Land disputes delaying Infrastructure Projects in Hyderabad
In December 2016 the state government proposed an Inter-City Bus Terminal (ICBT) at Miyapur in Hyderabad. The approved terminal by Hyderabad Metropolitan Development Authority (HMDA) is aimed to be Asia’s biggest bus terminal and would be built as a public-private partnership (PPP) project. The terminal would cater to both inter-district and inter-state buses.
The project was supposed to start many years ago but got postponed due to political unrest in the state. Now the government plans to complete the construction of the project in three years’ time frame. To speed up the process HMDA has asked the developer to complete the first 60% of the project in 2 years and then the rest 40% in the third year. The estimated cost of the project is INR 100 crores and is expected to have all modern world class amenities for both the commuters and bus operators.  
The terminal is supposed to be built by a private developer on about 55 acres of land in Miyapur on the Miyapur-Bachupally ring road, about 2 km from NH-9 which HMDA owns. But even after 3 months of the announcement the project has not begun because the land is in litigation and the HMDA is working towards resolving the litigation at the earliest. The land was given years ago to HMDA by the Ranga Reddy district collector, but later some private parties came forward claiming portions of the property. The civic case is still pending in the Supreme Court of India.
Some of the current residents and property seekers interesting in flats for sale in Miyapur feel that even though bus terminal is a good infrastructure move but a traffic impact assessment study of the area must be done before commissioning the bus terminal. The area around the proposed site already has a shopping mall and with the bus terminal the area would become a traffic bottle neck which would be a big hurdle for the residents.
Under perfect scenario one bus terminal is needed to cater to 50,000 passengers, but currently the city of Hyderabad has only three terminals at Imliban, Jubilee Bus Station in Secundrabad and at Dilsukhnagar. The existing terminals handle close to 2.50 lakh passengers a day which is way above the norms. As per the Comprehensive Transportation Study (CTS) done for Hyderabad Metropolitan Region to deal with the growing passenger traffic, by 2041 the city would need 26 terminals and is in an urgent need of 6 terminals in the next two years. According to the study some of the suggested locations for stations are Miyapur, Medchal, Ibrahimpatnam, Dundigal, ECIL Crossroads, Uppal, Shamshabad and Vanasthalpuram.
The existing bus terminals in Hyderabad are over utilised and the city does need few more terminals to divide commuter traffic and reduce congestion on the existing terminals. The state government has high focus on civic infrastructure development and the proposed terminal at Miyapur is a fine example of it. Hopefully the project would kick-start soon and meet its three year construction dead line.
