic in-game violence, and acts of solidarity, but it's only a tiny sliver of the true gig economy, which started with traditional low-waged delivery and driving work and has spread to MDs.

It won't surprise you to learn that what attracts investors to gig work is the potential to scale up a company at workers' expense. Building the app and bribing, coercing or convincing local authorities to allow it to operate is a fixed cost; running the service is cheap.
The capital costs - bikes, trucks, cars, phones, data-plans - are all borne by workers, who, thanks to systematic worker misclassification, are treated as independent contractors who are not entitled to benefits or workplace protection.
And while the workers must buy expensive capital equipment and have their days scripted to a fine degree by the electronic nag of the app, the company offers them no assurance that compliance and performance will be rewarded with a fair wage.
Not only do workers routinely see their pay slashed after they've established themselves with the company, thanks to unilateral shifts in the compensation structure (as well as changes to the apps to hide how much a job pays until the worker has completed it).
But entire, debt-financed capital investments by workers can be wiped out by a "pivot" in corporate strategy, as happened to Zweli Ngwenya, an Uber driver in Johannesburg who went into debt to buy a car that qualified him to drive for Uberx.
Ngwenya relied on Uberx-style compensation to service the debt on the capital asset he purchased to help Uber scale up its South African business. But then Uber rolled out a cheaper alternative, Uber Go, that didn't require a fancy car, and paid lower compensation.
Ngwenya's wages have "plummeted." He may not be able to service the debt he incurred. A company that expected him to frog whenever its app told him to jump never extended even the thinnest fiction of a reciprocal degree of respect and care.
There's a lot to be learned from Rest of World's data analysis. For example, there's an excellent article on "How the platform economy sets women up to fail," which traces the gender inequities in the structure of the gig economy.

But what I found most fascinating was the introductory article, "How the gig workers are fighting back," detailing how gig workers around the world are making common cause with one another.

These movements cross sectors - uniting drivers and bike deliverers and grocery shoppers - and national boundaries, as well as the far less permeable barriers between high-income and low-income countries.
Because even though there are striking differences between the lives of the seven gig workers profiled in the package - a doctor in India, a truck driver in Indonesia, a rideshare driver in Ethiopia - the similarities are even more striking.
Even though these workers can articulate benefits to their situation, they all describe the same pathology of their implacable app overlords - a steady ramping-up of work to a dangerous inhuman pace, a race to the bottom from app companies promising faster, cheaper service.
The same pattern is repeated around the globe. Josh Dzieza's beautifully written longread on the lives of NYC bike-delivery couriers repeats all the themes of these workers around the global south.

Like my imaginary Webblies, these workers are facing a common enemy, and they're banding together online to fight back. What's more, these workers are canaries in the labor coalmine: if your job can be done by zoom, some asshole is currently pitching that business-plan.
Teachers, lawyers, doctors, illustrators, writers - the gig economy is everyone's future - it's just not evenly distributed. Whether you're ordering dinner from an app or delivering it, you have a common enemy in the form of rapacious, inhumane global capital.
But it doesn't have to be this way. These businesses don't need to operate at inhumane tempo to be viable. They don't need to offload capital costs to workers. They don't need to misclassify employees and escape fair workplace standards. We let them do it, so they do it.
We can stop them. The beneficiaries of the gig economy are few. Its victims are many. The same tools that offer instantaneous, globe-spanning exploitation can also be a framework for global, realtime solidarity movements.

