Badrinath is derived from ‘Badri’, which refers to Jujube trees and has a reference to Goddess Lakshmi and ‘Nath’ means husband. Hence Badrinath refers to Lord Vishnu, husband of Goddess Lakshmi. The priest of Badrinath is called Rawal and is believed to be from the clan of Adi Shankaracharya. During the years of priesthood, the Rawal has to strictly lead a celibated life.
According to mythologies, Lord Shiva and Goddess Parvati came to Badrinath to meditate. Lord Vishnu appeared in the disguise of a boy child and urged them to leave the spot. Despite several attempts, he ceased to stop crying and they left the place to meditate somewhere else. Lord Vishnu meditated in the spot where later the Badrinath temple was erected. There are many more such legends attached to Badrinath Dham.
The closing and the opening dates of the Badrinath Temple are decided by the committee members on the auspicious days of Vijaya Dashmi and Vasant Panchmi, respectively.

The daily pooja is done following a series of rituals. The morning pooja includes the rituals of Adhishek, Gitapath, Maha Abhishek, and Bhagwat Path. The evening pooja includes aarti and geet govind. Devotees need to take a dip in the holy water of Tapt Kund before entering the temple. Apart from the sacred spot of the Badrinath shrine, there are several other tourist attractions nearby such as Vasundhara Waterfall, Panch Dhara, Vyas Cave, Nilkantha Peak, Pandukeshwar and Mana Village.

Communication –Hello! To …… 😊😊😊(emoji)
In today’s digital world a simple handheld device, call it a smart phone, can allow you to talk, send messages (text) as SMS or WhatsApp, receive, and send emails, take photos, or shoot video and send them to anyone anywhere.
I am reminded of my first twenty years (1955 to 1975) of life from childhood to first employment when the means to communicate were limited to Post &Telegraph and so-called telephone (better known as land line today). Both these were government-controlled departments in India. This covered personal, social, and business communication.
Written communication was with the sole help of Post & Telegraph Office. Post office had three types of stationary- post card which was open, inland letter (closed but single leaf and envelop wherein you can enclose a leaf of paper. All three had printed postal stamp which was the fee for the carrier. The tariff was same irrespective of destination within India. Post card was for paise five (now Rs. One), inland letter was Paise ten (now may be Rs. 2) and envelop with 10 gms weight for Paise twenty-five (now Rs. 5).
I recall, as a child, that my father and mother would receive a letter (mostly inland letter) once a month from their relatives from Karad and Sangli (both in Maharashtra). News mainly pertained to evens like birth or marriages or deaths and some about education of children. I had to resort to written communication once I left home to go to BITS Pilani and became a hostelite. I usually wrote once a month and received one in return. Once in a while I received my money by Demand Draft.
All postal documents were transported by trains and State Transport (S.T.) buses. Some trains had special compartment or bogie assigned to Postal department. Hence these trains were called Mail e.g., Frontier Mail, Toofan Mail or Gujarat Mail. There were some places not having its own post office and hence the address must include both place and post office e.g. At Thakurali but Post Dombivali.
Another fast method of written communication was telegrams by Telegraph Department. Most used the Morse key contraption to transmit the messages. The post or telegraph office had persons who could code and decode the messages for Morse key. My personal experience with telegram was bad. I sent a telegram to my parents who were still in Maharashra village after I got my SSC (Std XI) results in June,1966. It did not reach them in time before they left hometown and that worried them a lot. They made a frantic call from Bombay on their way back to find that I had done quite well. Another instance was when I sent a telegram to my friend from Baroda on his engagement in Delhi. I got my interview call in June 1972 by a telegram from Delhi and we used to send telegram later for interview calls till about 1980.
Voice two-way messages were by telephone (called land line today). It was quite an achievement to own a telephone at residence. Most offices had telephones and only Govt. Servants, Doctors, Lawyers and very senior staff of private companies or businessmen had one at home. I got my first residential phone in 1987 at the age of 38. All long-distance calls (called trunk calls) were to be routed manually through telephone exchanges. It would take enormous time and effort to succeed in getting the connection. I recall one of my classmates used to call his parents in Ahmedabad from Pilani some time. He would spend the whole day waiting at the telephone exchange as the call was being routed via Chirawa, Sikar and Jaipur.
During these days (till I think 1975), it was exceedingly difficult to make copies of a message if it needed to go to more than one person. We had carbon copy, photocopy, and ammonia printing then. That was very cumbersome and not clear copies. For more copies, one had to depend on printing and stenciling. I remember in 1979, DGSD purchase orders were stenciled and copies distributed to various parties within Govt and outside.
One major improvement happened with introduction of telex services around 1975. Telex was like two typewriters being linked so that message can be transmitted fast. Only disadvantage was it was mainly for commercial use by offices.
