Barbie's pink gingham dress looks like it was inspired by the 1964 Dancing Doll Barbie.
Her gold disco jumpsuit is reminiscent of the 1980 Golden Dreams Barbie.
Barbie and Ken's neon outfits worn in Venice Beach are likely inspired by the 1994 Hot Skatin Barbie.

In the flashback to the creation of weird Barbie, a young girl kicks the doll, draws on it, burns its hair, etc. Scrabble letters in the corner of the girl's room spell out "Gloria". So, Gloria created weird Barbie.
