MINI-OVERVIEW: "The picture that "Safe As Milk" paints of the Summer of Love is quite different than that depicted by the usual L.A. groups.
Van Vliet's vocals, with obvious draws from the raw delta wails of Howlin' Wolf, portray surrealistic Daliesque scenes upon a tapestry of stop-and-go drums, staggering dual slide guitars of Ry Cooder and Alex St. Clair, and intricate bass lines, woven together in a dynamic, ever-changing landscape of blues, pop, and heavy fuzzed-out psych.
The constantly-changing song structures are smoothly integrated and still give the façade of conventionality while simultaneously drawing upon obscure folk- and African-inspired rhythms, somehow keeping every song interesting from beginning to end."

The On-Going Battle Between Johnny Depp And Amber Heard

What does the public love more than cute celebrity baby photos? The answer is celebrity divorces--messy, relentless and expensive. All eyes turn towards the screaming match, while paparazzi flash their cameras, capturing every moment of a divorce. In 2016, Hollywood actress Amber Heard filed for divorce against Oscar nominee Johnny Depp. Even though the divorce was finalized in 2017, numerous events have occurred since then, leading up to a future defamation trial in 2020.
Before diving into the complicated separation, this section establishes a brief timeline of Depp and Heard’s relationship. They met while shooting The Rum Diary in 2009. In the same year, Heard was arrested and charged for grabbing and hitting her at-the-time girlfriend Tasya van Ree. “All charges were dropped, however, with van Ree herself saying that Heard was "wrongfully" accused by cops who "misinterpreted and over-sensationalized" the incident.”[1] In 2012, Depp and Heard separated from their previous partners and started date early within that year. The couple married privately in 2015, but were charged for breaking Australia’s biosecurity laws since they had snuck their Yorkshire Terriers into the country. While marriage is meant to bond between two individuals for life, Depp and Heard’s relationship had started turning sour fast.
In 2016, Heard filed for divorce claiming to be domestically abused by Depp. Heard said that Depp was physically abusive while being under the influence of drugs and alcohol. Furthermore, she mentioned that he ‘“threw hisphone at her, leaving herwith a bruised face. However, a police spokesman told People that an investigation into the domestic incident radio call found that no crime had taken place.”’[2] Depp denied Heard’s allegations. He argued that she wanted premature financial resolutions.
The divorce was finalized in 2017. Depp kept all his properties such as his remote island in the Bahamas. Meanwhile, Heard split with entrepreneur Elon Musk, before coming back together in 2018. “The Hollywood Reporter reported that a non-disparagement clause was inserted into the settlement that prevented either [Depp or Heard] from saying anything negative about the high-profile relationship and break-up.”[4] The settlement resulted in Heard receiving $7 million, which was all donated to charity.
During the #MeToo movement, in 2018, British tabloid The Sun “publishes an article by its executive editor Dan Wootton that calls Depp a “‘wife-beater.”’[5] The Sun tried to paint Depp as an abuser; thus, derailing his career. The alleged goal was to convince famous author J.K. Rowling to fire him from starring in the upcoming movie Fantastic Beasts 3. Depp responded to The Sun by suing them for libel. In the following months, Heard went on to write an opinion piece in The Washington Post about facing domestic violence. Again, and this time in 2019, Depp hits back with a $50 million defamation lawsuit filed against The Post.[6]

Both actors had painted each other as being abusive throughout the three-week libel case against The Sun in 2020. Depp claimed that Heard thew objects or punched him. In opposition, Heard claimed to have thrown the objects based on “‘life-threatening’” situations.[8] Depp allegedly grabbed her by the hair and choked her. In addition to the many allegations flying from both individuals, many third parties were involved too. Depp claimed that Heard had an affair with Musk and Hollywood actor James Franco. Moreover, Depp’s previous partners Winoa Ryder and Vanessa Paradis came forward to support of him. Ryder was shocked to have heard such inflammatory allegations. Paradis said to have never been abused by Depp. And so, even though the verdict has yet to be decided, Depp will likely lose even if he wins the trial. Given the #MeToo movement and that the trial took place in the High Court of London (in which British defamation is different from American libel), Depp is likely in a lose-lose situation.
What may be worse, for Depp, is that there is still an upcoming trial in Fairfax, Virginia. Most recently in the summer of 2020, Depp has requested to postpone the defamation trial against The Post because of filming Fantastic Beasts 3. Since Warner Brothers has reminded Depp of being contractually obligated to shoot Fantastic Beasts 3, he has asked to delay the Virginia court case until around March through June of 2021.[9]