Around the same time (1975~) I think Xerox copy became available to many and copying became easy.
The next major change got introduced in India when Subscriber Truck Dialing (STD) was introduced around 1985. This permitted calling out station and even overseas parties by directly dialing from your telephone without going through an operator at the exchange. But scarcity of land line connections remained a reality. I had to get a radio operated phone connection in 1998 as I could not get a land line connection from Pune telephones after I returned from Japan.
In early 1980s, a small handheld device called pager was introduced and it helped travelling people to be contacted from a landline so that they would call back. It was an improvement over only landline option. It lasted for a couple of years but mainly it was for commercial use.
Around 1985 another big leap was taken in communication when a facsimile (fax for short) was introduced. When connected, fax machine could transmit a document and a drawing or even a photo. The instant sending and receiving was a great leap forward. Initially it was only for commercial use but later it became extremely popular.
On another front, the computer got introduced and made strides. We had a main frame computer in BITS Pilani around1970 (with inputs by punching cards) and by 1987 desktop computers (with complex keys to operate) were available in offices. When I reached Japan in 1990, the laptop had made its appearance. I bought my first laptop (Macintosh) in Japan in 1993.
In Japan, the telephones (land line) were quite easy to get and I got one in less than 24 hours of arrival in 1990. The public telephones were very efficient and easily accessible. The pre-paid cards were extremely popular and most public telephones could be activated by coins or prepaid cards. On Valentine’s day, Japanese girls would gift a prepaid card to boys which would dial only their number.
Communication got a boost when in 1990 the satellite was used to transmit messages and documents. The Indian IT industry benefitted from it and some engineering companies also started using VSAT. I got my first TV satellite dish in Japan to view many European channels in 1993.
When I was in Oman in 1997, I got internet access and to use email. I believe it was just introduced. It was a good facility as my daughter was in Australia and contacting became easy. I also got my first mobile phone in Oman in 1997.
Mobiles became easily available and affordable by 2000. I got my local mobile connection in 2000 and I still have the same mobile no. Then mobiles were used for urgent calls and to send text messages (called SMS).
Internet connections were made available on desktop and toggle for laptop in the initial phase for office use. Internet connection for home use took some time and till then toggle was the only option.
Due to popular and affordable cost of mobile phones, the landline lost its place of importance. Even govt (Pune Telephones and then BSNL) started offering mobile phone connections.
The other development was mobile phones started having more features. The camera was in built in the mobile and one could take pictures. Further development allowed video shooting by mobile phone camera. Next to come was back and front camera.
The service providers started (I think by 2010) to link internet to the mobile and provide data transfer. With this facility, one handheld device could make calls, send text messages, take photos, shoot videos, send messages by internet connections and also view one’s emails.
Around 2005 the international calls were expensive from India, so we had used Skype as paid calls and conference tool. There were some doubts about its security and many other options were being opted for by international companies from UK and Belgium that we worked with.
The introduction of smart phones (compatible to various band widths like 3G /4G) the ease and speed of communication of all types became a reality and affordable. The social media (Facebook, Twitter, LinkedIn, and WhatsApp) became popular. For children and youngsters, the various games and educational videos became extremely useful.
Then came cloud technology and a boom of Artificial Intelligence. Everything done on virtual, digital, and social networking platforms gets tracked, analyzed, and thus used to help with recommendations as appropriate.
There is a security threat while all our banking and credit card information is easily available on various Apps. Along with our personal information which is available on social platforms. Hence, cyber security is a thriving business opportunity and interesting working opportunity.
In 2018 the telegraph department finally closed its services and it got replaced by speed post or mobile connectivity. Today post office continues its traditional job of delivering post card, inland letter and envelop but started using air transport for bulk movement.
The biggest benefit of the digital world was during the lockdown due to COVID-19 19. With only a smart phone (tablet or laptop may be better) and Wi-Fi connection, it was possible to conduct classes by teachers for students who were locked down, business meeting with clients and panel discussions among business associates or experts or politicians (elected) or friends. I was able to view virtual musical shows and new released movies and serials on new platforms like Netflix or Amazon Prime etc. also attended virtual birthday and wedding anniversary parties online.

If you go back a couple of decades, what we take for granted today would seem magic-being able to talk to people over long distances, to transmit images, accessing vast amount of data like an oracle or google. All this progress in communication is easy to use, quick and affordable. Also, its reach is worldwide across countries, regions, languages and people.
Another issue, which has surfaced due to the pandemic in India or similar developing or poor countries, is the divide between haves and have not. Traditional divide of have and have not was based on the wealth/money but present-day divide is based on whether one has a smart mobile/laptop/tablet and Wi-Fi connectivity with adequate data.

