This explanation is based on my own translation. Please don’t repost as yours.
Here is a more detailing post about Hiroshi Kamiya’s explanation in the interview about the scene of Petra’s father and its changes about manga and anime. As he said, in the original version, Mr. Ral used the words "惚 気 / noroke" while in the anime he said "ほ う け / houke or hōke".
Manga/Original version: We can see how kanjis match perfectly with Hiroshi’s words. So If we translate the sentence, it would say something like "She said he was going to give it all to you. Well ... she's so in love with you that she doesn't know what his father is going through (laughs)."
Looking for “Noroke” in a dictionary, is defined as 1) Being in love/Fall in love with; 2) Speaking fondly of a loved one. So they match perfectly.

If we pay attention, we can hear him to say “ Houkete iyagaru wa ke desu wa (laughs).” So, If we translate the sentence, it would say: "She said she was going to give it all to you. Well ... she's so excited/starry-eyed to consider how her father feels (laughs)."
Looking for "Houke" in the dictionary, it has three meanings: 1) Becoming senile / childish with age; 2) Be mentally slow, be confused; 3) Becoming ungrossed (in something). So I think number 3 is more logic with the conversation.
Conclusion: Officially, Mr. Ral told to Levi that Petra was in love with him. Of course we can’t forgot the marriage part.