FAA Reauthorization Act Language Serves to Exclude Vast Majority of Amateur Radio Towers
Language in the Federal Aviation Administration (FAA) Reauthorization Act of 2018 will exclude all but a small number of Amateur Radio towers from marking requirements. Thanks to action taken in 2017 and 2018 by ARRL, the bill’s original language was amended to the extent that amateur towers, as well as residential towers used for over-the-air TV reception, were effectively exempted from marking requirements.
The topic was addressed at the annual “Ham Radio and the Law” forum at the Dayton Hamvention® this past May. Some key points from that presentation: (1) Towers covered by the rules are structures at least 50 feet tall that support an antenna and are located in a rural area or on farmland or immediately adjacent to such land. (2) According to the Act, the term “covered tower” does not include any structure that is adjacent to a house, barn, or other building, and “is within the curtilage of a farmstead or adjacent to another building or visible structure.”

ARRL Regulatory Information Manager Dan Henderson, N1ND, explains that, while a few Amateur Radio towers will fall under the Act’s marking requirements and will have to be registered, towers in residential yards or within farmland are specifically exempted.

Avoiding Coronavirus May Be a Luxury Some Workers Can’t Afford
A sick day? Remote work? Not so easy if your job is at a restaurant, a day care center or a construction site.

Stay home from work if you get sick. See a doctor. Use a separate bathroom from the people you live with. Prepare for schools to close, and to work from home. These are measures the Centers for Disease Control and Prevention has recommended to slow a coronavirus outbreak in the United States.
Yet these are much easier to do for certain people — in particular, high-earning professionals. Service industry workers, like those in restaurants, retail, child care and the gig economy, are much less likely to have paid sick days, the ability to work remotely or employer-provided health insurance.
The disparity could make the new coronavirus, which causes a respiratory illness known as Covid-19, harder to contain in the United States than in other rich countries that have universal benefits like health care and sick leave, experts say. A large segment of workers are not able to stay home, and many of them work in jobs that include high contact with other people. It could also mean that low-income workers are hit harder by the virus.
“Very quickly, it’s going to circulate a lot faster in the poorer communities than the wealthiest ones,” said Dr. James Hadler, an epidemiologist who was Connecticut’s public health director and is now is a consultant to the state. His work has found that influenza infections tend to strike low-income neighborhoods more aggressively than affluent ones, and that poor families are more likely to live in close quarters with others, and to share bathrooms.
Unequal access to precautionary measures cuts along the same lines that divide the United States in other ways: income, education and race.
“It’s definitely an equity issue,” said Alex Baptiste, policy counsel for workplace programs at the National Partnership for Women & Families, a nonprofit advocacy group. “You have not just an economic disparity but also a racial disparity between who has that access and can take care of themselves and their families.”
Portia Green, 33, is a restaurant worker in New York. She has no paid sick leave or health insurance. If schools closed, as a single mother she’d have no child care. A day off work means losing around $100 in pay, she said, and if she had to take more than a few days off, losing her job. The restaurants she has worked for are too understaffed to call in backup workers easily, she said, and the expectation is that you show up unless you’re “green.”
