Brazil Central Bank president warns of challenging period ahead due to inflation
Gabriel Galípolo sees country in “elevated level” from the perspective of monetary tightening

Central Bank President Gabriel Galípolo said that “we are moving towards a quite elevated level from the perspective of monetary tightening.” Mr. Galípolo participated in an event on Wednesday morning organized by the Brazilian Center for International Relations (Cebri), the Institute of Economic Policy Studies/Casa das Garças, and the Center for Public Policy Debates (CDPP).
The central banker, who took over Brazil’s monetary authority earlier this year, explained that “it’s logical” that Brazil will navigate a short-term “uncomfortable” period for society, businesses, and families, “a time when inflation should remain at an uncomfortable level, outside the target, reflecting all past events, and you expect monetary policy to gradually take effect and present a deceleration process.”

Version 590
youtube
windows
zip
exe
macOS
app
linux
tar.zst
I had a pretty good week and have a bunch of quality of life improvements to roll out.
full changelog
highlights
The 'check now' button in 'edit subscriptions' and 'edit subscription' is now more intelligent and handles pause status. It'll ask you about paused subscriptions and queries, and it better examines and navigates what you can and will be resurrecting.
If you shrink the search page's 'preview' window down to 0 pixel size, it now recognises it is hidden and will no longer load videos and stuff in the background!
In the parsing system, the 'character set' choice for a 'String Match' now includes the quick-select options for hexadecimal and base64 chars.
When hitting share->copy hashes on a thumbnail, the program now loads up the md5, sha1, and sha512 hashes into the menu labels, so you can now verify md5s or whatever at a glance.
I wrote a thing for API devs and any other advanced users interested in hydrus content updates about how the Current Deleted Pending Petitioned model works in hydrus: https://hydrusnetwork.github.io/hydrus/developer_api.html#CDPP. I went into very specific detail because when talking about this with a user the other day, I couldn't remember it perfectly myself.
Lastly, I am happy to say that I succeeded in doing, as I planned, some meaty background work. The 'Metadata Conditional' object, which does 'does this file have x property, yes/no?', and which I have been thinking about for a couple years, got its first version, and it went a lot better and simpler than I expected. The whole thing plugs into the existing system predicate system and will share much edit UI with it. The MC will be a key lego brick in the development of the duplicate auto-resolution system, and most of the comparison logic for the first version is essentially done now. I pretty much just have to write the database tables and maintenance daemon, and then some UI, so fingers crossed it won't be too long before I am rolling it out for advanced users to play with.
next week
I want to add local media file path fetching to the API and do a bit of API permissions cleanup.

The World Health Organization (WHO) says Al-Shifa hospital in Gaza City "is not functioning as a hospital anymore". The WHO says "constant gunfire and bombings in the area have exacerbated the already critical circumstances". Gaza's Hamas-run health ministry says at least 2,300 people are still inside Al-Shifa, in an update shared by the WHO. The BBC has been sent pictures of at least 20 newborn babies being kept in a surgical theatre at the site. The Israeli military says it has agreed to help evacuate babies from the hospital to a "safer" facility but denies Al-Shifa has lost power. Israel's president Isaac Herzog says Hamas has its base underneath the building - something Hamas denies. The Israeli military says it is not hitting the hospital during fighting. China’s actions on coal, oil and gas key to ‘keeping the 1.5 degrees target alive’, scientist says. Report finds governments on track to produce more than twice the fossil fuels in 2030 than needed to achieve 1.5-degree warming target. There is growing consensus on in the US Capitol that any deal to fund foreign wars, and possibly the entire government, must include significant new measures to address the U.S.-Mexico border, but Republicans and Democrats are deeply split over what changes to make. Australian military Defence whistleblower David McBride makes last-ditch request to attorney general to end prosecution. McBride’s lawyers, Xenophon Davis, wrote to Dreyfus last week in a last attempt to convince him otherwise. They argued that the prosecution “is not in the public interest to continue” and said circumstances had changed since it last approached the CDPP asking it to drop the case. More than 100,000 people, including senior politicians, have marched in Paris against antisemitism amid a dramatic surge in anti-Jewish incidents across France and bitter political rows over whether, and how, to take part. Brazil can expand social protections while avoiding budget crisis
The severe impacts of Covid-19 on vulnerable populations has reignited a longstanding debate on social security in Brazil. Though initially repelled by the administration of President Jair Bolsonaro, the federal government’s coronavirus emergency salary proved to be essential in preserving the income of vulnerable populations and sustaining consumption, avoiding what would have been an even more severe economic collapse due to the pandemic.
And crucially it has opened the eyes of politicians from all ends of the political spectrum to the need to extend Brazil’s social protection network.
The emergency coronavirus salary initially paid out BRL 600 (USD 106) each month to informal workers and the unemployed, and 72 percent of the population now hope the program will be extended into 2021. However, all proposals to this end come up against one huge stumbling block: the collapse of Brazil’s public accounts.
Indeed, the much lauded emergency aid program came in at an estimated cost of BRL 50 billion per month — more than an entire year of existing cash-transfer initiative Bolsa Família. Even with payments being halved to BRL 300, it is highly unlikely the program will fit into the 2021 budget, with public debt nearing the rate of 100 percent of Brazil's GDP.
While proposed solutions have been shot down by the government due to their unpopularity — such as implementing a tax on financial transactions, or reshuffling benefits that would constitute, in President Bolsonaro's words, “taking from the poor to give to the paupers" — researchers from think tank Centro de Debates de Políticas Públicas (CDPP) have devised their own alternative. The Social Responsibility Program, unlike a traditional Universal Basic Income that would grant a flat benefit to every citizen, would pool together a series of existing benefits into one monthly stipend varying according to each family's income. It would also involve the creation of savings accounts that could be withdrawn in emergencies, such as unemployment.
The outcomes expected by CDPP’s team are surprising. By simply redesigning existing policies, they believe that it would be possible to slash poverty levels by up to 24 percent, as well as including 95 percent of vulnerable families in Brazil under the social protection umbrella. To learn more about this proposal, we spoke with Vinicius Botelho, a researcher at the Brazilian Economics Institute of think tank Fundação Getúlio Vargas (FGV-Ibre), who was involved in developing the program.

An unprecedented partnership of news outlets will be responsible for producing two federal leaders’ election debates.
The Leaders’ Debates Commission announced Wednesday that the Canadian Debate Production Partnership (CDPP), which includes HuffPost Canada and the country’s top broadcasters and major print outlets, will be the events’ official producer.
The English debate is proposed for Oct. 7 and in French on Oct. 10. Both events will be held in the Ottawa-area. The federal election is scheduled for Oct. 21.
For the first time, the debates will be free for anyone to access and distribute through broadcast or streaming services, said a news release from the first-ever debates commissioner and former governor general David Johnston.
The two debates will be available to all Canadians in English and French, and for the first time, in some Indigenous languages and non-official languages, as well as American sign language, Quebec sign language, closed captioning and described video.