For over 100 years, water towers have been a seamless part of New York City’s skyline. So seamless, in fact, they often go unnoticed, usually overshadowed by their glassy supertall neighbors. While these wooden relics look like a thing of the past, the same type of water pumping structure continues to be built today, originating from just three family-run companies, two of which have been operating for nearly this entire century-long history. With up to 17,000 water tanks scattered throughout NYC, 6sqft decided to explore these icons, from their history and construction to modern projects that are bringing the structures into the mainstream.
When the Dutch settled New York City they found an island rich with waterways and natural streams. However, as the city’s industrial sector grew, so did its polluted waters. With no proper drainage system, standing pools of grime would form in the streets. The harm of these unsanitary conditions was not revealed until a group of wealthy New Yorkers formed the Citizens Association of New York to focus on public health reform. After the group’s survey revealed dangerously unhygienic conditions, a campaign was launched to improve the quality of water and people’s access to it.
The Department of Public Works was later founded in 1870 to improve the drainage system and access to water. During the 1880s, indoor plumbing began replacing well-drawn water, and roughly 50 years later, top-floor storage tanks started popping up all over the city. Tanks were placed on rooftops because the local water pressure was too weak to raise water to upper levels. When construction started to grow taller, the city required that buildings with six or more stories be equipped with a rooftop tank with a pump.
About 5,000 to 10,000 gallons of water can be stored in the tanks. The upper layer of water is used for everyday use, with water at the bottom reserved for emergencies. When the water drops below a certain level, an electric pump is triggered and the tank refills. Gravity sends water to pipes throughout the building from the roof. A water tank usually lasts roughly 30-35 years. It can be built within 24 hours and takes just two or three hours to fill with water.
Only three companies construct NYC’s wooden water tanks: Rosenwach Tank Company, Isseks Brothers and American Pipe and Tank. All three are family-run, operating for at least three generations. The Rosenwach Tank Company, the best known of the group, first began on the Lower East Side in 1866 by barrel maker William Dalton, who later hired Polish immigrant Harris Rosenwach. After Dalton died, Rosenwach bought the company for $55 and, along with his family, expanded services over the decades to include historic building preservation, outdoor site furnishings, and new water technologies. Rosenwach boasts that they’re the only company that mills its own quality wood tanks in New York City.
Isseks Brothers opened in 1890 and is now overseen by David Hochhauser, his brother, and sister. As Scott Hochhauser told the NY Times, there has been little changes to their water tank construction process over the past century. Despite this, a lot of people are curious about the tanks. “Some are interested in the history; a lot of artists like them, for the beauty; and there are people who are into the mechanics of them. But I don’t get too many people call up to say, ‘Hey, tell me about those steel tanks.’”
According to their website, American Pipe and Tank is all about “sons apprenticing with their fathers,” proudly claiming their business as being generational. While the company has since expanded from its original services, the American Pipe & Tank Lining Co. remains the group’s oldest. They prepare, install and repair hot water tanks and fuel oil tanks in the New York City area.
While the hand-made wooden barrels make us sentimental, they’re actually the most effective for the water tank’s job. Even the city’s most luxurious buildings, like 15 Central Park West for example, feature wooden tanks. Rosenwach uses Western cedar for their tanks, a cheap, light-weight material.
Plus, wood is much better at moderating temperature than steel tanks. Steel tanks, while sometimes used, are more expensive, require more maintenance and take more time to build. A wooden tank that can hold 10,000 gallons of water costs roughly $30,000. A steel tank of the same size can cost up to $120,000. And water stored in the wood will not freeze in the winter and stays cool during the hot summer months.
Eventually, the wood will rot and will need to be replaced after 30-35 years. Kenny Lewis, a Rosenwach foreman, explained the process of the tank infrastructure to amNY: “When you first set them up they leak, but when they fill [with water], the wood expands and becomes water tight. Then, it’s like a giant toilet. When people use the water, the level goes down. All ballcock lets more in, and that water is pumped from the basement.”
As part of a 2014 Water Tank Project, water tanks became an awareness campaign through art. To call attention to the global water crisis, the project enlisted support from artists and students from NYC public schools to create art on water towers.
In addition to the world of art and public advocacy, water tanks have been seen in the architecture and real estate world. A steel water tank was converted into a fully functional rooftop cottage in Greenwich Village. The tank-turned-cottage sits above a two-bedroom condominium and sold for roughly $3.5 million.

