Ukraine Business Roundup — The Black Sea ceasefire deal Ukraine doesn't need

Washington proudly announced on March 25 that it had brokered an agreement between Russia and Ukraine to “eliminate the use of force” in the sea after two days of talks in Saudi Arabia.
Details are still missing from the “ceasefire,” most crucially the start date. Kyiv said it was ready to go, but Moscow demanded that some sanctions be lifted before it moved forward with any ceasefire.
Amid the uncertainty and confusion, the agreement hasn’t changed the security situation for vessels in the Black Sea, Llyod’s List Intelligence, a maritime intelligence company, reported.
Refresher. Before we get into the agreement, here’s a little reminder of why the Black Sea is important.
At the start of the full-scale invasion, Russia blocked Ukraine’s seaports, meaning it couldn’t export goods through its main trade route. The UN and Turkey helped broker the Black Sea Grain Initiative in July 2022 so that Ukraine could at least export agricultural products through the Black Sea, as nearly 50 million people faced a food crisis.
By July 2023, the initiative was falling apart, and Moscow pulled out.
Things looked bad until Ukraine surprisingly carved out its own trade route in September 2023 having pushed Russia’s fleet to the eastern end of the Black Sea. Exports have been pretty smooth since then, nearly reaching pre-war levels.
So what was agreed upon this past week? Russia and Ukraine agreed to the safe passage of ships through the Black Sea (good for everyone), eliminate the use of force (good for Russia’s fleet, which has been depleted by Ukrainian sea drones), and prevent the use of commercial vessels for military purposes.
Here comes the controversial part, which puts Russia as the real winner of the deal. The U.S. said it would help “restore” Russia’s access to the global market for agricultural and fertilizer exports, lower expensive maritime insurance costs, and increase access to ports “and payment systems for such transactions.”
Yet Ukraine wanted clear security guarantees for its three operational seaports, which are under relentless Russian attacks, and for its Mykolaiv port to be unblocked. The agreement doesn’t guarantee either of those.
“This is definitely not what Ukraine needs,” Serhiy Vovk, director of the Center for Transportation Strategies, a consultancy in Kyiv, told me last week.
What is Russia demanding? Moscow’s main demand is lifting sanctions on the state-owned agricultural bank, Rosselkhozbank, and reconnecting financial institutions involved in agriculture to the Brussels-based SWIFT payment system. It says this will help its food and fertilizer exports, although volumes have actually increased in the last three years.
Russia also wants to get rid of restrictions on European ports that have prevented its vessels from docking and wants sanctions lifted on ships flying the Russian flag.
The Kremlin made the same demands back in July 2023 and says it won’t implement the ceasefire until they are met.
What would be the consequences? So far, the U.S. is mulling over sanctions relief and hasn’t committed to anything yet. Recently, Trump has U-turned and even threatened Russia with secondary oil sanctions for heel-dragging peace negotiations.
But if it does heed Moscow’s demands, then it would help Russia’s sanctioned agri-oligarchs that have profited off the war, including by stealing Ukrainian grain.
Opening up a major state-owned bank would allow oligarchs to move money, get loans, and make potential investments. It could also be used to circumvent sanctions, launder money, and receive oil export revenues.
It will also ramp up tensions between the U.S. and Europe. Since SWIFT is headquartered in Brussels, Washington would have to pressure the EU or SWIFT itself. Chipping away at allies’ unity may be another one of Putin’s strategies, some experts suggest.
There’s also diplomatic side effects if Washington agrees to reward Russia before it has actually committed to anything. While Trump may be looking for a quick win with a partial ceasefire, he would be showing weakness, opening up a crack that Putin could exploit down the line for more sanctions relief, even on individual oligarchs close to his regime.
“The idea of giving up things to Putin before getting what you want is a fool’s errand,” Steven Horrel, non-resident Senior Fellow at the Center for European Policy Analysis (CEPA, told me.

