Package cost
Lower-salaried band employees (less than AED 4000) are offered all the essential health benefits at reasonable costs with standard packages ranging from AED 650 to AED 750 per annum. This is the best option available for expats to protect the health of their kids and non-working spouse and drive down healthcare costs associated with routine medical check-ups or treatment of illnesses.
Medical coverage
EBP provides medical insurance coverage up to an annual claim limit of AED 150,000. It covers costs associated with regular illnesses, check-ups, emergency treatments, tests, medication and both inpatient and outpatient treatments. However, note that emergency treatment is limited within the UAE only.
– Inpatient services: For basic inpatient treatment services (diagnosis, tests and surgeries), there’s a 20% co-pay that’s capped at AED 500 per encounter or a maximum of AED 1,000 per year. The insurer is liable to pay any fees above this. Ambulance services will be covered only in case of any emergency.
– Outpatient treatment: This includes the doctor’s consultation fees, diagnostic tests and treatment, with 20% payable by the insured.
– Medicines: An annual limit of AED 1,500 is set for medicines/drugs per person and includes a 30% co-pay per prescription
Maternity cover
Women can rest assured knowing they are covered for maternity under EBP plan, which includes:
– Outpatient services: Eight prenatal visits, antenatal blood tests and three ultrasounds are covered with 10% co-pay by the insured.
– Inpatient services: There is coverage for normal delivery costs up to AED 7,000 and up to AED 10,000 for C- section with 10 % co-payment. Also, 30 days of coverage is attached to the mother’s insurance policy for the newborn child that includes tests and screenings.
Pre-existing conditions
One needs to declare any pre-existing or chronic medical conditions at the time of application for insurance. However, coverage will be obtained only after a six-month waiting period.
Fines
Every resident of Dubai is legally required to have a basic form of private medical cover, irrespective of whether you’re employed. Even issuance or renewals of residency visas won’t go further unless you have obtained health insurance coverage. Every uninsured month will attract a fine of 500 AED.

Year-round sunshine, pool days and zero taxes: How to move to Dubai and work remotely for a year (CNN) — As global business and travel hubs remain largely closed off to the masses, Dubai is making entry easier than ever for international visitors. The glitzy city, as well as the United Arab Emirates as a whole, has for years been opening up its once-strict residency and tourist visa rules, but has accelerated its changes in the face of the coronavirus pandemic. Last month, the country announced a UAE-wide remote working visa program (similar to one announced in Dubai in October), in a bid to attract a growing global pool of digital nomads as temporary working-from-home situations become more permanent. The visa is being marketed as a chance for remote workers to take advantage of the country’s low taxes — the UAE does not impose income tax on its residents — as well as its year-round sunshine and five-star lifestyle. The move is a bold one in the face of a mass exodus of expats leaving the UAE, where foreign workers reportedly make up about 90% of a 10-million strong population. But Dubai is also tapping into a growing global trend; other tourist destinations such as Antigua and Barbuda, Barbados, Bermuda, Estonia, Georgia and Mauritius have unveiled similar remote working visas. Alongside the UAE-wide remote visa announcement, Sheikh Mohammed bin Rashid Al Maktoum, ruler of Dubai, announced the adoption of multi-entry tourist visas for all nationalities. The five-year visa enables tourists to enter multiple times and remain in the country for 90 days on each visit, which can be extended for another 90 days. Previously, people could not move to Dubai without a job offer from a UAE-based employer, with workplaces responsible for providing two-year renewable residence visas and medical insurance. Permanent options, such as residency or retirement, were not available to expats. But the first seeds for permanent residency were sown in 2018, when a five-year retirement visa was introduced for the first time. In 2019, the country introduced “golden visas.” This meant high-profile investors and businesspeople could apply for 10-year and five-year visas. It was extended to more sectors, such as doctors and engineers, in November 2020. And in January this year, perhaps the biggest announcement of all, the government opened up Emirati citizenship to expats. Issam Kazim, chief executive of Dubai’s Tourism Corporation for Tourism and Commerce Marketing (DCTM), told CNN in late March that