New World Order is the name of a super villain organization founded by Red Skull in 616. They first appeared in The Incredible Hulk in 1993. The conspiracy theory pre-dates this but I don't know if back then in the pre-internet days it was as well known. The term was actually coined by Woodrow Wilson after World War 1. There's also an old rock band with that name. And was used in WWE back in the late 80s. It had a different connotation back then I think.
Anyway, that's probably why the film originally had that title. Do we know the villain yet? Maybe Red Skull is coming back.
Not that it makes it okay. Someone should have caught it earlier. But I don't think there was nefarious intent.
I don't think there was nefarious intent either, it's most likely that the MCU just didn't do their due diligence before announcing the project. But given how many resources the MCU has at its disposal and how meticulously they plan all these future film announcements & reveals, it does seem odd that no one caught on to the negative implications of the title earlier.