Going beyond their call of duty, two policemen responding to an emergency call in Noida donated their blood at a hospital that helped in the delivery of a pregnant woman who has given birth to a baby boy. The call was made at 6.46 pm on Sunday on the emergency 112 service of the Uttar Pradesh Police during which the caller said his wife was admitted at the ESI Hospital in Sector 24 for delivery, according to officials.
“Caller Vijay Kumar said two units of blood was required for his wife Rajni but it was not available anywhere and sought police help,” a police spokesperson said.
“Immediately the police response vehicle (PRV) reached the hospital where its commander Anjul Kumar Tyagi and pilot Lala Ram donated one unit of blood each,” the spokesperson added.
The delivery was carried out successfully and now both the mother and the baby were doing well, the police said.
Vijay, the new-born”s father, likened the policemen to “God” who came to his help at the crucial juncture. 
“You only tell me what would you call somebody who comes to your help when there is no help available anywhere? I don”t remember their names but for me they are God. I am thankful to the police for their help,” Vijay, who works in a private factory here, told PTI.
Vijay and Rajni, both around 25, have a four-year-old daughter also and have now become parents for the second time. “Both the boy and his mother are doing well now. I am happy,” he said. The family hails from Mainpuri district in Uttar Pradesh.
“I wanted to go back to Mainpuri because my family lives there. I could not go because of the lockdown,” he added.

Umesh Reddy, also known was Rajulu, Ramesh, Venkatesh, and Hrishikesh Malagi, is an Indian rapist and serial killer who confessed to killing 18 women and was convicted in the murders of 9. The police believe that Reddy raped at least 20 women in Karnataka, Maharashtra and Gujarat, also suspecting that several of the crimes he committed have not been reported because the victims feared the social stigma. Reddy was sentenced to death by the Supreme Court of India and is currently on death row.
Umesh Reddy was born BA Umesh in Basappa Malige, a village in Chitradurga district, Karnataka in 1969. He was selected in the Central Reserve Police Force (CRPF) and was posed in Jammu and Kashmir. While on guard duty at the house of a commandant, he tried to rape the commandant’s daughter before fleeing to Chitradurga district. In 1996 Reddy joined the District Armed Reserve (DAR) Police, who weren’t aware of what happened in CRPF. Reddy had been charged in a road rage incident but the local DAR inspector chose to ignore this “petty” case. Reddy completed his police training in Madhya Pradesh and then returned to Karnataka.
Reddy chose his victims carefully, usually targeting housewives between 11am and 3pm, when there would be no men at home. He would use a ruse, asking for a glass of water, in order to gain entry to the homes, before threatening them with a knife, forcing them to remove their clothes, tying them up and raping them. He would often choke his victims, raping them while they were unconscious. After raping his victims, Reddy would kill them and remove their jewellery in order to make the murder look like a robbery gone wrong. He would then escape, taking the victims’ underwear with him. Reddy was a cross-dresser, and was found wearing women’s lingerie under his clothes at the time of his arrest. In November 1996 Reddy tried to rape a high school girl who was walking at KEB Colony in Chitradurga. The girl struck him with a stone and escaped. On December 6, 1996, Reddy allegedly raped and murdered 16-year-old Roopa when she was returning home. The following month he was arrested and dismissed from DAR service when his first victim identified him at a Republic Day police parade purely by chance. Reddy, along with 4 other men, was charged with Roopa’s murder and was remanded to judicial custody (in 2004 he was acquitted due to lack of sufficient evidence). A court moved him to Bellary jail, and in March 1997 while being transferred, Reddy escaped. He went on to kill an income tax officer’s wife in Bangalore, a girl in Ahmedabad, 2 girls in Baroda and a widow in Kunigal. Reddy often stole lingerie that was pegged outside for drying in people’s backyards and was arrested on July 7, 1977 by Peenya police for this offence. When police raided Reddy’s room, they found a gunny bag full of lingerie. At the time of his arrest he told police his name was “Ramesh”. He escaped within 24 hours, again while being transferred, this time to the MICO Layout police station for interrogation about another case. The police initially tried to hide this escape, but Reddy’s father filed a habeas corpus petition in the High Court. 2 police officers were suspended and a lookout notice was issued in the name of Ramesh.