around 1,700 applications for the remote working visa had been received since October. “Most” of these applications have been accepted and issued, he says. In January, Kazim told CNN a further 16,000 foreigners — many of them foreign workers — had opted to stay on in the UAE after Dubai announced a complimentary one-month extension to all tourist visas in December due to the onset of global lockdowns. Peter Walsh, co-founder of an education company in Canada, says he applied for the visa as he’d lived in Saudi Arabia as a teenager and Dubai remains “one of my favorite cities.” He planned on working remotely from the UAE for up to a year to begin with, and possibly extending after that. “I was originally planning to take out the family for an extended break. Maybe as a bonus, get vaccinations while we’re there,” Walsh says. “It’s been a tough year with Covid so getting a break was my main motivation.” Walsh applied for the visa on February 16 and was issued an entry permit on March 2. From there, he has 60 days to enter Dubai. However, with Canada introducing a 14-day quarantine for those returning from abroad, and with relatively high costs for sponsoring families in the UAE, he’s not managed to make it to Dubai yet. The tax question For entrepreneur Deeya Khemlani, swapping 4 p.m. winter sunsets in London for year-round sunshine in Dubai is enough to sell her on the scheme. Khemlani, one of the founders of fashion label Izaak Azanei, has been frequenting Dubai for years for business, and is excited at the prospect of splitting her time more permanently between the two. “The city really offers the best of everything and it’s a great location geographically for me to get to the countries I need to be for work,” Khemlani says. Before the UK travel corridor closed, Khemlani had been flying “back and forth” between London and Dubai relatively often, so had not finalized her application yet. However, she intends to in the near future. “Quite honestly, during the winter months, Dubai is a welcome escape,” she says. But while the program is being advertised as a shortcut to a tax-free salary, the reality is that applicants will probably still be taxed in their home country. David Daly, partner at UAE-based Gulf Tax Accounting Group, says residents of other countries wanting to earn a tax-free salary would need to declare themselves a non-resident of their home country first, which isn’t possible while holding a full-time job there. Nearly 120 countries have reciprocal taxation agreements with the UAE, to ensure individuals and businesses are only taxed once. Conscious decoupling There are also some caveats to take into consideration. For the remote working scheme, you must be earning a minimum of $5,000 per month to apply. It costs $287 per year, plus medical insurance with valid UAE cover and a processing fee per person. For a retirement visa, applicants must be 55 or older, have valid UAE health insurance and fulfill one of these three requirements: earn a monthly income of Dh20,000 (around $5,500); have Dh1 million in cash savings; or own property in Dubai worth Dh2 million. Murtaza Khan, partner at immigration firm Fragomen, says there appears to be a “decoupling of visa sponsorship and employment.” “In order to attract and retain the best and brightest talent, the country’s immigration policy needs to provide appropriate options,” he says. Looking forward, he believes there may be further policies that provide a “balanced employment relationship between foreign workers and employers, rather than the historical sponsorship-led approach.” The new remote working visas will add to Dubai’s reputation as a tourist hub, he says, allowing it to become known as a “virtual workers destination” too. If your spouse is not in the country at the time of application, he or she has to complete medical tests, visa stamping and Emirates ID procedures within 60 days from the date of entry as given in the entry permit.
If your spouse is in the country, he or she need not exit the country. You shall be required to spend Dh 510 (not including typing charges) to change the status of the visa from temporary to residency, after completing all required procedures.
All dependents now need basic medical insurance according to UAE Law. So apply for the same with a set o required documents.

The truth about Dubai - My UAE experience
Dear beautiful followers, I would love to share with you my experience on living in Dubai for the last 15 months. Yes, it is going to be a long story but informative non the less.
My honest 1st impression about Dubai was that it was a beautiful man made city. Knowing that it was built from the ground up in the middle of the dessert made it even more beautiful (as a first impression). My second impression however was the opposite of beautiful. 