“They’re going to push you to do it anyway,” said Ms. Green, who is a member of Restaurant Opportunities Centers United in New York, an advocacy group. “You go to work, pop a vitamin C and if you can do it, you do it.”
The biggest disparity for workers is access to health care: In the United States, some 27.5 million people lack any form of health insurance. That makes them less likely to seek medical care when they become ill or to have access to preventive health benefits that can help them stave off illness. The uninsured are disproportionately low income.
Workers also have unequal access to remote working. The government recommended that people work from home in a coronavirus outbreak, but just 29 percent of American workers can do so, according to Labor Department data. They are most likely to be highly educated and high earners.
On an average day, 35 percent of the highest earners and 8 percent of the lowest earners spend some time working from home. Managers and professionals are most likely to do so, and service industry and construction workers least likely. Nearly half of workers with a graduate degree do some of their work from home, as do a third of those with a college degree. Just 12 percent of those who didn’t attend college work from home.
For many workers, being sick means choosing between staying home and getting paid. One-quarter of workers have no access to paid sick days, according to Labor Department data: two-thirds of the lowest earners but just 6 percent of the highest earners. Just a handful of states and local governments have passed sick leave laws.
Only 60 percent of workers in service occupations can take paid time off when they are ill — and they are also more likely than white-collar workers to come in contact with other people’s bodies or food.
“When you’re talking about paid leave and who should stay home, it’s the ones who need it most that don’t have access to it, the ones showing up at work sick touching your food, touching your bags, coming into everyday contact with your direct life,” said Kris Garcia, 43, an airport worker in Denver.
She will not receive paid sick days until she works at her job half a year, and even then, plans to save them for dealing with a chronic disease, hemophilia. “I think people should stay home,” said Ms. Garcia, who is helping an advocacy group on issues like paid leave called Family Values at Work. “But I know I’d need my infusions, whereas if I’m coughing and have a fever, I could push through five hours.”
Evidence shows that paid sick time reduces the spread of illness. A working paper on state laws that require employers to offer paid sick leave found that statewide influenza infections fell 11 percent in the first year after enactment compared with places that made no such change. An earlier paper, on city laws, showed a similar, but smaller, effect. (There are differences between influenza and the new coronavirus, but the two diseases are transmitted in similar ways.)
“It’s very clear: When people don’t have access to sick leave, they go to work sick and spread diseases,” said Nicolas Ziebarth, an associate professor of economics at Cornell University, who was a co-author on both papers.
Still, paid sick time works only if people take it. Even when workers have paid sick leave, American culture often rewards going to work at all costs. In an average month, one in 10 workers said they needed to take leave but did not, and the most common reason was for their own illnesses, according to Labor Department data.
The top reasons for not taking it when they needed it: having too much work, fearing negative repercussions or being unable to afford a day off.