On February 28, 1998, Reddy raped and murdered 37-year-old Jayashree Maradi Subbaiah, a widow, in Peenya. The police believe that he raped Jayashree’s corpse multiple times. When her 8-year-old son came home from school, he saw Reddy in his house, who told the boy that an evil spirit had entered his mother’s body, so he had tied her to the window grill. He ran, saying that he was going to get a doctor. Reddy then tried to rape another woman – when she raised the alarm, he tried to flee by jumping from the first floor of the house. He sprained his ankle and was caught by neighbours, who turned him in. In 1999, Reddy once again managed to escape from police custody near Hirekerur, but before he could commit a crime he was arrested by inspector Nyame Gowda, in Chikkaballapur. On the night of March 3, 2002, Reddy made a 4th escape from police custody, while being transferred between Bellary and Bangalore, in a KSRTC bus. The DAR personnel of Bellary, who were accompanying him, claimed that he was handcuffed at the time, but Reddy denied this upon his arrest 2 months later. He said that he bought rum and chicken for the police officers, earning their trust, and when the bus stopped at a dhaba (roadside restaurant) near Hiriyur bypass, he asked them to remove his handcuffs so he could go and urinate. Once free, he ran into the fields and escaped. Over the following 2 months Reddy raped 3 girls in Davangere, Hubli-Dharwad and Pune. He stole 3 mobile phones and 2 credit cards and worked as a waiter in a Pune hotel, where he would steal cash and clothes. He then fled to Dharwad. On May 17, 2002, Reddy arrived in Bangalore from Tumkur and left his luggage in the cloakroom at the Yeshwanthpur railway station. Around 8am, Reddy visited a salon in the area to get a shave and a haircut, but as he entered the salon, auto-rickshaw driver Sathyavelu recognised him from the newspaper and an earlier court appearance. The driver called his brother, Rajendran, from a telephone booth and asked him to bring the police. Meanwhile, he kept watch on the salon and when Reddy left and began walking towards the railway station, Sathyavelu told the police and followed him. Inspector Nagaraja Urs intercepted Reddy near Sharief Nagar, and arrested him. At first Reddy claimed it was a case of mistaken identity, but eventually admitted that he was the serial killer at the police station. The police rewarded Sathyavelu with ₹ 20,000. Reddy was discovered wearing a bra and panties – his luggage contained 18 pairs of panties, 10 bras, 8 churidars, 6 saris, 4 blouses and 2 nighties.
Umesh Reddy was tried and convicted in 9 cases, including the rape of Jayashree Subbaiah. He was acquitted in 11 cases due to lack of sufficient evidence. On October 26, 2006, Judge K Sukanya of the Bangalore city fast-track court sentenced him to multiple death sentences, a 7 year sentence plus a ₹ 25,000 fine and a 10 year sentence plus a ₹ 25,000 fine. Reddy tried to gain the judge’s mercy by saying that he wanted to study and needed to take care of his mother, but the judge did not relent. Since the death sentence was the heaviest, the case was referred to the High Court. On October 4, 2007, a division bench of the Karnataka High Court also convicted Reddy but the judges couldn’t agree on the death sentence. Justice V G Sabhahit upheld the death penalty but Justice Ravi B Naik preferred prison labour for life with no hope of parole. A 3rd judge, Justice S R Bannurmath, was asked to resolve the tie on and February 18, 2009, Bannurmath upheld the death sentence. On February 1, 2011, the Supreme Court also upheld the sentence. Justices Altamas Kabir and A K Pathak argued that Reddy was not capable of being rehabilitated and that his rape and murder of Jayashree fell under the “rarest of the rare” category – a requirement for capital punishment in India. Reddy filed a mercy petition before the President of India, but on May 7, 2012, the Government of Karnataka rejected the plea. The President of India also rejected his mercy petition on May 12, 2013. Reddy filed a fresh petition which is now pending before a Supreme Court constitution bench.

The Physics of Forbidden Love
“You can blame it all on Percocet.
I was three days post-hysterectomy and a little loopy on painkillers. After five years of weekly testosterone injections, the canal (I can’t stand calling it a vagina, much less referring to it as “my”) had atrophied to near nonexistence. This made surgery difficult; I tore. The pain was bad enough. The fact that it was in an area of my body I had tried to ignore made me feel even worse. I had been treating the ache with Percocet, at the cost of my lucidity. 
In a minor delirium, I developed a sudden need to tell a charismatic acquaintance — a girl from India in my physics class — just how beautiful and funny she was. It was winter break, and I was at home in Wisconsin, while she had remained in San Antonio, where we went to school. So I decided to send her a quick message. I ended up writing her a rambling letter. 
“Hey,” I began, “you have cow eyes. I know that sounds like a bad thing but have you ever looked into a cow’s eyes? They are so deep and brown and beautiful. I’ve looked into a lot a cow eyes because I’m from Wisconsin.” After ruminating for another paragraph about cows and eyes, I wrote about how, when I squinted at the back of her head during physics, it looked as though the kinematic equations on the whiteboard were growing out of her hair. Finally, mercifully, I concluded by asking if she wanted to get together after the break.
The next day, looking for her response, I found my letter as a new email in my own inbox. In my stupor, I had sent it not to her but to myself. I didn’t try to resend it. But when I saw her back at school, I couldn’t resist telling the story of my misdirected, narcotics-fueled message. She laughed, then asked what surgery I’d had to get me on painkillers.