Minerals deal: What’s the deal?
Last week, we asked where the minerals deal was after Trump said it could be signed very soon. Well, we have our answer, and it does not look good.
On March 27, Ukrainian MP Yaroslav Zheleznyak wrote on his popular Telegram channel that he had seen a copy of the new agreement and called it “downright horrible.” A copy of the supposed agreement was later published by former Ukraine Reconstruction Agency head Mustafa Nayyem.
It seems the new version is far worse than the previous agreement that Zelensky was supposed to sign in Washington at the end of February before the infamous spat with Trump and Vance.
Ukraine confirmed it had received a new version of the agreement on March 28 and is negotiating amendments because it is not ready yet to sign. Trump again slammed Zelensky, saying he wanted to back out of the deal and that Kyiv wants to tie the agreement to NATO membership. Ukrainian officials later confirmed to the Kyiv Independent that signing the deal is not connected to NATO accession.
Why is it so bad? The previous agreement was a vague memorandum of understanding with details for a ‘Reconstruction Fund’ to be ironed out down the line. This iteration seems to be the document that would govern said “fund” and is a hefty 55-page deal that would give the U.S. unprecedented control over Ukraine’s natural resources and infrastructure through a joint investment.
Again, there are no security guarantees from the U.S., and again, critics are slamming it as economic colonialism.
So what does it propose? The agreement covers more than just natural resources. It gives the U.S. influence over investments in roads and railways, ports, mines, oil and gas, and extraction operations (although not nuclear power plants, as suggested before).
Washington considers its prior aid to be its contribution to the fund, so it doesn’t have to pay anything else. Ukraine would have to pay 50% of earnings from new natural resources and infrastructure projects, including both private and state mining companies, to the fund in dollars.
Additionally, the U.S. gets rights to all profits with 4% interest until its contribution has been repaid. Only then will Kyiv receive earnings from the fund.
The U.S. gets first dibs on all future projects and prohibits the sale of critical minerals to countries deemed “competitors” of the U.S. This doesn’t bode well for the EU, which signed its own memorandum on mineral resources with Kyiv in 2021.
The fund would be registered in the U.S., with the board comprising three Americans and two Ukrainians. The Americans would reserve the right to veto decisions. The fund’s taxes would be paid in the U.S.
“In this entire architecture, Ukraine is a passive party everywhere. Formally, we are a ‘partner,’ but without access to the steering wheel,” Nayyem wrote on Telegram.
Where is it now? Although Trump is ramping up the pressure to sign the deal, Kyiv is still reluctant. Ukraine sees the potential security benefits of American businesses in Ukraine, and wants a deal, just a more favorable one.
“I confirm that we have begun consultations with the United States on the text of the agreement. Ukraine is determined to conclude a document that would meet the interests of both countries,” Foreign Minister Andrii Sybiha said on April 1.

Ukrainian Railways comes under attack
When an “unprecedented” cyberattack hit the computer networks of Ukrainian Railways, or Ukrzaliznytsia in Ukrainian, on March 23, the company’s staff gave up any idea of getting a good night’s sleep for the foreseeable future, business reporter Yana Prots writes in her latest.
“Everyone is working around the clock. This is no joke,” Anastasia Zolotaryova, Ukrzaliznytsia spokesperson, told the Kyiv Independent on March 26, already spending her fourth day straight at Kyiv’s main train station.
“Our IT workers have slept only two hours in the past day. They step out to rest when they have no strength left and then return to continue restoration efforts,” she added.
What was initially described as a “technical failure” was on March 24 confirmed to be a “large-scale and sophisticated cyberattack” carried out by “the enemy,” according to Ukrzaliznytsia.
Later on April 1, top cybersecurity official Yevheniia Nakonechna said the cyberattack was a terrorist act that employed “tactics, techniques, and procedures typical for Russian intelligence services.”
The company’s website and app crashed, making online ticket purchases impossible and leaving anyone with only digital copies of previously bought tickets in limbo.
For a country at war where commercial aviation is prohibited, disruption on such a vital travel network threatened country-wide chaos.
It took “89 hours of non-stop work” to get the computer systems back online, and even now, the company’s servers are struggling with demand. But if the hackers aim was to cripple Ukraine’s railway network, it fell far short of success — over the past four days, 96% of Ukrainian railway trains still arrived on time.