A Virus Spreads, Stocks Fall, and Democrats See an Opening to Hit Trump
The president’s response to rising fears over coronavirus has given his would-be opponents a chance to attack his biggest strength with voters: economic stewardship.

WASHINGTON — Democratic presidential candidates have seized on President Trump’s response to the spreading global coronavirus outbreak, and the growing threat it poses to America’s record-long economic expansion, to attack the president on what has been his greatest strength with voters: the economy.
Until last week, the candidates had largely attacked Mr. Trump’s economic management on inequality grounds, at a time when growth has been steady and unemployment has sunk to a half-century low. But they have begun to attack his stewardship more directly after fears over the effects of the virus dealt stock markets their worst week since 2008 and forced Federal Reserve officials to reassure investors that they were considering interest rate cuts to combat a potential growth slowdown.
Two candidates in desperate need of delegates on Super Tuesday, Senator Elizabeth Warren of Massachusetts and former Mayor Michael R. Bloomberg of New York, revamped their stump speeches in recent days to aggressively attack Mr. Trump’s handling of the issue and portray themselves as the type of president the United States needs to endure a potential economic and public health crisis.
Mr. Trump has played down the virus, insisting several times last week that it might not spread any further in the United States, and the economic threats from it. And he has lashed out at Democrats, saying they were the ones spooking investors.
“Stock Market starting to look very good to me!” he tweeted on Monday, before four more days of losses. As markets continued to slide, he and members of his administration encouraged Americans to buy stock. “The market will all come back,” Mr. Trump told reporters on Saturday. “The markets are very strong. The consumer is unbelievably strong.”
Mr. Bloomberg told a Democratic Party dinner in Charlotte, N.C., on Saturday night that “the White House is endangering lives and hurting our economy” in its response to the virus. He has reserved three minutes of paid network airtime on Sunday evening to address the nation on the subject.
“We all know the stock market has plunged out of fear,” Mr. Bloomberg said in Charlotte, “but also because investors have no confidence that this president is capable of managing the crisis.”
Ms. Warren, who warned last summer that the economy could be tipped into recession by an outside shock, also called the virus an economic crisis in a speech Saturday night in Houston. She called for targeted stimulus measures, including direct support from Congress to businesses that have seen supply chains disrupted by quarantines and factory shutdowns in Asia, and low-interest loans from the Fed “to companies that agree to support their workers and that need a little help to make it through the next few months.”
“The impact on our families, particularly on babies and elderly people and people with other health challenges, could be severe” from the spread of the virus, she said. “And the impact on our economy could also be brutal, putting jobs at risk, threatening savings, undermining economic stability and even potentially destabilizing our giant, globally interconnected banks.”
The front-runners in the race, Senator Bernie Sanders of Vermont and former Vice President Joseph R. Biden Jr., who won the South Carolina primary Saturday, have also criticized Mr. Trump’s management of the virus response. They have focused less than Ms. Warren and Mr. Bloomberg on the economic effects and have emphasized public health issues.
Asked on Friday in a CNN interview how bad he thought the economic woes from the virus could get, Mr. Biden replied, “Well, I’m less concerned about the immediate economic impact than I am about whether or not we gain control of this.” He went on to criticize the Trump administration’s response. “The concern is: Do they have any idea what they’re doing?”
None of the candidates have changed their core economic platforms, which to varying degrees all call for trillions of dollars in new taxes on the wealthy and on businesses to fund programs meant to help the middle class and the poor. And they have often cited threats from the virus as new evidence to support the need for their plans, such as universal health care.