“That’s top secret,” I said. “You need security clearance. I’m going to need fingerprint scans, and your phone number.” She gave me her number. But I didn’t give her security clearance. No one at school knew I was transgender. I had transitioned at 15 and arrived at college with no intention of discussing my unusual childhood with my peers. So far I had managed all right, but now, that intention was on a collision course with my dating prospects. The more she and I flirted, the more I realized how unprepared I was to explain my history. Should I tell her bluntly or start from the beginning? What if she was angry, or told the whole school? Listening to a friend boast of a recent hookup, I felt a bitter envy; how simple it must be to have a body that makes sense, that needs no explanation.
After a few dates, I sat her down in the ornithology lab where I worked and tried to explain. Since she is pre-med, like me, I figured the simplest explanation was the medical one; how at the start of high school, after years of feeling like a boy trapped in a girl’s skin, I was told by my doctor that I had gender dysphoria, the product of a mismatch between body and brain. Although I tried to maintain a confident tone, I grew flushed and hot before I even managed to say the word “transgender,” and my voice grew so quiet that her growling stomach nearly drowned me out. When I was finished she sat very still, the only sound a whirring centrifuge, in the other room. I waited for her to get up and leave. She didn’t. 
Taking my hand, she said, “I had no idea.” 
In the flood of relief, I also felt a twinge of irritation. Of course she had no idea. I’m almost six feet tall, with a full beard and an Adam’s apple that had once poked a girlfriend in the eye. What would have tipped her off?
“I don’t really care, I think,” she continued. 
“Just tell me if I say something stupid, O.K.? I don’t know a lot about it. I don’t know anything, actually.”
For the next week, everything was fine. I was her first kiss. She fed me my first tikhi puri. Then one night, as we sat in her car, I learned that the biggest impediment to our relationship wasn’t that I was a boy with two X chromosomes, but something much more commonplace: my heritage. Her parents, who had immigrated to Texas from India when she was 5, feared that their culture would be diluted and lost in America, so she was forbidden from dating anyone who was not Indian. With my Midwest accent, ratty Packers sweater and frozen-tilapia complexion, I was the antithesis of the son-in-law they hoped for. She hadn’t told them about me and didn’t know if she ever would. A more painful breakup later on seemed inevitable, so we agreed to stop seeing each other. 
I hoped that the rationality of the decision would offer comfort. It didn’t. Soon enough, though, we drifted back to sitting with each other in physics. There, during a demonstration of magnetism, our professor pulled apart two neodymium discs, only to see them slide back together when she laid them on the table. We watched, took notes and imitated. Within a week, she was back in my bed. It wasn’t a decision, it was physics. Opposites doing what opposites do. After the first few days, when all I could think was how stupid we were being, our relationship had evolved into a surprisingly functional one, though with a few limitations. I couldn’t post photos of us together online, or talk in the background while she spoke to her parents on the phone. Once she had to accessorize her temple apparel — a colorful, traditional kurti — with an oatmeal-like woolen scarf to cover the hickeys I had carelessly left the night before. We went on muck-collecting expeditions to find anaerobic bacteria for her microbiology class. I found a way onto the roof of the student center, where we would go to look at the stars. At first I made jokes about how doomed we were, but as we grew closer the jokes stopped being funny. She was truly unfazed by my transness. I exulted in this; it seemed as though I had finally cleared the last hurdle between me and the mundane heterosexual existence I had yearned for. Joking about reincarnation once, she said I must have had great karma to be a human in this life.
“It couldn’t have been that good,” I said, “or I wouldn’t have wound up in a girl’s body.”
She rolled her eyes. “It’s not a girl’s body. It’s yours.”
As we lay together at night, listening to the possum living in my ceiling scuffle back and forth, we initiated each other into our opposite and alien existences. I told her about the ordeals of my middle-school years and the euphoria of my first testosterone shot, the suicides of friends, the post-transition balancing game pitting safety against loss of identity. 
And, feeling homesick, I told her about walking on frozen Lake Monona, and how the Wisconsin woods turn orange and then black and stay black for too long, until you think you’re going to die in the lonely cold before the ice ever melts. And how one day everything turns green, the trees and branches and trunks and even the boulders, too. She had never seen snow. I had never seen sugar cane fields. She told me about her grandparents’ blue house in Gujarat, where she had lived while her parents tried to ground themselves in Texas, and the terror of the plane ride to meet them; 5 years old and flying to America in a cabin full of strangers. She attended weekly services at the local Hindu temple and would do her best to explain what had been talked about that day, despite my total religious ignorance. My favorite faux pas: Telling her we should name the elephant figurine on her dashboard Elphy McTrunkface. It turned out he already had a name: Lord Ganesh. 