I came to Dubai to work and earn more money, as what we most Asians (Filipino, Chinese, Indians) came to Dubai for, a job. Dubai is a beautiful City in image, perfect for tourist. Other than that, it has nothing more to offer but image. Dubai’s foundation is tourism. Unlike the 6 other emirates, they have natural resources that make them wealthy such as Oil, Gas, Sand, Rock & Stones, and many more. Dubai has none of those except tourism. Oil is even coming from another Emirate to be put into Dubai. Like I said, all Dubai has is image and it has made sure that, that image stays pristine, polish and beautiful as i can be. Just like the buildings in the city, beautiful on the outside yet hollow and lots of spaces “to let”/”to rent” on the inside. 
Tourist who come to Dubai are 1000% welcome, most specially the Caucasians. This is where my 2nd opinion became the opposite of beautiful. This city, stereotypes, well...everyone. To me, it is racism at its most discreet. Locals here possess so much power in their city to the extent where they no longer realize that the only reason why this city is still alive and standing is because of its tourist. i came to Dubai as a tourist myself and was able to acquire a working visa when one company decided to employ me. It most cases, its like this for my other fellow Asians as well. Because we are being stereotyped through the kind of passports we carry, our educational background and attainment are disregarded. But if you’re Caucasian, White, carries a US passport, European passport, just plain white...your standard is off the roof regardless if you’re a dropout. That is how locals stereotype here in Dubai. Which for me, is the saddest thing I have ever experienced in my 25yrs of life and out of all the Countries I have traveled. Let me give you a little breakdown of a few scenarios. Working/Residents Visa processing for example, for Asians it takes 2 weeks to a month but for Americans and Europeans? 2-3 days , a week maximum for them. Job offers: Asian salary offers (regardless if you are a doctor, engineer, architect, etc) your salary offer will be less than 5,000Dhs (if you get offered 7,000Dhs, you’re lucky) as a start, that is less than 1,400 USD a month. For a white man or woman from Europe or America? starting pay never goes less than 10,000 or 12,000 Dhs which is about 3,200 USD per month and that pay is projected on a secretary/customer service related work for a Caucasian. How precise are my numbers? trust me, in my 15 months here I have done more research than the government itself. I’ve made a lot of friends here in Dubai through work and Jiu Jitsu. One American woman I know has a secretarial job for a car service company and she was offered 15,000Dhs as a starting pay simply because she carried an american passport. Her education attainment? High school graduate. 
Not to crush anyone’s nuts here, I’m simply sharing my research, observations, and experiences. Neither am I protesting that the world is so unfair or the so much racism is going on, no. What I’m trying to share is that Dubai is not a place where you can succeed and gain growth because it limits you. I said to myself, no wonder they call America “than land of the free and the home of the brave”. Because in America, as long as you are willing and able to work you will be compensated with the work and effort you put in. They acknowledge your educational attainment too. But in Dubai? nada. All the luxury you see here? All from locals. Where does the money come from? yep you guessed it, circulated by the government from Tourism. And what ethnicity is most rapid in tourism that enters Dubai? Asians.

New Rules in Dubai That Residents & Tourists Should Be Aware of

While Dubai has intriguingly emerged as a hub of travel enthusiasts from around the globe, it is also renowned for introducing certain rules & regulations every year.
The trend continues & the government of Dubai has rolled out a set of new rules for Dubai concerning expats, natives & tourists.
Whether you are visiting Dubai on Dubai tourist visa, Dubai Holiday Visa or Dubai Visit Visa for holidaying or planning to relocate to Dubai as an expatriate, it is important to be aware of the rules & regulations prevalent in this desert city to avoid any potential trouble. Therefore, we have brought you the summary of 7 new rules that have been introduced in Dubai recently.
1). The Phone Contracts: Earlier, a hefty fee was required to get a mobile connection disabled in the United Arab Emirates. The network providers were allowed to charge a monthly fee multiplied by the number of remaining months of contract.
However, that rule is set to change in 2019 according to the amendment brought in by the UAE Telecommunications Regulatory Authority (TRA). According to the amendment announced by TRA on 20th March 2019, mobile users in UAE will be required to pay only one month fee to disable their mobile phone contract. As per the latest update by TRA, the amendment has been applied to the new mobile contracts, while the existing contracts will be introduced to this revision soon.
