MINNEAPOLIS (FOX 9) - Two women were killed after tires come off a semi on Interstate 94, a video shows a confrontation between protesters and a driver at a Palestinian support rally in Minneapolis, Minnesota Attorney General files an emergency motion and lawsuit against a property management company. Here are the top stories from Oct. 21-27.(FOX 9)Two women were killed along Interstate 94 in St. Paul after their SUV struck a tire that came off a semi on Oct. 21. Troopers responded to a fatal crash in the eastbound lanes of I-94 near Highway 241 in St. Michael.According to troopers, a Freightliner semi was headed westbound when it "lost two tires." At least one of the tires went flying, striking a 2023 Nissan Rogue headed eastbound.Two women inside the Nissan were killed. Troopers identified them at 43-year-old Lea Khamphachanh of St. Cloud and 44-year-old Viengkhone Nguyen of Brooklyn Park.A rally in Minneapolis to support Palestinians was met with a confrontation on Oct. 22 as a car drove through a group of protestors.Protesters were rallying along the Irene Hixon Whitney Bridge, the pedestrian bridge that runs over I-94 in Loring Park. Along with having a protest on the bridge, some protesters were blocking traffic along streets that run along the bridge.Police say they learned that a vehicle had driven through the crowd of protestors. Police say there were no injuries as a result of the incident, and they are reviewing what happened.Minnesota Attorney General Keith Ellison filed an emergency motion and lawsuit against a property management company.Ellison alleges that the landlord started charging thousands of tenants in numerous Minnesota apartment complexes for large electric and fees, in the middle of their leases, which is in violation of several laws.Ellison stepped in to put an effort in to stop the property management company from evicting tenants who can't pay the large utility fees.Two men were accidentally shot by children in separate incidents on Oct. 22 during the Minnesota Department of Natural Resources youth deer hunting season, according to authorities.In the first incident, a 45-year-old man was shot by his 12-year-old daughter in the leg in Becker Township. The second happened in Helga Township, 165 miles north of Becker Township. A 50-year-old man was accidentally shot by a 10-year-old girl he was supervising while hunting. Both men were taken to the hospital.Those who knew the victims of the deadly Interstate 94 crash where two tires came off a semi and struck their SUV are now questioning if this incident involves negligence that could have been prevented.Lea Khamphachanh and Viengkhone Nguyen were killed on Oct. 21 in the crash. State Patrol is not commenting on the ongoing investigation.The shooting death of a 2-year-old by a 4-year-old who was riding in the same car has led to charges against a man who was with them and owned the gun.Colton Dean Mammenga, 33, of Welcome, Minnesota, was charged Oct. 26 with two counts of second-degree manslaughter, one count of child endangerment, and one count of negligent storage of a firearm for possessing the gun that enabled the shooting to occur.The westbound lanes of Interstate 94 reopened the morning of Oct. 24 after a double-fatal, fiery wreck in western Wisconsin shut down the roadway Oct. 23.Wisconsin State Patrol reports two people were killed in the crash and six others were injured. Troopers say seven vehicles total were involved in the crash.The University of Minnesota is asking for the public's help in locating a 19-year-old student who went missing on Oct. 21.The Minnesota Bureau of Criminal Apprehension says that Sumith Maddi was last seen leaving the 17th Avenue Residence Hall on the University of Minnesota campus around 2:40 a.m. on Oct. 21.Call University of Minnesota Police at 612-624-2677 with any information on his location.Amazon employees who still refuse to comply with Amazon's return-to-office policy may soon get fired.Business Insider reported
the company circulated new guidance to managers informing them they can now fire workers who fail to report to the office at least three days a week and laid out how such terminations should go.Ramsey County law enforcement officials found 11 guns found at an Airbnb in Maple Grove, including guns stashed in board games and a McDonald's bag."The guns were in backpacks, purses, above the furnace, in the walls, behind couches," said Ramsey County Sheriff Bob Fletcher. "This is the fourth Airbnb incident involving guns. We had three here in St. Paul. We had one in Roseville."

Brinton — who serves as the DOE's deputy assistant secretary for spent fuel and waste disposition — allegedly took a Vera Bradley suitcase worth $2,325 from the luggage carousel at the Minneapolis St. Paul Airport (MSP) on Sept. 16, according to a criminal complaint filed on Oct. 26 in Minnesota state court and obtained by Fox News Digital. Brinton had traveled from Washington, D.C., to MSP that day
After the suitcase's owner alerted police, officers reviewed video surveillance of the carousel and identified Brinton taking the luggage before removing its tag identifying the owner, the court filings stated. Law enforcement observed Brinton using the luggage during at least two other trips to Washington, D.C., on Sept. 18 and Oct. 9
Then, on Oct. 9, Brinton denied stealing anything when a police officer called to discuss the incident. Brinton confirmed still possessing the suitcase.

