ROME (AP) — Italy's far-right-led government on Friday approved a decree that expands the use of Albanian fast-track asylum processing centers to include “repatriation” hubs, in line with a recent EU proposal.
Under the new decree, the two centers in Albania — originally aimed at processing non-vulnerable migrants rescued in international waters — will now also house migrants who arrived in Italy, had their asylum request rejected and received a deportation order.
The Albanian centers have remained substantially inactive since their opening in October, due to legal hurdles and amid wide opposition from human rights associations, who believe they violate international laws and put migrants’ rights at risk.
The project — which has cost nearly 800 million euros over a five-year investment — has been a disappointment for the conservative government led by Premier Giorgia Meloni.
After longer than expected construction work, the first three groups of migrants transferred there in October, November and January were sent back to Italy only a few hours later, after Italian magistrates refused to validate their detention in the non-EU country.
Interior Minister Matteo Piantedosi said Friday in a news conference that the new decree didn’t change the bulk of the agreement with Albania, but added new functions for the centers.
“The decree changes the law that ratifies the protocol with Albania, but doesn’t change its content, making it possible to transfer to the already existing (repatriation) center of Gjader also migrants coming from Italy,” Piantedosi explained.
“That would allow us to immediately reactivate that center so that it won’t lose its functions,” he added.
The Italian move, which offers Meloni a new opportunity to relaunch the costly Albanian centers, follows a European Commission proposal unveiled in March to open new “return hubs” to be set up in third countries for rejected asylum-seekers.
Only 20% of people with a deportation order are effectively removed from EU territory, according to the European Commission, which presented the “European System for Returns” as a potential solution.
The proposal aims to set a standard for all 27 members of the bloc and allow national authorities from one country to enforce the deportation order issued by another. Such rules were missing from the EU’s migration and asylum pact approved last year.
The Italian government is also waiting for a ruling by the European Court of Justice, expected this summer, which could enable the Albanian centers to operate as originally intended.

This AP news article on the latest U.S. Department of Housing and Urban Development (HUD. The people who collect data on homelessness.) report that PISSED ME OFF.
Here's the article I'm complaining about.
Okay, so the article posits the rate of homelessness at 18% increased. In ONE year. Which is fucking insane and disgraceful of us as a country. A catostrophic failure.
But they said this with no clarification:

POOR REPORTING. The republicans have been saying that housing costs have been increased by migrants who "drive up" the cost of living. This is not the fucking problem. If the news article was intending to say the number is higher because of homeless migrants, they should have fucking said that. Because people are gonna read this and immediately recognize the right wing talking point.
Secondly.
And most importantly.
This absolutely fucking egregious inclusion.
What the FUCK is the point of including this? To make people who are actually tuned in to the evidence-based solutions want to mangle their screen and hit Mr. Marbut with a large tube of metal multiple times?

What do you MEAN we need to abandon permanent housing!?
It's the fucking reason other countries have been able to actually fix their homelessness problem while the US lags behind kicking their fucking ankles like greedy real estate hogs. They picked up on this shit years ago.
The housing first model is the current gold standard. Refocusing on what I presume to be treatment-first options for housing is fucking ridiculous.
Treatment-first housing programs have fucking insane dropout rates compared to housing-first. Insane!
Treatment-first programs can be very effective in reducing homelessness in those who stay in the program. But the problem is, those dropout rates can get as more than half of participants.
They require you to stay sober and stick to psychiatric treatment including medication in order to stay off the streets. It can be incredibly traumatizing. Dangling someone over the fire like that causes people to drop out from the sheer pressure of it all. It's dehumanizing as well as ineffective.
It's a complaint I've seen in qualitative interviews with people experiencing homelessness in the literature time and time again. Why the FUCK would they trust you as a system if you make them dance and prove their humanity and monitor them like vultures? Because you don't believe they "deserve" a warm bed unless they claw and work for it. And the second they slip up? They're abandoned like animals onto the street. It's so fucking gross.
It's like. UGH. Rubbing my temples. Wraparound services like jobs training should be offered, but not mandatory. They can help. In fact, case management and other services really do bolster housing programs. But to make it a requirement is to place as many hurdles and walls and beaurocratic steps as you can to a FUCKING SOCIAL SERVICE. WHICH IS THE FIRST STEP OF HOW TO NOT HAVE PEOPLE USE YOUR FUCKING SOCIAL SERVICE!!!!
Marbut is a moron. AP news highlighting his voice here with no pushback is fucking idiotic. And it's not neutral. Like okay, because we had a Smart take from a Normal person like NAEH CEO Ann Oliva saying we were able to fix veterans' homelessness crisis so we should use that roadmap and increase federal funding for the general population, I guess to balance things out we need a MORONIC take so everyone feels heard!
Also, they neglected to mention the rollback of covid emergency safety nets for housing like pausing landlords' authority to boot people off their property when they miss a rent payment. That has been happening for the past 2 years or so. Which is very bad.
Homelessness increasing 18% is insane and we should probably be doing something about more CEOs than just health insurance.

Under a 10-year contract worth $947 million granted in 2021, L3Harris is upgrading and improving the AN/ALQ-172 electronic war self-protection system (EW), which protects the B-52 and air crews from a wide range of electronic threats. Our current work is based on decades of experience in providing critical technology as a Manufacturer of Original Equipment of the AN/ALQ-172 systems for the B-52 fleet. And combined with other ongoing modernization efforts, these updates will increase the relevance and reliability of the B-52 by the 2050s.

"It is essential that we provide our B-52 crew with the necessary tools to keep the B-52 relevant, lethal and survivable as the backbone of the strategic bomber force of the United States."
The effort of modernization and support - ALQ-172 Maintenance and Reliability System (MARS) - intends to do exactly that, increasing the average time between failures due to its modular design, while further improving the performance, maintenance capacity and reliability of the system. Thanks to an integrated and improved radio frequency system, crews will be able to simultaneously combat multiple radar threats that interfere with aircraft operations. And by replacing analog systems with more economical software solutions, USAF will be able to reduce the size of B-52 crews from 5 to 4. This frees up resources for additional mission-critical activities.
Ultimately, the updates will further help USAF in its Global Attack Mission and strengthen the effectiveness of the B-52 in modern warfare, while making future upgrades cheaper and easier.
"We are implementing affordable solutions that not only reduce costs, but also provide crews with more advanced protection against the most sophisticated threats detected by radar," said Jimmy Mercado, Program Director at L3Harris. "All this results in a more modern, efficient and effective aircraft, ready to dominate the future struggle."
USAF plans to conduct a test flight with the new electronic warfare capabilities of the B-52 in 2024.