She and I are still together, and we will almost certainly break up. Our relationship is based on mutual respect and trust — like any healthy pairing — but also on denial. She cannot marry me. We both know this, though I think she knows it better than I do. The foolhardy logic I use to rationalize my commitment to her will no doubt worsen my inevitable heartbreak. But for now, it sustains me. As animosity toward brown-skinned immigrants seems to worsen daily in this political climate, and anti-transgender bills that strip me of my dignity draw closer to becoming law in the Texas Legislature, there are days when we wake up scared, go to bed scared and navigate our isolation in between. Why not find refuge, however finite and daring, with each other? In a time of such upheaval and uncertainty, our reckless, quiet love feels like deliverance.”

In Uttar Pradesh, police bias and the scale of violence against the minorities are plumbing new depths

Uttar Pradesh is in the throes of what is fast becoming a gravely culpable crime against humanity. It may not be an exaggeration to say that the Chief Minister has declared war on the minority communities of his State, inciting and encouraging his police forces to unleash upon them an unlawful and brutal reign of terror.
It is not as though police bias and violence against the minorities is unusual in communal violence. On the contrary, as I have often maintained, communal violence cannot sustain for more than a few hours unless it is actively encouraged by the state and the police. But it accomplishes this, most of all, by culpable inaction; by deliberately standing by as mobs attack minorities. Often the police inflict grievous hurt on a disproportionately large number of minorities, in firing while dispersing mobs.
But what we are witnessing in Chief Minister Yogi Adityanath’s Uttar Pradesh is the police force itself becoming the riotous lynch mob. I have handled, as district officer, the 1984 anti-Sikh pogrom and the violence resulting from the movement to demolish the Babri Masjid. Since I left the civil service, I worked closely with the survivors of the Gujarat and Muzaffarnagar (U.P.) carnages, and the earlier communal massacres of Nellie (Assam) and Bhagalpur (Bihar). What is unfolding in U.P. is on a scale and with a methodological deliberateness which I have not witnessed so far outside Kashmir and the North-East — touching a highly dangerous new low.
Devastation in Minutes
I walk through many Muslim homes in U.P., my eyes clouding, my heart sinking in shame, witness to their ruin after a rampage of hate by men in uniform. Cars and scooters are overturned and burned, television screens and washing machines smashed, cash and jewellery looted, crockery, even toys shattered, a lifetime of a family’s belongings devastated in minutes, the family inconsolable. I have borne painful witness to these scenes too many times, in 1984, 2002, 2013. The difference in U.P. is that the marauding mob which mercilessly wrecked home after home of its Muslim residents was police personnel in uniform.
The accounts of the families were chillingly similar. Homes of relatively wealthy families were typically selected for the police carnage; probably led there by police informers. Hordes of policepersons would descend on the house, sometimes 40 or even 60 in number. Some included civilians, others did not. They banged and broke down doors. They beat with their batons old people, women, even children, if they tried to block their way, pleading for mercy. They shouted the most vulgar slurs. A frequent taunt was: Here, take the Azadi you ask for.
It is with the same communal war cries that armed policepersons attacked students in Aligarh Muslim University, vandalised mosques, raided a madrassa in Muzaffarnagar, and set fire to shops and businesses owned by Muslim persons.
Thread From the CAA
Many households reported that policepersons said their houses were now “ours”, because the law will ensure that they leave for Pakistan. It was evident that the policepersons commonly believed that the Citizenship (Amendment) Act, 2019, or CAA, 2019, would complete what the Rashtriya Swayamsevak Sangh regards to be the “unfinished tasks” of Partition — namely forcing Indian Muslims to exit to Pakistan. A senior police official in Meerut is caught on camera asking Muslims to go to Pakistan, and questioning their loyalty to India.
Women and children showed us their baton wounds. Even the very old were not spared. Teenaged boys were among those rounded up by the police and held illegally for days. Government hospitals were unwilling to treat them if they reported that the injuries were inflicted on them by policepersons.
As in most corners of the country, people spilled onto the streets to protest the CAA. It is only in U.P. and coastal Karnataka that these protests have turned violent. At the time of writing, nearly 20 people have died in these protests in U.P. There are reports that in some places, protesters turned violent, although they claim that the rage of the rioters was spurred by police attitude and action.
But the violence by the police against the rioters is entirely disproportionate, without following the prescribed protocol of warning, and gradual escalation of violence. Instead, videos show police shooting above the waist, often in hot pursuit through narrow lanes where there are no protests or crowds.
Most of those who bear the brunt of the attacks are very poor working-class men, whose families insist had nothing to do even with peaceful protests.