Mr. Sanders said in a tweet last week that the outbreak showed that “it has never been more important to finally guarantee health care as a human right by passing Medicare for All.”
Mr. Trump has called for the Federal Reserve to slash interest rates, though some economists caution that such a move may have a limited effect. And he has hinted at middle-class tax cuts, though tax experts who have spoken with the administration see the effort as more of a campaign centerpiece than an immediate stimulus package.
Democratic strategists say the virus — and its potential economic effects — have given candidates a new opportunity to criticize Mr. Trump’s management abilities.
“Candidates are right to be critical when the president and his economic team are whistling past the graveyard and putting out happy talk about the economy when it’s clear that a significant disruption is happening globally,” said Ben LaBolt, a partner at Bully Pulpit Interactive who was the press secretary for President Barack Obama’s 2012 re-election campaign. “There’s no doubt it could be a defining issue of the campaign.”
Economic forecasters say the spread of the virus in China — and the supply chain disruptions it has already caused — will at least temporarily slow growth around the world, including in the United States, this year.
Some economists expect the U.S. and global economies to rebound in the second half of the year, with minimal lasting damage: Goldman Sachs and Bank of America researchers have marked down their forecasts for U.S. growth this year by 0.1 percent because of virus effects.
Still, Goldman Sachs economists warned in a research note last week that “the risks are clearly skewed to the downside until the outbreak is contained.”
Morgan Stanley researchers said on Friday that in a worst-case scenario, where the virus spreads more widely across countries and sectors of the economy, growth could slow to a near halt in the United States for much of this year, resulting in a 0.5 percent growth rate overall in 2020, which would be the worst since the financial crisis. The unemployment rate would climb back above 5 percent in that projection.
Such a slowdown could hamstring Mr. Trump’s re-election prospects. Voters give him significantly higher marks on economic management than his overall performance as president.
That strength, and a relative lack of interest in economic issues among Democratic voters, has complicated candidates’ efforts to criticize Mr. Trump on his signature issue.
Some pockets of the Democratic electorate, particularly black voters, rate the economy as their top concern, according to a new nationwide poll conducted for The New York Times by the online research firm SurveyMonkey. But Democratic voters overall rate health care and the environment as more important issues. They are about half as likely as independent voters to call the economy a top issue.
Over the course of the campaign, Democratic candidates have generally sought to emphasize that the strong economy was not being felt by ordinary Americans, who they insisted were struggling to make ends meet. Several candidates blame Mr. Trump’s trade war with China for hurting American workers. Mr. Sanders and Ms. Warren have called for broad transformations of the economy, with far steeper taxes on wealthy people and corporations. The leading Democratic candidates are all eager to raise taxes on the rich, though they disagree about how far to go with increases.
Mr. Bloomberg and Ms. Warren levied more direct attacks this weekend, while championing their own qualifications to steer the country through economic tumult. Mr. Bloomberg said he had dealt with public health and economic crises as a mayor, as a philanthropist and as the leader of his business, Bloomberg L.P., “so I understand the economic damage that bad policies can cause.”
Ms. Warren said on Saturday night that the crisis demanded a more skilled leader than Mr. Trump or several of her Democratic rivals, taking shots at Mr. Sanders, Mr. Biden and Mr. Bloomberg. The moment required “someone whose core values can be trusted, who has a plan for how to govern and who can actually get it done,” she said.
Mr. Trump, in turn, has blamed his Democratic rivals for unnerving investors. “I think they’re not very happy with the Democrat candidates, when they see them,” he told reporters on Friday. “I think that has an impact.”