2). UAE’s Permanent Residency Scheme: UAE’s new permanent residency rule was introduced last year in the month of May to the wealthy individuals, exceptional talents & investors such as doctors, engineers, scientists, students & artists.
According to a tweet by UAE Prime Minister Sheikh Mohammed in March 2019, the UAE Cabinet had begun reviewing the applications for the long-term visas. The scheme turned out to be game-changer for Dubai’s real estate industry. According to the sources, around 6800 individuals have been issued permanent UAE residency & a “Gold Card” in the first round of applications only.
3). Obtaining a liquor License in Dubai: The process of purchasing a liquor license in Dubai has been significantly relaxed for the residents in 2019. Earlier, a UAE Resident was required to present a NOC Letter from employer, father/husband, tenancy agreement & salary certificate displaying monthly earning of over Dhs 30,000.
However, as per the revision in this law, the residents of UAE will be required to submit copies of Emirates ID, passport, visa & a passport-size photograph.  Along with these documents, the residents are required fill an online application at MMI or African + Eastern official site & make a payment of Dhs270.
The resident should be above 21 years of age & a non-Muslim. In case the application is approved, it can be collected from the selected MMI or African & Eastern store.
4). Alcohol Laws for Tourists: People traveling to Dubai on a Dubai Tourist Visa or Dubai Holiday Visa are now eligible to obtain free liquor license using which they can purchase alcohol during their stay in Dubai.
For obtaining the license, the tourists are required to visit MMI or African & Eastern Store with their original passport. They are required to fill a short form & sign an official declaration stating,
• They are not the resident of UAE & • They will abide by the UAE’s rules & regulation regarding alcohol purchase & consumption.
A copy of passport & the entry stamp will be submitted at the store & a guideline concerning alcohol consumption will be issued to the customer. The liquor license is valid for a period of 30 days & eligible for renewal, in case the tourist extends the stay. The process of obtaining license is free & applies to non-Muslim visitors to the UAE who are above 21 years of age.

5). Car Renewal Regulations: The rules concerning the fine repayment in line with the road safety initiative have been relaxed by the Dubai Police. Roads & Transport Authority (RTA) has been asked by Dubai Police to allow the drivers of exemplary standard to renew their car without clearing their fines. Dubai Police Chief & Major General Abdullah Khalifa Al Marri said that the drivers will be able to get their vehicle’s residents renewed, regardless of the accumulated fine amount.
6). Rules Concerning Blocking the Emergency vehicles: According to this rule, every motorist that does not make a way for the emergency vehicles will be liable for a fine of Dhs 3,000, six black points & 30-days car impoundment.
This rule has been enforced from 1st July 2019. The UAE’s Ministry of Interior has also rolled out a guideline concerning when & how the vehicles should clear the roads to make a way for the emergency vehicles.
Earlier, the defaulters were subjected to a fine of Dhs. 1000 & six black points only. The rule has been revised as some of the motorists do not give way to emergency vehicles, civil defense vehicles, ambulances & official cars.
7). Metro Cabins: Pink Metro Cabins reserved for women & children on Dubai Metro have been relocated in order to give enhanced comfort & privacy to the passengers.

When international aid agency Doctors Without Borders took over management of the COVID-19 treatment center at a hospital in the Yemeni city of Aden on May 7, one of the immediate challenges was convincing cleaners, porters, and even some of the hospital’s doctors that the novel coronavirus existed, and could make them sick.
“After years of war, after years of having no proper services, people in general don’t trust what the media says, and they don’t trust the authorities,” the center’s deputy project co-ordinator Mohammed Abdulrahim told TIME by phone from Aden on May 24. “At the beginning, we had medical staff getting sick. They had direct contact with patients without taking precautions like putting on masks—they just treated it like a normal disease.”
Staff misperceptions of COVID-19 were just one of the obstacles Abdulrahim and his team faced. Before Doctors Without Borders (MSF) took over the al-Amal facility’s management there was no dedicated ambulance for coronavirus patients, and a political dispute meant Yemen’s government had stopped paying staff salaries, leading to a wave of resignations. Three weeks into its tenure, dire shortages of PPE and oxygen remain, and dozens of MSF staff are off sick in Aden.