Ukraine receives $400 million tranche from IMF
Ukraine has received the latest installment of the International Monetary Fund’s (IMF) budget support amounting to $400 million, Prime Minister Denys Shmyhal said on March 31. The funds represent the latest tranche of the Extended Fund Facility (EFF) program, which will provide Kyiv with $15.6 billion in budget support over four years. With the additional $400 million in funding, the program has now distributed $10.1 billion in financing to Ukraine.
US, Russia begin talks on rare earth minerals projects, Moscow claims
Washington and Moscow have begun discussions on projects related to Russian rare earth minerals, said Kirill Dmitriev, head of Russia’s sovereign wealth fund, in an interview with the Russian newspaper Izvestia published on March 31. “Rare earth metals are an important area for cooperation, and, of course, we have begun discussions about various rare earth metals and projects in Russia,” said Dmitriev.
EBRD approves $290 million loan for Ukraine’s gas
The European Bank for Reconstruction and Development (EBRD) on March 26 approved a loan of 270 million euros ($290 million) for Ukraine’s Naftogaz company to purchase gas for the next two winters, Prime Minister Denys Shmyhal said. Norway is also allocating 140 million euros ($150 million) in grants through the EBRD, the prime minister added. “This resource will help us accumulate gas reserves in underground storage facilities for the next winter,” Shmyhal said.
Ukraine to dissolve gambling regulator, create new agency to oversee industry
The Ukrainian Commission for Regulation of Gambling and Lotteries (CRGL) will be dissolved on April 1, the Digital Transformation Ministry said on March 25. A new state agency, PlayCity, will take its place, aiming to digitize gambling business licensing and strengthen oversight of the industry. The Digital Transformation Ministry said in a statement that CRGL had failed to effectively regulate the industry, prompting the government to launch reforms.
Ukraine has capacity to produce 5 million FPV drones per year, advisor says
Ukrainian manufacturers have the capacity to produce over 5 million first-person-view (FPV) drones per year, presidential advisor Alexander Kamyshin said in an interview with Radio Khartia published on March 28. “Now, one manufacturer can produce 4,000 such FPV drones per day,” said Kamyshin, who previously served as the strategic industries minister. “And that is just one manufacturer. There are more than 150 manufacturers in our country. Our capacity is to produce over 5 million FPV units per year."