Kept at the Hospital on Coronavirus Fears, Now Facing Large Medical Bills
Care was mandated by the government, but it’s not clear who has to pay.

Frank Wucinski and his 3-year-old daughter, Annabel, are among the dozens of Americans the government has flown back to the country from Wuhan, China, and put under quarantine to check for signs of coronavirus.
Now they are among what could become a growing number of families hit with surprise medical bills related to government-mandated actions.
Mr. Wucinski, a Pennsylvania native who has lived in China for years, accepted the U.S. government’s offer to evacuate from Wuhan with Annabel in early February as the new coronavirus spread. His wife, who is not an American citizen and remains in China, developed pneumonia that doctors think resulted from Covid-19, the disease caused by the respiratory virus. Her father, whom she helped care for, was infected and recently died.
The first stop for Mr. Wucinski and Annabel was a two-week quarantine at Marine Corps Station Miramar near San Diego. During that time, they had two mandatory stays in an isolation unit at a nearby children’s hospital. The first started upon arrival in the United States, and the second was a few days later, after an official heard Annabel coughing.
“The hospital staff were very nice, they brought us a lot of toys,” Mr. Wucinski said. “Each time it was three or four days. I love my daughter to death, but being in the same room that long, she is not a great conversationalist.”
Both have repeatedly tested negative for the virus.
After their release from quarantine, Mr. Wucinski and his daughter went to stay with his mother in Harrisburg, Pa. That’s where they found a pile of medical bills waiting: $3,918 in charges from hospital doctors, radiologists and an ambulance company.
“I assumed it was all being paid for,” Mr. Wucinski said. “We didn’t have a choice. When the bills showed up, it was just a pit in my stomach, like, ‘How do I pay for this?’”
Mr. Wucinski’s employer, a standardized testing company, provided health benefits when he lived in China but does not offer coverage in the United States.
Patients in the United States regularly confront surprise medical bills that are hard to decode. Mr. Wucinski’s case suggests that those held in mandatory isolation for suspected coronavirus may be no exception.
The federal government has the authority to quarantine and isolate patients if officials believe them to be a public health threat. These powers, which date back to cholera outbreaks among ship passengers in the late 19th century, are rarely used. They don’t say anything about who pays when the isolation happens in a nongovernmental medical facility — or when they’re brought there by a private ambulance company.
“There is no uniform practice,” said Lawrence Gostin, a professor of global health law at Georgetown University. “They do have the powers, but they’ve almost never used them in modern times.”
Few patients have been held in mandatory isolation, but the number is likely to grow if the coronavirus continues to spread across the United States. Eleven cases were confirmed in San Antonio on Friday evening. Earlier in the day, public health authorities identified a second case in California and a first in Oregon in which patients who had not traveled to an affected country became infected.
A Centers for Disease Control and Prevention spokesman declined to comment on whether it would pay the bills of patients kept in mandatory isolation.
Mr. Gostin worries that high charges for mandatory isolation could make patients wary of seeking needed medical treatment.
“The most important rule of public health is to gain the cooperation of the population,” he said. “There are legal, moral and public health reasons not to charge the patients.”
These hospital stays could prove expensive. The International Federation of Health Plans estimates that the average day in a U.S. hospital costs $4,293, compared with $1,308 in Australia and $481 in Spain. The hospital stays may be especially costly for patients without health insurance or for those who have large deductibles, which they must pay before their health benefits kick in.
Mr. Wucinski recalls other patients asking about how medical bills would be handled during daily town hall meetings for those quarantined at the Marine Corps station. He felt the answers weren’t clear.
He did receive a document upon leaving quarantine directing him to contact a government email address with any medical bills. He sent an email on Feb. 24 detailing the charges and asking what would be done.
“My question is why are we being charged for these stays, if they were mandatory and we had no choice in the matter?” Mr. Wucinski wrote in his message.
He has not received a response, he said. When contacted by The New York Times, a Rady Children’s Hospital spokesman said the physicians’ bill had been sent in error and that the family would not be held responsible for the charges.
“We’re in the process of assessing how the error occurred,” the spokesman, Benjamin Metcalf, said. “We are working with government agencies regarding billing for these cases.”
But the hospital bill represented only a fraction of those the family received.
The ambulance company that transported the Wucinskis, American Medical Response, charged the family $2,598 for taking them to the hospital. A company representative declined to comment on the bill “due to patient privacy concerns,” but said the company would look into the case.
An additional $90 in charges came from radiologists who read the patients’ X-ray scans and do not work for the hospital. Having such doctors, who may be outside a patient’s insurance networks, provide services to hospital patients is one of the major causes of surprise medical bills.
The radiologists’ employer, San Diego Medical Imaging Group, did not respond to a request for comment.
Mr. Wucinski is looking into whether he or his daughter might qualify for Medicaid, the public insurance program that covers low-income Americans. Some news outlets have seized on the fact that he coughed enough on a recent television interview to require water.
Mr. Wucinski recently noticed that his daughter is blinking a lot and hopes to get the issue examined by a doctor, but is worried about the charges they may face. He has wondered whether the stress of the past month and the separation from her mother has played a role.
“I should take her to the doctor this week for a checkup, but we don’t have insurance, so it’s just going to have to be cash,” he said.

