Déjà 1 an de chantier à Roanne…
Le chantier pour le réaménagement de la place de l’Hôtel de Ville et de la rue Jean Jaurès à Roanne a commencé il y a 1 an en mars 2024….. et devrait s’achever pour la plus grande part des travaux au cours de l’été et  à la fin de l’automne avec la plantation des arbres.

TERCERA AUDIENCIA
29 de AGOSTO Durante esta jornada comenzaron los primeros testimonios de los querellantes de la causa. A sala llena en el primer piso de la sede de los Tribunales Federales de La Plata, se llevó a cabo la tercera audiencia del Juicio por los crímenes cometidos en el ex CCD Brigada de San Justo. En esta jornada a diferencia de la anterior ya se notó la ausencia de varios de los imputados que presenciaban por video conferencia las audiencias. Tampoco estuvo presencte el represor Leopoldo Luis Baume, quien debía presenciar la audiencia en la sala de este Tribunal. A las 10:45, luego de las formalidades protoclares de inicio, se presentó por video conferencia Alberto Oscar Manfredi. La víctima militaba en el P.C.R. y era integrante de la de la Junta Vecinal del Complejo habitacional 17 de octubre de La Tablada. Entre las tareas que organizaban se entregaban alimentos, funcionaban un jardín maternal y una salita de primeros auxilios . Fue secuestrado el 26 de marzo de 1978, tras lo cual fue llevado a la Brigada de Investigaciones de San Justo, donde permaneció hasta el día 28 del mismo mes. “El secuestro ocurrió cuando salíamos de una misa por el pedido de libertad de los compañeros desaparecidos, y era evidente que estábamos rodeados de efectivos policiales. Allí nos subieron a unos autos, a mí, a un Ford rojo… durante la detención, escuchábamos los gritos y sonidos de la escuela que está al lado. Eran terribles los resultados de la tortura en los días que estuve detenido. Si, recuerdo que había alguien que controlaba que no se pasaran de la tortura, de picana” Estuvo en forma permanente con un tabique en los ojos mientras permaneció  privado de su libertad en una pequeña celda en el interior del CCD. Dormia sobre una sucia colchoneta y “la comida era horrilbe”. Tras la consulta de fiscalía si podria reconocer a alguno de los integrantes de la patota que lo secuestró, Manfredi logro reconocer a “Vibora” que no era otro que el represor Alfredo Boan quien en ese entonces se desempeñaba como cabo en la Brigada. Alberto Manfredi llegó a declarar a sus 67 años y afectado por una grave enfermedad que lo afectó en forma terminal. Durante su valiente testimonio pudo expresar todo el horror padecido durante su cautiverio. Finalmente expresó: “En estos 40 años uno ha ido pensando lo justo y lo injusto de algunas cosas, lo necesario de hacer justicia. Hoy tienen la posibilidad porque tienen a los responsables que tuvieron participación genuina en hechos que le hicieron muy mal a su pueblo”.

Durante la misma jornada, también se escucharon los testimonios de las hermanas María y María José Lavalle Lemos, hijas de Mónica Lemos y Gustavo Lavalle.
María relató que a fines del año 1975 sus padres se instalaron en un barrio de José C. Paz. Su padre conoció las tareas sociales y poco después se acercó a participar en Montoneros mientras Mónica, su madre, era activista en el Centro de Estudiantes de la Universidad. A fines de ese mismo año ya no tenían actividad política, pero continuaron con una importante actividad social. 
“Dejaron una marca muy profunda en los vecinos, los chicos del barrio entraban y salían de la casa, un lugar de puertas abiertas, pero todo cambió cuando fue nuestro secuestro”, dijo María. Y agregó que “el 21 de julio del 77 es el operativo, nos secuestran. Mi mamá estaba embarazada de ocho meses. Se sentían golpes, que se revolvían cosas, se escuchaba bastante porque era descampado. Al principio los vecinos creían que se trataba de un robo. Y cuando salen ven que hay un camión grande como del Ejército y personas vestidas con ropa de fajina. Así fue como fuimos trasladados a Brigada de San Justo. Por aquel momento mi abuelo hizo una presentación de habeas corpus”.