Deep Scars
The police registers literally thousands of “unnamed” police complaints in several cities with high Muslim populations. They use this to detain Muslim people at will, and as a weapon to silence anyone who may complain or testify against the police. People are scared to speak to anyone holding a camera, and if they do, they cover their faces. There is an intense sense of terror among the entire Muslim population in urban U.P., the men dreading being charged with grave crimes; the women of attacks to their homes. Large parts of Muslim settlements have emptied out.
Through all of this, there is call for revenge, from the highest political levels, followed by even more brutal police raids and assaults. Muslim people have received notices to pay high damages for alleged destruction of public property (which includes even police batons broken while beating people) — without any judicial finding, as required by law, to prove their responsibility for destroying the properties.
Disturbing Complicity
And as news begins filtering in of the outrage of police rampaging in U.P., the unrepentant Chief Minister issues a triumphalist message of self-congratulation from his official Twitter account: “Every rioter is shocked. Every demonstrator is stunned. Everyone has been silenced after seeing Yogi Adityanath government’s strict actions.”
What U.P. is witnessing is the utter debasement of high public office. Senior civil servants, of the police and magistracy, have most shamefully abdicated their constitutional duties in service to a war of hate launched by the Chief Minister. The war of hate against the minorities in U.P. has shades of what the Kashmiri people have endured for three decades, with security forces raiding and rampaging their homes and beating and rounding up innocents. The Chief Minister hand-picked to lead India’s most populous State, is emerging as as a mascot of hate. He is guilty of nothing short of crimes against humanity — acts deliberately committed as part of a widespread systematic attack directed by a government against an identifiable part of a civilian population.
As the rest of the country is heady with protests against laws and policies which divide people based on their religious identity, the Muslim people of Uttar Pradesh are today wounded — this time almost beyond healing.

Confirmed COVID-19 cases in India crosses 20,000, deaths top 650
The total number of novel coronavirus cases in India surged past 20,000 on Wednesday. At least 1,486 fresh cases emerged in the last 24 hours, taking the COVID-19 count in the country to 20,471, according to the latest Ministry of Health and Family Welfare data.
With 49 deaths recorded since Tuesday, the toll now stands at 652, it said.
So far, India has 15,589 active cases. There are also 77 foreign nationals who are affected by the virus, the ministry said.

The nationwide lockdown imposed in India in view of the coronavirus outbreak has decreased activity at factories and severely reduced car, bus, truck, and airplane traffic. After just a week of reduced human activities, NASA satellite sensors observed aerosol levels at a 20-year low for this time of year in the northern parts of the country.
Every year, aerosols from anthropogenic (human-made) sources contribute to unhealthy levels of air pollution in many cities. Aerosols are tiny solid and liquid particles suspended in the air that reduce visibility and can damage the human lungs and heart.
"We knew we would see changes in atmospheric composition in many places during the lockdown," said Pawan Gupta, a Universities Space Research Association (USRA) scientist at NASA's Marshall Space Flight Center. "But I have never seen aerosol values so low in the Indo-Gangetic Plain at this time of year."

COVID-19 patient in Howrah gives birth, condition of both stable 
A COVID-19 patient in West Bengal's Howrah district gave birth to a baby and the health condition of both of them is stable, hospital authorities said on Wednesday.
The pregnant woman was admitted to the Sanjiban Hospital in the Fuleswar area on 13 April and she later tested positive for the infectious disease, said its Director Subhasis Mitra.
The woman, a resident of Howrah city, gave birth to the baby boy around 8 pm on Monday, he said.
Coronavirus Outbreak LATEST Updates: The total number of novel coronavirus cases in India surged past 20,000 on Wednesday. At least 1,486 fresh cases emerged in the last 24 hours, taking the COVID-19 count in the country to 20,471, according to the latest Ministry of Health and Family Welfare data.
With 49 deaths recorded since Tuesday, the toll now stands at 652, it said.
The countrywide COVID-19 toll rose to 652 while the number of cases jumped to 20,471 on Wednesday, an increase of 49 fatalities and 1,486 cases since Tuesday evening, according to the Union Health Ministry.
The number of active COVID-19 cases stood at 15,859, while 3,959 people have been cured and discharged, the ministry said, adding that one patient has migrated.
Meanwhile, the Union Cabinet approved Rs 15,000 crore for "India COVID-19 Emergency Response and Health System Preparedness Package" for setting up dedicated treatment facilities and laboratories as part of an urgent response to contain the pandemic.
The Cabinet also approved an ordinance aimed at preventing violence against health workers after several cases of assaults on doctors were reported during the coronavirus outbreak.
Maharashtra, Gujarat report most deaths
Of the 49 deaths reported since Tuesday evening, 19 were from Maharashtra, 18 from Gujarat, four from Madhya Pradesh, three from West Bengal, two from Andhra Pradesh and one each from Jharkhand, Tamil Nadu and Uttar Pradesh, the ministry said.