Why a Coronavirus Recession Would Be So Hard to Contain
A supply shock is not a problem our usual economic tools are particularly good at solving. But it’s the one we face.

It looks more and more likely that the novel form of coronavirus will do meaningful economic damage to the United States. Stock and bond prices already suggest that the outbreak could halt the longest expansion on record and even send the nation into recession.
The risks loom larger because this particular crisis is ill suited to the usual tools the government has to stabilize the economy. If a recession happens, it will probably be a result of this poor fit between the economic effects of the potential pandemic and the mechanisms the government uses to try to keep the economy growing.
Interest rate cuts by the Federal Reserve — which appeared more likely Friday after a late-afternoon statement by its chairman, Jerome Powell — can lower borrowing costs and raise stock prices. But they can’t replace the goods made by factories closed to keep their workers from getting sick with Covid-19, the serious respiratory illness the virus causes. The government can try to pump more money into people’s pockets directly, such as with tax rebates, but money alone won’t put goods on empty store shelves.
Beyond the natural limitations of policy to cushion the damage, there is the economic and political backdrop of the current moment: a Fed with little room to cut already-low interest rates, and a Congress divided along partisan lines while a president seeks re-election.
If a potential coronavirus downturn were a fire, the recession-fighters would be like a fire brigade low on supplies, fighting among themselves, and probably lacking the right chemicals to quench the flames anyway.
“I’m looking at the combination of fiscal and monetary policy as potential triage,” said Joseph Brusuelas, chief economist at the accounting firm RSM. “All they can do is really mitigate the shock of supply chains and reduce the second-order effects.”
A recession, defined as a significant decline in economic activity lasting more than a few months, hasn’t occurred in the United States in more than 10 years. If one happens, it will mean higher unemployment and lower incomes. And it would be a different kind of downturn from most of the recent ones.
The core of the economic problem emerging from coronavirus is a “supply shock,” meaning a reduction in the economy’s capacity to make things. Companies in China that have shut down because their workers are quarantined are not making goods. That could eventually mean shortages of certain items for which there are few sources of elsewhere in the world.
Multinational companies typically operate complex supply chains, with lean inventories and essential merchandise that often arrives just in the nick of time. That means American companies that rely heavily on Chinese suppliers might begin facing shortages of key goods in the weeks ahead, said Nada Sanders, professor of supply chain management at Northeastern University.
“I believe we’re going to have a massive shortage of goods,” she said. “Two weeks ago I told people this was coming. The big problem was economists don’t understand how global supply chains work, how intertwined and interconnected they are.” It is an issue she said would particularly affect pharmaceuticals and electronics.
Macroeconomic policies can’t really do anything about supply shocks like those. But it’s possible that supply shocks can bleed into demand shocks, and there economic policy can help.
Tara Sinclair, who studies business cycles at George Washington University, compares it to a grocery store. A store with no goods on the shelves has a supply problem, while a store with full shelves but no customers has a demand problem. And it is generally easier to boost short-term demand than short-term supply.
But supply problems can bleed into demand problems, and vice versa.
“If first the store is empty of products, and then people don’t go to the store anymore and they lose their jobs, they can’t buy anything,” Ms. Sinclair said. “That’s what we’re risking here.”
In parts of Italy, for example, where outbreaks of the virus have disrupted daily life, tourism is slowing and restaurants and stores are reportedly empty as people seek to avoid exposure. That could result in waiters and store clerks who endure a drop in income, which could in turn feed back into less demand for all sorts of products, and a weaker economy.
Similarly, businesses might go bankrupt if the financial markets freeze up and they cannot get access to credit, meaning otherwise sound businesses end up laying off employees or closing down.
The role for economic policy, in that sense, wouldn’t be to solve the supply shock, but to try to prevent that initial supply shock from triggering a demand shock.
So, for example, the government could offer widespread tax breaks, or direct payments to unemployed workers. The Fed, with interest rate cuts, can help ensure financing keeps flowing. Those actions might in turn give consumers and businesses the space to figure out how to operate despite the problems they face.
But this is not the only challenge. If coronavirus were to spread widely in the United States, and officials decided to impose widespread quarantines, the economic impact is hard for economists to model. What happens to a service economy if people can’t safely travel, go shopping, or even go to work?
The answer is no one really knows. The closest comparison may be the aftermath of the Sept. 11, 2001, terrorist attacks, when air travel was temporarily suspended. But that didn’t keep the vast majority of Americans from going to work.
And in those more dire scenarios, it’s anybody’s guess how things might shake out.
“There are a lot of reasons to think we don’t have a lot of tools for this,” Ms. Sinclair said. “It’s more of a supply-side issue, and we can’t do a whole lot to stimulate supply. And if it does trickle over into demand, it will be a real test of whether the Fed has any firepower left and whether we have appetite for the kind of fiscal stimulus that’s actually impactful.”
In other words, it would be best if the public health efforts to contain the spread of the virus are effective enough that we don’t have to ask very much of the economic firefighters.

Wall Street Has Lost Its Nerve. What Will It Take to Get It Back?
The S&P 500 just had its worst week in more than a decade as investors fretted over the global coronavirus outbreak. The best cure may be time.

