Okay, I've played pokemon, but never really got super into the fandom I guess, but how do you think they should handle making people gym leaders? I dont think that's been touched upon??
ok im going to assume you mean lorewise in-universe bc i do have a lot of thoughts on that.
first of all: there are two types of pokemon gyms: official and unofficial. not all gyms are recognised by the official pokemon league. only offical gyms reccognized by the league can give out official badges. the badges are what allow pokemon trainers to enter the league, but we will touch on that later.
unofficial gyms can become recognized by the league if they get enough attention, but a lot of gyms have been open for generations and the gym leader possition passed down, often to the previous gyms leaders younger relative or apprentice. if a gym leader retires without an heir, the league will find someone to fulfill that role
ex: norman moving to hoenn to be the normal type gym leader, and green oak taking over the gym giovanni lead after giovanni was arrested/went into hiding
for offical gyms, they need to be centered around a specific pokemon type, and not a type that another official gym already specializes in. basically, if your region already has an official water type gym, your chances of getting your own water type gym made official in the league is low.
also i think depending on the region, the amount of gyms vary a lot. a reagion can have more then 8 gyms but only require trainers get at least 8 badges before competing in the official league, where as other regions will have only 8 gyms and require trainers get a badge from all of them before going forward.
gyms have two purposes:
1) to give trainers a place to train and learn and grow with their pokemon. a gym leaders job is not to win, but to give the trainer just enough of a challege to help them grow and improve.
2) to fliter the massive amountof trainers looking to compete in the league down to just trainers who are strong enough not to get immediately slaughtered the moment they step into the arean. this part is different between gameverse and anime.
in gameverse, you need to get enough badges to get into victory road, where you need to get past many powerful trainers also traveling in that area in hopes to challange the eliet four and the champion. if you beat the champion you become the new champiom
in the anime, there is an official league where the trainers who have enough badges to enter. the trainers will battle with eachother until there is one remaining victor for that year's pokemon league. it is then that the victor will recieve a trophy, and the oppertunity to challenge the champion for their title.
i'm assuming there are victory roads for league winners, but we never see it in the anime because the only leagues ash has won were orange islands and alola and alola wouldnt have a victory road yet when they only just established their league that year.
this went slightly off topic but to answer the original question: there are 3 ways to become an (official) gym leader
inheirit the possition from a previous gym leader
get your unofficial gym recogized and made official by the league
get scouted by the league specically to fullfill an empty gym leader role

Sergio Reguilón at Logroñés
The 5th of August of 2015, Sergio, canterano of Real Madrid CF (he was playing at Castilla) went on a loan at UD Logroñés, a Segunda B team of Logroño, La Rioja, Spain.

He was 18 years old 👶🏻 His teammates treated him like their younger brother and the fans adored him. They called him “Niño” (kid) and ofc Regui
He stayed there for half a season, in january Real Madrid called him back to play for Castilla, after playing 12 matches as a rojiblanco. Next season he went to Logroño again and this time he stayed the whole season, being a regular starter and an important player.
He also played as a left forward/midfielder, not only a left back. During his second season he scored 8 goals, 4 in one match against Athletic de Bilbao (one was actually an own goal but they gave it to him. Videos: x x)
He used to mock his teammates and tell them “relax guys, ill send you tickets when i play the Champioms League”