Of the total 652 deaths, Maharashtra tops the tally with 251, followed by Gujarat at 95, Madhya Pradesh at 80, Delhi at 47, Rajasthan at 25, Andhra Pradesh at 24 and Telangana at 23, according to the ministry.
The death toll reached 21 in Uttar Pradesh, 18 in Tamil Nadu while Karantaka has reported 17 cases.
Punjab has registered 16 deaths, while West Bengal has reported 15 fatalities due to coronavirus infection so far.
The disease has claimed five lives in Jammu and Kashmir, while Kerala, Jharkhand and Haryana have recorded three COVID-19 deaths each.
Bihar has reported two deaths, while Meghalaya, Himachal Pradesh, Odisha and Assam have reported one fatality each, according to the ministry data.
According to the health ministry''s data updated in the evening, the highest number of confirmed cases in the country are from Maharashtra at 5,221, followed by Gujarat at 2,272, Delhi at 2,156, Rajasthan at 1,801, Tamil Nadu at 1,596 and Madhya Pradesh at 1,592.
The number of COVID-19 cases has gone up to 1,412 in Uttar Pradesh, 945 in Telangana and 813 in Andhra Pradesh.
The number of cases has risen to 427 in Kerala, 425 in Karnataka, 423 in West Bengal, 380 in Jammu and Kashmir, 254 in Haryana and 251 in Punjab.
Bihar has reported 126 coronavirus cases, while Odisha has 82.
Forty-six people have been infected with the virus in Uttarakhand while Jharkhand has 45 cases.
Himachal Pradesh has 39 cases, Chhattisgarh has 36, while Assam has registered 35 infections so far.
Chandigarh has 27 COVID-19 cases, Ladakh 18, while 17 cases have been reported from the Andaman and Nicobar Islands.
Meghalaya has reported 12 cases, while Goa and Puducherry have seven COVID-19 patients each. Manipur and Tripura have two cases each, while Mizoram and Arunachal Pradesh have reported a case each.
"Our figures are being reconciled with the ICMR," the ministry said on its website.
It further said that one case of Jharkhand has been reassigned to Bihar after reconciliation.
Cabinet approves ordinance making attacks on doctors non-bailable offence
The Union government proposed making attacks on health workers non-bailable with maximum punishment of seven years in jail and Rs 5 lakh fine.
Javadekar said a person can be sentenced to anywhere between three months and five years in jail, besides a fine between Rs 50,000 and Rs 2 lakh, for crimes against healthcare workers under the new provision. In cases where injuries are serious, the punishment will range from six months to seven years, and carry fine between Rs 1-5 lakhs, the minister told reporters.
"Our government has zero tolerance against violence and harassment targeting doctors, nurses, paramedics and ASHA workers when they are doing their best to fight the pandemic," Information and Broadcasting Minister Prakash Javadekar said after a Union cabinet meeting.
It was not clear whether these provisions would continue even after the COVID-19 crisis.
The Indian Medical Association (IMA) called off its proposed ''white alert'' and ''black day'' protests scheduled for 22 and 23 April following a meeting with Home Minister Amit Shah through video conference on Wednesday. The doctors' body has been demanding that the Centre bring a law to protect healthcare workers from rising attacks at a time when they are battling COVID-19.
The Union Health Ministry also advised chief secretaries of all states and Union Territories to adopt adequate measures in ensuring the safety of health workers involved in COVID-19 services.
In a letter, Union Health Secretary Preeti Sudan said amongst all professionals, the skills and services of these health workers place them in a unique position of saving lives.
Meanwhile, official sources told PTI that Prime Minister Narendra Modi will interact with chief ministers via video conferencing on 27 April morning on the way ahead in the fight against coronavirus. This will be the third such video conference.
In the last interaction on 11 April, several chief ministers had recommended extension of the 21-day lockdown by two weeks, which was slated to end on 14 April earlier. Modi then extended it to 3 May.
Centre, West Bengal govt continue to be at loggerheads
A political stand-off continued between the BJP-headed Central Government and the Trinamool Congress-led government in West Bengal, with Chief Minister Mamata Banerjee alleging that the Centre had dispatched faulty testing kits to her state.
"Canards are being spread every day that only a few are getting tested in Bengal for COVID-19. This is absolutely false. Faulty kits were sent to Bengal which have now been withdrawn. We didn't even get adequate testing kits," she told a press conference.
The state government, however, assured it will abide by all the Central Government orders on the nationwide lockdown and said "it is not a fact" that it was not cooperating with the central team deputed to assess the COVID-19 situation in the West Bengal.
The assurance followed the Centre's allegation that the West Bengal government was obstructing the central team's work.
West Bengal has so far reported 15 deaths and 385 confirmed cases, though at least 79 people have been cured of COVID-19 in the state.