The frontline medics at al-Amal are just a handful of the people struggling to prop up a healthcare system devastated by more than five years of war. After Saudi Arabia, the UAE and other Arab nations intervened to drive Iran-backed Houthi rebels from Yemen’s capital Sana’a in 2015, Yemen’s civil conflict has left more than 100,000 people dead, displaced millions, and led to what the U.N. calls the world’s worst man-made humanitarian crisis.
Now, the coronavirus is here and spreading silently through the country. Although testing is almost non-existent, doctors at the only dedicated COVID-19 treatment center in Yemen’s south say they are struggling to cope with a 40% mortality rate and a growing caseload of patients. “The team is under permanent stress with staff missing or not trained enough,” Marc Schakal, MSF’s deputy operations manager for Yemen tells TIME by phone from Dubai. “There are very difficult clinical decisions to take for the doctors to make: We are obliged to set admission criteria based on age and chances of survival at the end.”
As harrowing as conditions are inside the treatment center, MSF doctors believe they are seeing “just the tip of the iceberg,” Shakal says, “We are really worried about much older people who are not able to reach the center, and who are dying in the community.”
“We don’t have visibility on the epidemiological curve”
Yemen’s official coronavirus caseload, among the lowest in the Middle East, is almost certainly misleading. As of May 28, the World Health Organization had recorded only 253 confirmed cases and 50 deaths among a population of 28 million. In neighboring Oman, authorities have confirmed over 8,000 cases with a population one-sixth the size.
The country has a miniscule casecount only because of the near-total absence of testing. So far, authorities have performed fewer than 1,000 COVID-19 tests, or 31 per 1 million citizens. That’s a lower per capita figure than in northeast Syria, Chad, or Idlib.
The observations of doctors at al-Amal’s COVID treatment center cast further doubt on official figures. Between April 30 and May 24, the center admitted 228 patients suffering from coronavirus-like symptoms. Of those patients, 99 have died, or more than 40%. With the center permanently full, MSF is now expanding capacity to a total of 80 beds, up from 50 when it took over on May 7.
Facilities like this are desperately needed in a country with a barely functioning healthcare system. Half of the country’s hospitals and clinics have been destroyed or shut over the course of the war, and earlier this month, the Associated Press reported that 18% of Yemen’s 333 districts do not have a single doctor. The splintered country, which is controlled by various armed factions, is not anywhere close to being equipped to deal with an epidemic —according to a May 18 UNOCHA situation report, Yemen currently has fewer than 150 ventilators, about 500 ICU beds, and only five labs capable of conducting COVID-19 tests.
In Aden “some hospitals have closed because they’re worried about contamination, or because of lack of essential supplies that could protect the health of workers,” says MSF’s Schakal. Others have reportedly turned away patients who have sought help for breathing difficulties.
Although the MSF center still lacks sufficient staff numbers and PPE, oxygen is its most urgent need. Every day, the agency says, its COVID-19 center gets through 250 40-liter oxygen cylinders. Yemen has a total stockpile of under 12,000 cylinders for the entire country.
Al-Amal’s alarming death rate is in part due to patients arriving at a very late stage in COVID-19’s progression, MSF’s doctors say. But what is especially striking is that most of the dead are between 40 and 60 years old—considerably younger than the majority of those who have succumbed to the disease in European hospitals. While it’s possible that environmental stressors make Yemen’s population more vulnerable to COVID-19, doctors suspect the high death rate means many more people in Aden—particularly the elderly—are dying at home without seeking treatment.
It’s a hypothesis reflected in the city’s burial rates. On May 14, Save the Children reported that 380 people in the city had died of “coronavirus-like symptoms” in a single week. On the same date, the official fatality rate for the whole of Yemen was just 13. By late May, government burial statistics revealed that as many as 80 people were dying every day in Aden, compared to a pre-outbreak normal of 10.
“We don’t have visibility on the epidemiological curve, so we don’t really know when it stops,” Schakal tells TIME. “We don’t know if we are on the way up, at the top, or on the way down.”