The teen cousin of Amir Locke, who was shot and killed by Minneapolis police executing a no-knock warrant in February, agreed to a plea deal in the murder of a suspected drug dealer that had prompted the raid.  
The Ramsey County Attorney's Office announced Wednesday that Mekhi C. Speed, who turned 18 in the months following the Jan. 10 deadly shooting of 38-year-old Otis R. Elder during a suspected drug deal outside a St. Paul, Minnesota, music recording studio, has agreed to the case being moved to adult court. 
In exchange, the state will drop the top charge of second-degree intentional murder, and Speed is to plead guilty to the lesser count of aiding and abetting second-degree murder in court Friday. 
MINNEAPOLIS OFFICER WHO FATALLY SHOT AMIR LOCKE IN SWAT RAID WILL NOT BE CHARGED 
"It's a slap in the face to our family," the victim’s sister, Latasha Elder, told Fox 9 Minneapolis. "I'm not sure why they will give him a plea deal that low." 
Speed was the subject the homicide investigation that prompted the early morning Feb. 2 raid that resulted in Locke’s death. 
The police shooting of the 22-year-old Black man prompted riots, and Minneapolis Mayor Jacob Frey issued a temporary moratorium and then a broader policy ban on no-knock warrants. 
Hennepin County Attorney Michael Freeman and Minnesota Attorney General Keith Ellison announced in April that Minneapolis police Officer Mark Hanneman will not face charges in Locke’s death. His use of deadly force was justified because body camera video showed Locke moving around beneath a blanket and emerging with a gun pointed toward at least one SWAT officer before Hanneman opened fire.  
Elder’s sister said Speed, not police, should be held accountable for his cousin’s death. 
"I believe he should get some type of sentence for that as well," Latasha Elder told Fox 9. "It's his fault. All the damage that he caused."
She feared that "my brother won’t be the last" even if Speed gets locked up for a decade or more, arguing he already had his second chance in being granted supervised release of a minor after shooting another teenager in a leg outside a Brooklyn Park, Minnesota, gas station in September 2020.
"If he gets another chance, my brother won't be the last," she said. "Because look at the system. The system failed."
In requesting the no-knock warrant to enter the apartment, a detective had argued it could protect officers’ safety and noted how the teenage suspects in Elder’s murder had been seen flashing different firearms to include a rifle in social media posts and were linked to a string of carjackings.
Fox News Digital previously confirmed that the no-knock warrant was signed off by Hennepin County Judge Peter Cahill, the same judge who presided over the trial for former Minneapolis police Officer Derek Chauvin, who was convicted of murder and manslaughter in the death of George Floyd.
Though the no-knock stipulation was granted, police body camera footage showed about nine SWAT officers each announced "police, search warrant" as they entered the apartment where Locke was ultimately killed. 
The then 17-year-old Speed, who Fox News Digital did not name in prior reports because of his age and his case originally being prosecuted in juvenile court, was arrested four days after the raid about 120 miles away in Winona, Minnesota. A 16-year-old suspect was also later arrested as an alleged accomplice in Elder's murder.

All four officers were on the scene when Floyd was arrested and held to the ground in May 2020. Footage taken by bystanders showed Chauvin pressing his knee into Floyd’s neck despite his repeated warnings that he couldn’t breathe.

Chauvin was sentenced to 22 and a half years in prison for the murder of Floyd, while the remaining officers have been charged broadly with depriving Floyd of his rights while acting under government authority. A trial date of January 20 was confirmed in a docket filing this week after juror summons went out in November.
The federal trial this month comes ahead of another trial this spring, when Thao, Kueng and Lane will face separate state charges of aiding and abetting in Floyd’s death.
Judge Peter Cahill ruled last year that the state trial be pushed back to 2022 to allow the federal case to go ahead first, as well as to allow some distance between the trials of Chauvin and the three remaining officers, NPR reports.
According to evidence presented in the state case against Chauvin, cited by ABC News, Kueng and Lane helped restrain Floyd as he was on the ground. Kueng knelt on Floyd’s back and Lane held down his legs while Thao prevented onlookers from interrupting the proceedings.
Criminal defence attorney and former state lawmaker John Lesch, who is not connected with the case, believes the officers will be found guilty of depriving Floyd of his rights in the upcoming trial.
Speaking to Fox 9 News, he said: ‘If I am following the trend of the way the juries are going, I say a conviction on all counts. But again, juries are fickle groups. They can do whatever they want.’
Authorities are taking steps to enhance security at the courthouse after Floyd’s death sparked weeks of unrest in Minneapolis and worldwide Black Lives Matter protests, with crews spotted erecting security fences around the perimeter this week.
The St. Paul Police department has assured officers are committed to ensuring the safety of everyone involved in the proceedings, saying their focus is on ‘protecting people, property, and free speech’.