In late August, the Metropolitan Museum of Art opened a new show centered on Jacob Lawrence’s Struggle: From the History of the American People series, a sprawling, 30-panel epic that tells the story of watershed moments in the nation’s formation with an emphasis on the contributions of women and people of color. The traveling exhibition marked the majority of the works’ first reunion in more than 60 years, but the whereabouts of five panels remained unknown—until now.
Earlier this month, a visitor to the Manhattan museum realized that the African American artist’s distinct Modernist style looked incredibly familiar. She thought she knew where one of the five missing panels might be: namely, hanging in her neighbors’ living room. Returning home to her Upper West Side apartment, the museumgoer encouraged the couple to contact the Met, per a statement.
As Hilarie M. Sheets reports for the New York Times, the elderly husband and wife acquired the painting for a modest sum at a 1960 Christmas charity art auction benefitting a music school. They first became aware that their Lawrence panel could be a part of a larger series after reading coverage of the exhibition, which debuted in January at the Peabody Essex Museum in Salem, Massachusetts, before embarking on a national tour.
Randall Griffey, co-curator of the Met’s iteration of the show, tells the Times that the museum’s proximity to the owners’ residence—it’s located “just across the park” from them, he says—pushed them to reach out to curators.

“Last week a friend of mine went to the show and said, ‘There’s a blank spot on the wall and I believe that’s where your painting belongs,’” one of the owners, both of whom asked to remain anonymous, tells the Times. “I felt I owed it both to the artist and the Met to allow them to show the painting.”
The work in question depicts Shays’ Rebellion, a six-month armed uprising led by Revolutionary War veteran Daniel Shays in protest of Massachusetts’ heavy taxation of farmers. Titled There are combustibles in every State, which a spark might set fire to. —Washington, 26 December 1786, the panel is number 16 in the Struggle series. It was one of two of the missing paintings known only by their titles; the remaining three are recorded in photographs, notes Nancy Kenney for the Art Newspaper.
“It was our fervent hope that the missing panels would somehow surface during the run of ‘American Struggle’ in New York, the city where Lawrence spent most of his life and where the series was last seen publicly,” Griffey and co-curator Sylvia Yount say in the statement. “Lawrence’s dynamic treatment of the 1786–87 Shays’ Rebellion reinforces the overall theme of the series—that democratic change is possible only through the actions of engaged citizens, an argument as timely today as it was when the artist produced his radical paintings in the mid-1950s.”
Initially, Griffey tells the Art Newspaper, he was dubious about the resurfaced panel’s authenticity. But as soon as he saw images of the painting, he began to think that it could be real.
The work was signed and dated 1956—the year Lawrence finished the series—and as Griffey notes, “the treatment of blood in the panel was very consistent with that in the others.” After sending a conservator to assess the painting and its condition, curators green-lit the panel for inclusion in the exhibition.

According to the Smithsonian American Art Museum, scholars consider Lawrence “the most widely acclaimed African American artist of [the 20th] century.” His work brought him national recognition by the time he was 30, and he remains one of the few black artists included in standard surveys of American art.
Lawrence’s most famous works include his Migration series and his paintings of everyday life in Harlem. The artist often painted extended narrative series, the longest of which spanned upward of 60 panels, and paired earth tones with bright colors in a dynamic Cubist style.
Struggle, meanwhile, is a retrospective on American history that highlights the roles of the underseen alongside those of the Founding Fathers. #FacadeFridays – Endo Laboratories in Garden City, designed by Paul Rudolph in 1962. We had the pleasure of visiting this brutalist complex – part of our Brutal NYC survey – last week and it is an incredible work of art. Dubbed the “Fortress for Pharmaceuticals,” the castle-like structure featured Rudolph’s iconic corduroy concrete facade. Endo is a highly expressive machine choreographing the most effective use for its client. Rudolph expresses Endo’s functionality, then adds an additional layer that is sculptural – a material expression to create art. Endo merges interlocking volumes and forms to articulate the spatial specificity necessary for the highly precise program needed for manufacturing pharmaceuticals. While some of the interiors appear generic, such as open office or production floors, they represent the specifically calibrated spaces for operation and production. Rudolph’s baroque exuberance comes through most clearly in the curving staircases; one at the guest entrance, and one leading to the pod-like cafeteria that is raised above the roof garden. Turrets, which house the functional systems from seating alcoves and air intake valves are distinctly Rudolphian in the way the building explodes out from its orthodox envelope. Not everyone appreciated Rudolph’s modern design. The complex was clearly visible to motorists on the Meadowbrook Parkway who were not as accepting of Rudolph’s artistic license. The LI Parks Commission responded by planting nine large trees in front of Endo, blocking the view from the Parkway.