Sickness during wartime
All of this is taking place against the backdrop of an ongoing war. Yemen’s conflict pits Houthi rebels, who control Sana’a and the country’s north, against a Saudi Arabia-led coalition that holds sway in the south and is fighting to restore the exiled internationally-recognized government. Saudi airstrikes—using U.S. and U.K. supplied munitions—have been responsible for the majority of the destruction of civilian infrastructure like hospitals.
A respite from the fighting might have come on April 8, when Saudi Arabia announced a two-week ceasefire in Yemen, which it extended for an additional month on April 24. But humanitarian groups say the truce—which was denounced as a media ploy by the Houthis—heralded an initial rise rather than a fall in violence. The Saudi Arabia-led coalition accused the Houthis of breaching its unilateral “ceasefire” 241 times in 48 hours. In the two weeks after it was announced “we definitely saw a spike in violence from both sides, there was an increase in the number of casualties, the number of displacements, and the number of airstrikes,” says International Rescue Committee’s Yemen director Tamuna Sabadze.
As of May 18, Houthi authorities had reported only four cases of COVID-19 and one death—all in Sana’a. But the Aden-based government in Yemen’s south has accused the rebels of covering up a larger outbreak. “It’s difficult to say how many have it,” the International Committee of the Red Cross’s (ICRC) Yemen director Franz Rauchenstein tells TIME from Sana’a. “We presume that there is a rather widespread transmission in the north.”
But it is not only the infected who are impacted. COVID-19 has contributed to increases in the price of basic food items and a drop in remittances from migrant workers—one of the country’s most important sources of income—since the pandemic began. That’s life-threatening in a country where even before the pandemic only 15% of children were eating the minimum acceptable diet for survival, growth, and development; and whose farms face the additional threat of massive locust swarms.
Doctors also fear that COVID-19 could inhibit Yemen’s ability to cope with other health crises. Recent flooding across the country has contributed to outbreaks of mosquito-borne malaria, dengue, and chikungunya. In the first six months of 2019, Save the Children recorded almost half a million suspected cholera cases. While Yemen has not experienced a major cholera outbreak this year, it remains a risk in a country where more than 80% of the population lacks access to clean drinking water.
Rather than a standalone problem, the global pandemic adds another layer to Yemen’s already complex crisis. “The tricky thing is that corona actually reduces the efficiency of humanitarian actors, and it reduces the efficiency of an economy,” says ICRC’s Rauchenstein. “These secondary effects of the coronavirus are weakening Yemen even more, and lowering its resilience.”
On May 24, Mohammed Abdulrahim and his wife, a pharmacist at the nearby MSF managed trauma unit, enjoyed a rare day off work for the Muslim holiday of Eid. Rather than visiting relatives according to tradition, they spent the day together at home.
But outside, Aden’s streets were as busy as usual. Despite authorities encouraging people to observe social distancing measures, men still visited markets to buy khat—a narcotic leaf chewed by many Yemenis—children went from house to house collecting candies, and families gathered in parks.
Yemenis’ resistance to social distancing is not only down to public skepticism over information authorities have put out, says Abdulrahim. Even if people believe official messaging, most of Aden’s population relies on daily work to feed their families. “Either people stay at home, where the electricity cuts out and they die because they’re starving, or they die because of corona,” he tells TIME. “Both ways, they are dead. So, they stop thinking and they just continue their life.”

