It's a bit nuanced actually, in the comic's world, every child is being held hostage by some organization that controls that world, and if their parents disobey the laws in some way, they're put into Red-Status and are forced to watch their children being killed in front of their eyes. [...] Glenn and Gladys are residents of the "second level", Lakeview, and they are kinda bad parents because, different from anyone else, they don't keep playing this game of calling each other out to move on, since this always leads them to the risk of being Red-Status -ed themselves (and then losing their children). So, they're nuanced bad parents, because they're abandoning their children to this organization for the sake of keeping their children alive as much as they can (even though they have no idea what their children are passing through there (and neither does the readers). [...]
The Elburkes:
Her mother told her she never wanted a child and she was the cause of everything going wrong in the household, then killed herself. Her father blamed her for her mother's death, neglected her until she was old enough to get married off and basically sold her to the crown prince (known sadist) for money and power and only told her after the fact.