Pasada una semana, María fue devuelta a la familia de una manera muy particular: una llamada telefónica anónima que es atendida por su abuelo paterno, “si quiere volver a ver a su nieta” y le pasaron la dirección de unos vecinos de los abuelos maternos, mudados hacía muy poco a Haedo, lo que confirma el seguimiento que venían haciendo a la familia.
María en su relato describió con precisión el estado traumático que vivió en ese tiempo, con miedo a los uniformes policiales y las sirenas. “Estaba en shock, no reconocía ni la casa ni a nadie, en mal estado de salud, la mirada perdida. Poco a poco van intentando hacer que reaccione, me dan un baño. A partir de ahí comencé a vivir con mis abuelos porque yo era muy chica cuando empecé a hablar. Tenía miedo, por ejemplo cuando veía a una persona uniformada, a las gorras de la policía, gritaba, la gorra la gorra”.
La búsqueda de sus padres y hermana la continuó su abuela materna, Haydé Vallino, cofundadora de Abuelas de Plaza de Mayo. Gracias a la información de Liliana Zambano, ex detenida desaparecida, se pudo determinar que hasta septiembre del 77 Gustavo y Mónica estuvieron en la Brigada y luego fueron trasladados al CCD Pozo de Banfield, donde Mónica dio a luz a su hermana, María José.
La pareja fue desaparecida y la beba apropiada en San Justo, por la sargento de la Bonaerense María Teresa González y su pareja Nelson Rubén, quienes fueron condenados a tres años de prisión en suspenso.
En coincidencia con su hermana, María José relató la importancia del testimonio de la sobreviviente Liliana Zambano para reconstruir su nacimiento en el Pozo de Banfield: allí pudo hablar con Gustavo Lavalle, y él le contó que venían de San Justo y habían sufrido torturas. También saben que Gustavo supo del nacimiento de su hija María José en el CCD. También contó que uno de los sobrevivientes de San Justo secuestrado con su tío le dijo que algunos de los represores eran de “toxicomanía”. El término le quedó siempre grabado a María José, porque su apropiadora, Teresa González, era de esa repartición. La testigo definió a la sargento apropiadora como una persona muy violenta, que siempre alardeaba públicamente de lo que había hecho, se mudaba seguido para ocultar a la niña y hasta robaba bienes de los operativos que realizaban los represores de San Justo. Justamente por aquel alardeo de la apropiación es que siempre hubo información para rastrearla. En el año ’85 González fue detectada en Mar Del Plata por el juez de Morón Juan María Ramos Padilla y recién 2 años después María José fue restituida a su familia. La comunidad organizada para apropiarse de hijos de desaparecidos que existía en la Brigada de San Justo fue descripta con precisión por María José: González apropió a la hija de los Lavalle-Lemos, Oscar y Víctor Penna a la hija de los Moyano-Artigas y Rubén Lavallén a la hija de los Logares-Grinspon. El patrón se seguía inflexiblemente, ya que fueron todos matrimonios secuestrados en San Justo y luego llevados a Banfield. Además la testigo afirmó que el médico policial Jorge Héctor Vidal, que asistía las torturas y los partos clandestinos, era médico personal de la familia de su apropiadora. Al analizar el reencuentro con su familia y las secuelas que dejó la represión, María José sentenció “Son 10 años de mi vida que no me los devuelve nadie, encima criada con gente que dañó a mi familia”.

