Kenya - Second African Center of Excellence Opens to Upskill Youth

  The African Development Bank has opened a second Information and Communications Technology Centre of Excellence at the United States International University-Africa in Nairobi. This marks an important milestone for the Bank’s Coding for Employment program Coding 4 Employment and its growing partnerships with higher education and technical and vocational education and training institutions. Representatives from Kenya’s Office of the President joined officials from United States International University-Africa and the African Development Bank Group for the opening ceremony held on 1 February.   Hendrina Doroba, the Bank’s Division Manager for Education and Skills Development said: “This Center of Excellence is just one example of the Bank’s commitment to supporting the next generation of African leaders, entrepreneurs, and innovators. By working together to provide young people with the tools and resources they need to succeed, we are all helping to create a more prosperous and inclusive future for all." “The future will be shaped by technology, and it is our responsibility to prepare our young people for the challenges that lie ahead.”   The African Development Bank’s Coding for Employment program is developing the capacity of African youth by equipping them with practical 21st century skills, as well as employability and entrepreneurship skills, to increase their competitiveness in local and global labor markets. The program is funded through a partnership between the Bank and the Rockefeller Foundation. Technical partners Junior Achievement Kenya and Microsoft joined the Bank and Rockefeller Foundation collaboration to establish this second center in Kenya. These centers are open to youth aged 15 - 35 who have enrolled in the Coding for Employment program, and who do not qualify or have the means to attend traditional university programs. Coding for Employment and its partners aim to reach over 1,800 Kenyan youth through the two centers.   “The United States International University-Africa is excited to partner with the African Development Bank in this initiative because it perfectly aligns with the University’s strategic plan that aims to educate our young people for complex global challenges and be the changemakers in Africa,” said the University’s Vice Chancellor, Professor Margee Ensign.   Coding for Employment program beneficiaries have access to demand-driven digital skills, entrepreneurship, and soft skills curriculum to boost their employability in information and communications technology or tech-enabled sectors. The university center is equipped with 40 computers, printers, desks, ergonomic office chairs, an equipped conference room and projectors. “The disproportionate barriers to technology access and lack of relevant skills in the technology sector contribute to the continent’s soaring unemployment rate. Therefore, digital skills are a critical factor in making young people more employable in the current economy and our aim is to teach them to be different and disruptive,” said John Wali, Executive Director, Junior Achievement Kenya. Ceremony keynote speaker Mukhtar Abdi Ogle, Secretary for Strategic Initiatives in the Office of the President of the Republic of Kenya, encouraged youth to have a growth mindset and join the government in its effort to upskill the youth with globally competitive digital skills towards decent and productive employment. I was privileged to have chaired the 2nd Meeting of the Dynamic Coalition on #SmallIsland Developing States (#SIDS) in the #InternetEconomy at the recent 2019 @unitednations #InternetGovernance Forum (#IGF2019) in #Berlin #Germany. Although this #IGF may have been the largest ever in terms of onsite participation, despite the best efforts of the @bmwi_bund including @peteraltm & @dorobaer many countries from the developing world, specifically SIDS, were highly underrepresented. We do hope this will not be the case with #IGF2020 which will be held from November 2-6 2020 in #Katowice #Poland. With remote support from my co-Coordinator, @Maureenhilyard, who unfortunately was not able to make it to Berlin, members of the DC-SIDS presented reports from the #Pacific and #Caribbean regions and welcomed updates and supportive messages from colleagues from the #Maldives, #Vanuatu, #Barbados, #Jamaica, #Australia, #Japan, #TrinidadandTobago and the #Philippines, among others. We were also able to identify initiative leads and accompanying teams as well as work on the next steps in finalizing our Action Plan. Looking forward to seeing the fruits of our labour over the next 6-12 months. Ich gebe zu, es war ein bisschen offensichtlich, dass ich dieses Wort wählen würde, denn es haftet mir an: „Dorothee Bär? Das ist doch die mit den Flugtaxis, oder?“ Genau! Und eigentlich, um ehrlich zu sein, hasse ich dieses Wort auch gar nicht. Im Gegenteil. Ich mag es. Sonst hätte ich es nicht gesagt.

Aber was ich daran nicht mag, ganz und gar nicht, ist die Tatsache, dass es in den vergangenen Wochen dann verwendet wurde, wenn man eine eigentlich sehr ernst gemeinte Sache ohne weitere Überlegung, ohne kurzes Zwischen-Nachdenken und einzig für einen kurzen Effekt ins Lächerliche ziehen wollte.

Das finde ich nicht schön, aber sicher: Als Politikerin muss man das aushalten. Das tue ich wie immer. Also nur kein Mitleid. Wirklich schade finde ich aber, dass damit jeglicher Diskussionsprozess über die Gestaltung unserer (digitalen) Gesellschaft von vornherein zunichte gemacht wird, weil sofort die Ebene der Ernsthaftigkeit verlassen wird und man ins Persiflagenhafte, belächelnd Gleichgültige abdriftet.

In dieser Rubrik geben wir Autoren die Gelegenheit, über ihr persönliches Hasswort zu schimpfen. Eine Redewendung oder Formulierung, die nervt, sinnlos ist oder gerne falsch eingesetzt wird – die man aber ständig hört oder liest, in Texten, im Radio oder im Fernsehen. Ich mag das so verwendete Wort nicht, weil es mir zeigt, wie viele hohe Rösser es hierzulande noch immer gibt, von denen hinabzusteigen dringend nötig wäre, um die Debatte um den technologischen Fortschritt und die Gestaltung der nächsten Jahre nicht ausschließlich an der Tafelrunde vermeintlich ausgewiesener oder feierlich selbsterklärter Expertinnen und Experten zu führen, sondern in die Gesellschaft hineinzutragen. Dorthin, wo sie hingehört.

Ja, und ich nenne sie hier nochmal: Es geht auch um Flugtaxis, zum Beispiel, wenn wir Fragen der Mobilität diskutieren müssen, bei der Algorithmen, Künstliche Intelligenz und ethische Fragen eine wichtige Rolle spielen werden. Oder wenn wir uns überlegen müssen, welche Daten, die bei autonomen Systemen essentiell sind, zu welchem Zweck verwertet werden, und wie wir den Transfer sicher und fair gestalten können.

Ich wurde in besagtem Interview nach meinen Plänen als Staatsministerin gefragt und ich habe sie versucht darzulegen, wenige Stunden nach meiner Benennung. Ich halte diese Pläne für richtig. Aber alles, was aus diesem Gespräch hängen geblieben ist, ist ein Hashtag. Das ist mir zu wenig. Ich werde weiter daran arbeiten, dass es irgendwann mehr sein wird.