Bienvenido a un pequeño recorrido durante 9 maravillosos meses a-tu-lado y unas cosas extras, pero sobre todo las emociones que experimentaste en mí y mis eternos agradecimientos hacia tu persona. Creo que conociéndome sabes que a estas alturas ya estoy llorando porque no ha sido nada sencillo viajar al pasado y ver cuánto me ayudaste en el transcurso de este, pero al mismo tiempo me envuelve una nostalgia agri-dulce, pero ser agradecida es uno de mis lenguajes de amor que siempre salen a relucir. Me encontré con un alma amable por azares del destino y aunque al inicio fue muy difícil lograr que me dejara entrar, con algo de paciencia y más paciencia, cuando me pude percatar, ya tenía un pie dentro de su hogar. Entre aun sabiendo las posibles consecuencias que a la larga me podía traer dejar entrar (de igual manera) a alguien a mi vida, pero acepte tomar el riesgo y aventurarme a ella, sabiendo que soy un alma frágil tratando de no romperme. Los primeros tres meses fueron sencillos, nuestras charlas eran pequeñas, pero luego se transformaron en grandes-muy-grandes, cálidas, divertidas y añoradas. Y cuando me di cuenta, ya no había vuelta atrás, había creado un vínculo que me provocaba felicidad. Un vínculo que hace años no concretaba, entonces lo supe, el momento era ahí y estaba sucediendo. Comencé a tener una sensación de llegar a casa y ver que había un par de brazos que me sostenían apenas decía un "Hola, llegué del trabajo" y venía a mi mente: que suerte tengo de tenerle. Mis días se tornaban distintos a los días antes de crear nuestro vínculo, porque te juro que después de ello me mostraba más alegre. Mis fines de semanas eran lo mejor porque estábamos ahí.
Las semanas enteras donde me esperabas para jugar Genshin, eran las mejores. Los días donde me ausentaba y amaba encontrar mensajes tuyos en mi inbox a pesar de no estar, eso me hacía sentir tan querida. Siempre fue difícil para mí darle mi confianza a alguien, darle mi cariño y amistad, porque como pudiste notar en el camino, no soy alguien fácil de querer, aunque digas lo contrario, me conozco lo suficiente para decirlo (ahora ya lo sabes) Y así de la misma manera es difícil que yo quiera a alguien. Entonces cuando eso sucede, en serio quiero, adoro y amo como una imbécil sincera, pero también se activa mi lado frágil que odio tener exponiéndome a cambios, daños o situaciones que, si bien al principio me son difíciles de digerir, mi compañero el tiempo se hace cargo de curarme, pero todo a mi manera.
Absolutamente todos los recuerdos que se verán plasmados en este regalo agradezco infinitamente a ti y al universo por haberme permitido experimentarlos, porque durante todo ese tiempo fui una Maddy verdaderamente y sinceramente feliz. Esa Maddy que conociste al inicio es la que soy, la que no estaba pasando por malos momentos, la Maddy que siempre tenía algo que decir y se esforzaba por hacer todo ameno, porque sí, ese es mi lenguaje de amor. Te hacía pasar buenos ratos, intentando reparar con algo de ayuda un corazón que conocí triste y roto, espero haber aportado en ello. Te dejé ver en mí, facetas que nadie más ve. Me enseñaste a hablar un idioma secreto que no puedo hablar con nadie más.
Ame la primera vez que me dedicaste un escrito, sentía tan, no sé cómo explicar lo que sentía, porque jamás nadie me había escrito y recibir eso simplemente me hacía sentir bonito. Odiaba no poder escribir idol contigo por usar a Jennie, no tienes una idea. Aunque si soy franca, a veces sentía que no querías escribir conmigo, pero no importaba. Por eso a veces me gustaba tomar la iniciativa sin siquiera tener en mente recibir algo a cambio.
Estos 9 meses del año 2022 los disfrute como no tienes una idea. Fueron los más felices incluso llegué a sentir que mi enero horrendo se llenó de florecitas al llegar tú (definitivamente) en marzo. Y lo disfrute tanto, porque como en todo, las cosas siempre van a cambiar, algunas para bien, otras para mal, pero todo siempre está en constante cambio y no me iba a aferrar a algo que no podría controlar, entonces me permito abrazar esos meses y les agradezco a ellos, a ti y al universo por haberme hecho una persona muy-muy-pero-muy feliz durante todo este tiempo.

PM unveils new COVID-19 aid for scientists, farmers
Prime Minister Justin Trudeau is rolling out new measures to mobilize the Canadian science sector and assist farmers as the push to combat the COVID-19 pandemic continues.
Monday morning Trudeau is announcing new support to help speed up Canadian research and life-science companies to “support large-scale efforts towards countermeasures to combat COVID-19, including potential vaccines and treatments.”
And, the prime minister is presenting new measures to support farmers and agri-food businesses that are facing financial impacts of the pandemic. This includes $5 billion in lending capacity for producers, agribusinesses and food processors.
The prime minister’s remarks from outside Rideau Cottage come as Canadians settle into another week of what experts say could be months of physical distancing measures. The Conference Board of Canada is forecasting that the global outbreak could result in the loss of over 330,000 jobs in Canada, should the public health measures remain in place for several months. 
Trudeau said that the physical distancing measures may be taking a toll but they cannot stop. 
Prior to addressing Canadians, Trudeau hosted a call with all premiers—many of whom have now declared provincial states of emergency—and spoke with the prime ministers of Ethiopia and Japan. He made similar calls to several other world leaders last week. 
Following the prime minister's remarks, Deputy Prime Minister Chrystia Freeland will join other officials to provide an update on the COVID-19 efforts, after leading a meeting of the special cabinet committee focused on the federal response to the novel coronavirus.