Wall Street has often adopted a simple playbook when facing a stock market plunge: “Buy the dip.” Not lately.
In recent years, investors who jumped on downturns as chances to buy shares at bargain prices have profited from the move. Their buying, in turn, helped stabilize prices, snuffing out slumps before they morphed into panics.
But last week, as coronavirus cases turned up around the world and new information kept pouring in — photographs of deserted business districts in Milan, a stark warning from an official at the Centers for Disease Control and Prevention on Tuesday, news that a single Google employee in Switzerland had tested positive for the virus on Friday — big investors across Wall Street lost their nerve, interpreting the steep fall in share prices not as an invitation to go bargain-hunting but as a reason to dump more stock.
“This is one of the few times in recent history where we’ve seen them meeting that with selling and not buying,” said Mike Lewis, head of U.S. equity cash trading at Barclays, referring to big investors like hedge funds and pension funds that tend to employ sophisticated trading strategies.
The result: the worst weekly rout for stocks since the 2008 financial crisis.
The coming week will be another test for investors. Wall Street culture fetishizes forecasts and figures. Analysts and investors are rewarded for their ability to correctly gauge risk, incorporate those assessments into accurate forecasts and then make trades based on them. As a result, investors despise uncertainty, because it makes it difficult to generate good guesses about the future.
And uncertainty is pervasive right now. The coronavirus — highly contagious, with new cases emerging daily, and millions still facing lockdowns in the world’s second-largest economy, China — is creating exactly the kind of unpredictability that makes investors fret. There is little clarity about how long it will take governments and health officials to contain the virus, leading to a gloomy prognosis for global economic growth. Supply chains remain deeply disrupted. Consumer spending may suffer if daily life is disrupted by the virus.
Markets are as precarious as they’ve been since stocks started climbing in March 2009 after the financial crisis. In such cases, investors tend to sell to limit their losses or wait for clarity to emerge, which could take weeks, if not months.
“You need to show that the virus is under control,” said Jack Janasiewicz, a portfolio manager with Natixis Investment Managers. “Until that happens, we’re going to be in these volatile swings.”
But instead, federal health officials have warned that the virus will spread. Over the coming days, Americans will probably hear updates on new infections, and perhaps deaths. (The first reported virus death in the United States, of a man in Washington State, was announced on Saturday.)
Already, during last week’s panic, updates on even a single new infection were at times enough to move multitrillion-dollar financial markets. The most recent economic data has been bleak. Official Chinese surveys of activity in the factory sector released over the weekend, showed even deeper contraction than expected.
The jitters could continue.
“Anytime you see another headline, you almost instantaneously see a reaction in the markets,” said Subadra Rajappa, head of U.S. rates strategy at Société Générale in New York, said Friday. “Clearly there’s a lot of skittishness.”
Even if, as is now expected, the Federal Reserve cuts interest rates this month, an action that has been a balm for market woes over the last decade, that may not be enough to put things back on a surer footing.
“The playbook for the last 10 years, you should throw out the window,” Alan Fournier, who trades his own money through a family office in Summit, N.J. “Because this virus doesn’t care what the Fed does.”
Since the 2008 financial crisis ended, America’s decade-long economic expansion has hardly been smooth. But when growth faltered, the Fed has reliably stepped in to act — pumping new money into financial markets or cutting interest rates, or both.
Those actions kept the economy chugging, and helped stocks rebound. The dynamic repeatedly rewarded investors who used market setbacks as buying opportunities.
But this time, traders, investors and analysts expect any action from the Fed to have limited impact, at least on the economy. Unlike previous periods of stress, including the U.S. government shutdown fights in 2011 or the trade war with China that started in 2018, the current crisis of confidence is tied more to epidemiology than economics.
So whether the market turns around depends on those who make health policy and communicate information to the public, rather than officials who determine monetary policy.
The Fed can still help calm market fears to some extent. On Friday, a brief statement from the Fed that it stands ready to support the economy helped the market rally off the worst of its lows. More soothing words could come in the days ahead, potentially reversing some of last week’s decline in stocks.
But even if markets see a short-term bounce, it could take longer to restore the investor confidence — or complacency — that pushed stocks to record highs a little more than a week ago. After all, investors just endured the second-worst week for the S&P 500 stock index since 1941 and one the fastest 10 percent declines on record. Nose dives like that are psychological events for investors as much as financial ones.
“The positive economic outlook that people had for 2020 and beyond that was not realistic,” said Chris Rupkey, chief financial economist at MUFG Union Bank. “The coronavirus helped bring that down and the stock market helped bring that down. But I don’t think you can put Humpty Dumpty back on the wall again.”
What’s most needed, investors say, is time. It will take weeks before the American public and investors have enough information to know if the country is facing significant economic disruption from the outbreak or a relatively benign scenario in which the spread of the virus is relatively quickly brought under control. It will also take weeks before the impact of the outbreak appears in economic data. Analysts will watch government economic reports for indications that news coverage of the virus, and the market’s tumble, spooked shoppers and threatens consumption, the main engine of U.S. growth.
“It is not the kind of thing that the market will quickly bounce back from,” said Ajay Rajadhyaksha, an analyst with Barclays in New York. “They will need to see evidence through the passage of time.”