Dubai, UAE: Expatriates on Dubai residence visas living in Sharjah and the Northern Emirates have discovered that the mandatory health care package for dependants has limited, or no coverage in those emirates. Of the nine companies listed by the Dubai Health Authority (DHA) as providing Essential Basic Packages for expatriates earning less than Dh4,000 and minor dependants, at least two do not have coverage in Sharjah and the Northern Emirates while most of the others have very limited coverage in terms of clinics and hospitals. Take the example of Ahmad, who bought Takaful Emarat insurance for his minor son. When he took the boy for consultation in Sharjah he discovered that the insurance for which he paid Dh650 covered only emergency consultation. “It was frustrating as when a minor is ill I am not really going to brave the Sharjah-Dubai traffic to get him to a doctor. Co-insurance is the amount paid by the insurance policy-holder. For example, if the pharmacy bill is Dh100, the patient pays Dh30 and if the outpatient bill is Dh100, the patient pays Dh20. Almost all insurance policies for dependants follow the same co-insurance payment pattern. An insurance broker, who faced many complaints in this regard, told Gulf News: “A large number of Dubai residence visa-holders live in Sharjah and Northern Emirates due to affordable housing. For insurance companies it would prove to be more cost effective to have coverage in Sharjah and Northern Emirates as medical consultations might be cheaper, but not providing this coverage has resulted in a lot of frustration among many as the policy they took out for dependants has literally gone waste. Who wants to run to a Dubai clinic when a child is sick?” A random survey of the other insurance companies on the DHA list indicated that they offer limited coverage for dependants in Sharjah. Oman Insurance Company, for instance, which charges Dh1,950 for minor dependants and Dh1,000 to Dh4,000 for female spouses offers coverage in only 19 clinics and one hospital. “In Dubai, we have nearly 100 clinics and hospitals in our network, but Sharjah coverage is limited,” a call centre assistant said. Another insurance broker pointed out that these teething problems were bound to be there for at least a year. “This year whatever coverage is provided will prevail. This is the first and experimental stage. After complaints are registered and the service providers get a real taste of how things are going to work out, they will make the changes when policies come up for renewal next year,” he said. Shop wisely when buying insurance, Dr Haidar Al Yousuf says Dr Haidar Al Yousuf, director of Health Funding at Dubai Health Authority (DHA), said the DHA was working with insurance companies to make sure they covered Sharjah and Northern Emirates and will make it mandatory for them to provide cover in these emirates next year. “It would be more cost-effective for them to provide EPB coverage in northern emirates,” he said. Al Yousuf, however, said people should do their research before buying insurance. “Shopping for insurance is the same as when you shop for a car. Don’t you research and look at the specifications and see if it tallies your needs? Our website www-ishad.ae has the list of nine companies that provide the basic package, along with their contact numbers and emails. Call them and get comparative quotes. Research the hospitals and clinics under the network of a particular insurance company and buy cover only when you are convinced. Premiums for basic packages range from Dh550 to Dh700, so make sure you buy the one that suits your needs,” he said. Dr Yousuf also reiterated that the DHA was committed to attending to the needs of the residents and would address their complaints immediately. “ We ask residents to lodge complaints about health insurance through proper channels. The correct way is to log on to the ishad website and lodge a complaint through ipromes. We are sensitive to the client feedback and try to resolve a dispute within 2-3 working days,” he said. Castro rushed her Latifa Hospital in Dubai, where doctors ordered she be admitted. There, the medical team noticed her baby’s heartbeat fading away. To save both the mother and the baby, doctors performed an emergency caesarean. Doctors have ordered that the baby stay in the neonatal intensive care unit for a 45-day period. Castro’s wife is also currently in hospital with the same symptoms. “I cried when I first saw him,” said Castro. “Both arms and legs were very thin, eyes were covered, and he was pale in colour.” His frail newborn son, who they have named Hendelson Matthew, weighed only 765 grams at the time of birth. To add to their woes, the baby is too fragile to be held. Castro, who has lived in Dubai for six years, is the family’s sole breadwinner. He works as an assistant engineer and earns a salary of just Dh5,000 per month. His wife had to stop working on the advice of her doctor. Now, as well as worrying day and night about the health of his wife and baby, he faces an growing intensive care bill of Dh3,500 per day. The figure does not include lab tests, medicines and professional fees. Castro is not sure how much longer he can hold on. He is currently waiting for the hospital to update him on his bills. He has asked his company for help, which has agreed to pay for some of the cost of keeping the baby in the incubator. Charities have not helped either. “I’ve checked with some non-profit organisations, but I haven’t received any response. I just want some financial assistance,” he told Gulf News. “I don’t expect anyone to give the money directly. If anybody can go to Latifa Hospital, and just donate something.