Over the weekend public health and government officials expressed increasing alarm at the crowds seen gathering in public places such as parks and beaches, prompting the following urging from Health Minister Patty Hajdu: “Our freedoms around the measures that we’re taking right now depend on people taking them seriously... So I would encourage Canadians to think about that and to think about their obligation to act collectively right now.”
Hajdu was referencing the federal government’s ability to drastically eliminate Canadians' ability to move freely, through powers they could enact under both the Emergencies Act and the Quarantine Act.
So far the federal government has not chosen to take such draconian measures, but if it becomes clear that provincial and municipal efforts to restrict movement are not effective, Trudeau has said it’s an option they could take.
Emergency sitting Tuesday
On Sunday Trudeau announced that the House of Commons will resume for a special hours-long sitting to pass the aspects of the $82 billion financial aid and economic stimulus package that require legislation, such as changes to employment benefits for Canadians who are out of work and enhancing the Canada Child Benefit.
The special bill has been put on notice by Finance Minister Bill Morneau, and it’s titled “An Act respecting certain measures in response to COVID-19.” It is the only item of business on Tuesday’s agenda.
All parties have agreed to a plan to have 32 members in the House on Tuesday, when the bill will be fast-tracked through all stages and sent to the Senate by day’s end. There will be 14 Liberals, 11 Conservatives, three members apiece of the Bloc Quebecois and NDP, and one Green MP.
The government will be flying in some key opposition members from Western Canada to take part in the historic sitting.
The Senate will then reconvene on Wednesday with a similarly limited roster of senators and staff to scrutinize and pass the bill, and the final step—a royal assent ceremony—is expected that day.
“During the recall, steps will be taken to ensure the health and safety of senators and staff involved in Chamber operations,” said the Senate in a statement.

'Grocery shopping is no longer fun': Poll reveals changing relationship with food
A majority of Canadians say their grocery-buying habits won't return to normal when the pandemic ends, according to a new poll.
About half of surveyed adults under 55 said they would cook at home more, as did 40 per cent of those older than 55. About 22 per cent of respondents under 35 said they’d visit restaurants more often than they did before the crisis, and smaller numbers of the more than 1,500 respondents said they would order meal kits or groceries online more often and use food delivery apps regularly.
The results point to the shifting attitudes that Canadians have towards grocery stores, said Sylvain Charlebois of the Agri-Food Analytics Lab at Dalhousie University, which conducted the new survey in partnership with Angus Reid.

About 64 per cent of respondents said they’re shopping in-store less frequently than before the pandemic.
“Canadians are realizing that grocery shopping is no longer fun, and they know it’s going to last a while,” he said on CTV News Channel on Tuesday. “For decades, grocers have tried to make you feel at home in a grocery store, but now you’re looking at a security guard, you have to line up, (follow) directions.”
Though many grocers have remained open as essential services during the COVID-19 pandemic, it’s not business as usual. The new normal of lineups and limited capacities, temperature checks at the door and grocery store clerks in personal protective gear is causing major shifts in the food retail industry and perhaps driving people away from stores and onto the internet. The researchers at Dalhousie say that food delivery apps could generate “well over $2.5 billion by the end of 2020” because of the pandemic. In 2019, the figure was close to $1.5 billion.
“Online shopping for food has tripled since the beginning of COVID,” said Charlebois. “More people will find it not only convenient to buy online, but also will find it safe as well.”
In stores, Canadians have shifted their habits as the coronavirus pandemic continues. More than 80 per cent of respondents said they use hand sanitizer when they shop. More than 40 per cent said they bring their own bags. About 30 per cent said they wear a cloth face mask and more than one-quarter wear gloves in grocery stores.
About 42 per cent of respondents said they wipe the groceries down with disinfectant when they return home, though experts say there is little evidence to suggest this practice is necessary. In an interview with CNN, a scientist who studied how long the novel coronavirus can survive of surfaces said that he doesn’t bother wiping down groceries or takeout.
“I treat my hands as potentially contaminated while I’m handling the groceries and unpacking them and I make sure that I wash them fully when I'm done with that process,” said Jamie Lloyd-Smith
METHODOLOGY

Brazil and Japan plotted a farming revolution in Mozambique

SQUINT AT THE grasslands of northern Mozambique and they look a bit like the cerrado, a savannah in central Brazil. Could they be transformed by intensive farming, just as the thickets of the cerrado have given way to fields of soya that transformed Brazil from a food importer to one of the world’s great breadbaskets? That was the thought behind Prosavana, a programme bringing Brazilian and Japanese expertise to Mozambique. Initiated in 2009, it aimed to lift agricultural production across an area of 107,000 square kilometres, roughly the size of Bulgaria.
Politicians heralded Prosavana as a landmark example of “South-South” co-operation. Few farming projects in Africa could match its ambition. It painted a future of which many agronomists on the continent dream: productive and commercially astute smallholder farmers and large plantations exporting to the world. Yet it became a study in hubris, and an illustration of why top-down schemes so often fall short of expectations.

