It's a matter of opinion and how you interpret the character, of course, but one kinda fridgelighting moment that makes me sad is how Jotaro probably thought Dio was the end of it.
As if the chaos of constantly running from hostile Stand users (and everyone around him being in danger because of the fact he has a Stand) ended when he killed Dio.
In the first episode of Part 4, Jotaro notes how he hasn't used Star Platinum's The World / time stop ability since he killed Dio. Which likely means things have been completely quiet and safe since Dio died. Especially since Jotaro didn't gain his Stand until Dio showed up, so the whole Dio thing was all the experience he had with Stands.
Jotaro might have assumed it would be safe to start a family. Within ten years, he got married and had a child, bringing two people into his life.
Being called to Morioh and hearing that more hostile Stand users were around; that must have been so devastating. When he heard about Morioh, he might've wondered if he would ever be able to see Jolyne and his wife again; if they would ever be safe in his presence.
And he wouldn't have been able to tell them anything. He would've had to act like everything was normal and he was just going on a trip to visit family, and that he would be home soon, and that everything would be okay.
I wonder if he ever even got to see them again after the start of Part 4, because it's a given that they would be in danger around Jotaro if violent Stand users had started coming out of the woodwork again.