  La última testigo fue Nancy Rizzo, hija del dirigente gremial José Rizzo, secuestrado y desaparecido en noviembre de 1976 y cuyos restos fueron identificado en 2009. Nancy se presentó con las cenizas de su padre en una urna de madera y dijo “No es morbo,  mi papá está acá presente”. Contó que ella es la mayor de 4 hermanos y que sus padres los criaron en una casa muy humilde en la calle Berón de Estrada de La Matanza. Su padre era obrero, delegado en la fábrica CEGELEC y pintaba transformadores con soplete: Lo recuerda como una persona muy solidaria y combativo en los reclamos laborales. Recuerda que muchos días que no iba a trabajar pensaban que estaba enfermo, pero en realidad estaba guardado porque había sido golpeado y amenazado por punteros de la patronal. Al momento del secuestro de su padre Nancy tenía 12 años. La noche del 17 de noviembre de 1976 estaba haciendo los deberes en su casa, mientras sus padres jugaban a las cartas con un vecino. EN verdad ese vecino, de apellido Rizzo Nelly, había sufrido un secuestro tiempo antes y cuando lo liberaron le dijeron “Nos equivocamos”. Buscaban al padre de Nancy. Aquella noche los represores rompieron las puertas de la casilla y, mientras reducían a todos los presentes pudieron ver que estaban de civil, con gorros y chalecos. Recuerda que ella se agarró de la pierna de su padre hasta que la golpearon, y cuando reaccionaron ya lo habían subido al baúl de un auto donde tenían a otras personas secuestradas. “Ese fue el último día en que fui Nancy. A partir de allí soy la hija de Rizzo”, afirmó. Nancy contó que la desaparición de su padre desarmó a la familia: su madre debió salir a trabajar y dejar a sus hijos con vecinos, tanto que “los hermanos nos encontrábamos para ir a la escuela”. La esposa de Rizzo realizó la denuncia, siempre infructuosa, y luego se contactó con otros familiares de desaparecidos. Fue así que tiempo después el padre de los hermanos Solís, un colimba y un estudiante secuestrados y luego liberados, quien trajo la información de que sus hijos habían visto a Rizzo en la Brigada de Investigaciones de Lanús, CCD llamado “El Infierno” y ubicado en Avellaneda. Luego, a través de los testimonios de Horacio Matoso y Nilda Eloy, ex detenidos de la Brigada de Lanús, supieron que su padre estuvo allí con vida hasta fines de diciembre del ‘76. Pudieron reconstruir además que todo el grupo de militancia de su padre, integrado por Ricardo Lafleur y su esposa, Ricardo Chidichimo y Héctor Galeano, todos sindicalistas de La Tablada, Villa Luzuriaga y Villa Constructora, habían sido secuestrados en serie y llevados primero a San Justo y luego a Avellaneda. Luego Rizzo fue asesinado y su cuerpo plantado a 15 cuadras de la casa de la familia con información fraguada de un supuesto enfrentamiento recordado periodísticamente como “El tiroteo de Aldo Bonzi”. Nancy contó además que todo el procedimiento en la Morgue policial de La Plata fue irregular, que los restos de su padre fueron exhumados en 1984 en el cementerio Villegas de San Justo, identificados por el Equipo Argentino de Antropología Forense en 2009 y recién entregado a la familia 1 año más tarde. Nuevamente la desidia judicial se impuso en el caso: en esta causa se juzga a 9 represores por el secuestro y tormentos a Rizzo, pero no por su homicidio, producido desde la Brigada de Avellaneda. “¿Me van a decir que esto no es un homicidio?”, preguntó Nancy a los jueces señalando la urna con los restos de su padre. “Yo esperé 42 años este momento. Uds van a decidir si creí en la justicia en vano o no. Quiero que me prometan que van a hacer justicia de verdad. No me defrauden”, sentenció. Mientras los doctores Pablo Vega, Alejandro Esmoris y Nelson Jarazo esquivaban la mirada y se rascaban las orejas, “Yo de acá me tengo que ir y volver a ser Nancy Rizzo, tengo que creer que todo esto tuvo sentido"!!! . También recordó que aunque está pedida la desafectación de la Brigada de San Justo como dependencia policial, sigue funcionando allí la Departamental de investigaciones. El testimonio de la compañera, integrante de H.I.J.O.S. La Matanza, fue de lo más contundente que se escuchó en lo que va del debate, que continuará con más testimonios de familiares y víctimas sobrevivientes.