Some 60% of people in sub-Saharan Africa earn a living from their fields. Most of them do not use improved seeds or fertiliser. A typical farm in Kenya or Uganda produces about one-third as much maize per hectare as one in China, and about one-sixth as much as an American one. Africa also has much of the world’s remaining uncultivated land. Stories of untapped potential are drawing commercial farming to the continent. Some agri-businesses cultivate vast holdings of their own. Others enter arrangements to buy cash crops from locals. They often run into opposition, not least over land. Many quietly retreat.
Prosavana encountered similar suspicion. A decade on there is nothing to show for it except a small research lab and a few model farms. In a field outside Ribaue, a northern town, farmers have been helped by technicians to check market prices and start a savings group. Onions grow in neat rows. But this is merely a scratch on an immense landscape. With the main phase of Prosavana not yet begun, the project has mostly had the effect of planting the seeds of a civil-society movement.
The first that many Mozambicans heard of Prosavana was an article in a Brazilian newspaper in 2011. “Mozambique offers land to Brazilian soya”, ran the headline. The story described Mozambique as “Brazil’s next agricultural frontier” and cited a claim by a Brazilian agronomist that half of northern Mozambique was “unpopulated”. In 2013 a Prosavana planning document was leaked. Although it stressed the importance of small farmers, it also envisaged linking them to corporate farming clusters. A private-equity fund hoped to raise $2bn for related agri-business projects.
Activists denounced the scheme as a “massive land grab”. They went on a study trip to the cerrado and joined forces with movements in Brazil and Japan, in a mirror of Prosavana’s trilateral structure. An open letter calling for the suspension of the project was signed by 23 organisations in Mozambique and 43 abroad. Each side of the argument saw the other as out of touch and vaguely foreign—shills of evil corporations or dupes of clueless NGOs.
A gulf opened between two irreconcilable world-views. Many farmers in northern Mozambique practise shifting cultivation, moving to new lands when the soil needs a rest. Agronomists say that rapid population growth is making this impossible. Antonio Limbau, the Mozambican civil servant who oversees Prosavana, argues that farmers must use hybrid seeds and synthetic fertilisers to farm more intensively, so that “the same piece of land feeds more people”.
Farmers call this argument patronising. “We are not children,” says Costa Estevao, who leads the peasant union in Nampula province. He says, accurately, that Prosavana aims to eliminate traditional ways of cultivation. He worries too about costly fertiliser and poisonous pesticides. Anabela Lemos, an environmental activist, says that governments and corporations want “to destroy the campesina”, or peasant class. “That’s a big mistake, because they’re the ones who feed the world,” she says.
This kind of rhetoric reflects a “persistent misunderstanding” of the project, sighs Hiroaki Endo, who heads the Japanese aid agency in Mozambique. Technocrats are still redrafting their master plan, which they say will benefit small farmers. But whatever emerges from endless consultations will fulfil neither the hopes nor the fears invested in it. Brazilian farmers lost interest in Mozambique when they discovered the land was less empty than they thought. And they have since opened a new agricultural frontier back home, where the government of Jair Bolsonaro is letting the forest burn.
An unintended outcome of Prosavana has been the strengthening of Mozambique’s civil society, which forged new bonds through its campaign. Meanwhile in the northern grasslands, farmers invoke the ghost of the project to explain all kinds of unrelated mischief. Beside a road in Nampula province villagers recount the visit of a strange man who gave no name but asked for 50 hectares of their land. The tracks of his bulldozer are still imprinted in the earth. Who is he? Will he come back? Locals have no idea, but the word on their lips is “Prosavana”. ■
